REQUEST FOR PROPOSALS
Maldives Tourism Promotion Board (MTPB) is a fully financed government organization established by a
decree of the president of the Maldives on 1 February 1998. The main function of the organization is to
undertake all the activities to promote the Maldives as a tourist destination. We have participated in all
the major exhibitions worldwide in order to promote the destination.
MTPB is inviting interested parties to provide the services of the VAT refund in Italy for the invoices that
we have paid in order to participate in the BIT Fair and TTG in 2010.

1. The commission/fee that you charge in order to get full refund for each invoice
2. A written document from the VAT authorities that you are eligible/registered to claim the VAT.
3. Inform the number of years you have been servicing in this industry
4. List of tourist board that you have worked in the past 5 years.
5. Proof of your service from at least 2 tourist boards
6. Type of service ‐ Full Audit or Self Audit services
4a ­ Full Audit Service
Under this service, your staff would conduct on site retrieval of documentation. In this service,
your staff is required to locate and extract all relevant and eligible VAT invoices and replace the
originals with a photocopy and stamp them “original invoices removed for VAT reclaim
purposes”. This would mean that your staff would spend time retrieving, photocopying and
collating the necessary documentation from the relevant files. Based on original invoices
received from MTPB, you should handle the necessary documentation for VAT reclaim; make
VAT reclaim submission to the respective tax authorities. You will also attend to tax query from
the tax authorities with regards to the claim. You will update our organization on the submission
via status reports. This alleviates the hassle and waste of staff’s time within MTPB and makes the
service a truly outsourced one. The service also allows for the full level of skills and expertise to
be employed at MTPB. In this service your professional staff does the work and do not rely on
our organization’s staff to understand the detailed foreign VAT legislation.

4b ­ Self Audit Service
The second type of service is the self audit service where your staff together with MTPB actively
works to recover the International VAT. Your organization’s staff will be required to collate, sort
and organize all the necessary documentation involved in this process when we send the
relevant documents (invoices) . You would then collect the ready prepared invoices, verify and
check the work done and process the claims. This service should also incorporate detailed
planning and advising on International VAT issues.
