counselors are joined by over one dozen part-time counselors assigned to both general<br />
counseling and additional categorical program counseling responsibilities (e.g., TRIO<br />
program counselors, HEP counselors, First 5 ECE counselors, etc.) both on the Main Campus<br />
and at the two educational centers.<br />
General counseling resources have undergone some major changes as a result of budgetary<br />
constraints. The retirement of the director of counseling, in concert with declining state<br />
support, resulted first in the appointment of a ―lead‖ counselor to help support counselor<br />
needs and serve as an advocate for resources. To improve communication and support needs<br />
of general counselors, in 2011 a direct reporting relationship with the Vice President for<br />
Student Affairs was established.<br />
STANDARDS AND POLICIES GOVERNING COUNSELING SERVICES<br />
All counselors, full- and part-time, are guided by the statewide standards of practice for<br />
counselors and counseling programs endorsed in Fall 2008 by the Statewide Academic<br />
Senate. These standards describe the types of counseling each professional counselor must be<br />
prepared to provide (personal, academic, career, etc.), the standards of confidentiality,<br />
sensitivity to cultural and other differences, staying current on counseling research and best<br />
practices, participating in training and professional development, assisting with community<br />
and school outreach activities, and a host of related practices.<br />
The Board of Trustees of <strong>Hartnell</strong> <strong>College</strong> has enacted policies that speak to the importance<br />
and the role of counselors, including ―The Governing Board of <strong>Hartnell</strong> <strong>College</strong> supports a<br />
program of comprehensive counseling services as a necessary and required part of the<br />
educational program at <strong>Hartnell</strong> <strong>College</strong>,‖ and ―It is Board Policy 5110 of <strong>Hartnell</strong> <strong>College</strong><br />

purpose of furthering the equality of educational opportunity and success for all students.‖<br />
PROVISION AND EVALUATION OF COUNSELING SERVICES SUPPORTING<br />
STUDENT DEVELOPMENT AND SUCCESS<br />
Counseling and guidance services are available to all students on the Main Campus, at each<br />
educational center, and to online and distance education students. Counselors assist students<br />
to identify and develop career, personal and educational goals. They formally assist students<br />
to develop an educational plan that represents a program of study to fulfill educational and<br />
course requirements to meet those goals. Counselors, as well, provide university transfer,<br />
career, basic skills, professional and personal enrichment, and other related topics as part of<br />
their counseling responsibilities.<br />
Counselors have additional responsibilities related to instruction regarding orientation, career<br />
exploration, development of skills for academic success, and other subjects in support of<br />
success. Full-time counselors for the EOPS/CARE/CalWORKs and DSPS programs, along<br />
with part-time counselors for the HEP, GEAR UP, ECE, and TRIO programs, offer<br />
additional services designed in support of those programs and eligible students. Part-time<br />
