MEETING OF MIDWESTERN COUNCIL BOARDS – April 8, 2010
Regular Executive and Competition Board meeting, Sam’s Ristorante, Rockford IL.
EXECUTIVE BOARD
President Cassaro called the meeting to order at 8:08. It was ascertained that a quorum
was present. All officers were present and clubs were represented as follows: CSCC-Hartl,
Wells; FT-Wheeler; GLSCC-Kannard; LSCC-Jerominski, Karth; MSCC-Anderson, Linden;
NSSCC-Saccameno, Serra; SCSCC-Cromas, Lewis; SCCR-P. Green, Rehberg. M(Kannard) &
2(Serra) to approve the minutes of the meeting as printed. Pass.
TREASURER’S REPORT: The ’08 Silverado truck for S&R has been purchased; it can tow the
MC trailer with no problem. Harlan reported 620 members as of now. M(Karth) &
2(Wheeler) to approve the report as printed. Pass.
OLD BUSINESS
‣ April 17 School: Turnout is good with the AX portion filled (limit is 25) and a waiting list.
Instructors are needed for the AX group. W-W has around 25 students plus track-timers. It
was noted that drivers are NOT following instructions clearly indicated on the website and
contacting their club stewards to connect with them and get guidance. Club stewards are
the first line of info for drivers! W-W entrants are coming from as far as FL, PA, IA, OH, and
MN for the event.
‣ Website Update: All is up and running; it is easier to read with new links and easier future
updating. Saccameno suggested that a postcard be sent to each member to check to see if
email info is correct.
‣ Tirewall Day: Tires were banded and the track dried out for track time. Some non-MC
people attended.
‣ Tech Day: It went well and included some SCCA as well as MC tech people. The hospitality
at Wheeler’s shop was great. 44 cars were there, but it would have been better to have
more.
‣ 2010 Awards Banquet: A club is needed to host it; there are no volunteers yet. If no club
comes forward, the event will be assigned to a club that hasn’t hosted yet.
‣ Tech Sheets: Busse handed out AX and W-W printed sheets to all clubs having events this
year.
NEW BUSINESS
‣ Finance Committee: Committee moved that the MC provide $200 per day (up from the
current $100) to clubs having MC-sanctioned events (W-W, AX, HPDE, School) for gas card
staff giveaways. Pass. The committee will meet, but no date was proposed.
‣ Event Insurance: The insurance provider had been Wells Fargo who covers events for up to
$5 M, but RA requires $10 M coverage, so the company wants to provide $10 M for all
events (no variance for one event). Cassaro contacted K&K Insurance who would cover
events through the year for $5 M at a less expensive rate. The RA event will go under RA’s
insurance umbrella and will cost about $3200 for the weekend. K&K will charge $2200 per
weekend for the rest of the events, and will also cover liability insurance for meetings, car
shows, etc. Cassaro will have waivers for the events.
‣ SFI & Impact Racing: M(Saccameno) & 2(Wheeler) that MC become an affiliate member of
SFI, which will allow MC to post SFI specs in the GCR and use their info. Pass. Items from
Impact, such as belts and suits, manufactured in 2009 or 2010 meet the specs; not so with
previously manufactured items.
‣ NS Pre-Driver School: NS thanked the MC for financial assistance for the school. Track-time
was rained out. 225 had signed up but only about 85 showed up in very bad weather.
COMPETITION BOARD
OLD BUSINESS
‣ Autocross Committee: Classifications for Chrysler 300C, Dodge Magnum & Dodge Charger
were clarified. Car classifications from the March meeting passed.
‣ Race Staff: none
‣ Steward Committee: Next meeting is Apr. 16 at BFR. All club stewards are encouraged to
attend. Much work has been done on the forum since Jackson has been unavailable to
meet.
‣ Staff Sign-In Sheets: Will be available at all events.
NEW BUSINESS
‣ GCR Licensing Section: J.Boldt has worked on clarifications in wording, which were
approved, with the following changes taken separately:
M(Saccameno) & 2(Wheeler) to eliminate the Vintage license. Pass. None have ever been
issued, and drivers passing the school receive novice licenses. V/H drivers are able to
compete without a printed license, as some vintage bodies do not issue them.
In the past, a driver earning a novice license in the last school of the year (usually Sept.)
could renew the license without competing in any events that season. Since the last school
of the year has been in July, there is ample opportunity to compete before the season is
over. M(J.Boldt) & 2 (several) to eliminate the last 2 sentences in section 3.3.3.1.6 under
licensing. M((Wheeler) & 2(Kannard) to waive tabling to send the change to clubs. Pass on
waiving tabling. Motion passed.
A driver wished to renew his MC license based on participation in non-MC events. Although
the GCR does not specify that races toward license renewal must be at MC events, it was
agreed that the spirit of the rule is that they must be MC events. M(Wheeler) & 2(several) to
offer the driver a novice license for the $20 he has submitted, offer him a provisional license
upon submission of the $30 fee, or refund the $20 fee and give no license. Pass. Cassaro
will send him a letter giving the options.
M(P.Green) & 2(several) to adjourn at 9:49. Pass. Minutes taken and transcribed by S.
Boldt.

Dyno Services
Why should you consider using Eurotech’s Dyno Services?
• Save time. Track time is expensive, so why spend it trying to maximize your engine’s
performance? Usually in an hour or less, you can make several runs and dial in your air:
fuel mixture and ignition timing. Then when you hit the track you’ll know you engine is
performing to its potential and you can concentrate on chassis set-up and driving.
• Analyze. Does that new part you just bolted on really improve performance? You can
easily answer that once you have set a base line and then make another run after some
modifications. You might be surprised what delivers performance and what just wastes $’s.
• Experience. We’re starting our 7 th season and have conducted 100’s of dyno runs on every
imaginable car. Chances are we have run a car similar to yours. This allows us to help you
evaluate your car’s performance and guide you to future performance enhancements. By
the way, our DynoJet 224 xLC can handle up to 1,500 HP so don’t worry about
outgrowing the dyno.
• Special Offer. Between now and May 31 st , all MCSCC members receive a 20% discount
on dyno services.
Find out why a fellow racer told us: “the best money I ever spent”!
Give us a call at (815) 654-4191 for more information and to schedule you dyno run.
Adventures in the Rally Red
By Hal Adkins
Many years ago I was driving by a car dealership, and I see this gorgeous
looking 2-year-old Rally Red Camaro, a “pony car.” I love pony cars and just had
to have this one. So I took it for a test spin and home to show my dad who was,
to say the least, nowhere near as enamored with red Camaros as I was.
He said it was a “sports car,” and I did not need a sports car, just good basic
transportation. Being 20 years old at the time, good basic and practical
transportation was nowhere in my thought patterns, such as they were. His
criteria for being a sports car apparently was anything with bucket seats and a
floor shift. I figured this was not a good time to bring up the historical fact
involving the Model As and such type cars he drove when he was young that
had, well, bucket seats and a floor shifts.
I tried using my best used-car salesman-I-really-want-this-damn-car skills, such
as it only had 18,000 miles, was in excellent shape, and did not have particular
sporty performance with a just medium size two barreled V8, and automatic
transmission. Of course that automatic shifter was between the two black bucket
seats, so all attempts to get the approval I needed to buy the Camaro as I was
too young to do the deal myself, were to no avail. I might just as well been talking
to the garage door.
“Take it back,” he said — the same words he used when a couple of years
previous I had brought home an even smaller V8, auto transmission Chevy
Impala Super Sport for him to look at, a lovely car with nice black interior and of
course the kiss of death Model Aish floor shift and bucket seats. Maybe my dad
never really liked Model As. Oh, and the Super Sport was lavender in color …
well I thought it was pretty.
The day after that shoot down he said a used car salesman friend had a nice
Chevy we should look at. To me that meant another mind numbing good basic
transportation four door stove bolt in white. I reluctantly went along expecting the
worst, but instead that afternoon found myself moving the center console shifter
into D for drive while sitting in the shiny black vinyl bucket seats of a small V8
Chevy Impala Super Sport and driving away. The exact same type of car I had
been denied the day before. Oh, except this one was white. Maybe my dad just
had a bad experience with a lavender Model A.
But a scant two years later here I was shot down again, so I drove the Camaro
back to the dealer and was pleased and upset at the same time as it turned out
the car actually went very, very fast, and I couldn’t have it!
Spent the whole next day at work whining to myself about my dad not letting me
buy that car, but true to form when I got home he asked if I still wanted that piece
of garbage death trap Camaro … seems my mom told him to just go drive the
thing, and I guess he figured it was not so bad, and oh yes, Dad, I still wanted
that car.
We had many adventure me and that Rally Red 1968 Camaro; we made a
special trip out west to view the scenery and to see if the Montana daytime speed
limits really were posted as “reasonable and prudent,” which of course I
translated to mean 115 mph through about a quarter of the state until the tires
started to chunk off pieces of rubber for some reason — probably had something
to do with sustained high speed motoring and centrifugal force. Drove nonstop
back from Butte, Mont., as the battery was bad and would not start the car
without a jump — so I figured why stop. I was up for almost 40 hours.
I still have somewhere a piece of black painted wall hanging “art” created from
what was at one time, part of a steel fence post I pulled out of a front Camaro coil
spring after finding and surpassing the limits of traction found one wet day on
balding tires — had to find and open the gate of the pasture I spiraled into so I
could get back on the road.
We traveled from Montana to Watkins Glen, N.Y., to watch a Grand Prix race,
from Minnesota once to Florida twice, and many points in-between, often times
rapidly with the windows down and my hair, when I had some, blowing in the
breeze.
I had plans to take pictures of my wife holding our son and standing next to the
Camaro on the day we would have brought him home from the hospital, but we
drove home alone that day.
There are pictures of our two daughters though at the hospital with the Camaro;
they are grown now and have kids of their own.
It would be nice if there could be pictures taken of the grandkids with the 1968
Rally Red Camaro, and there will be because you see I still have it, 40 years this
April. Let’s see, I was 20 when I got it 40 years ago, carry the one, subtract the 2
… yes, that makes me 47 years old. The car is stored and functional but needs a
lot of work to bring it back to its former glory which will still be considerably easier
than restoring my formerly blowing in the breeze hair. Restoring the Camaro
sounds like a good project for when I get older and turn like 60 or something.
Maybe I’ll paint it lavender.
Short Thought: No, it’s not for sale.
Moving to another run group is only permitted with the approval of the chief steward.
Passing:
Passing will be done with a point by for each car passed. Passing two cars at once is unacceptable. Drivers passing without a
point by will be black flagged. First offense you will sit out the rest of the session, second offense you will not be allowed back
on track. This is not racing. If a driver is faster than you in the corners, let him pass you in the straights. You may have to lift.
Instruction is very limited. Instructors are volunteers from the advanced and competition run group, appointed by the event
chief steward. We expect instructors to assist new drivers with learning the line and basic driving technique for a session or
two. We respect that our volunteer instructors are at the event for their own track time. A more formal course of instruction is
available at Midwestern Council Driver’s Schools.
Front windows must be down. Honor the blend line when entering the track. Watch your mirrors and corner stations. You will
be black flagged if you aren’t paying attention. Not all corners will be manned. When exiting course, put your left hand in the
air to signal you’re slowing; move off-line. Exit the track using Pit Row; exits at T5 & T6 are for your emergency use only. Offcourse
excursions will bring you into the pits to chat with the steward. Multiple off-course excursions will end your day.
Emergencies on track will result in the session immediately being ended.
Flags On-Course:
Yellow: Stationary or Waving. Incident up ahead. Slow down, no passing until the next manned station.
Its Always been Vintage Racing. By Gary Glojek
The person most responsible for forming my life was my Father. He influenced
me to follow the same career and several of the same "side jobs" that he had as
well. Lucky for me he had some interest in racing, both boats and sports cars.
We were fortunate enough to live near Elkhart Lake, WI and enjoyed several
races thru the city streets and countryside before Road America came into being.
We also enjoyed races at Wilmot Hills and the Milwaukee Mile. He had one of the
first "foreign cars" in the area, a real live, right hand drive MGTD.
The first recollection that I have of wanting to race "sports cars" goes back to my
freshman year in high school. It became an obsession by the time I got to
college. At the time that most male college students have just one thing on their
mind. For me sports car racing had an edge on even that primeval desire. While
still in college, I started racing a TR 3 that I purchased for $125 complete a
with a blown engine and a bad tranny. With little or no $, and even less
mechanical knowledge or ability to go racing, things didn't always go smoothly. It
did however; keep the other prime craving from taking over my life. The mid 60s
were torn with a lot of interests that significantly influenced young people, but
again sports car racing had a consuming affect on my time, interests and $.
Thru the years I was able to race the TR3, an MGB, Spitfire, a Trans AM Camaro
and several FFs before having to quit racing to satisfy "family" needs.
Little did I know that I had been racing "Vintage" cars all along.
After many years of racing abstinence, my sons and I were working on a "project
car" to get them interested and educated on what all goes into a car. The plan
was that the car would be a nice "older" street rod for them to run around in
town. As long as we were redoing things, it got "better" springs, shocks, seat
belts, shoulder harnesses and a roll bar. No need to work on the engine or
tranny since it was only to be a street car. So the car gets 90% done and both
sons are off to college and the car sits in the garage... Either I do something
to finish it off or it will sit there forever. I don't need another fun street car.
After several phone discussions with my sons, we decided that it would become
a "Vintage" racecar. By the way, we just happened to start out with a vintage
eligible donor car.
It was fun to run the Milwaukee Mile, Blackhawk and Road America again, even
if the engine was stock and reeeally slow. The next winter was engine time.
One of the local engine gurus built me a basic race motor. It was good enough
to shave 30 seconds off a lap at Road America. The rest as they say, is
history. More mods, for safety and driver comfort, etc. Then came an
opportunity to acquire an older Formula Car, ready to race of course, well almost.
Fast forward (no pun intended) a couple of years and another Formula car and
mate to the family project car, moderation was never one of my longsuits. With
the help of one or two of the local race prep shops and two reliable
crewmembers, we would run two cars each race weekend.
Around that time, We had a family semi crisis that could be resolved with help
from my wife and her twin sister. It would call for my wife watching after a family
member for two weeks out of the month and her sister doing duty the other two
weeks. A situation that requires some sacrifice, but would be doable. After all, it
would only be for a year or so. The problem was that it required my wife to be
out of town (1000 miles away) during the time that she took her two week tour of
duty.
Going back to being a bachelor two weeks out of the month is a major change
in life style. Not that I can't manage meals by myself and ration my clothes to last
2 weeks till help can arrive, but my wife and I spend a lot of time together and
enjoy being with each other. What would take up the time otherwise spent with
my spouse? Why not put the time to good use working on racecars, support
trailers, setting up the race shop the way it should be and geting in a couple more
race weekends?
For about a year, that's what happened. The cars were tended to, the trailers
set up as well as we could imagine and the shop took on a semblance of a real
time race shop.
The two weeks that we did spend together were much more intense and
appreciated by both of us. All in all, Vintage racing, once again filled my time as
opposed to other less acceptable diversions.
After the year was over it was a bit difficult to taper off the racing, but an
understanding wife helped to settle back in to normality.
With home life back to normal, racing still occupies a bit of time and keeps me
trying to better my times and enjoy race weekends like everyone else. But for
me Vintage Racing has a special place/meaning in life that is somewhat different
than it is for other racers. So if you see a guy in the paddock with a bigger smile
on his face than most other drivers - There is probably a
good reason...
HINSDALE, IL - On April 9, 2010, the Newton County Board of Commissioners voted to adopt an ordinance establishing the
Prairie Hills Economic Improvement District (EID) which will provide support for The Prairie Hills Motorsport Club, an
economic improvement project to be developed in Newton County.
The formation of the Prairie Hills EID Board, as required by law, will commence shortly. The District Board will consist of
representatives from the Newton County government, the landowner, and the Prairie Hills Motorsport Club.
The establishment of the Prairie Hills EID allows for a per-use assessment on all attendees or users of Prairie Hills products
or services, which ultimately strengthens the financial viability of the development.
Roxanna Hanford, President of the Newton County Economic Development Board and Board of Commissioners said "This
is the first EID formed in Newton County and I hope it is not the last. I think it is great when a developer and the people
affected take a proactive measure to their success and future. Couple that with the fact that this takes nothing away from
the schools, libraries or other county agencies receiving their tax share, I feel this will be a great economic win for Newton
County."
Prairie Hills CEO, Michael Krupka said "I would like to thank the Commissioners for their continuing support of our efforts to
create the premier resort destination for the motorsport enthusiast. We look forward to creating several hundred full time
employment opportunities for the people of Northwest Indiana. The Board of Commissioner's foresight in allowing us this
opportunity shows their commitment to the people of Newton County. The establishment of the Prairie Hills EID is the
lynch-pin of our funding process and we look forward to the construction and future development phases of the Prairie Hills
Motorsport Club."
Prairie Hills will be built near Lake Village in Newton County, Indiana approximately 90 minutes South of Chicago and 110
minutes Northwest of Indianapolis, and will provide the ultimate in driving pleasure for discerning motorsports enthusiasts.
Prairie Hills is designed as an all-season destination resort and expects to include motorsports activities, an amphitheatre, a
water sports park, and snow making equipment for winter sports activities - which will be built in stages.
Prairie Hills expects to be the site for filming a new full length feature movie titled "Indianapolis 500: The Story Begins" in
2010. Justin Escue (Director), Angelo Pizzo (Screenwriter) and Roger Brummett (Associate Producer) of My First Bike
Productions have selected the Prairie Hills Motorsports Club facility as the location for the filming of outdoor sets focused on
the first running of the Indianapolis 500 Mile Race in 1911.

I worked with Walter Oliver at a small Chicago engineering firm in the early 1970’s. He told me
about the car and even brought in a newspaper article featuring the special. The car was raced in
MCSCC events. Walter passed away years ago but his widow remembered the car was sold at a
yard sale in the Oak Park area. With my vintage race Bugeye in good order and my recent
retirement I was looking for a new project.
Do any of the vintage members of MCSCC remember the special and/or if it still exists?
Thanks,
