<str<strong>on</strong>g>Findings</str<strong>on</strong>g> <str<strong>on</strong>g>of</str<strong>on</strong>g> ‘INDIA <str<strong>on</strong>g>POST</str<strong>on</strong>g> – <str<strong>on</strong>g>PROJECT</str<strong>on</strong>g> ARROW’ <str<strong>on</strong>g>Audit</str<strong>on</strong>g> <strong>on</strong> “Customers’ & Staff<br />

Satisfacti<strong>on</strong> Survey” c<strong>on</strong>ducted in 50 Project Arrow (Phase-I) post <str<strong>on</strong>g>of</str<strong>on</strong>g>fices during<br />

March to May 2009 by M/s TUV India Pvt. Ltd.<br />

1.0 Performance <strong>on</strong> Mail Delivery – Ordinary, Registered Post & Speed post<br />

In the morning <str<strong>on</strong>g>of</str<strong>on</strong>g> the audit day the auditors checked processes and verified data pertaining to<br />

Mail arrival time, Postman reporting time, Postmen beat backup plan, Delivery Stamp<br />

impressi<strong>on</strong>, Mail Sorting completi<strong>on</strong> time for Ordinary letter, Registered post and Speed post.<br />

Further the processes & records pertaining to Delivery performance <str<strong>on</strong>g>of</str<strong>on</strong>g> Ordinary, Registered<br />

Post and Speed Post letter were audited. The records pertained to letters received, missent,<br />

sent to other Post Offices , not sent out <str<strong>on</strong>g>of</str<strong>on</strong>g> delivery were checked in the first half <str<strong>on</strong>g>of</str<strong>on</strong>g> the day.<br />

On return <str<strong>on</strong>g>of</str<strong>on</strong>g> the postman after delivery the records pertaining to the number <str<strong>on</strong>g>of</str<strong>on</strong>g> letters<br />

undelivered and percentage letter undelivered/returned with legible mark were checked. On<br />

basis <str<strong>on</strong>g>of</str<strong>on</strong>g> records scores were allotted to each activity out <str<strong>on</strong>g>of</str<strong>on</strong>g> the total score.<br />

It was noted that in 50 Post Offices in three c<strong>on</strong>secutive audits, Registered letter<br />

performances was 99 %, where as the figures for Ordinary mail varied between 94 to 100%.<br />

For Speed post it ranged between 98 to 99 %.<br />

1.1 Feedback <str<strong>on</strong>g>of</str<strong>on</strong>g> Test letters<br />

<str<strong>on</strong>g>Audit</str<strong>on</strong>g>ors were also required to assess the time taken for delivery <str<strong>on</strong>g>of</str<strong>on</strong>g> letters to randomly selected<br />

recipients. Ten test letters were dropped in the mailbag at the respective RMS <str<strong>on</strong>g>of</str<strong>on</strong>g>fices by the<br />

<str<strong>on</strong>g>Audit</str<strong>on</strong>g>or <strong>on</strong>e day prior to the day <str<strong>on</strong>g>of</str<strong>on</strong>g> <str<strong>on</strong>g>Audit</str<strong>on</strong>g>. The name <str<strong>on</strong>g>of</str<strong>on</strong>g> the recipient was randomly selected from<br />

Teleph<strong>on</strong>e directory, Industrial directory, Internet or any such source. It was ensured that both<br />

the recipient and the mailbag lie within the in geographical purview <str<strong>on</strong>g>of</str<strong>on</strong>g> Post <str<strong>on</strong>g>of</str<strong>on</strong>g>fice being audited.<br />

The c<strong>on</strong>tent <str<strong>on</strong>g>of</str<strong>on</strong>g> the test letters were prepared as per format given by India Post.<br />

On the day <str<strong>on</strong>g>of</str<strong>on</strong>g> visit, the <str<strong>on</strong>g>Audit</str<strong>on</strong>g>or made pers<strong>on</strong>al c<strong>on</strong>tacts with the addressee to verify the receipt<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> the test letter after the return <str<strong>on</strong>g>of</str<strong>on</strong>g> Post man to the post <str<strong>on</strong>g>of</str<strong>on</strong>g>fice.<br />

It was observed that the post <str<strong>on</strong>g>of</str<strong>on</strong>g>fices scored between 90 to 92% during the 3 rounds <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

<str<strong>on</strong>g>Audit</str<strong>on</strong>g>.<br />

This process would require to be studied in detail to make improvements as a much<br />

higher score was expected.<br />

2.0 Remittances<br />

On this attribute, the record <str<strong>on</strong>g>of</str<strong>on</strong>g> M<strong>on</strong>ey Order delivery performance and booking performance<br />

were verified.<br />

The records pertaining to number <str<strong>on</strong>g>of</str<strong>on</strong>g> M<strong>on</strong>ey orders received, missent, sent to other Post Offices,<br />

sent out for delivery, undelivered due to wr<strong>on</strong>g address/refused incomplete address, percent <strong>on</strong><br />

M<strong>on</strong>ey order delivered etc were verified during the audit<br />

It was noted that M<strong>on</strong>ey order delivery performance was 100 % <strong>on</strong> all the <str<strong>on</strong>g>Audit</str<strong>on</strong>g>s.<br />

The records pertaining to number <str<strong>on</strong>g>of</str<strong>on</strong>g> M<strong>on</strong>ey orders, VPMO , Speed post , Local MOs, e MOs<br />

booked were verified during the audit<br />

Post <str<strong>on</strong>g>of</str<strong>on</strong>g>fices scored an overall score <str<strong>on</strong>g>of</str<strong>on</strong>g> 96 to 98% <strong>on</strong> the performance <str<strong>on</strong>g>of</str<strong>on</strong>g> booking <str<strong>on</strong>g>of</str<strong>on</strong>g> m<strong>on</strong>ey<br />

orders.<br />

3.0 Banking<br />

The number <str<strong>on</strong>g>of</str<strong>on</strong>g> requests pertaining to Pending account transfer request, Pending deceased<br />

claim cases, pending signatures scans scheme wise in SB , RD , MIS, NSC , KVP were verified<br />

through manual records and through the system. Further process <str<strong>on</strong>g>of</str<strong>on</strong>g> updati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> pass books<br />

through passbook printers was observed and its relevant records were verified.<br />

On c<strong>on</strong>solidati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the results, it was observed that Banking Performance is a process in which<br />

maximum improvement is possible as the performance ranged from 72 % in the first round to 81<br />

% in the third round <str<strong>on</strong>g>of</str<strong>on</strong>g> audit.<br />

Appropriate acti<strong>on</strong> may be taken to improve the performance after a root cause analysis is<br />

d<strong>on</strong>e.<br />

4.0 Infrastructure<br />

All the 50 post <str<strong>on</strong>g>of</str<strong>on</strong>g>fices under the audit schedule were found to be having adequate infrastructure<br />

in terms <str<strong>on</strong>g>of</str<strong>on</strong>g> computer hardware, writing ledge, Informati<strong>on</strong> kiosk, Chairs for customer, Availability<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> forms, Number <str<strong>on</strong>g>of</str<strong>on</strong>g> serving counters and citizen charter. Infrastructure at all Post <str<strong>on</strong>g>of</str<strong>on</strong>g>fices was<br />

found uniform and adequate .It was observed that Computer hardware resource are optimally<br />

used in most <str<strong>on</strong>g>of</str<strong>on</strong>g> branches<br />

However the <str<strong>on</strong>g>Audit</str<strong>on</strong>g>ors noted that there is <strong>on</strong>ly <strong>on</strong>e printer for printing <str<strong>on</strong>g>of</str<strong>on</strong>g> passbooks<br />

available in HPO and SPO. This may be inadequate in view <str<strong>on</strong>g>of</str<strong>on</strong>g> number <str<strong>on</strong>g>of</str<strong>on</strong>g> accounts at the<br />

HPO.<br />

In light <str<strong>on</strong>g>of</str<strong>on</strong>g> above, the number <str<strong>on</strong>g>of</str<strong>on</strong>g> passbook printers available at HPO may be reviewed visà-vis<br />

the numbers <str<strong>on</strong>g>of</str<strong>on</strong>g> accounts.<br />

4.1 Office Service Level<br />

The <str<strong>on</strong>g>Audit</str<strong>on</strong>g>ors requested the customers to fill in a Customer satisfacti<strong>on</strong> survey form <strong>on</strong> the day<br />

<str<strong>on</strong>g>of</str<strong>on</strong>g> the <str<strong>on</strong>g>Audit</str<strong>on</strong>g>. 3562 customers filled the form in 50 post <str<strong>on</strong>g>of</str<strong>on</strong>g>fices in the three <str<strong>on</strong>g>Audit</str<strong>on</strong>g>s. Customer<br />

Satisfacti<strong>on</strong> form with ten parameters were used. The form used is appended in the report as<br />

Annexure 3.<br />

On analysis <str<strong>on</strong>g>of</str<strong>on</strong>g> the completed form, it was observed that average Customer satisfacti<strong>on</strong> score is<br />

9.52 <strong>on</strong> a scale <str<strong>on</strong>g>of</str<strong>on</strong>g> 10. The customers are very much satisfied with the service <str<strong>on</strong>g>of</str<strong>on</strong>g> 50 Post<br />

Offices.<br />

5.0 Human Resources<br />

The satisfacti<strong>on</strong> level <str<strong>on</strong>g>of</str<strong>on</strong>g> the employees was evaluated using a survey form with 10 questi<strong>on</strong>s<br />

which was provided to all the employees who were present <strong>on</strong> the day <str<strong>on</strong>g>of</str<strong>on</strong>g> audit. On collati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g><br />

the data, it was revealed that employees are highly motivated and dedicated. The score <str<strong>on</strong>g>of</str<strong>on</strong>g> Staff<br />

survey was 5.8 <strong>on</strong> a scale <str<strong>on</strong>g>of</str<strong>on</strong>g> 6.<br />

Training programs <strong>on</strong> use <str<strong>on</strong>g>of</str<strong>on</strong>g> computers may be c<strong>on</strong>ducted <strong>on</strong>ce again. This will result in better<br />

operati<strong>on</strong>al efficiency especially with respect to banking operati<strong>on</strong>s and shall reduce customer<br />

waiting time in general.<br />

This <str<strong>on</strong>g>Audit</str<strong>on</strong>g> was an exhaustive exercise involving 50 Post <str<strong>on</strong>g>of</str<strong>on</strong>g>fices in ten states with a large sample<br />

size. The forms were filled by the Customer and staff present <strong>on</strong> the venue <strong>on</strong> the <str<strong>on</strong>g>Audit</str<strong>on</strong>g> date.<br />

The Scoring <str<strong>on</strong>g>of</str<strong>on</strong>g> Post Office was based <strong>on</strong> actual verificati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> documents and <strong>on</strong>ly 4% based<br />

<strong>on</strong> <str<strong>on</strong>g>Audit</str<strong>on</strong>g>or’s subjectivity.<br />
