Message from the President<br />

Dear <strong>Downtown</strong> Stakeholder:<br />

<strong>Downtown</strong> <strong>Pittsburgh</strong> continued to have great success in <strong>2010</strong>. <strong>The</strong> opening of 3 PNC, the Fairmont Hotel,<br />

and a “reborn” lower Fifth Avenue brought new life to the historic <strong>Downtown</strong> corridor. Market Square<br />

underwent a complete redesign and, along with the opening of the adjacent Market Square Place, promises<br />

to serve as a catalyst for <strong>Downtown</strong>’s burgeoning residential and dining scene. In addition, the new August<br />

Wilson Center, a strong office market performance, and twice as many people living <strong>Downtown</strong> as compared<br />

to 10 years ago are all evidence of a <strong>Downtown</strong> that continues to evolve into a vibrant 21 st century city.<br />

<strong>The</strong> PDP continued to support <strong>Downtown</strong>’s momentum. <strong>The</strong> Clean Team — along with the new PDP<br />

Street Team — kept <strong>Downtown</strong> clean while managing nuisance crime. Market Square’s reconstruction<br />

created a dynamic new <strong>Downtown</strong> destination. Throughout the year, the PDP addressed stakeholder<br />

concerns about the cost of parking by becoming engaged in the discussion about monetization of parking<br />

assets. <strong>The</strong> PDP’s <strong>Downtown</strong> housing market research resulted in a broader strategy renewing our housing<br />

efforts, and our advocacy for transportation funding helped bring light to one of the region’s most pressing<br />

concerns. <strong>The</strong> PDP also conducted a study of the transportation needs of <strong>Downtown</strong> workers and realized<br />

the completion of 18 Paris to <strong>Pittsburgh</strong> street activation projects. In the spirit of the city’s 21 st century cache,<br />

the PDP continued to embrace new technology by incorporating QR Codes and mobile technology into its<br />

overall marketing strategy. It is easy to see why <strong>2010</strong> represented a major progression towards the PDP’s<br />

vision of a dynamic and compelling <strong>Downtown</strong> and why it is becoming a “Center of Growth” address in 2011.<br />

Without question, the coming year holds a new set of opportunities and challenges; however, the 2011 PDP<br />

Business Plan will help shape the course of continued growth for <strong>Downtown</strong> and the region. <strong>The</strong> energy<br />

associated with the opening of the Consol Arena along with the planned redevelopment of the 28-acre<br />

Mellon Arena site, a new Hill District grocery store and YMCA provide a level of optimism for the Hill District<br />

that has not been seen in recent history. <strong>The</strong> opening of the Stage AE amphitheater, the reconstruction of<br />

Wood Street, and the thoughtful expansion of Point Park University provide new opportunities for further<br />

growth. Funding, particularly as it relates to public transit, and the expected higher cost of parking <strong>Downtown</strong>,<br />

are clearly challenges the PDP will address in 2011.<br />

In 2011, the PDP remains focused on the delivery of exceptional clean and safe services by engaging the Police<br />

Department, Department of Public Works, Bureau of Building Inspection and others to improve dramatically<br />

the <strong>Downtown</strong> environment. Additionally, the PDP will renew the BID, prepare a new five-year strategic<br />

organizational plan and increase membership while also implementing an economic development strategy to<br />

drive down the funding gap for housing, reinforce strong office market rates, and manage the new Market Square.<br />

Despite challenges, the PDP is well-positioned organizationally and financially to deliver a high level of service.<br />

As a mature, visible, and innovative leader in <strong>Pittsburgh</strong>’s urban development, the PDP will continue to serve its<br />

constituency by allocating resources and maximizing stakeholder return on investment.<br />

While my time at the PDP has come to an end, I am proud of the work the staff has accomplished and am<br />

confident they, along with the Board and the PDP’s new leader, will continue their hard work to meet your<br />

expectations of a great <strong>Downtown</strong>. Thank you for your support over the last five years. I will treasure the<br />

Vision<br />

<strong>Downtown</strong> <strong>Pittsburgh</strong> is one of America’s great urban centers.<br />

Mission<br />

<strong>The</strong> <strong>Pittsburgh</strong> <strong>Downtown</strong> <strong>Partnership</strong> provides dynamic leadership and a consistent voice to improve the<br />

vitality of <strong>Downtown</strong> through enhanced services, advocacy, collaboration and marketing.<br />

Strategic Initiatives<br />

<strong>The</strong> PDP actively pursues five strategic initiatives:<br />

A clean and safe strategy to maintain and promote an inviting <strong>Downtown</strong> experience<br />

An advocacy and public policy strategy to the realization of <strong>Downtown</strong>’s full potential<br />

A transportation and parking strategy to improve access to <strong>Downtown</strong><br />

Funding<br />

<strong>The</strong> PDP has five main funding sources to support its initiatives.<br />

First, as the management entity for <strong>Downtown</strong>’s Business improvement District (BID), the PDP receives funding<br />

from assessments paid by <strong>Downtown</strong> property owners and operates in agreement with the City of <strong>Pittsburgh</strong><br />

to manage BID activities. Second, it receives dues from voluntary members who want to invest in the future of<br />

<strong>Downtown</strong>. Third, through the support of foundations for important project-specific activities. Fourth, government<br />

grants and, fifth, through earnings from advertising, fees and sponsorships.<br />

Partners<br />

<strong>The</strong> PDP works with a range of organizations to deliver its vision of <strong>Downtown</strong>. Partners include government agencies<br />

and neighborhood associations, as well as business, community, civic and cultural organizations.<br />

Business Improvement District (BID)<br />

<strong>The</strong> BID was created by City Council in 1997 and renewed for a third five-year term in November 2006 at the<br />

request of the <strong>Downtown</strong> property owners.<br />

<strong>The</strong> BID includes 100 blocks of the Central Business District and the boundaries are the Golden Triangle. More than<br />

4,000 businesses and 350 property owners are located within the BID area.<br />
