Net Assets<br />
As noted earlier, net assets may serve over time as a useful indicator of a government’s financial position.<br />
The <strong>County</strong>’s combined net assets (government and business-type activities) totaled $4.0 billion at<br />
September 30, 2007.<br />
The following table provides a summary of the <strong>County</strong>’s governmental and business-type net assets for<br />
fiscal years 2007 and 2006:<br />

The largest portion of the <strong>County</strong>’s net assets 92.8% reflects its investment in capital assets such as land,<br />
buildings, equipment and infrastructure (roads, bridges, sidewalks, water lines and sewer lines) less any<br />
related debt used to acquire those assets that is still outstanding. Investment in capital assets net of related<br />
debt increased by $62.8 million (1.7%) in FY07.<br />
The <strong>County</strong> uses these capital assets to provide services to its citizens; therefore, these assets are not<br />
available for future spending. Although the <strong>County</strong>’s investment in its capital assets is reported net of<br />
related debt, it should be noted that the resources needed to repay this debt must be provided from other<br />
sources, since the capital assets themselves cannot be used to liquidate these liabilities.<br />
At the end of the current fiscal year, the <strong>County</strong> is able to report positive balances in all categories of net<br />
assets for both the governmental and business-type activities.<br />
