2.5 Australian <strong>Government</strong> <strong>2.0</strong> stocktake<br />

The 2008 Survey <strong>of</strong> e-government readiness 116 published by the United Nati<strong>on</strong>s <strong>Department</strong> <strong>of</strong><br />

Ec<strong>on</strong>omic <strong>and</strong> Social Affairs suggests that Australia is doing well in some respects but less well<br />

in others. Australia ranked eighth in the 2008 composite index <strong>of</strong> e-government readiness, just<br />

below Canada but above France <strong>and</strong> the UK (ninth <strong>and</strong> tenth respectively). Sweden ranked first,<br />

followed by Denmark, Norway <strong>and</strong> the US. 117 However e-government capability is a necessary<br />

but not sufficient c<strong>on</strong>diti<strong>on</strong> for <strong>Government</strong> <strong>2.0</strong> approaches to thrive. 118<br />

Different historical, instituti<strong>on</strong>al <strong>and</strong> political c<strong>on</strong>texts will affect the speed <strong>of</strong> transiti<strong>on</strong> <strong>of</strong> a<br />

country to a citizen-centred <strong>Government</strong> <strong>2.0</strong> model. While no other country is even close to<br />

fully embracing the possibilities <strong>of</strong> <strong>Government</strong> <strong>2.0</strong>, some countries like the US enjoy particular<br />

structural advantages. 119 Leadership from US President Obama in early 2009 has mobilised acti<strong>on</strong><br />

in the US Administrati<strong>on</strong> towards <strong>Government</strong> <strong>2.0</strong>.<br />

From 2007 to the present, the UK Cabinet Office has recognised the ec<strong>on</strong>omic <strong>and</strong> social<br />

benefits <strong>of</strong> <strong>Government</strong> <strong>2.0</strong> <strong>and</strong> has put in place coordinated <strong>and</strong> centrally-driven reforms.<br />

The OPSI is a useful reference point for Australia’s proposed OIC, as it has nearly two years<br />

experience in adapting to this new envir<strong>on</strong>ment. New Zeal<strong>and</strong> has also been actively building<br />

towards <strong>Government</strong> <strong>2.0</strong>, particularly in licensing PSI, since 2007.<br />

While Australian governments have made some encouraging moves towards <strong>Government</strong> <strong>2.0</strong>,<br />

there has been limited leadership to drive coordinated acti<strong>on</strong>, particularly at the federal level.<br />

Until some very encouraging developments occurred in the last few m<strong>on</strong>ths, Australia has lacked<br />

an overall recogniti<strong>on</strong> <strong>of</strong> the potential <strong>of</strong> <strong>Government</strong> <strong>2.0</strong> at the whole <strong>of</strong> government level. As<br />

yet there is no coordinated governance framework to underpin individual agency efforts. This<br />

report seeks to provide that framework.<br />
