Dear Resident
With the end of the old
municipal year and the
start of the new, the time is
right to look forward to the year
ahead but first, I must thank the
Mayor and Mayoress, Richard and
Ruth Mantle, and Deputy Mayor Jill
Bray whose tireless fundraising
efforts during the year have
benefited so many in the borough.
They were a force to be reckoned
with!
I would also like to thank outgoing
Chief Executive Nigel Clifford who
retired in May after 35 years service
to the Council.
The last 12 months have seen
unprecedented financial pressures
on local government but despite this
Reigate & Banstead Borough Council
have managed to maintain and
develop our services for residents.
Work to build the new
multimillion pound leisure centre for
Horley is getting underway this
summer. The new leisure centre will
be a great improvement to the
leisure provision in Horley. The new
centre has been designed with
environmental sustainability and
accessibility in mind and although 35

per cent larger than the Horley
Anderson Centre, its energy usage
will be 30 per cent lower per square
metre. It is anticipated that the new
leisure centre will be open to the
public in January 2012.
Apart from the new Horley
Leisure Centre the Council is
continuing its investment
programme and many of our
projects will also eventually result in
energy savings such as the
refurbishment of Donyngs leisure
centre, Redhill and improvements to
the Harlequin Theatre.
Overall we have ambitious plans
to cut the Council’s carbon dioxide
(CO2) emissions by a massive 30 per
cent over five years. The measures
will also deliver significant financial
savings. We expect to save £390,000
per year by 2014 and £2 million by
March 2020, meaning our investment
will pay for itself within four years
of completion.
Reigate & Banstead Borough
Council has been awarded £30,000 to
help expand its recycling service for
businesses. The funding has been
used to purchase more recycling bins
to meet the growing demand for the
new service and to promote the
scheme to encourage more
businesses to sign up to recycle their
paper and card.
As the economy emerges from the
recession over the next few years, we
will be able to further progress the
regeneration of Redhill. This will
result in a number of changes in the
town centre, starting with the
Memorial Park. The park is an
important green space in the town
but many of its facilities are in need
of improvement and we are grateful
that many of you have been
involved in shaping our future plans
for the area.
The Council works hard to provide
value for money for our residents
but this does not mean we have to
stand still and as some of these
major projects are completed I hope
we will have an even more
prosperous pleasant borough than
we have today.
