Irrespective of <strong>the</strong> fact that <strong>the</strong> advisory councils are created <strong>for</strong> efficient current<br />

coordination between <strong>the</strong> public administration and <strong>the</strong> social partners, <strong>the</strong>y do not always have as<br />

members representatives of <strong>the</strong> private sector and <strong>the</strong> non-governmental organizations. In 13<br />

councils no participation is planned of <strong>the</strong> social partners or external experts (<strong>the</strong> Commission <strong>for</strong><br />

<strong>the</strong> coordination of <strong>the</strong> work on <strong>the</strong> fight against corruption, <strong>the</strong> Interdepartamental council <strong>for</strong><br />

management of <strong>the</strong> implementation of <strong>the</strong> National plan <strong>for</strong> actions related to <strong>the</strong> environment –<br />

health, <strong>the</strong> Interdepartamental council on <strong>the</strong> issues of <strong>the</strong> military industrial complex and <strong>the</strong><br />

mobilization readiness of <strong>the</strong> country, Interdepartamental council <strong>for</strong> export insurance, National<br />

council <strong>for</strong> <strong>the</strong> narcotic substances, Council <strong>for</strong> <strong>the</strong> economic policy, Council <strong>for</strong> coordination in <strong>the</strong><br />

fight against <strong>the</strong> torts, infringing financial interests of <strong>the</strong> European Communities, Council <strong>for</strong><br />

Modernization of <strong>the</strong> <strong>Public</strong> administration, Council <strong>for</strong> restricting and preventing smoking in <strong>the</strong><br />

Republic of Bulgaria, <strong>the</strong> National Council <strong>for</strong> Rehabilitation and Social Integration, Council <strong>for</strong> State<br />

Internal financial Control, Council <strong>for</strong> <strong>the</strong> National Radiofrequency Spectrum and Security Council).<br />

Only <strong>for</strong> three of <strong>the</strong> councils (<strong>the</strong> National Council <strong>for</strong> Tripartite Cooperation, <strong>the</strong> National<br />

Council <strong>for</strong> gender Equality and <strong>the</strong> National Council <strong>for</strong> Rehabilitation and Social Integration) <strong>the</strong><br />

criteria <strong>for</strong> participation of external experts are explicitly described. The o<strong>the</strong>r councils, which invite<br />

external experts to participate in <strong>the</strong>ir activity, point that <strong>the</strong>y do not have approved criteria and that<br />

<strong>the</strong> participation of external experts depends on <strong>the</strong> specific nature of <strong>the</strong> problem, <strong>the</strong> competency<br />

of <strong>the</strong> experts and <strong>the</strong> experience in <strong>the</strong> respective area or upon invitation of <strong>the</strong> chairman of <strong>the</strong><br />

council.<br />

In <strong>the</strong> year <strong>2004</strong> <strong>the</strong> composition of 5 of <strong>the</strong> effectively functioning councils was not updated<br />

(<strong>the</strong> Interdepartamental council on <strong>the</strong> issues of <strong>the</strong> military industrial complex and <strong>the</strong> mobilization<br />

readiness of <strong>the</strong> country, <strong>the</strong> National council <strong>for</strong> Cooperation on Ethnic and Demographic Issues,<br />

Council <strong>for</strong> Economic Policy, Council <strong>for</strong> Economic Growth, Council <strong>for</strong> European Communication).<br />

The reasons pointed out are related to <strong>the</strong> structural and personal changes in <strong>the</strong> Council of<br />

Ministers.<br />

The proposals made by <strong>the</strong> councils in view of <strong>the</strong> improvement of <strong>the</strong> efficiency of <strong>the</strong>ir<br />

work are as follows:<br />

■ To reduce <strong>the</strong> composition of <strong>the</strong> Interdepartamental council on <strong>the</strong> issues of <strong>the</strong> military<br />

industrial complex and <strong>the</strong> mobilization readiness of <strong>the</strong> country in view of ensuring efficiency in <strong>the</strong><br />

decision-making process.<br />

■ To make changes in <strong>the</strong> Rules of Procedure of <strong>the</strong> Council of Ministers and its<br />

administration, in ordre to regulate <strong>the</strong> procedure <strong>for</strong> <strong>the</strong> coordination of <strong>the</strong> normative acts in<br />

accordance with Article of <strong>the</strong> Labour Code in <strong>the</strong> National Council <strong>for</strong> Tripartite Cooperation in view<br />

of <strong>the</strong> better organization of <strong>the</strong> council’ activities.<br />

■ To establish a tripartite secretariat, in accordance with article 5(1) of <strong>the</strong> Rules <strong>for</strong> <strong>the</strong><br />

organization and <strong>the</strong> activities of <strong>the</strong> councils <strong>for</strong> tripartite cooperation because of <strong>the</strong> increased<br />

volume of work in <strong>the</strong> Secretariat of <strong>the</strong> National Council <strong>for</strong> Tripartite Cooperation and on <strong>the</strong><br />

insistence of <strong>the</strong> social partners.<br />

■ To create 28 regional councils <strong>for</strong> food safety with members: <strong>the</strong> director of <strong>the</strong> Regional<br />

inspectorate <strong>for</strong> protection and control of <strong>the</strong> public health, <strong>the</strong> head of <strong>the</strong> department <strong>for</strong> <strong>the</strong> state<br />

veterinary and sanitary control, representative of <strong>the</strong> Commission <strong>for</strong> Trade and Consumer<br />

Protection and two representatives of <strong>the</strong> Bulgarian association <strong>for</strong> <strong>the</strong> food and beverage<br />

industries.<br />

■ The presence of <strong>the</strong> full members (titular members) of <strong>the</strong> Council <strong>for</strong> <strong>the</strong> narcotic<br />

substances to be ensured at <strong>the</strong> meetings of <strong>the</strong> council.<br />

■ Rules <strong>for</strong> Internal Organization of <strong>the</strong> Council <strong>for</strong> Economic Growth to be approved by <strong>the</strong><br />

Council of Ministers.<br />

■ Representatives of 2 new directorates in <strong>the</strong> Ministry of Finance to be included as<br />

members in <strong>the</strong> Council <strong>for</strong> coordination in <strong>the</strong> fight against <strong>the</strong> torts, infringing financial interests of<br />

<strong>the</strong> European Communities.<br />
