well as specific criteria for granting<br />
asylum. In addition, the concept<br />

be advanced. In order to avoid<br />
‘brain drain’ effects in developing<br />
countries, migrants should be<br />
allowed to return to their home<br />
countries for longer periods without<br />
losing their residence status in<br />
the respective EU member state.<br />

9. <strong>The</strong> EU needs a comprehensive<br />
and long-term foreign and security<br />
policy strategy that is supported<br />
by all the EU member states. It<br />
must take its bearings from the<br />
concepts <strong>of</strong> ‘human security’ and<br />
‘effective multilateralism’. <strong>The</strong><br />
<strong>Europe</strong>an Commission should<br />
play its part in the necessary<br />
reform measures within the framework<br />
<strong>of</strong> its competences. Above<br />
all, the <strong>Europe</strong>an Parliament has<br />
to be involved in the decisionmaking<br />
process at an early stage<br />
in order to enhance the democratic<br />
legitimacy <strong>of</strong> the Common<br />
Foreign and Security Policy.<br />
10.<strong>The</strong> <strong>Europe</strong>an Commission<br />
should develop a coherent strategic<br />
approach to the <strong>Europe</strong>an<br />
Neighbourhood Policy that<br />
reflects the interests <strong>of</strong> the EU as<br />
a whole. <strong>The</strong> <strong>Europe</strong>an<br />
Neighbourhood Policy should be<br />
turned into a more attractive<br />
opportunity for cooperation especially<br />
for neighbouring states that<br />
have no immediate prospects <strong>of</strong><br />
accession. A flexible approach to<br />
specific circumstances in the ENP<br />
partner countries should be as<br />
much <strong>of</strong> a priority here as the<br />
promotion <strong>of</strong> regional cooperation.<br />
A clear conditionality should<br />
be built into the process by which<br />
the ENP partner countries come<br />
closer to the EU, oriented towards<br />
the implementation <strong>of</strong> ENP action<br />
plans.<br />
