Institutional Self Evaluation – 12-05-12<br />

As a single college district, the <strong>Hartnell</strong> <strong>College</strong> Board of Trustees is responsible for<br />

selecting and evaluating the District‘s superintendent/president. As outlined in Board Policy<br />

2431 (IV.B.6), the Board commits to a fair and open national search process to select a<br />

highly qualified leader, conducted with the assistance of a qualified search firm.<br />

The Board of Trustees acted under the authority of this policy in the fall of 2011 when it<br />

initiated a search for the next Superintendent/President after the sitting<br />

superintendent/president announced her intention to retire. The Board first selected a search<br />

liaison and a qualified search consultant, and then created an inclusive, transparent search<br />

process. This process included several focus groups with college and community<br />

stakeholders to determine, among other things, the qualities sought in a new president<br />

(IV.B.55); a selection committee that included all employee groups, students, community<br />

members, and two members of the Board; and regular communication to the community on<br />

the progress of the process via e-mails and reports that were posted on the website (IV.B.56)<br />

until the search concluded in May 2012 with the Board‘s selection of Dr. Willard Clark<br />

Lewallen. The president‘s contract of employment is negotiated and agreed to by the Board<br />

and the president.<br />

The Board delegates full responsibility and authority to the superintendent/president to<br />

implement and administer board policy without interference, and this is reflected in several<br />

board policies. Board Policy 2200 directs the Board to ―delegate power and authority to the<br />

Superintendent/President to effectively lead the District.‖ (IV.B.1) Board Policy 3200<br />

confers responsibility on the superintendent/president to help the Board realize its<br />

responsibilities in accreditation. (IV.B.50) Additional policies direct the<br />

superintendent/president to ensure that academic programs are implemented properly.<br />

The Board now evaluates the president in an annual, confidential process. This is specified in<br />

the contract between the Board and the president (IV.B.63), and also in Board Policy 2435<br />

(IV.B.7), which requires a formal annual performance evaluation of the<br />

superintendent/president and emphasizes the value of the exercise to both the<br />

superintendent/president and the Board. The policy was adopted in November 2011.<br />

Previously, evaluations were conducted in September 2010 (IV.B.59), and November 2011<br />

in accordance with the contract between the District and the superintendent/president, which<br />

specified only that evaluations could be conducted ―at any time.‖ (IV.B.60)<br />

The Board understands its role as a policy-making body and the president‘s role to<br />

implement and administer board policy without interference or micromanagement. This is<br />

evident in each Board agenda and the conduct of Board meetings.<br />

Self Evaluation<br />

The selection of a college president is among the most momentous decisions a Board makes,<br />

and is important to the entire community. The <strong>Hartnell</strong> <strong>College</strong> Board has exercised its<br />

authority to hire the superintendent/president twice during this accreditation cycle, and has<br />
