Sub: Purchase of Video Conferencing Equipment due on.
Sir,
I am directed to invite sealed quotations from vendors authorized by
Principal Manufactures (a copy of valid certificate to be enclosed) for supply
installation and commissioning of Video Conferencing Equipment for the
Ministry of Textile, Udyog Bhawan, New Delhi and two other units at O/o
TXC, Mumbai and National Jute Board, Kolkatta. The details specifications are
given as under:

General Requirements:
a) The System shall have Multipoint Capability up to 6 (Six) sites.
b) MCU Unit - Two main camera video and one PC presentation
simultaneous display to all remote site. Individual Display out for
every 5 No. remote site and 1 No. self view for MCU unit.
c) Point to Point - One camera and one PC presentation simultaneous
display for point to point unit is mandatory.
d) Features : Site-Name Display Function, Continuous Presence of all
sites during a multi-part call, Built-in Streaming Function, Audiovisual
(A/V) Recording to Memory Stick Media, Memory Stick Support for

Data Transfer, Private phone book, Split design (codec and main
camera separate) for flexible installation, Picture in Picture ( sub screen
size 4.3’’ one of four corners), Lip synchronization (Manual on/off),
Echo cancellation ( Noise suppressor & Automatic Gain Control
included).
e) If the tenderer is not the OEM then MoU/ authorization of OEM for the
tender for technical support in installation, commissioning, post
commissioning maintenance problems, failures and supply of spares to
be submitted from OEM. Please mention OEM service centre address
located across India.
f)The tenderer shall ensure availability of spare and software
updates/patches for a period of at least 05 years from the date of
Installation.
g) All the equipments should be of same manufacturer to ensure best
compatibility and smooth after sales support.
h) The tenderer will give live demonstration of their offered system at our
Delhi office before acceptance.
Note: Non compliance to the above will lead to rejection of the offer.

Multipoint Capabilities
a) The same machine can be upgradable to Multipoint Conferencing
Unit (5+1) in future and should work on ISDN as well IP networks
in the same multipoint conference
2. Terms and conditions for tenders are as follows:-
i) Quotations with detailed features and price of equipment including
installation/ commissioning charges, in sealed envelop may be sent to
Shri S.K. Mahto, Section Officer (General), Ministry of Textiles, Room
No.29-B, Udyog Bhawan, New Delhi so as to reach by 3.00 PM on
02.09.2011. The quotations will be opened on the same date, i.e.
02.09.2011 at 3.15 P.M. in the presence of tenderers or their authorized
representatives who may wish to be present at the time of tender opening.
ii) Quotations received after the stipulated date and time due to any reason
whatsoever including postal delay shall not be considered and will be
summarily rejected.
iii) The sealed quotations may be accompanied with a demand draft for a sum
of Rs.25000/- (Rupees Twenty five Thousand Only) as EMD drawn in

favour of DDO, Ministry of Textiles, New Delhi. The quotations
received without earnest money shall be summarily rejected. Payment of
earnest money by cheque or cash will not be accepted. The earnest
money shall be forfeited if the successful bidder resiles from the offer.
iv) The earnest money of the firm whose quotations are not accepted shall be
released without interest within a period of one month after decision on
tender. The earnest money of successful bidder will be returned without
interest after he submits a performance security for an amount of Rs.
50,000/-.
v) Ministry reserves the right to accept or reject any/all quotations without
assigning any reason, whatsoever.
vi) Cutting/overwriting, if any, in the tender document shall be countersigned
by the tenderer. The rates quoted should be firm and valid for a minimum
period of six months from the date of opening of tender.
vii)
The Tender is open to all registered/authorized suppliers (with valid
certificate from principal manufacture) who are having
PAN/VAT/Service Tax registration in their name. Copies of
PAN/VAT/Service Tax registration certificates should be enclosed with
the tender documents failing which the tender will be summarily rejected.
viii) The item found with manufacturing defect during warranty period shall be
replaced free of cost immediately. Maintenance charges (Comprehensive)
after expiry of warranty period should also be mentioned separately.
ix) Terms of payment & delivery period should be mentioned clearly.
