GROUP EXERCISE NO. 3.1 – INITIATION, CATEGORISATION AND ENTRY<br />

Part 1 - Initiation (20 minutes)<br />

The aim of the initiation stage is to identify the pest(s) and pathways which are of<br />

quarantine concern and should be considered for risk analysis and to define the <strong>PRA</strong><br />

area for which the analysis will be conducted. In essence, the Initiation Stage of the<br />

<strong>PRA</strong> describes the scope of the subsequent pest risk assessment and pest risk<br />

management stages, by defining the subject matter of the <strong>PRA</strong> and the area to which<br />

it pertains.<br />

1. Identification of initiation points<br />

The <strong>PRA</strong> process may be initiated as a result of:<br />

• the identification of a pathway that presents a potential pest hazard,<br />

• the identification of a pest that may require phytosanitary measures, or<br />

• the review or revision of phytosanitary policies and priorities.<br />

For <strong>PRA</strong> initiated as a result of a pest, the organism in question has been screened<br />

and has been determined to be a pest by IPPC standards, i.e., it:<br />

• is known to be a pest elsewhere,<br />

• shares characteristics with known pests,<br />

• is related taxonomically to known pests,<br />

• is associated with damage to plants,<br />

• is a known or supposed vector of a known plant pest, or<br />

• is known or suspected of causing damage to beneficial organisms used in<br />

plant protection.<br />

2. Identification of the <strong>PRA</strong> area<br />

The <strong>PRA</strong> area should be defined as precisely as possible in order to identify the area<br />

for which information is needed and which will be considered in all subsequent parts<br />

of the <strong>PRA</strong>. It may be the whole or part of a country, or several countries.<br />
