III. QUALIFICATION OF BIDDERS 1. Prospective bidders must be an accredited supplier/distributor/ manufacturer registered with the PhilGEPS . 2. Blacklisted suppliers, distributors or manufacturers are not qualified to participate in the bidding. 3. Must be engaged in the business for at least three (3) years. 4. Must comply with other requirements stated in the Instruction to Bidders (ITB) Clause 5.1. Interested bidders (suppliers/distributors/manufacturers of rice mill parts and consumables) may secure from the RBAC Secretariat the bidding documents upon submission of the following and upon payment of a non-refundable application/bidding fee as stated above: 1. Current Mayor’s Permit (Certified photocopy); 2. SPA for sole proprietorship/Secretary’s Certificate with Board Resolution for Corporation/Partnership; 3. Payment of non-refundable application/bidding fee; 4. Current DTI Registration (Certified photocopy); and 5. PhilGEPS Registration (Certified photocopy). IV. ELIGIBILITY REQUIREMENTS The following eligibility requirements shall be submitted by the bidder: 1. FIRST EVELOPE – ELIGIBILITY AD TECHICAL DOCUMETS A. ELIGIBILITY DOCUMENTS 1.
