STAKEHOLDERS<br />
We are pleased to report several significant developments in <strong>2012</strong>.<br />

Our exciting “Vision & Strategies for the Future” was issued in January. We see this<br />
special walkway becoming more of an inviting destination where people pause, listen to<br />
quiet music, watch artists at work, and participate in special events.<br />
Individual and family donors reached the highest number in our short history – 273 – a<br />
significant milestone forming an essential base of annual financial support.<br />
Efforts in <strong>2012</strong> by board member Doug Wallace led to more corporate support for the<br />
<strong>Loring</strong> <strong>Greenway</strong> <strong>Association</strong> (LGA), more financial partnering on events, and<br />
increased giving by a large percentage of the homeowner associations.<br />
Our army of volunteer gardeners has expanded plantings on <strong>Loring</strong> <strong>Greenway</strong>.<br />
New trees were donated and planted in memory of loved ones.<br />
Several board members stepped forward to purchase a few bistro chairs and tables, a<br />
pilot project testing how seating on <strong>Loring</strong> <strong>Greenway</strong> will be received.<br />
Thanks to generous support from board member Ray Harris, LGA was able to contract<br />
with a firm to survey how visitors and area residents use the <strong>Greenway</strong>. We discovered<br />
that over 1600 people use the walkway each weekday! And over 890 during summer<br />
weekend days and evenings.<br />
We also learned from survey interviews that people who come for leisure time,<br />
particularly over the midday, will appreciate a place to sit. Currently, they come but<br />
they can only walk through.<br />
1. Tables and chairs establish the <strong>Greenway</strong> as a true destination – for passing through,<br />
for actively enjoying, and for resting. <strong>Greenway</strong> users have spoken loud and clear about<br />
the need for improved seating options.<br />
2. Those who pass through during the morning and evening will see new amenities<br />
during these times. Even if they can’t use them on the way downtown, they’ll see them<br />
and may be more likely to come back when they have more.<br />
In December, the manager of the Hyatt Regency formed a partnership with LGA to<br />
coordinate summer events starting with “Youth Music on the Green” – small, trained<br />
youth ensembles from MacPhail and other youth music organizations – to perform<br />
during late Thursday afternoon hours. Both the Hyatt Regency and the new Lunds store<br />
plan to promote the program.<br />
The Hyatt also issued a challenge to LGA to enlist additional businesses to step forward<br />
and underwrite purchasing bistro chairs and tables for <strong>Greenway</strong> visitors.<br />
Security improvement plans have been developed with the Minneapolis Police<br />
Department – more foot patrols are on their way.<br />

HISTORY<br />
The <strong>Loring</strong> <strong>Greenway</strong> is a heavily used Minneapolis pedestrian walkway between the lower<br />
end of Nicollet Mall and the residential neighborhoods that surround <strong>Loring</strong> Park. It is a<br />
product of Minneapolis' mid-twentieth century urban renewal that began in the late 1950s<br />
and continued into the 1970s. Constructed in an area of Minneapolis in desperate need of<br />
renovation, the <strong>Loring</strong> <strong>Greenway</strong> was very successful in attracting a variety of residential<br />
and commercial developments. As such, it reflects important post-World War II community<br />
planning and development trends.<br />
Together with Peavey Plaza, the <strong>Loring</strong> <strong>Greenway</strong> is an effort to connect the system of parks<br />
and boulevards known as the Grand Rounds. The <strong>Loring</strong> <strong>Greenway</strong> is an example of the<br />
modern style of urban plaza design that represented a new urban park aesthetic. Both the<br />
<strong>Loring</strong> <strong>Greenway</strong> and Peavey Plaza were designed by noted landscape architect M. Paul<br />
Friedberg. The defining features of their design include the use of concrete to create hard<br />
space, water features, and multilevels with green plantings.<br />

But nothing lasts forever. By the turn of the millennia, many aspects of the <strong>Loring</strong> <strong>Greenway</strong><br />
were showing their age. Many walkway tiles were cracked or patched with unsightly asphalt,<br />
many plantings had died and were not replaced, and its architectural and artistic effects were<br />
looking run down. Something had to be done or the <strong>Loring</strong> <strong>Greenway</strong> would soon become a<br />
liability to both the city and its neighborhood.<br />
For many years residents worked on <strong>Greenway</strong> improvements as a committee of the Citizens<br />
for a <strong>Loring</strong> Park Community (CLPC), the neighborhood organization. Using a<br />
Neighborhood Revitalization Program (NRP) Phase I grant of $60,000 dollars, a new<br />
playground was constructed and lighting was improved to make the <strong>Greenway</strong> safer at night.<br />
They also sought to repair the <strong>Greenway</strong>'s crumbling walkways and to renew its plantings<br />
and fountains. Much of this was accomplished during the summers of 2007 and 2008, at a<br />
cost to the city of over $2.8 million. But clearly, much more effort and money would be<br />
required to enhance and maintain the <strong>Greenway</strong> over the coming years.<br />
Meanwhile, the city of Minneapolis began to experience severe financial problems and<br />
continues to do so today. While the city is able to pay for the basic upkeep of the <strong>Loring</strong><br />
<strong>Greenway</strong>, there were important questions that needed to be answered. Who would buy and<br />
plant the hundreds of flowering plants that have made the <strong>Greenway</strong> so attractive in past<br />
years? Who would see to the weeding of its plantings? Who would push for its enhancement<br />
through better lighting and art works? And who would coordinate the neighborhood events<br />
envisioned for the <strong>Greenway</strong>, such as dog parades, garage sales, art fairs, and performances?<br />
To answer these questions, the original citizens group, with the help of city Councilmember<br />
Lisa Goodman, evolved into the <strong>Loring</strong> <strong>Greenway</strong> <strong>Association</strong> (LGA), a partnership with<br />
the city with a goal of making the <strong>Greenway</strong> one of the premier pedestrian walkways in the<br />
nation. The LGA consists of a board of directors who represent residents, the major<br />
commercial and residential properties in the area plus an active group of volunteers. City<br />
officials regularly work with the LGA to formulate and achieve various goals.<br />
As the result of its initial fund raising activities and hundreds of hours of volunteer time, the<br />
LGA annually plants more than 1800 flowering plants. It saved the <strong>Greenway</strong>'s many ash<br />
trees from the Emerald Ash Borer beetle through an inoculation program. It has an excellent<br />
website that will help build and maintain a community of volunteers focused on the <strong>Loring</strong><br />
<strong>Greenway</strong>.<br />
During the months in which the <strong>Loring</strong> <strong>Greenway</strong> <strong>Association</strong> was being formed, its<br />
finances were managed under the auspices of the CLPC, but as of 2009 LGA now has<br />
independent status as a 501(c) (3) nonprofit organization. This means that the contributions<br />
it receives are tax deductible.<br />
2010 was another busy year for the LGA. In addition to continued active participation by<br />
volunteers in gardening activities, two events on the <strong>Loring</strong> <strong>Greenway</strong> were sponsored by<br />
the LGA: a dog parade on National Night Out and a Fall Oktoberfest featuring food, music<br />
and games. Both events were well attended. There were also several informal evenings of<br />
croquet.<br />
In 2011, the LGA received awards from the Minneapolis Downtown Improvement District<br />
and Metro Blooms honoring "the volunteers of the <strong>Loring</strong> <strong>Greenway</strong> <strong>Association</strong> for their<br />
creative and tireless efforts in transforming the <strong>Loring</strong> <strong>Greenway</strong> into one of the most<br />
beautiful walkways in the City." The noted landscape architecture firm Damon Farber<br />
stepped forward to develop a plan for adding dramatic lighting, flexible seating, colorful<br />
banners and directional signage.<br />
In late 2011 and early <strong>2012</strong> LGA’s board developed a strategic plan. It generated close to a<br />
hundred ideas on what it would take for <strong>Loring</strong> <strong>Greenway</strong> to become a regionally<br />
recognized premier green connector, energizing residents and visitors year round. The ideas<br />
grouped into six categories: (1) what the <strong>Greenway</strong> would look like, (2) programming, (3)<br />
management/operations, (4) creating more visible linkage between Nicollet Mall, <strong>Loring</strong><br />
Park, and beyond, (5) branding & marketing, and (6) immediate actions.<br />

Communication<br />
Communications efforts in <strong>2012</strong> took the form of:<br />
Ongoing development of the website (loringgreenway.org),<br />
Regular emails to committee members for meeting updates,<br />
Planning in late <strong>2012</strong> for 2013 changeover of webmaster duties, and<br />
Mounted search for communications volunteers to further goals.<br />
The <strong>Association</strong> thanks Rich Demers for his work over the past few years to develop the<br />
LGA website and assist with other communication needs. Volunteers like Rich help make<br />
LGA work.<br />
Events<br />
An events committee was formed in 2010 to encourage residents to use and enjoy the<br />
<strong>Greenway</strong> and to build camaraderie and neighborhood spirit. Thirteen residents,<br />
representing nearly every building on the <strong>Greenway</strong>, currently serve on the committee.<br />
As part of the LGA strategic planning process and based on the results of the survey<br />
conducted by the Musicant Group in <strong>2012</strong>, more emphasis will be placed on creating the<br />
<strong>Loring</strong> <strong>Greenway</strong> as a destination where people can stop, relax and enjoy events and<br />
activities.<br />
Discussions continued in <strong>2012</strong> with local arts institutions and businesses regarding<br />
collaboration on artistic, community and musical endeavors for 2013. The events committee<br />
held a planning session to identify events for the 2013 season to include <strong>Loring</strong> Music on<br />
the Green, in partnership with the Hyatt, and the return of our very popular Oktoberfest<br />
celebration.<br />
Fundraising<br />
Individual fundraising support for the work of the <strong>Loring</strong> <strong>Greenway</strong> <strong>Association</strong> was the<br />
strongest yet in <strong>2012</strong>, in terms of both numbers of donors and amount received.<br />
The effort began with a wide solicitation, by individual mailed letters to all <strong>Loring</strong> Green<br />
East, <strong>Loring</strong> Green West, and 1225 on the Mall residents and by dropped letters to all<br />
residents in <strong>Greenway</strong> Gables and <strong>Loring</strong> Way. This solicitation was followed up by<br />
another letter or personal request by each building representative from the LGA board.<br />
The results were gratifying. They are a tribute to the appreciation of the <strong>Greenway</strong> by its<br />
neighbors and their willingness to support the improvements to the <strong>Greenway</strong> by the LGA.<br />
Contributions, which are tax deductible, continued to come in throughout the fall, right up<br />
to December 31, <strong>2012</strong>.<br />
The increased support will enable the board to plan the 2013 year – plantings, mulch, tree<br />
care, enhancements and events – with a solid financial base.<br />
Solicitation of Organizational Support<br />
LGA received financial support from the Hyatt Regency Hotel, The Eitel Building, and<br />
from four of the home owner associations (1225 LaSalle, <strong>Loring</strong> Green East, <strong>Loring</strong> Green<br />
West, and <strong>Loring</strong> Way) in buildings that border the <strong>Loring</strong> <strong>Greenway</strong>. <strong>Loring</strong> Kitchen and<br />
Bar also added financial support. Letters soliciting increased contributions for 2013 from<br />
current corporate donors, as well as homeowner associations, were sent in November.<br />

Gardening<br />
LGA celebrated another beautiful year on the <strong>Greenway</strong>. This success is only possible<br />
because of the generous donations of <strong>Greenway</strong> volunteers and contributors. We’re growing<br />
a community as well as flowers and trees. The garden brings together residents from all of<br />
the buildings on the <strong>Greenway</strong> and makes our neighborhood healthier, safer and more<br />
desirable.<br />
Volunteers: A record number of volunteers (78) turned out for spring planting and during<br />
the year, a team of 65 volunteers worked almost 1,000 hours maintaining the gardens. In<br />
addition to the scheduled events, many volunteers worked weekly to groom and water the<br />
planters, weed, plant, dead head, remove sticks and pick up trash.<br />
Organization: Working with volunteers, managing hundreds of tasks and thousands of<br />
plants, requires leaders willing to take on daily responsibilities. Many thanks to the<br />

Public Works: Mark Clark mows the lawn areas, sweeps and clears snow from<br />
sidewalks, removes trash, and provides other assistance requested by the LGA<br />
gardening team. City plumbers maintain the fountains and irrigation.<br />
Minneapolis Park Board: Provides tree pruning and removal.<br />
Rainbow Tree Care, our contracted service, fertilizes trees, shrubs and plants, prunes<br />
shrubs, adds mulch and treats trees for Emerald Ash Borer.<br />
Hennepin County Master Gardeners provide advice on plant selection and soil<br />
treatments.<br />
Lee Frelich, Research Associate and Director, the University of Minnesota Center for<br />
Forest Ecology provides direction in managing <strong>Greenway</strong> trees.<br />
The Hyatt Regency provides refreshments for our spring planting and assists<br />
throughout the year with other events.<br />
Tree Donations: A new program for <strong>2012</strong>, initiated by Ray Harris, established a process<br />
for individuals to sponsor new trees. Because of his efforts, the <strong>Greenway</strong> has six new trees,<br />
and has identified several more areas for tree planting in 2013. Our forest includes 45<br />
Honey Locust, 20 Lindens, 19 Maples, 11 firs and pines, 12 River Birch, 10 Crabapples, 32<br />
Ash, 1 Buckeye, 5 Oaks, and 5 Hemlocks. These trees were planted over the last few<br />
decades, so a long-range replacement plan is critical to maintaining our forest.<br />
Into the Future: A garden is never finished. Significant issues for 2013 include soil<br />
replacement in several areas, diversification of annuals, addition of shade-tolerant<br />
perennials and control of rainwater runoff.<br />

We are thankful for those donors who gave gifts to LGA for a special purpose. A generous<br />
donation from Ray Harris funded our user survey. Additional donations from Ray Harris,<br />
Helen Metz and Carole Wiederhorn allowed us to add trees to our <strong>Greenway</strong> forest. Bess<br />
Gold, Merry Keefe, Dick and Jan Sandberg, and Sally and John Westby provided support<br />
for the table and chair pilot project.<br />

Donations<br />
The <strong>Association</strong> started <strong>2012</strong> with a little over $ 15,600 in cash reserves. Donation drives and<br />
communicating the <strong>Association</strong>’s mission more effectively resulted in individual donations<br />
amounting to $ 32,683, a 65% increase over 2011. Homeowner associations were marginally<br />
greater than 2011, but less than budgeted. Funds from the Citizens for a <strong>Loring</strong> Park<br />
Community (CLPC) were not forthcoming in <strong>2012</strong>. As a result, the <strong>Association</strong> carried the<br />
entire cost burden for Emerald Ash Borer treatment.<br />
Expenses<br />
In <strong>2012</strong>, gardens maintenance and plantings were budgeted nearly equal to 2011. The<br />
<strong>Association</strong> adopted a strategy wherein some activities would be planned for every other year.<br />
As a result, budgeted funds were underspent on average by 60%. The funds for special projects<br />
were nearly spent as planned. Operating costs were controlled beneath budget and only made<br />
up less than 6% of donations. The year-end cash position was $ 34,187.<br />

BUDGETS<br />
As seen in the 2013 budget, the <strong>Association</strong> is adopting aggressive spending levels with treble<br />
monies spent on the gardens. As discussed in the Events section, a number of cooperative<br />
efforts are being planned with area businesses to enhance greatly the <strong>Loring</strong> <strong>Greenway</strong><br />
experience.<br />
