Reproduction of Copyrighted Materials
Under Canada’s Copyright Act, it is illegal to copy most published
materials without permission. The agreement with Access
Copyright (formerly CANCOPY) that governed the ability of most
universities to print course packs and to conveniently photocopy
works not permitted by the Copyright Act expired December
31, 2010. Since January 2011, Ryerson University, along with a
number of other Canadian universities, has elected to operate
under an interim copyright tariff until a smooth transition to new
practices can be ensured. Permission to copy is subject to certain
limits. Please read the following and make every effort to keep
within these limits.
Volume of Photocopying
No copying shall exceed 10 percent of a published work or
the following, whichever is greater:
• an entire newspaper article or page
• an entire single short story, play, poem, essay, or article from
a book or periodical issue (including a set of conference
proceedings) containing other works
• an entire single item of print music from a book or periodical
issue containing other works
• an entire entry from an encyclopedia, dictionary, annotated
bibliography, or similar reference work
• an entire reproduction of an artistic work (including drawing,
sculpture, painting, prints, architectural works of art or works
of artistic craftsmanship) from a book
or periodical issue containing other works
• one chapter, provided it is no more than 20 percent of a book
The Interim Tariff does not cover the following:
• works listed on the Exclusions List (see Access Copyright
webpage for listing at www.accesscopyright.ca/
media/6347/access_copyright_exclusions_list.pdf and
notice of changes at www.accesscopyright.ca/media/6374/
notice_of_change_to_exclusions_list_02_01_11.pdf)
• works for which copyright is held by the institution
• crown or provincial publications except Quebec
• unpublished works
• originals of artistic works
• publications containing a notice which expressly prohibits
reproduction under the authorization of a licence from a
Reproduction Rights Organization
• published workbooks, work cards, assignment sheets, tests,
examination papers, and any other published works intended
to be “consumable”
• instruction manuals including teachers’ guides
• advertisements and letters to the editor
• print music published for use by choirs, orchestras, bands, etc.
• newsletters
• business cases which are available for purchase
Coursepacks for Sale at Bookstore
Resale of copies is prohibited unless reported and paid for through
the University. The Institution shall include on at least one page
of all Copies made pursuant to section 2(b) of this Tariff the
international copyright symbol ©, a credit to the publisher, the
artist or illustrator of any artistic work reproduced (where known)
and the author or authors (where known) and shall display the
following prominent notice: “This material has been copied under
licence from Access Copyright. Resale or further copying of this
material is strictly prohibited. Copies of the request form are
available from The Chang School office in Heaslip House, 297
Victoria Street, or from the Bookstore, 17 Gould Street.
Digital Copying
Ryerson did not elect the interim tariff’s digital copies option
and there is no indemnity applicable to digital copying. Links
to websites and library-subscribed electronic resources are
generally permitted. However, ensure that you have any required
permissions to scan copyrighted content on Blackboard or your
website. Links or scanned documents created by Library e-reserve
staff for your Blackboard postings are either permitted by the
Library’s subscribed databases or transactional permissions with
the publisher or publisher’s representative. (See Library Reserve
