<strong>Majalah</strong> <strong>ICT</strong> readers where ever you are,<br />

in the early <strong>2015</strong> we continued to be<br />

present to share the latest development on<br />

information and communication (<strong>ICT</strong>) in this<br />

country. This is part of our commitment to<br />

cause <strong>ICT</strong> to become an economic developing<br />

machine and also new life, as well as<br />

democracy locomotive.<br />

Entering this <strong>2015</strong> telecommunication<br />

providers are restructuring themselves,<br />

change of management is conducted. Despite<br />

this change is caused by the appointment of<br />

a high officer of telecommunication to be a<br />

Minister in the Working Cabinet, the challenge<br />

in the future is becoming heavier therefore<br />

improvements and changes are needed to<br />

adjust with the challenge of the era. This<br />

telecommunication provider management<br />

change topic is our main report in this<br />

<strong>No.30</strong>-<strong>2015</strong> edition. We also discuss public<br />

consultation conducted by the government<br />

in welcoming the growing of the use of near<br />

field communication (NFC), then there is also<br />

readiness of broadcasting sector to start<br />

digital TV in this <strong>2015</strong>, and last but not least<br />

report on the increased Indonesia internet<br />

speed and the decrease of hacking activities<br />

originating from Indonesia.<br />

Time flies, it has been two years that we<br />

accompany and inform on Indonesia <strong>ICT</strong>.<br />

There are still many loopholes that we and<br />

you may have seen. We would like to ask<br />

BMW.id is<br />

in Dispute,<br />

Blame<br />

Ownership for BMW.id<br />

domain is in dispute. This<br />

is due to the fact that the<br />

ownership is controlled<br />

by Benny Muliawan who is facing<br />

a lawsuit filed by Bayerische<br />

Motoren Werke AG (BMW). Benny<br />

Muliawan was sent a subpoena<br />

by BMW legal proxy, Suryo<br />

Mucito. As the party who is held<br />

responsible for domain names<br />

allocation in Indonesia, Indonesia<br />

Domain Name Manager (Pandi) is<br />

ready to mediate both parties.<br />

This was conveyed by Chairman<br />

of Pandi for Socialization and<br />

Communication field, Sigit<br />

Widodo. According to Sigit, the<br />

dispute is normal. Nevertheless<br />

Pandi itself has prepared Domain<br />

Name Dispute Settlement (PPND)<br />

as the mediator of the disputing<br />

parties. “For this apapun.id<br />

domain, this is the first case. For<br />

settlement, first Pandi is willing to<br />

assist in mediation. If mediation<br />

fails, we will offer to use PPND<br />

procedures,” said Sigit.<br />

According to Sigit, if PPND<br />

procedures are followed, the<br />

concerned parties will appoint<br />

PPND panel members. Such<br />

panel members are appointed by<br />

PPND secretariat based on their<br />

expertise and professionalism.<br />

“They determine who are entitled<br />

to use bmw.id domain,” he said.<br />

Another settlement mechanism<br />

is by filing lawsuit to the<br />

court. However, said Sigit, if<br />

legal procedures were used, it<br />

would take a awhile. He gave<br />

an example in the use of ebay.<br />

Chronology<br />

Pandi as the authorized party<br />

in Indonesia domain name<br />

has opened apapun.id domain<br />

registration since 20 February<br />

2014. Such registration is divided<br />

into several periods. The first<br />

period (Sunrise) was held from<br />

20 February to 17 April 2014. In<br />

such period Pandi provided the<br />

opportunity for trade mark owners<br />

to register apapun.id officially.<br />

Such opportunity was used by<br />

Benny Muliawan to obtain bmw.id<br />

domain.<br />

If using general initial, Benny<br />

Muliawan supposed to be allowed<br />

to use BM initial, however<br />

Benny applied BMW brand in<br />

2012, despite the rumor that<br />

such application had not been<br />

approved by Directorate General<br />

of Intellectual Property. Here is<br />

the root of the issue. Despite it<br />

had not been approved by the<br />

authorities, Pandi allowed such<br />

BMW.id domain purchase, since<br />

there had been a statement letter<br />

of trade mark application. Such<br />

statement letter was sufficient to<br />

complete administration required<br />

by Pandi. It means that bmw.id<br />

domain purchase process could be<br />

conducted.<br />

Benny was reported to purchase<br />

bmw.id domain with a total fee of<br />

IDR20.5 million, in which the IDR15<br />

million was for BMW.id domain<br />

including limited domain (2-4<br />

characters), then Sunrise period<br />

registration fee in the amount of<br />

IDR5 million, and administration in<br />

the amount of IDR500 thousand.<br />

Then the ‘original’ BMW<br />

planned to take over the bmw.<br />

id domain name held by Benny.<br />

BMW sent a subpoena to Benny<br />

on 3 December 2014. Benny<br />

himself already responded to<br />

BMW law office on 12 January<br />

<strong>2015</strong>. According to BMW<br />

Group Indonesia legal proxy,<br />

represented by attorney office<br />

Suryomucito & Co. the BMW.id<br />

domain takeover was to protect<br />

BMW global trade mark. Such<br />

matter was also intended to<br />

avoid confusion for customers<br />

of bmw.id and BMW.co.id<br />

domain have different contents.<br />

From this case, BMW side also<br />

hopes that the process can be<br />

settled amicably.<br />

Ririek would go after his name was<br />

not listed in Telkom Board of Director<br />

which was announced in Extraordinary<br />

General Meeting of Shareholders. The<br />

name Ririek disappeared together with<br />

those of Sukardi Silalahi and Priyanto,<br />

and replaced by the entry of Telkomsel<br />

team, Herdy Harman and Abdus Somad<br />

Arief. As it turned out Ririek and friends<br />

exchanged positions from Telkom Group<br />

holding to subsidiaries, Telkomsel.<br />

Hence, Telkom and Telkomsel high<br />

officers’ position change was only for<br />

the office swap.<br />

The interesting part of the Board<br />

of Directors’s change is the entry of<br />

the name Diaz Hendroprionom, son of<br />

former head of BIN Hendropriono. Recompensation<br />

politic emerged when<br />

the government announced that Diaz<br />

entered Telkomsel. That happened<br />

because Diaz established ‘Kawan Jokowi’<br />

to provide support when Jokowi-JK ran<br />

for the president and vice president in<br />

the 2014 Presidential Election.<br />

According to State Minister of State<br />

Owned Enterprises Rini Soemarno, the<br />

entry of Diaz in Telkomsel array was<br />

among others due to the involvement<br />

of president Joko Widodo. According to<br />

him, in the government capacity, it is<br />

normal for the president to participate<br />

in proposing the name of commissioner<br />

of State Owned Enterprises, including<br />

Diaz’s name. Nevertheless Rini denied<br />

that Diaz’s appointment only considered<br />

Jokowi’s proposal.<br />

Rini said that she also considered many<br />

factors before appointing Diaz. “We<br />

decided to appoint Diaz due to among<br />

others his background. There was indeed<br />

an involvement from the government. It<br />

involved first echelon and two technical<br />

ministries. There were several matters<br />

that we could not take for granted,” she<br />

assured.<br />

Axiata Tbk (XL) also held Extraordinary<br />

General Meeting of Shareholders (EGMS)<br />

early this year. A number of important<br />

agendas have obtained approval, namely<br />

change of Board of Directors and/or<br />

Board of Commissioners compositions,<br />

as well as adjustment of national<br />

Committee Limited Liability and Limited<br />

Liability Remuneration pursuant to OJK<br />

Regulation No.34/POJK.04/2014 dated<br />

8 December 2014.<br />

In the change of Board of Directors<br />

composition, EGMS approved the<br />

appointment of Dian Siswarini to be a<br />

member of the new Company Board of<br />

Directors as Company Vice President<br />

Director. Dian Siswarini’s tenure will<br />

come into effect today. Dian herself is<br />

an XL “original” however last year she<br />

had to go to Axiata in Malaysia to lead<br />

the Marketing Group.<br />

XL President Director, Hasnul Suhaimi<br />

said “To be ready to compete in facing<br />

challenges of industry this year and<br />

several years ahead the company must<br />

be ready to change. One of the steps<br />

of change that we do is Reorganization<br />

Transformation by appointing Dian as<br />

Vice President Director of XL Company.<br />

Hasnul Suhaimi added that his side<br />

expected the rejoining of Dian would<br />

strengthen XL in facing challenges in the<br />

future and it was expected that better<br />

performance could be brought to the<br />

Company.<br />

Further Hasnul said in entering <strong>2015</strong><br />

and the future, the Company was<br />

facing various challenges to be able to<br />

remain competing in telecommunication<br />

business among others XL was<br />

demanded to be responsive and ready<br />

to face challenges with new ways<br />

towards customers’ need change which<br />

is dynamic, service quality and customer<br />

experience increase, XL readiness in<br />

providing the most advanced service, as<br />

well as increasing shareholder value.<br />

Concerning Board of Directors<br />

composition change, EGMS also<br />

accepted the resignation of Mr. Pradeep<br />

Shrivastava as member of Board of<br />

Directors well and provided waiver and<br />

settlement of responsibilities in full and<br />

expressed gratitude on his contribution<br />

during his tenure.<br />

XL “Locomotive” will Change in April<br />

PT XL Axiata Tbk. (XL) held<br />

Extraordinary General Meeting of<br />

Shareholders (EGMS) in Jakarta<br />

early this month. In the change of<br />

Board of Directors composition Board<br />

of Directors, EGMS agreed to appoint<br />

Dian Siswarini to become a member<br />

of Company Board of Directors. The<br />

appointment of Dian was reported<br />

to be not the first step since Dian<br />

was rumored to be appointed as the<br />

President Director of XL when EGMS will<br />

be held this April.<br />

This was due to the fact that the<br />

present President Director of XL, Hasnul<br />

Suhaemi, will enter his retirement period<br />

this year. Hasnul himself revealed that<br />

it was Dian who would replace him.<br />

“Dian has participated in the training<br />

to prepare to become Chief Executive<br />

Officer for three years. During such time<br />

Dian was positioned in Axiata Group,<br />

then she went to other countries for<br />

comparative study,” said Hasnul.<br />

Dian herself is an XL original product,<br />

she started her career from the bottom,<br />

dealing with XL network planning and<br />

design. This ITB graduate resigned<br />

from XL last year to study and join<br />

Axiata, the parent company. And now,<br />

Dian has come back to XL to become<br />

Hasnul’s representative. And let us just<br />

wait whether in April Dian will take the<br />

position of XL-1 or remain as Hasnul’s<br />

representative.<br />

Concerning the strategy in the future,<br />

Dian said that XL would transform into<br />

digital directed business. Therefore XL<br />

will actively trigger digital business to<br />

become company revenue. It is such<br />

digital service business that XL will<br />

be engaged in. At the present XL is<br />

still reviewing business model which is<br />

suitable with the company. According<br />

to her, at least there are main business<br />

models in digital content business,<br />

namely as content producer, content<br />

broker or collaborating with global<br />

content players referred to as over<br />

the top (OTT) such as Facebook, and<br />

Google. And XL, said Dian, would choose<br />

one of the three business models in its<br />

course of digital content business in the<br />

future.<br />

To start this business, such company<br />

is studying three business models. Each<br />

to become content broker, content<br />

producer or PT XL Axiata (XL) will<br />

transform into digital-oriented business.<br />

Therefore XL will actively drive digital<br />

business to become company revenue.<br />

It is such digital service that will be<br />

studied by XL as conveyed by Vice<br />

President Director of XL Axiata, Dian<br />

Siswarini.<br />

“We will choose one of them to run<br />

in digital content business,” said Dian.<br />

Since it is still on studying stage, Dian<br />

has not been able to mention how much<br />

the investment to be spent by XL in<br />

digital business will be. One thing is for<br />

sure, gradually XL business service type<br />

will shift to digital, such as sales service,<br />

customer or market services.<br />

Actually, said Dian, XL has been aware

of digital business since several years<br />

ago. “Therefore, XL has had three<br />

digital business such as digital financial<br />

transaction service named XL Tunai and<br />

also mobile banking, internet of things<br />

business such as machine to machine,<br />

cloud computing and online shopping<br />

site named Elevenia,” she explained.<br />

And from such business, Dian opines<br />

that this business growth exceeds the<br />

stipulated target. Nevertheless she<br />

admitted that this digital business<br />

margin originating from data service is<br />

still small. “Data margin is indeed still<br />

small, only half of the conventional<br />

business,” she said. For such reason<br />

XL also does not have the courage<br />

to stipulate digital business revenue<br />

aggressively in a short period.” This is a<br />

general matter, [we] experience loss in<br />

the early year,” she said.<br />

To cause the margin to increase, XL<br />

has three methods: expenditure charge<br />

efficiency, data service sales tariff<br />

increase and increase of XL customer<br />

data service traffic volume.<br />

Its Commissioner Becomes a<br />

Minister, Indosat Held EGMS<br />

PT Indosat Tbk plans to hold<br />

Extraordnary General Meeting of<br />

Shareholders on 28 January. This<br />

EGMS is rumored to have the agenda<br />

of the change of Board of Commissioners<br />

composition of such Ooredo subsidiary.<br />

In addition to Commissioner, the latest<br />

development says there will be change of<br />

Board of Directors composition.<br />

From the array of Commissioners,<br />

with the appointment of Rudiantara to<br />

become Minister of Communication and<br />

Informatics, as well as Rachmat Gobel to<br />

become Minister of Trade, this position is<br />

vacant and will be filled by new figures.<br />

In addition to become Ministers, another<br />

commissioner of Indosat, Rionald Silaban<br />

will represent Indonesia to sit in the World<br />

Bank.<br />

It has not been clarified who will enter,<br />

however based on what is seen what<br />

have happened to Telkomsel and Telkom,<br />

it is possible that these positions will be<br />

filled by representatives from Jokowi-JK<br />

supporting parties. It is also possible that<br />

they will be from Success Team, such<br />

as Diaz Hendropriyono who established<br />

Kawan Jokowi who will be positioned as<br />

Commissioner in Telkomsel.<br />

In addition to Commissioner position, it is<br />

also rumored that there will be evaluation<br />

towards Indosat President and CEO<br />

Alexander Rusli. Rumor has it that Ooredo<br />

is still not satisfied with Alex performance<br />

since Indosat position is not superseded<br />

by PT XL Axiata and company finance has<br />

continued to suffer loss for the past two<br />

years. However, Alex’s closeness with the<br />

government causes it to look like a rushed<br />

Trend In Indonesia<br />

MoboMarket released a report<br />

on Android smartphone use in<br />

Indonesia. The report entitled<br />

“Q4/2014 Indonesia Mobile<br />

Data Report , Based on MoboMarket<br />

Users Data Research” was composed<br />

based on the result of MoboMarket<br />

research on its users habit in Indonesia<br />

in the fourth quarter (Q4) in 2014.<br />

MoboMarket is a special Android<br />

application store developed by Baidu,<br />

an internet and application development<br />

company from China. MoboMarket was<br />

introduced in February 2014 and up to<br />

December 2014 it has attracted 2.88<br />

million monthly active users in Indonesia.<br />

Present as alternative application<br />

store for Android users in Indonesia,<br />

MoboMarket has had 517,000<br />

applications more than 1,000 of which<br />

are applications from Indonesia. Out of<br />

all applications MoboMarket recorded<br />

a total of 265 million application<br />

distributions which have been used by<br />

its users during the fourth quarter of<br />

2014.<br />

In this research MoboMatket found<br />

that games are the most downloaded<br />

application by users, namely in the<br />

amount of 43%.<br />

After games, the favorite application<br />

downloaded is social media (12%) and<br />

picture application (11%).<br />

The type of game that is mostly<br />

downloaded is casual game, namely in<br />

the amount of 16%. The other types of<br />

game liked by users are arcade genre<br />

game (16%), racing (12%), action<br />

(11%) and sport game (7%).<br />

Despite being the most downloaded<br />

game downloaded by users, in terms<br />

of update, game is the least updated<br />

application namely only in the amount of<br />

12%. This shows that games use short<br />

time span.<br />

install 3 to 4 social applications on their<br />

cellular phones.<br />

smartphone in the size of 4<br />

inches with screen resolution<br />

of 800x480 pixel.<br />

Most cellular phones used in China are<br />

Most users start to access their cellular<br />

phones from 17:00 Western Indonesian<br />

Time and reach its first access peak at<br />

20:00 Western Indonesian Time, at that<br />

time they are resting after work.<br />

Nevertheless beyond expectation, the<br />

peak is in the middle of the night from<br />

23:00 – 24:00 Western Indonesian<br />

Time. This shows that most users are<br />

used to playing games on their cellular<br />

phones before bedtime. This access<br />

time reaches its lowest point at 03:00<br />

Western Indonesian Time.<br />

Organizing, it is mentioned that each<br />

telecommunication equipment and<br />

device used, assembled, installed to<br />

be traded and/or used in the area of<br />

the Republic of Indonesia must satisfy<br />

technical requirements.<br />

“This Minister Regulation Bill is<br />

the guidance in conducting NFC<br />

device testing in which NFC device is<br />

contactless communication technology<br />

which uses radio wave by ways of<br />

touching or placing the concerned device<br />

at close distance,” he said.<br />

The concerned Minster Regulation Bill<br />

among others regulates general Terms<br />

which include Definition, Configuration,<br />

Initials and Terminology and further on<br />

NFC Device Technical Requirements,<br />

completeness of NFC Device Testing and<br />

NFC Device Testing Implementation NFC.<br />

Near Field Communication (NFC) is a<br />

contactless communication technology<br />

which uses radio wave by ways of<br />

touching or placing the device at a close<br />

distance.<br />

This technology is compatible<br />

with contactless smart card reader<br />

infrastructure and has had specification<br />

stipulated by ISO/IEC, ECMA, ETSI, and/<br />

or NFC Forum. NFC device can function<br />

as contactless smart card emulation,<br />

peer-to-peer communication and also<br />

read.<br />

In the bill, working frequency of NFC is<br />

13.56 MHz, which is for Operational Field<br />

Strength in active communication mode,<br />

initiator and target must alternately<br />

power RF field at least 1.5 A/m (rms)<br />

and no higher than 7.5 A/m (rms)<br />

on a certain position stipulated by<br />

Indosat advertisement is<br />

City. The advertisement that<br />

says “Holiday to Aussie Is<br />

Easier than Holiday to Bekasi” is<br />

considered as degrading Bekasi<br />

people. No wonder people of Bekasi<br />

are ready to file a claim against<br />

Indosat.<br />

According to Mayor of Bekasi,<br />

Rahmat Effendi, Indosat<br />

advertisement is very tendentious<br />

and merely seeking popularity.<br />

“Personally I am disappointed. We<br />

will study the case to take the step<br />

on behalf of city government of<br />

Bekasi,” he said. Rahmat regrets<br />

that Indosat does not consider the<br />

impact of such advertisement.<br />

For the people of Bekasi, such<br />

Indosat advertisement is an insult<br />

if viewed from the presented<br />

advertisement. “For me that is<br />

improves, it is still<br />

slumped and on the<br />

77th position in the world.<br />

This can be seen from the<br />

newest Akmai report which<br />

has released its newest data<br />

on the world “State of the<br />

Internet” for Q3-2014.<br />

Based on Akmai report,<br />

now Indonesia is on 77th<br />

place in the world. In<br />

average Indonesia internet<br />

speed is still on the figure<br />

3.7 Mbps. Nevertheless, this<br />

speed figure increased from<br />

the previous quarter which<br />

was 49% and year-on-year<br />

(YoY) increased to become<br />

149%.<br />

Indonesia’s position is<br />

under other Asean countries<br />

such as Singepore with<br />

12.2 Mbps (10), Thailand<br />

with 6.6 Mbps (48) as well<br />

as Malaysia with 4.1 Mbps<br />

(71).<br />

In terms of the highest<br />

(peak) internet speed,<br />

Indonesia is on the 64th<br />

position with a speed of<br />

25.8 Mbps. Indonesia’s<br />

position is far below Asean<br />

previously Indonesia was<br />

above 10 Mbps, Indonesia is<br />

on the 56th position with<br />

connection of 3.3%. This<br />

speed increased by 534%<br />

QoQ (quarter on quarter)<br />

and 2403 year-on year.<br />

video sharing site Vimeo. The re-opening<br />

of Vimeo will be conducted if the filtering<br />

on Vimoe has worked well.<br />

As explained by Rudiantara, Vimeo<br />

filtering system at this time is still on<br />

the testing stage. “We have talked to<br />

Vimeo, we talked about the filtering<br />

technical aspect. If it is considered<br />

as appropriate, we will open it,” said<br />

by IICD. In 2012 IICD was supported<br />

Financial Service Authority (OJK)<br />

has appointed IICD to continue such<br />

“XL Fast Internet Zone #LoveBekasi<br />

<strong>2015</strong>” program. This program launching<br />

was conducted by GM Sales of XL<br />

Jabodetabek Inner, Rd. Sofia Purbayanti,<br />

Tuesday (13/1) in Bekasi.<br />

This year 2014 was a delightful year<br />

for XL, moreover because data service<br />

Indonesia. From a total of 1.73 million<br />
