Structural Compliance Premiums for Self-
Funded Renewal Projects
Introduction
In conjunction with the launch of the Long-Term Care Home Renewal Strategy the Ministry of
Health and Long-Term Care is implementing an adjustment to the ministry’s previous policy on
providing structural compliance premiums for self-funded long-term care home redevelopment
projects under the Policy for Funding Construction Costs of Long-Term Care Facilities, April
1999. Under that policy, homes originally classified as either B or C were not made eligible for
increased funding if they were modified or replaced to meet current standards.
Effective April 1 st 2009, beds previously classified as either B or C may be eligible for a
Structural Compliance Premium (SCP) of $5.00 per day per bed if the beds were redeveloped
to the standards outlined in the Long-Term Care Facilities Design Manual, May 1999 (Design
Manual).
Eligibility
To be eligible for the SCP the following conditions must be met:

o The ministry reviewed and approved plans for the redevelopment of the beds.
o The ministry approved the redeveloped building for construction start prior to
March 31, 2009.
o No government funding was provided to the operator to support the
redevelopment of the beds.
o The operator of eligible beds must apply to the ministry for the SCP and receive
ministry approval of the application.
o The application deadline for SCP for self-funded projects is June 30, 2009 by
17:00 (EST).

Application Process
1. In order to apply for the increased SCP, the operator of eligible beds must make a written
request to the ministry outlining the following:

The location and name of the home, the ministry issued home number and address.
A brief description of the redevelopment project that resulted in the construction of LTC
home beds meeting the requirements of the Design Manual at the operator’s home,
including the number and classification of beds before redevelopment.
The documentation and date of the ministry’s approval of the construction plans for the
project and of the ministry’s approval for construction start.
Details of any Ontario government funding provided with respect to the redevelopment of
the beds, or a statement that no such funding was received.
The date of the ministry’s pre-occupancy review of the redeveloped building and the
date that the first resident was moved into the redeveloped home (where applicable).
The number of beds believed to be eligible for the SCP (i.e. that were redeveloped to
meet the requirements of the Design Manual).

3. The ministry will determine eligibility through a review of existing records and may require
additional information from the operator before making this determination.
4. The ministry may as a condition of payment require the operator to enter into an accountability
agreement with respect to the SCP.
