DELAWARE LOTTERY DIRECTOR,<br />
WAYNE LEMONS, BIDS FAREWELL<br />
For the past 20 years, the Delaware Lottery<br />
has been under the leadership of Wayne<br />
Lemons. Wayne came to the Lottery in<br />
1991 after retiring in the private sector<br />
with the Hercules Corporation. At<br />
Hercules, Wayne predominantly worked<br />
in the Agricultural Chemical Division as<br />
Director before his final assignment to the<br />
International Division.<br />
When we asked Wayne why he chose<br />
to accept a position that was so different<br />
from his former career, Wayne responded,<br />
“The Lottery is run just like a business; my<br />
background was in business and in my<br />
previous position I was responsible for the<br />
marketing of products, which is the same<br />
elements of any business…”<br />

Wayne has always tried to view the Lottery as a business<br />
instead of a State Agency, which was reflected in his<br />
leadership style. He’s accomplished a great deal during<br />
his tenure at the Lottery and he has reached many<br />
milestones. Of course, Wayne doesn’t take all of the<br />
credit. “We have been very lucky. Every administration<br />
has supported us over the years,” said Wayne. “We<br />
have very seldom run into any trouble because we<br />
bring in a lot of revenue for the State of Delaware.”<br />
Here are some highlights of Wayne’s 20-year<br />
Lottery career:<br />
• He was the only U.S. State Lottery Director to<br />
oversee four major product groups; Traditional<br />
Games, Video Gaming, Table Game Betting<br />
and Sports Betting;<br />
• The Delaware Lottery was the second state to<br />
implement Video Lottery;<br />
• Delaware was the first state to fully automate<br />
Lottery drawings;<br />
• Wayne was the President of MUSL and<br />
supervised the development of its first<br />
strategic plan;<br />
• He was elected to the Lottery Hall of Fame;<br />
• Recipient of the Sharp Award (2010);<br />
• Wayne is the second recipient of the Lottery<br />
Industry Statesman Award (Sept 2011);<br />
• and Lottery revenue increased each year (with the<br />
exception of the year of the smoking ban).<br />
Working at the Lottery has been Wayne’s most<br />
memorable event. Wayne said he is going to miss the<br />
challenges, the staff, and the experience and excitement<br />
of introducing new products. “There comes a time when<br />
you have to go,” said Wayne.<br />
Wayne is looking forward to what lies ahead. He<br />
is going to take this opportunity to get involved in<br />
his community by volunteering and working with his<br />
community organizations.<br />

SPark Summer Series<br />
Reaching a wide range of demographics is an ongoing effort that’s taken very seriously by the Delaware State<br />
Lottery. One way we accomplish this is by supporting numerous events throughout the year. One event that has<br />
fast become a staple over the past few years is our involvement in the “Spark Summer Series.” Spark is a free<br />
weekly published by The News Journal. The event helps expose local bands and their original music to the public<br />
in a bar/club setting. The Series is held one night a week for eight weeks from July 4 through Labor Day at venues<br />
across the state.<br />
You may ask yourself, “Why is the Delaware Lottery involved with an event like this?” and, “Why should we, the<br />
retailer base, care?” Good questions.<br />
The reasons are many but the most obvious ones are:<br />
1. Our presence at events like this helps educate the public, existing players and new ones, about the<br />
Delaware State Lottery, our product and how the <strong>lottery</strong> benefits the state.<br />
2. With the promotional items, tickets and coupons passed out to the patrons, we get the opportunity<br />
to interact with them and talk about the places to purchase and cash tickets.<br />
So, next summer, pick up a “Spark Weekly” and look for where the “Spark Summer Series” events are happening<br />
and come out and have some fun!<br />

Blue Rocks Retailer Night<br />
From the Frawley Stadium Skybox Cafe, 30 Delaware Lottery retailers and their guests saw the Wilmington Blue Rocks<br />
take on the Myrtle Beach Pelicans on Saturday, July 9, in Wilmington. Although the Blue Rocks lost a close game, our<br />
fans still had a great time watching the teams battle it out while enjoying complimentary food and beverages!<br />

Phillies Game Retailer Promotion<br />
Ten lucky retailers* and their guests got to watch the Philadelphia Phillies clinch the National League East Division<br />
