Introduction

Communications

Program

A Concept Plan for a new community facility has been

developed. Identified as the Spruce Grove Sports and

Recreation Facility, the concept plan describes the facility

vision along with proposed components. Accompanying this

facility program are capital and operating estimates and facility

renderings.

INTERIOR RENDERINGS: GYMNASIUM

The concept of the Spruce Grove Sports and Recreation Facility

has been referenced in several studies and reports. These

include the Regional Indoor Recreation and Cultural Facility

Strategy (2009); Your Bright Future — Municipal Development

Plan (2010); and the Leisure Services Master Plan (2010).

Discussions with Aerials Gymnastics (and review of its

business plan) were referenced as well.

City of Spruce Grove administration, accompanied by a

representative from Aerials, presented the Spruce Grove Sports

and Recreation Facility Concept Plan to City Council on April

15, 2013. Reference was made in this presentation to a public

communications exercise around the Facility. The intent of

this document is to describe this exercise and report on the

feedback gathered throughout this process.

RC Strategies was retained by the City of Spruce Grove to assist

with the communications exercise. The focus was on open

house components and the analysis and reporting of public

feedback.

A program of communications was planned and implemented

regarding the Spruce Grove Sports and Recreation Facility.

This plan was developed with input from RC Strategies and

several City staff representing Corporate Communications,

Recreation, and Parks Planning. The primary audiences for

the communications were residents of Spruce Grove and

community organizations. The intent of the program was to

share the concept plan and gather comments. Specifically

the objectives of the communications program were to:

provide information to the residents of Spruce Grove

about the proposed sports and recreation facility; and

»»

promote two open houses to be held in May.

Subsequent stages of communications will be planned and

implemented to promote future Council meetings regarding

the Council presentation of this report as well as Council’s

decision regarding the future of the potential Spruce Grove

Sports and Recreation Facility.

communications program and which also facilitated a

coordinated approach to all program components. These

considerations are noted below.

Open Houses

The two open houses were attended by 68 adults and 26

children. Attendees were greeted upon entry and provided

with an explanation for the format of the session:

Representatives of the City and RC Strategies in

attendance to speak with and to answer ask questions;

A form to provide any comments regarding the session

(the form simply provided space for comments and asked

about residency); and

»»

A sign-up sheet was available that would be used to

inform people about updates with the project.

While group affiliation was not specifically asked, through

conversation it was determined that several organizations/

sports were in attendance including Aerials, Spruce Grove

Library, the Judo Club, Spruce Grove Minor Football, and

Spruce Grove 4th Scouts. While representatives expressed

some interest in being included in the new facility and

some desire for some additional support from the City, they

indicated that the proposed facility could be of great benefit to

their organizations.

Electronic/Social Media

FINDINGS

Forty comment forms were completed and analyzed.

Of these forms 26 (65%) were from residents of Spruce

Grove, 8 (20%) from Parkland County, 5 (13%) from Stony

Plain, and 1 (2%) from St. Albert. The vast majority (37

or 93%) expressed support for the Spruce Grove Sports

and Recreation Facility. Other comments made by more

than one respondent included:

Like the diversity of groups/sports using the

facility and the benefits it offers to all (21

comments);

»»

The location near the TLC is good (11);

»»

Facilities like this will keep people and families in

Spruce Grove to participate (9);

»»

Concerns about the costs and the source of

money. Concerns about the viability of the

facility, particularly if Aerials is not involved (3

comments);

»»

Parking is insufficient currently. This facility will

make it worse (2); and

»»

This should be added onto the TLC (2).

Considering only those comment forms completed

by residents of Spruce Grove, 23 of the 26 (85%)

expressed support for the facility’s development.

Three expressed concerns about operating costs, while

two felt it should be attached to the TLC. The capital

cost was a concern expressed by one respondent as

was the opinion that the proposed facility is for the

benefit of very few.

WEB PAGE

As noted in the Communications Plan, the City’s website was utilized

for a number of different means including information about the Spruce

Grove Sports and Recreation Facility (and the concept plan), promotion

of the open houses, and a news item about the April 19th presentation

to Council of the Concept Plan. The following table illustrates the number

of visits to each web component. While it cannot be determined the

number of repeat users, it does indicate that the information provided

through each of these means was viewed.

I am absolutely completely in favour of the proposed recreational

facility! It will be a wonderful asset to Spruce Grove. Thank you for

you time

Would love it to be noted that the area could really use a

swimming pool for the Parkland County as the Tri is just not big

enough and very difficult to deal with. The Pirates bring with them

about $40,000 revenue for the pool… please consider.

post included some description of the proposed Sports and Recreation Facility along with a rendering. Subsequent posts

An invitation was sent by e-mail to 58 area

groups and business that have rented recreation

facilities from the City of Spruce Grove in the past.

There were 15 people in attendance representing

the following 11 organizations: (at 18%

attendance rate)
