7) Course objectives:
EPANET BASIC COURSE:
• Understand all the possibilities and limitations of EPANET as a management and calculation tool.
• Understand the concepts and basics regarding the design and analysis of pressurized water networks.
• Master the program’s user interface and all available options. Describe the elements and components that
make up a water supply network. Using examples, understand the basic ideas for creating, modifying and
operating a water network supply. Obtain graphical and tabular results to use in reports and/or detect
anomalies in the normal operation of a network.
• Become familiar with the structure of online courses offered by the group, and serve as platform for
taking other specific courses of EPANET. Be able to study a certain aspect of the program in depth by
studying specialization courses of EPANET.

9) Eligibility Requirements:
• Be a citizen or permanent resident of an OAS Member State (Antigua & Barbuda, Argentina, Bahamas,
Barbados, Belize, Bolivia, Brazil, Canada, Chile, Colombia, Costa Rica, Cuba 2 , Dominica, Ecuador, El Salvador,
Grenada, Guatemala , Guyana, Haiti, Honduras, Jamaica, Mexico, Nicaragua, Panama, Paraguay, Peru,
Dominican Republic, Saint Kitts & Nevis, Saint Lucia, Saint Vincent & the Grenadines, Suriname, Trinidad &
Tobago, United States, Uruguay and Venezuela). Residents must send copy of their visa;
• All assistants must have, at least, a degree on Hydraulic Engineering or equivalent (not required, but basic
understanding of hydraulics are compulsory).
• Submit a copy of the degree.
• The course is aimed at professionals involved with water management subject with at least one (1) year of
experience.
• Proficiency in Spanish or English (if not their native language, accreditation is necessary).
• Text processing and Internet knowledge are required.
• Submit the complete application before the deadline set by the respective National Liaison Office (ONE). It is
the applicant’s responsibility to ascertain the deadline set by the ONE in his or her country of residence 3 .
Note: If you were awarded an OAS Professional Development Scholarship in the past twelve (12) months or if you
currently hold an OAS Scholarship for Academic Studies, you are NOT eligible to apply for another Professional
Development Scholarship.
10) OAS Scholarship Selection Criteria: In accordance with article 4.2 of the Manual of Procedures of the Scholarship
and Training Programs of the OAS, OAS scholarships shall be granted based on the following criteria:
• The objectives and priorities established in the Strategic Plan for Partnership for Development;
• The training priorities of the member states;
• The merits and overall credentials of the candidate, including his/her academic and professional background;
• The financial need of the candidate; and
• An extensive and equitable geographic distribution for the benefit of all member states and that takes into
account the greater needs of the smaller and relatively less developed economies.
11) Scholarship Benefits:
The OAS Department of Human Development, Education and Culture (DHDEC) and Universidad Politécnica de
Valencia (UPV) will cover the total cost of the tuition fees for the scholarship recipients.

12) Responsibilities of the scholarship recipients:
• The selected candidate must confirm their acceptance of the scholarship to DHDEC, allowing OAS to do the
necessary arrangements to designate a new selected candidate in case of scholarship declinations.
• In order to become scholarship recipients, the selected candidates must confirm their acceptance of the
scholarship by signing and returning to DHDEC their completed “form of acceptance of the scholarship award”
• If the selected candidate has accepted the scholarship, but for justified reasons can not participate in the
course, he/she must notify immediately to DHDEC.

On June 3, 2009, the Ministers of Foreign Affairs of the Americas adopted resolution AG/RES. 2438 (XXXIX-O/09), which resolves that the
1962 Resolution that excluded the Government of Cuba from its participation in the inter-American system, ceases to have effect in the
Organization of American States (OAS). The 2009 resolution states that the participation of the Republic of Cuba in the OAS will be the
result of a process of dialogue initiated at the request of the Government of Cuba, and in accordance with the practices, purposes, and

• If the selected candidate declines, cancels or ends the scholarship after the course has begun, without written
authorization of DHDEC, he/she will have to reimburse GS/OAS the total amount spent in his/her scholarship.
• The scholarship recipient is responsible for access to computer equipment and communication expenses.
Computer: must allow the newest Explorer Software versions; Adequate Internet access; minimum modem
speed: 28.8 kbps. E-learning platform requires an Explorer with Java, JavaScript.

8. Course Objectives: 1) To understand the changing regulatory philosophy as we participate in the
dynamic worldwide telecommunications environment, including development of the necessary
considerations that need to be given in responding to those changes; and 2) to develop, with high-level
regulatory managers from developing nations, methods of grappling with privatization and other related
deregulatory issues in managing their organizations in an effective, efficient market driven manner.
9. Course Content:
The course will consist of a workshop where participants and instructors will jointly address issues of
telecommunications policy and competition that currently affect the participants’ home countries.
The five day course, taught by Federal Communications Commission (FCC) Bureau-level policy managers,
offers executive-level telecommunications policy personnel a broad overview of telecommunications policymaking
considerations in a dynamic and competitive environment. With the rapidly changing regulatory
environment predominant in so many countries, regulatory bodies are confronted with new challenges as
they attempt to assimilate modern telecommunications technology.
The course describes the US regulatory structure including the legislative authority, the FCC organizational
structure and an outline of the regulatory philosophy affecting the major services. The changing regulatory
structure, which reflects current technological developments, and influences the need for competition and
privatization, as mandated by the Telecommunications Act of 1996, is presented. Discussion of the FCC
decision-making process, a site visit to the Washington, DC headquarters of the Intelsat Global Service
Corporation, and a roundtable discussion concerning the changing global telecommunication environment,
with class members, government, and industry representatives as participants, will be included to enhance
the learning process.
10. Eligibility requirements:

the exception of the United States since is the host country.
• Bachelor’s degree in Economics, Law or Engineering.
• Participant profile: Policy makers and regulatory managers working in aspects related to the
program of the course with at least three (3) years of experience.
• English proficiency. To be considered for admission, scores must be submitted from either the Test
of English as a Foreign Language (TOEFL) or the academic International English Language Testing
System (IELTS). Exceptions may be made for applicants who hold a degree from a university
located in a country in which English is the official language and also the language of
instruction at the university. The minimum scores for admission consideration are:
o Academic IELTS: an overall band score of 6.0 with no individual score below 5.0

11. OAS Scholarship Selection Criteria:

12. Scholarships benefits:
• For successful candidates, OAS Department of Human Development, Education and Culture, will
cover round trip economy class air tickets 7 from country of origin or residence to Washington, DC,
United States of America. Funds for terminal and in-transit expenses are NOT provided
• USTTI will provide:
Scholarship of US$400.00 to subsidize hotel and living expenses and will waive the US$150.00
administrative fee.
Health insurance with international coverage for the duration of the course in Washington
DC which includes emergency medical evacuation, repatriation of remains, and emergency
medical meetings.

13. Responsibilities of the scholarship recipients:
• Based on shared accommodations and an arrival date of Sunday, July 22 nd , 2012 and
departure date of Saturday, July 28 th , 2012 the additional amount needed for this course is
USD$ 495.00 as the total estimated hotel and living expenses amount to USD$895.00 and
there is a USTTI stipend of USD$ 400. Please be advised that the USD $ 895.00 correspond
to:
o Hotel estimate = USD $475.00
o
Living expenses = USD $420.00 (The living expenses are calculated based on US
$50.00 per day (including travel days) and an additional USD $70.00 for ground
transportation (to and from the airport).)
If single accommodations are requested, an additional amount of USD$436.28 will be
required.
• In order to become scholarship recipients, the selected candidates must confirm their
acceptance of the scholarship by signing and returning to DHDEC their completed “form of
acceptance of the scholarship award”;

7 OAS professional development scholarships will cover up to $1,365.00 for round trip airfare to travel between
member states.

• If after accepting the scholarship, the scholarship recipient for whatever reason cannot attend the
course, he or she must immediately notify the Department of Human Development, Education, and
Culture of the OAS;
• Scholarship recipients must communicate in writing to the OAS/DHDEC on which dates they will be
able to travel, so the OAS can make the necessary travel arrangements;
• Scholarship recipients are responsible for obtaining the necessary visa(s) to enter the country of
study and the corresponding transit(s). The OAS will not be responsible for any costs related to
obtaining visas or transfer documentation;
• Each scholarship recipient is responsible for arriving on time for the commencement of activities on
the date established by the institution offering the course or program;
• If the scholarship recipient declines the scholarship, (after the ticket has been purchased without
written authorization from the Department of Human Development, Education, and Culture of the
OAS or fails to travel on the scheduled dates, or changes routes) the scholarship recipient will be
responsible for paying the cost of the airfare or whatever additional cost is incurred;
• If the scholarship recipient fails to travel on the scheduled dates, or change routes, after the General
Secretariat of the Organization of American States (GS/OAS) has purchased his/her travel ticket,
he/she will be responsible for paying the difference in ticket costs in order to arrive at the course site
on time; and
• The scholarship recipient will furthermore have to reimburse the total cost of the airfare for his/her
travel from his/her country of residence to the site where the Professional Development Course will take
place and back if, after the ticket has been purchased, he/she declines the scholarship without written
authorization from the Department of Human Development, Education, and Culture of the OAS. The
latter includes any additional costs, incurred by the GS/OAS, such as extra costs for accommodation
during the scholarship recipient’s travel to and from the country where the course will be held.
14. Certification: The participants will receive a diploma from the United States Telecommunications
Training Institute (USTTI), regional Training Center of the Inter-American Telecommunication Commission.

Invitation for the presentation of scholarship proposals (for participation in professional
development programs offered in 2013)
The Department of Human Development, Education and Culture of the General Secretariat of the
Organization of American States (OAS) is pleased to invite OAS Member States, OAS Permanent

Observers, regional and international organizations, public and private agencies, philanthropic and
commercial institutions, institutes of higher learning, and other areas of the General Secretariat to
participate in its 2013 Professional Development Scholarship Program cycle.
Background
The Professional Development Scholarship Program offers opportunities to citizens of OAS Member
States to expand or refresh their professional expertise in areas of specialization related to the areas
for action, as outlined in the Strategic Plan for Partnership for Integral Development 2006-2009,
which has been extended to December 31 st , 2012, through AG/RES 2641-(XLI-O/11).
OAS Member States have approved the following areas for action:
1. Education
2. Social Development and Creation of Productive Employment
3. Economic Diversification and Integration, Trade Liberalization and Market Access
4. Scientific Development and Exchange and Transfer of Technology
5. Strengthening of Democratic Institutions
6. Sustainable Development of Tourism

Course selection
In compliance with the Manual of Procedures for the Scholarship and Training Programs of the
Organization of American States all course offers are submitted to the Professional Development
Course Selection Committee, whose members are appointed by the OAS Secretary General.
The courses offered shall be selected based on the following criteria and budgetary availability:
a. the objectives and areas for action of the Strategic Plan and the priorities
established by CEPCIDI;
b. the training priorities of the OAS member states;
c. the credentials of the host institution and of the program experts;
d. the level of demand for the course;
e. the course evaluation in those instances where the course has been
previously selected for OAS scholarships;
f. geographic and linguistic distribution among offering institutions; and
g. duration and cost-benefit of the course.
Please be advised that:
- All the required fields in the “Form for the Presentation of Scholarship Proposals” need to
be completed;
- Incomplete forms/documents will not be considered by the Course Selection Committee;
- The Schedule for the 2013 Professional Development Scholarship Program:

submitting scholarship proposals;
- Offering institutions whose courses are selected will be requested to sign a Letter of
Agreement with the GS/OAS DHDEC to set the basis of mutual cooperation.

Scholarships announcement
After the Professional Development Course Selection Committee has selected the courses for which
joint PD scholarships will be offered in the 2013 Professional Development Scholarship Program
cycle, the OAS Department of Human Development, Education and Culture will publish the
scholarships announcements inviting eligible candidates to compete for the respective training and
scholarship opportunities.
Please be advised that:
- Offering institutions should approve the draft text of the course announcement for
Professional Development Scholarship opportunities no later than 3 days after DHDEC sends
it to the course coordinator, in order for DHDEC to publish the announcement well within
the timetable for submission of applications;
Selection of scholarship awardees
Please be advised that according to Article 6 of the OAS Manual of Procedures:
- No OAS scholarship shall be awarded to an individual for participation in professional
development courses in the OAS member state which sponsored the individual for an OAS
scholarship.
- An OAS Scholarship may be awarded to an individual for study by distance education where
the individual remains in the sponsoring OAS member state for all or most of his/her
distance education studies, if the distance education program is offered by an institution not
located in the sponsoring member state.
The OAS scholarships shall be granted based on the following criteria:
a. the objectives and priorities established in the Strategic Plan for
Partnership for Integral Development 2006-2009;
b. the training priorities of the member states;
c. the merits and overall credentials of the candidate, including his/her academic
and professional background;
d. the financial need of the candidate; and
e. An extensive and equitable geographic distribution for the benefit of all
Member states and that takes into account the greater needs of the smaller
and relatively less developed economies.
Professional Development scholarships are awarded through a competitive selection by the Ad-Hoc
Professional Development Scholarship Selection Committee. This Committee will be composed of
one representative appointed by the institution that is offering the Professional Development
Scholarship course, (i.e., usually the course coordinator), and two representatives of the General
Secretariat who are appointed by the Secretary General. The offering institution may be represented
by a staff member of the Permanent Mission of the OAS Member State in which the offering
institution is located, if the offering institution so agrees in writing. It is the responsibility of the
training institution to provide the OAS with the general requirements for each course and, if
applicable, those of a specific nature that candidates should also meet.

Cost-sharing Program
The Professional Development Scholarship Program is a cost-sharing program between the OAS and
Governments of Member States, Permanent Observer States, regional and international
organizations, public and private agencies, philanthropic and commercial institutions, or institutes of
higher learning in OAS Member or Observer States.
Financing is often the decisive factor in making high-impact, professional development training
accessible to qualified candidates. OAS Professional Development Scholarships are financed as
follows:
• Where on-site attendance is required, the OAS provides round trip tickets (economy class)
and logistical support for international travel to and from the country of residence to the
training site.
• In the case of distance learning programs, the OAS covers 50% of the tuition.
• For the onsite courses, the offering institution and/or sponsoring Member or Observer State
cover(s) the costs of registration, tuition, books and/or materials, local transportation, room
and board, and health and accident insurance coverage.
• The sponsoring institution of the scholarship recipient or the scholarship recipient provides,
where required, additional costs associated with in-transit expenses (i.e. room, board and
local transportation during overnight stays).
Benefits of the Program
These unique training and educational opportunities help to meet the development needs of OAS
Member States by providing a vital investment in human capital. Participants return to their home
countries and pass what they have learned on to others, thus maximizing the benefits of the
program. In this way, the Professional Development Scholarship Program helps the Inter-American
Council for Integral Development (CIDI) meet the goals embodied in the Strategic Plan for
Partnership for Integral Development 2006 -2009, which has been extended to December 31 st , 2012,
through AG/RES 2641-(XLI-O/11).

About the Organization of American States (OAS) and the Rochester Institute of Technology (RIT)
The General Secretariat of the Organization of American States
GS/OAS is the central and permanent organ of the Organization of American States (OAS). Through
its Department of Human Development, Education and Culture (DHDEC), GS/OAS supports OAS
member states in creating policies and executing programs that promote human capacity
development at all educational levels. By enabling formative opportunities to citizens, DHDEC
strengthens democratic values and security under the framework of regional integration. DHDEC
does this: (i) by supporting the efforts of OAS member states to improve the quality of and equity in
education while enhancing and highlighting the contribution of their diverse cultures to economic,
social, and human development; and (ii) by assisting the citizens of the Americas in realizing their full
potential by giving them access to knowledge and skills through training that improves the standard

2 No OAS scholarship shall be awarded to an individual for academic studies, research or professional
development training in the OAS member state of which the individual is a national or permanent resident.
II. ABOUT THE SCHOLARSHIP
1. BENEFITS:
The top selected candidates will receive 80% tuition scholarships (of the 48 credit hour
programs listed in section 1.1 of this announcement), while the remaining candidates that
are offered admission to RIT will receive 50% tuition scholarships for any of the programs
listed in section 1.1. of this announcement.
The scholarship recipient will be responsible for all remaining costs associated with the
Program including:
‐ remaining tuition fees;
‐ cost of books.
Please note that the estimated remaining tuition cost is based on 2012‐2013 tuition and
fees, and is for courses required for the degree programs. Students who are required to take
prerequisite courses, or continue study beyond one calendar year will be required to pay

additional tuition for the prerequisite courses as well as increases in tuition. Tuition
increases are typically 4 – 5 % per year.
2. ELIGIBILITY REQUIREMENTS:

Be citizens or permanent residents of an OAS member country, except the United States2.
Hold at least a Bachelor’s degree or its equivalent
Have work experience in related field
Possess basic computer and internet skills
GRE: please note that some of the programs may require the submission of satisfactory GRE scores

Have good command of English, with documentary evidence, if not the native language. Applicants
for whom English is not the first or native language should submit one of the following to verify
English proficiency:

An official transcript verifying completion of studies in an English speaking university in the last five

A test of English as a Foreign Language (TOEFL) with a score of 570 or higher for the paper based
test, 230 for computer‐based test or 89 for internet‐based test; IELTS 6.5, or the equivalent

6. RESPONSIBILITIES OF SCHOLARSHIPS RECIPIENTS:
All Scholarship Recipients must:

Fulfill all requirements of the program for which the OAS‐RIT scholarship is awarded
Confirm their acceptance of the scholarship award by signing and returning to OAS DHDEC their
completed form: “Acceptance of the Scholarship Award”.
Inform the OAS Department of Human Development, Education and Culture at least one week
before the program start date in the event he/she is unable to begin the program of study so that
the scholarship may be offered to the next ranked candidate.
Reimburse GS/OAS and RIT the total amount of the scholarship costs if he/she declines the
scholarship after the start of the program without compelling proof/reason

International Institute of Social Studies
The International Institute of Social Studies is a University Institute of Erasmus University Rotterdam.
ISS is an international graduate school of policy‐oriented critical social science. Established in 1952 as
