President Hamilton called the meeting <strong>of</strong> the <strong>Board</strong> <strong>of</strong> <strong>Education</strong> <strong>of</strong> <strong>Coal</strong> <strong>City</strong> <strong>Community</strong> <strong>Unit</strong> <strong>School</strong> <strong>District</strong><br />

<strong>#1</strong> to order at 6:30 p.m. at the <strong>Coal</strong> <strong>City</strong> Middle <strong>School</strong> <strong>Community</strong> Room. Members answering roll call were<br />

Armand Bianchi, Jeff Emerson, Mary Gill, Curtis Grove, Quint Harmon, Ken Miller, and Shawn Hamilton.<br />

Superintendent Kent Bugg, Director <strong>of</strong> Business Services Jason Smith, Director <strong>of</strong> Curriculum and Instruction<br />

Tammy Elledge, and Karen Vota, as well as, members <strong>of</strong> the press Mark Malone, Ann Gill and Josette Twait<br />

were in attendance. Parents and relatives <strong>of</strong> the Ag Jeopardy team and high school musician, as well as, staff<br />

members from the Master’s program were also in attendance.<br />

PLEDGE OF ALLEGIANCE<br />

President Hamilton led the <strong>Board</strong> <strong>of</strong> <strong>Education</strong> and others present in reciting the Pledge <strong>of</strong> Allegiance.<br />

CLOSED SESSION<br />

Ms. Gill moved and Mr. Grove seconded to go to closed session at 6:31 p.m. for the purpose <strong>of</strong> considering<br />

information regarding the review <strong>of</strong> closed session minutes; the appointment, employment, compensation,<br />

discipline, performance, or dismissal <strong>of</strong> specific employees; collective negotiating matters, potential<br />

purchase/sale <strong>of</strong> property, and imminent litigation.<br />

3. The 4 th Grade Ag Jeopardy Team competed against other area schools in this year’s Ag Jeopardy<br />

tournament held on May 1 at Saratoga <strong>School</strong>. The team won the championship for the first time in<br />

school history. Principal Brovont recognized the following students for their participation on the Ag<br />

Jeopardy team, which is coached by Mrs. Jelm: Drew Pierce, Clayton Cash, Ashley Jackman, Alyssa<br />

Pupil Personnel<br />

Due to a watchful parent participant on our Parent Advisory Council we have materials to teach about<br />

“Stranger Safety”. This program is introducing safety rules to our students in regards to strangers. It is<br />

being presented by our Social Worker, Erin Billie.<br />

Kindergarten Round-Up has brought forward 115 students for fall registration. We anticipate another 40-50<br />

before school starts in the fall.<br />

The Safe Side DVD is being sent home with every first grader to watch and discuss<br />

with parents.<br />

Second Step letter home - Kindergarten<br />

Student Achievement<br />

ECC students have won awards for reading books over spring break, and writing about their moms. The<br />

awards were supplied by the Junior Women’s Club <strong>of</strong> <strong>Coal</strong> <strong>City</strong>. Ice cream and gift certificates were given<br />

to the winners.<br />

Many Moms were treated to a special celebration in the kindergarten classes. Stations were set up around<br />

the rooms to honor Mothers. Back massages, fingernail painting, flowers, bracelets, cards, and games were<br />

available for a Mother to share with her child. Pictures will be available on the website.<br />

Staff Recognition<br />

Teachers, aides, and preschool staff planned and put together the first “Family Night Out” evening activity.<br />

Approximately 112 families participated. With 2 to 5 family members represented, it was a great success.<br />

Donations came from the grant we received from the Streator Onized Credit Union, and Curtis Grove. We<br />

thank both parties for their generosity. PSO supplied ice cream.<br />

Teachers who planned and participated were: Todd Painter, Rachel Prendergast, Amy Gernenz, Carrie<br />

Tinucci, Tammy Salazar, Cindy Tira, Kathy Jiskra, Ann Kodat, Britt Harseim, Jennifer Johnson, and Tonya<br />

Best.<br />

Amy Gernenz made the assembly for science happen for ECC students.<br />

Mad Scientist Rick came to our building on May 7 th . Many experiments were demonstrated to students.<br />

Pictures are in our newsletter on the website.<br />

Carrie Tinucci is responsible for getting the Mariachi Band to perform for ECC students on May 8 th .<br />

Students clapped and wiggled to the lively music.<br />

<strong>Community</strong> Thank You<br />

ECC students and staff would like to thank the PSO, “D” Construction and Dibbles Trucking for their<br />

generous donations towards our Carnival Day on June 2.<br />

PERSONNEL<br />

*Congratulations to Branden Petersen and his wife Stephanie on the birth <strong>of</strong> their second child. Stephanie<br />

and Branden had a little boy named Owen Keith and everyone is doing great.<br />

STAFF RECOGNITION<br />

*On April 6 and 7, <strong>Coal</strong> <strong>City</strong> Building Administrators conducted interviews for the special education aide<br />

positions that will be available in the 2009-10 school year.<br />

*On April 21, CCES held a RTI Day to check the academic progress <strong>of</strong> students that are involved in the<br />

Response to Intervention process. We currently have approximately 17-18 students in RTI.<br />

MONTH IN REVIEW<br />

*On April 2, the CCES 3 rd grade students took the Otis Lennon Student Ability Test (OLSAT).<br />

*On April 7, PSO held their annual monthly meeting. Items discussed at the meeting included the updating<br />

<strong>of</strong> new <strong>of</strong>ficers, Fall Fundraiser – Market Day was selected as the fall fundraiser and Teacher Appreciation<br />

Week.<br />

*During the week <strong>of</strong> April 7, CCES 2 nd grade students took the Stanford Achievement Test (SAT). The<br />

students were tested in the areas <strong>of</strong> reading, math, language, spelling and environment (science, social<br />

studies). The students did great job during the testing process and I expect them to perform very well on<br />

these tests. The SAT is used to track student achievement from 1 st grade to second grade and is used in<br />

identifying students for the Accelerated/Enrichment program as well as for extra support services as well.<br />

Also special thanks to the 2 nd grade team for their efforts in teaching the students all year.<br />

*On April 8, LLT met at the <strong>Coal</strong> <strong>City</strong> Fire Station. State Representative Coreen Gordon was on hand to<br />

talk with the members <strong>of</strong> LLT.<br />

*CCES students celebrated the Easter Holiday on April 10 and 13.<br />

*On April 15, the CCES 2 nd grade presented their 2 nd Grade Music Concert. The students did an<br />

outstanding job on their entire performance and I look forward to seeing them progress in their musical<br />

careers. Thanks to Ms. Bennett for all <strong>of</strong> her work with the students in getting the students ready for this<br />

performance.<br />

*On April 17, CCES held their annual Career Fair for the 2 nd and 3 rd grade students. The students were able<br />

to view many different careers that our CCES parents are involved in. We had a great day and the students<br />

really enjoyed the experience. I wanted to thank the Career Day Committee and especially Jane Provance<br />

for all <strong>of</strong> her work in organizing this event.<br />

*On April 20 and 22, 2 nd grade classes went on a field trip to the Joliet Junior College to the Planetarium.<br />

*On April 22, the Young Author Writing Contest Winners traveled to Grand Bear Lodge in Utica, IL for the<br />

Young Author Celebration. The students received an autographed book from child author Carolyn Crimin<br />

and attended a presentation by the author.<br />

*On April 22 and 23, CCES students celebrated Earth Day. CCES students cleaned the building grounds as<br />

well as North Park. CCES 2 nd grade students also planted a tree in the front <strong>of</strong> the building in honor <strong>of</strong><br />

Earth Day. Jamie Thomas from Spring Grove Nursery came to CCES and talked with the students about<br />

*On April 23, the CCES 3 rd grade students visited the Grundy Area Vocational Center. The students visited<br />

all <strong>of</strong> the different classrooms at GAVC and GAVC staff members talked to the students about the different<br />

trades and classes that are available at GAVC. The students and CCES staff members really enjoyed the<br />

experience and I would like to thank Lance Copes and Deb Eungard at GAVC for making this opportunity<br />

possible for our students.<br />

*On April 23, CCES held their annual Grandparents Day. We had a great day weather wise and had a great<br />

turnout <strong>of</strong> grandparents for the event.<br />

*In April CCES students had the opportunity to participate in the Grundy County TRASHformations<br />

Contest. CCES had 56 students entries for the contest. Winners <strong>of</strong> the CCES received a ribbon and a gift<br />

certificate to the Scholastic Book Fair. 1 st place winners had their sculptures move onto the County Wide<br />

Congratulations to the CCIS Trash-formation Sculpture Winners! The following 4 th grade students had<br />

their “trash-formations” qualify for the regional competition. The contest is sponsored by the Grundy<br />

County Solid Waste Management. The collaborative sculptures were made up <strong>of</strong> recyclable materials.<br />

Congratulations to Abby Olsen (5 th )! She worked as a “page” for Senator Dahl in April. She arrived in<br />

Springfield and really had quite a learning experience. As a result, Senator Dahl will visit Abby and her<br />

classmates on Monday, April 11 th @ 9:30 AM as a follow-up to Abby being a page. This is quite an<br />

honor! Prior to working with Senator Dahl, Abby was a “page” for Careen Gordon. Abby wants to be a<br />

lawyer and this experience was “really cool.”<br />

Recognition: On April 22 nd CCHS celebrated Secretary’s Day. We are all very appreciative <strong>of</strong> the<br />

work that Amy Skubic and Sue Blaine do for all <strong>of</strong> us at CCHS.<br />

The PSO awarded the following amounts for each classes accomplishments during Greek Games.<br />

Seniors $304, Juniors $228, Sophomores $152, and Freshman $76. We would like to thank the PSO for a<br />

very well run Greek Games on April 3 rd .<br />

Congratulations to Mrs. McDowell for organizing a very successful Cabaret Night on April 23 rd .<br />

April Director Award Winners from GAVC were T.J. Peters and Kyle Dearth.<br />

Joel Gotz and his Criminal Justice team represented GAVC at the State SkillsUSA Championships in<br />

Springfield. Katy Summers was on the Early Childhood Team and Mitchell Jessen, Tony Veronda, Glen<br />

Erickson, Kyle Dearth, and Michael Marchese were on the Welding Team<br />

Devon Bernard and Michelle Christensen qualified for the Health Occupations Students <strong>of</strong> America<br />

National Leadership Conference in Nashville, Tennessee on June 23-27.<br />

On May 2 nd <strong>Coal</strong> <strong>City</strong> High <strong>School</strong> held their annual Prom at Willowbrook Banquet Center. 225<br />

students attended the prom and 229 attended the Promfest 2009 activities at the Brunswick Zone in<br />

Romeoville. Everyone had a good time.<br />

Month in Review: The last <strong>of</strong> the ACT Prep Workshops was held on April 15 th . We had 65 students<br />

who signed up for the 4 day workshop. 30 <strong>of</strong> the 65 students attended every class. The ACT Tests were<br />

taken by all Juniors throughout the state <strong>of</strong> Illinois on Wednesday, April 22 nd and the Work Keys on<br />

Thursday April 23 rd . This years classes were taught by CCHS staff members and those who attended felt as<br />

if the classes assisted them with this year’s PSAE tests.<br />

CCHS conducted an Evacuation Drill on April 24 th . All went well and everyone was evacuated from the<br />

building in 1 minute and 32 seconds.<br />

Operations Prom conducted several activities throughout the week <strong>of</strong> April 27 th thru May 1 st . On<br />

Tuesday, April 28 th Secretary <strong>of</strong> State Jesse White spoke to the student body, on Thursday, April 30 th a<br />

multimedia presentation was presented on the realistic results drunk driving can have on teenagers and their<br />

lives. On Friday, May 1 st all students and staff witnessed a presentation from the <strong>Coal</strong> <strong>City</strong> Fire Department,<br />

the Grundy County Coroner’s <strong>of</strong>fice, and several other county agencies in a mock car crash and what takes<br />

place at the scene. What a great message was shared to CCHS students through this presentation.<br />

Student services in May will be finalizing student schedules for the 08-09 school year, completing test<br />

makeups, scholarship selection and distribution for seniors, notifying senior parents about graduation status,<br />

summer school notification, and school year closing activities. The counselors are preparing for the Annual<br />

Scholarship Awards Ceremony held on Tuesday, May13th at 7:00 in auditorium.<br />

F. CURRICULUM REPORT<br />

Department Information:<br />

Departments are making plans for summer work. Each department in the district will be working in<br />

some capacity this summer. Fine arts and CTE will begin the curriculum writing process. Physical<br />

<strong>Education</strong>/health/driver’s education will be writing assessments. Foreign language will be rewriting<br />

curriculum (since all students will now have a year <strong>of</strong> Spanish completed) and they will be starting the<br />

process <strong>of</strong> assessments at specific grade levels. Social studies, language arts, mathematics, and science<br />

will be working on assessments and finalizing curriculum from some classes. Special education will be<br />

continuing work on all curriculum and assessments not completed.<br />

Sandy Rakes, director <strong>of</strong> special populations, assisted with interviewing candidates for the special<br />

education department chair positions. We had three excellent candidates apply for the position.<br />

Grants:<br />

We are currently working collaboratively with the public library on two competitive grants. One grant is<br />

for a community wide reading initiative. The second is for a “getting a job seminar” for high school<br />

students.<br />

Testing:<br />

All Standardized Testing has been completed for the year. We expect preliminary data at the end <strong>of</strong> this<br />

month.<br />

We have secured AIMSweb to pilot in grades 2 and 6 for the remainder <strong>of</strong> the school year. AIMSweb<br />

will be instrumental in benchmarking, strategic monitoring and progress monitoring <strong>of</strong> our students K-8<br />

in the RtI process. We will be testing grades 6 and 2 later this month.<br />

Pr<strong>of</strong>essional Development:<br />

The last early dismissal will be May 6 th ; we will hold K-12 department meetings, National <strong>Board</strong><br />

Certification information meetings as well as building level activities that day. The schedule was<br />

reviewed.<br />

There were 31 teachers that participated in web building classes in March and April. The sessions were<br />

held in the morning from 6:50 until 7:50 and after school from 3:30 until 4:30. Teachers had the option<br />

to learn web basics using Micros<strong>of</strong>t Office products as well as a new web editing s<strong>of</strong>tware called<br />

Expressions Web. The teachers were able to earn CPDUs for the training sessions. Several teachers have<br />

now created their own websites and are now maintaining their sites, <strong>of</strong>fering even more information to<br />

students and parents.<br />

The secretaries and administrators in the district were trained on Micros<strong>of</strong>t Excel on April 15 and 16.<br />

The 3-hour session covered basic formatting, formulas, functions, saving, charting, fills, printing and<br />

views in Excel 2007.<br />

G. SUPERINTENDENT’S REPORT<br />

Dr. Bugg reported on:<br />

1. A letter <strong>of</strong> recognition has been received from the Illinois State <strong>Board</strong> <strong>of</strong> <strong>Education</strong>. The 2009 <strong>School</strong><br />

<strong>District</strong> Financial Pr<strong>of</strong>ile, based on the 2008 school year financial data, places our school district within<br />

the Financial Recognition range. This is the highest category obtainable. Given the economic<br />

difficulties school districts are facing, the State <strong>Board</strong> realizes that this is a significant accomplishment.<br />

2. On Wednesday, June 3, 2009, there will be a <strong>Board</strong> hosted end-<strong>of</strong>-year breakfast for <strong>District</strong> employees.<br />

H. SPECIAL EDUCATION COOPERATIVE REPORT<br />

Mr. Hamilton reported:<br />

1. Approved a change to the Cooperative billing practice from a student tuition basis to a per staff billing<br />

for LD services.<br />

2. Extended <strong>School</strong> Year services for eligible students will be hosted at <strong>Coal</strong> <strong>City</strong> Early Childhood Center,<br />

White Oak in Morris, Minooka Junior High and Minooka High <strong>School</strong>. Anticipated service dates will<br />

run from Monday, June 8 th through Thursday, July 2 nd .<br />

3. Approved the opening <strong>of</strong> the following new positions for 2009-2010.<br />

1.0 FTE instructor at Minooka <strong>#1</strong>11 to meet enrollment limits<br />

1.0 FTE instructor in REACH Program at Minooka <strong>#1</strong>11 to meet program needs.<br />

Mr. Hamilton reported:<br />

1. Approved HOSA students and sponsors to attend the national competition held June 23-27 in Nashville,<br />

Tennessee.<br />

2. Approved an agreement to share the services <strong>of</strong> the Director <strong>of</strong> Technology position with Morris High<br />

<strong>School</strong> for the 2009-2010 school year.<br />

3. Accepted the resignation <strong>of</strong> Jack Countryman, Automotive Assistant.<br />

4. Approved the FY 2010 master schedule.<br />

5. Approved the recommended changes to the 2009-2010 student handbook.<br />

6. Approved the lowest responsible bid for paper from Midland for $165,194.90.<br />

7. Discussed a possible new contract for the Director.<br />

A. DISCUSSION/ACTION ON BID AWARDS FOR CUSTODIAL SUPPLIES AND MS SITE WORK<br />

Bids were opened on Friday, May 8, 2009 for custodial supplies and Middle <strong>School</strong> site work. A legal bid<br />

advertisement was published in the <strong>Coal</strong> <strong>City</strong> Courant on Wednesday, April 22.<br />

Custodial Supply Bid – 7 companies responded; Ecolab Inc., HP Products, Pyramid <strong>School</strong> Products,<br />

RicMar, Tri-K, Unipak Corp. and ZB Supply Company<br />

MS Site Work Bid – 5 companies responded; “D” Construction, American Asphalt Co., Fatlan Trucking &<br />

Excavating, R&W Clark Construction and Stip Bros. Excavating, Inc.<br />

Mr. Harmon moved and Mr. Grove seconded to accept the lowest bid unit costs for individual items <strong>of</strong><br />

custodial supplies from five (5) vendors as presented.<br />

Director <strong>of</strong> Business Services, Jason Smith recommended to authorize the superintendent to employ<br />

groundskeepers and summer custodians.<br />

Mr. Miller moved and Mr. Emerson seconded to authorize the superintendent to employ groundskeepers for<br />

up to 2,000 hours <strong>of</strong> summer grounds maintenance and summer custodians to work up to 1,450 hours at a<br />

rate <strong>of</strong> $8 per hour during the summer months.<br />

C. DISCUSSION/ACTION ON SUMMER DISTRICT OFFICE HOURS<br />

The administrative <strong>of</strong>fice traditionally works a restructured work week during the summer. On Monday<br />

through Thursday, the district <strong>of</strong>fice employees work from 7:30 a.m. to 4:00 p.m. and on Fridays from 7:30<br />

a.m. to 12 p.m. The district <strong>of</strong>fice summer hours would begin June 8, 2009 and go through August 7, 2009.<br />

The <strong>Board</strong> tabled action on approving the summer hours and will discuss this further at the June <strong>Board</strong><br />

Study Session.<br />

D. DISCUSSION/ACTION ON HS STUDENT ATTENDANCE AT NATIONAL CONFERENCE<br />

<strong>Coal</strong> <strong>City</strong> High <strong>School</strong> students Devon Bernard, Andrea Bippus, and Michelle Christensen have been<br />

invited, through GAVC, to attend a National Leadership Conference in Nashville, Tennessee. The<br />

competition for Health Occupations Students will be held June 23-27, 2009. The <strong>Board</strong> has a past practice<br />

<strong>of</strong> contributing $250 to students to help defray costs <strong>of</strong> these types <strong>of</strong> school related activities.<br />

Mr. Bianchi moved and Mr. Grove seconded to approve sponsoring Devon Bernard, Andrea Bippus and<br />

Michelle Christensen for $250 each to attend the GAVC National Leadership Conference in Nashville,<br />

Tennessee.<br />

E. DISCUSSION/ACTION ON STUDENT TEACHER AT THE HIGH SCHOOL IN FALL 2009<br />

Principal Miller made a recommendation to place Erik Frederiksen, a student from Olivet Nazarene<br />

University, with Steve Lenig, science teacher at the High <strong>School</strong>, during the fall semester <strong>of</strong> 2009.<br />

Mr. Harmon moved and Mr. Bianchi seconded to approve the placement <strong>of</strong> student teacher Erik<br />

Frederiksen, with Steve Lenig at the High school during the fall semester <strong>of</strong> 2009, pending satisfactory<br />

completion <strong>of</strong> all state requirements. President Hamilton asked if there was any opposition to the motion,<br />

hearing none, considers the motion approved.<br />

F. DISCUSSION/ACTION ON DONATIONS<br />

Mike Dahlberg, from Books Are Fun, donated 24 books to the Early Childhood Center.<br />

These books were given to children during the Family Fun Night that was recently held.<br />

Ms. Gill moved and Mr. Emerson seconded to accept the donation <strong>of</strong> books from Mike Dahlberg <strong>of</strong> Books<br />

Are Fun. President Hamilton asked if there was any opposition to the motion, hearing none, considers the<br />

motion approved.<br />

Retco Alloy Inc. made a donation <strong>of</strong> small tools and supplies to the Industrial Arts program at the High<br />

<strong>School</strong>.<br />

G. DISCUSSION/ACTION ON SPECIAL EDUCATION SUMMER SCHOOL PROGRAMS<br />

The Grundy County Special <strong>Education</strong> Cooperative asked permission to use our facilities to conduct<br />

summer school programs. The Cooperative will supply the personnel needed for the program and rent<br />

rooms as needed from the school district. Room rental cost is calculated on a prorated annual half-day room<br />

rental rate, which is $200 per room. The Co-op will hold their summer school program at the Early<br />

Childhood Center from June 8 through July 2, 2009.<br />

Mr. Miller moved and Mr. Grove seconded to approve the rental <strong>of</strong> two (2) rooms at the Early Childhood<br />

Center to the Grundy County Special <strong>Education</strong> Cooperative for the purpose <strong>of</strong> conducting summer school<br />

programs.<br />

H. DISCUSSION/ACTION ON CONTRACT FOR PHOTOGRAPHY SERVICES FOR 2009-2010<br />

Director <strong>of</strong> Business Services was prepared to make a recommendation to enter into an agreement with Van<br />

Gogh <strong>School</strong> Photographer for photography services during the 2009-2010 school year. The <strong>Board</strong> tabled<br />

action on this recommendation until further information is received. The <strong>Board</strong> will consider awarding a<br />

photography contract for the 2009-2010 school year at the June 1 Special <strong>Board</strong> meeting.<br />

I. DISCUSSION/ACTION ON JOB DESCRIPTION FOR CENTRAL OFFICE SECRETARY FOR<br />

FINANCE<br />

The job description for Bookkeeper has been revised and renamed Central Office Secretary for Finance.<br />

Ms. Gill moved and Mr. Bianchi seconded to approve the new job description for Central Office Secretary<br />

for Finance. President Hamilton asked if there was any opposition to the motion, hearing none, considers<br />

the motion approved.<br />
