Dear Resident<br />

With the end of the old<br />

municipal year <strong>and</strong> the<br />

start of the new, the time is<br />

right to look forward to the year<br />

ahead but first, I must thank the<br />

Mayor <strong>and</strong> Mayoress, Richard <strong>and</strong><br />

Ruth Mantle, <strong>and</strong> Deputy Mayor Jill<br />

Bray whose tireless fundraising<br />

efforts during the year have<br />

benefited so many in the borough.<br />

They were a force to be reckoned<br />

with!<br />

I would also like to thank outgoing<br />

Chief Executive Nigel Clifford who<br />

retired in May after 35 years service<br />

to the <strong>Council</strong>.<br />

The last 12 months have seen<br />

unprecedented financial pressures<br />

on local government but despite this<br />

<strong>Reigate</strong> & <strong>Banstead</strong> <strong>Borough</strong> <strong>Council</strong><br />

have managed to maintain <strong>and</strong><br />

develop our services for residents.<br />

Work to build the new<br />

multimillion pound leisure centre for<br />

Horley is getting underway this<br />

summer. The new leisure centre will<br />

be a great improvement to the<br />

leisure provision in Horley. The new<br />

centre has been designed with<br />

environmental sustainability <strong>and</strong><br />

accessibility in mind <strong>and</strong> although 35<br />

per cent larger than the Horley<br />

Anderson Centre, its energy usage<br />

will be 30 per cent lower per square<br />

metre. It is anticipated that the new<br />

leisure centre will be open to the<br />

public in January 2012.<br />

Apart from the new Horley<br />

Leisure Centre the <strong>Council</strong> is<br />

continuing its investment<br />

programme <strong>and</strong> many of our<br />

projects will also eventually result in<br />

energy savings such as the<br />

refurbishment of Donyngs leisure<br />

centre, Redhill <strong>and</strong> improvements to<br />

the Harlequin Theatre.<br />

Overall we have ambitious plans<br />

to cut the <strong>Council</strong>’s carbon dioxide<br />

(CO2) emissions by a massive 30 per<br />

cent over five years. The measures<br />

will also deliver significant financial<br />

savings. We expect to save £390,000<br />

per year by 2014 <strong>and</strong> £2 million by<br />

March 2020, meaning our investment<br />

will pay for itself within four years<br />

of completion.<br />

<strong>Reigate</strong> & <strong>Banstead</strong> <strong>Borough</strong><br />

<strong>Council</strong> has been awarded £30,000 to<br />

help exp<strong>and</strong> its recycling service for<br />

businesses. The funding has been<br />

used to purchase more recycling bins<br />

to meet the growing dem<strong>and</strong> for the<br />

new service <strong>and</strong> to promote the<br />

scheme to encourage more<br />

businesses to sign up to recycle their<br />

paper <strong>and</strong> card.<br />

As the economy emerges from the<br />

recession over the next few years, we<br />

will be able to further progress the<br />

regeneration of Redhill. This will<br />

result in a number of changes in the<br />

town centre, starting with the<br />

Memorial Park. The park is an<br />

important green space in the town<br />

but many of its facilities are in need<br />

of improvement <strong>and</strong> we are grateful<br />

that many of you have been<br />

involved in shaping our future plans<br />

for the area.<br />

The <strong>Council</strong> works hard to provide<br />

value for money for our residents<br />

but this does not mean we have to<br />

st<strong>and</strong> still <strong>and</strong> as some of these<br />

major projects are completed I hope<br />

we will have an even more<br />

prosperous pleasant borough than<br />

we have today.<br />
