The institution maintains sufficient number of qualified faculty with full-time responsibility<br />

to the institution. The institution has a sufficient number of staff and administrators with<br />

appropriate preparation and experience to provide the administrative services necessary to<br />

support the institution’s mission and purposes.<br />

Descriptive Summary<br />

<strong>Hartnell</strong> <strong>College</strong> is continually assessing the appropriate staffing levels for its programs and<br />

services, and maintains sufficient staffing levels to accomplish its mission. Several factors<br />

make this difficult to accomplish, but through its shared governance processes, employee<br />

relations groups, and cabinet-level decision-making, <strong>Hartnell</strong> monitors and addresses its<br />

staffing needs.<br />

At the time of the last accreditation Institutional self evaluation, the college‘s reserves were<br />

dangerously low, shared governance processes were moribund, and relations between faculty<br />

and administrators were quite strained. A new president came on board who led the college<br />

through this difficult time, addressing both the financial crisis and the tension between<br />

faculty and administrators by unplugging much of the top-level administration, ultimately<br />

reducing the administrators‘ ranks by 25%.<br />

During the ensuing years, <strong>Hartnell</strong>‘s fiscal prudence and success in obtaining grants has been<br />

matched by the state‘s worsening finances, creating a situation where the college has been<br />

able to almost maintain, but not grow, its workforce. At the same time, the work of the<br />

college has not decreased. Below is a chart showing full-time equivalent employees for the<br />

last six years.<br />
