Introduction<br />
In conjunction with the launch of the Long-Term Care Home <strong>Renewal</strong> Strategy the Ministry of<br />
Health and Long-Term Care is implementing an adjustment to the ministry’s previous policy on<br />
providing structural compliance premiums <strong>for</strong> self-funded long-term care home redevelopment<br />
projects under the Policy <strong>for</strong> Funding Construction Costs of Long-Term Care Facilities, April<br />
1999. Under that policy, homes originally classified as either B or C were not made eligible <strong>for</strong><br />
increased funding if they were modified or replaced to meet current standards.<br />
Effective April 1 st 2009, beds previously classified as either B or C may be eligible <strong>for</strong> a<br />
<strong>Structural</strong> <strong>Compliance</strong> Premium (SCP) of $5.00 per day per bed if the beds were redeveloped<br />
to the standards outlined in the Long-Term Care Facilities Design Manual, May 1999 (Design<br />
Manual).<br />
Eligibility<br />
To be eligible <strong>for</strong> the SCP the following conditions must be met:<br />

o The ministry reviewed and approved plans <strong>for</strong> the redevelopment of the beds.<br />
o The ministry approved the redeveloped building <strong>for</strong> construction start prior to<br />
March 31, 2009.<br />
o No government funding was provided to the operator to support the<br />
redevelopment of the beds.<br />
o The operator of eligible beds must apply to the ministry <strong>for</strong> the SCP and receive<br />
ministry approval of the application.<br />
o The application deadline <strong>for</strong> SCP <strong>for</strong> self-funded projects is June 30, 2009 by<br />
17:00 (EST).<br />

Application Process<br />
1. In order to apply <strong>for</strong> the increased SCP, the operator of eligible beds must make a written<br />
request to the ministry outlining the following:<br />

o<br />
o<br />
The location and name of the home, the ministry issued home number and address.<br />
A brief description of the redevelopment project that resulted in the construction of LTC<br />
home beds meeting the requirements of the Design Manual at the operator’s home,<br />
including the number and classification of beds be<strong>for</strong>e redevelopment.<br />
The documentation and date of the ministry’s approval of the construction plans <strong>for</strong> the<br />
project and of the ministry’s approval <strong>for</strong> construction start.<br />
Details of any Ontario government funding provided with respect to the redevelopment of<br />
the beds, or a statement that no such funding was received.<br />
The date of the ministry’s pre-occupancy review of the redeveloped building and the<br />
date that the first resident was moved into the redeveloped home (where applicable).<br />
The number of beds believed to be eligible <strong>for</strong> the SCP (i.e. that were redeveloped to<br />
meet the requirements of the Design Manual).<br />

3. The ministry will determine eligibility through a review of existing records and may require<br />
additional in<strong>for</strong>mation from the operator be<strong>for</strong>e making this determination.<br />
4. The ministry may as a condition of payment require the operator to enter into an accountability<br />
agreement with respect to the SCP.<br />
