Ms Barbara Trentin – Councillor for Social Affairs of the

Province of Treviso


An overview of the Province of Treviso and its


Treviso is a province of the Veneto Region in Italy and it includes

95 municipalities.

The Province of Treviso:

• is renowned for cultural, historical, gastronomic,

manufacturing, agricultural, and ecological highlights.

• is considered to be the most dynamic province of the Veneto


• hosts many production companies, mainly small and medium

sized, specialized in the mechanical field, textile, furniture,

construction and paper milling.


The provincial capital – the city of Treviso - is approximately one

hour from Rome, Paris, London and other European capitals by

air. It extends over 2,476 sq. km and has 869,534 inhabitants. The

Province of Treviso extends over different areas with various

characteristics: mountains, hills and plains from North to South.

General Competencies

the Province of Treviso is a territorial local body, in an

intermediate position between its 95 municipalities and

the Veneto Region.


Competences of the Province of Treviso in

Social Affairs

The Provincial Administration has direct competences in

different fields such as environment, transports, roads,

maintenance of high school buildings etc. but it has not direct

competences for the supply of services in the social and socialcare

fields (except for some residual functions regarding sensorial

handicaps and young people only acknowledged by their mother)

but the Province performs a strategic function of coordination,

analysis and study of the social problems, support and

stimulation for the planning, with a particular attention towards

the social requirements more relevant of the territory, including

the old people condition too.

Statistical estimate of the Veneto Region population

In 2008 there were 4,830,661 people:

- people over 60 were 1,226,943 (25.4% of the population)

- people over 75 were 450,915 (9.3% of the population)

The population foreseen by 2030 will amount to 5,420,712 people; of

whom the people over 60 will be 1,803,552 (i.e. 33.3%); the people

over 75 will be 702,207 (i.e.13%).

In 2008 the population amounted to 869,534 inhabitants:

- people over 60 were 208,357 (89,704 males and 118,653 females)

- people over 75 were 76,760 (27,027 males and 49,733 females)

Q-Ageing project - reasons for participating

The Province joined the Q-Ageing for:

–realising a mapping of the policies carried out by the

municipalities about family, young people and the condition

of elderly. The publication of the results of this survey is

scheduled within the month of May 2009;

–Sustaining and enlarging the networking between

volunteers and institutions, favouring a synergic approach;

–Facing the challenges and effects of the globalization

that risks to destroy those places of socialization (e.g. small

retail shop is substituted by the big distribution);

–Analyzing the difficulties of communication

characterizing the urbanization of the Province of Treviso:

there are many and fragmented urban settlements and the

mobility is manly managed by private transport: it means that

people with reduced mobility are isolated.


Our previous experience in ageing

Surveys on the characteristcs of quality ageing such as

the project: “Long-lived Treviso”;

Studies, analyses and sensibilization about the old

people conditions and, in particular, on the senile

dementia and Alzheimer’s disease through the

collaboration with different subjects such as

associations,municipalities and the local health


6 new residential buildings with a “family dimension”:

a big project helping the persons afflicted with serious

disabilities lacking a family support.


Our previous experience in ageing

This network of structures and services, spread over the

territory, contributed significantly to better match the

needs in this field. The value of this project is €

10,000,000, and the Province, in its function of coordinator,

received by the Ministry a grant of € 2,300,000. It is the

first project in the list that was approved at that time and

it has recently ended (also from a financial point of view).


The elderly: a resource for the Conciliation

between family and work

According to the aim of increasing the women employment

(Lisbon Agenda) the Province of Treviso, is carrying out some

initiatives to favour the conciliation between family

commitments and the support to working women.

The Q-Ageing project will support the Provincial Administration


•Enhancing those actions already implemented, given a specific

measurement on themes such as the condition of old people in its

territory (particularly on issues such as urban mobility and the

participation to social life, where the Province of Treviso needs

to grow);


The elderly: a resource for the Conciliation

between family and work

• conciliate, as best as possible, the social needs and the high

level of well-being and employment that, however, does not

exclude some pockets of social uneasiness and phenomena of

isolation or exclusion from the general satisfying level of

comfort spread,above all, for some categories of citizens such

as young people that are not permanently employed, families

characterized by separations and divorces, and old people,

especially those physically or culturally isolated .


Link between ageing and the topics that the

Province will develop with the Q-Ageing

It is necessary to “rethink” the life in our communities, in a

functional and innovative manner, in order to assure optimal living

conditions. Therefore, the most relevant aspects will concern:

• The space more habitable with respect to the necessities and

requirements of elderly;

• the participation of old people in the community work and in

the labour market;

• the struggle against segregation of elderly in regard to the

community life;

• To experiment some demonstrative actions to adapt the urban

environment and the services;

Province will develop with the Q-Ageing

• To start projects aiming exploiting the inspiring principles and the

permanent learning methodologies: a constantly changing

society needs “life long learning”, otherwise there is the risk of

exclusion, social and cognitive impoverishment, emotional

removal from reality, sinking in depressive situations, pre-morbid

conditions facilitating the trigger of chronic pathologies, heavily

invalidating with the social costs getting unsustainable.

the Province will develop with the Q-Ageing

Expected results

• Increase of social cohesion and intergenerational solidarity

• Reduction of social segregation

• Promotion of the integration of old people in the labour


• Exploitation of the opportunities offered by the new

technologies (in particular e-health and e-employment


• Reinforcement of the accessibility, urban planning and

models of transport addressed to elderly. It is important to

consider that the urban and extra-urban mobility of old people

(as well as of the rest of the population living in the Treviso

territory) is mainly given to the private traffic . Also this

problem represents a challenge and a further motivation for

this project, in order to identify and propose solutions and

new ideas.


Pilot demonstration – operative modalities

The interest of the Province of Treviso is to carry out a local

situational analysis on, at least, 15 municipalities of the

territory, characterised by a strong presence of old people and

by the proximity to the piedmont area.

“Pilot actions”

•in the framework of “mobility and elderly”: study and

experimentation of alternative “old people-friendly” means

of transport: a) study and experiment bicycles functional to

the mobility requirements of old people and b) hire a bus that

could integrate the deficiencies of the public transport. The

buses , possibly, will be driven by “active” old people. For this

reason, voluntary and social promotion associations will be involved

(in our province more than 4,500 voluntary associations have been



Pilot demonstration – operative modalities

• experimental schemes to lead old people in the labour market,

also secondary ( voluntary services helping other old people); to

charge a person belonging to the sanitary area; in particular,

retired doctors will be kept up to date about those exercises

more useful for old people;

• To elaborate some courses and training activities strictly linked

with Maribor (this approach confirms the transnational activity). A

doctor/ trainer with a medical profile will be charged of

organizing 5 training courses (each composed by 10 lessons)

addressed to old people. The training course will supply the

participants with tools preventing risks for health and for a

correct mobility;

• The Province, as agreed in the framework of the project, will

activate its own “Local Strategic Platform”, created by the local

stakeholders (sanitary agencies, pensioners' clubs, associations,

voluntary and social promotion services.
