which the request was not endorsed, it may yet be fine-tuned.<br />

Self Evaluation<br />

Despite the considerable challenges that all community colleges have faced with constant<br />

cutbacks to its apportionment and categorical funding, and the challenges that <strong>Hartnell</strong> has<br />

faced with the constant changes to its administrative structure and senior staff, the college has<br />

remained stable, vibrant, productive, and high-functioning. This is testament to the high<br />

quality and experience of its faculty, classified, and administrative staff, and their willingness<br />

to work together and flexibly respond to challenges as they arise.<br />

The college meets this standard.<br />

The institution systematically develops personnel policies and procedures that are available<br />

for information and review. Such policies and procedures are equitably and consistently<br />

administered.<br />

The institution establishes and adheres to written policies ensuring fairness in all<br />

employment procedures.<br />

Descriptive Summary<br />

<strong>Hartnell</strong> <strong>College</strong>‘s personnel policies are largely governed by Board policies, collective<br />

bargaining agreements, working conditions, California Education Code and implementing<br />

regulations, and other state and federal law.<br />

Personnel policies are available on the District website and in the HR Office. These include<br />

policies for staff, faculty, and administrators. New employees receive an orientation to<br />

<strong>Hartnell</strong> and their employment, including these policies, upon hire. (III.A.16)<br />

The Human Resources Office is responsible for initiating and recommending the<br />

development and revision of district personnel policies.<br />
