<strong>Stress</strong> <strong>Tests</strong><br />

6.1.1.5 Procedures, training and exercises<br />

Actions <strong>of</strong> the personnel at design and beyond design basis accidents are defined in<br />

instructions <strong>for</strong> actions <strong>of</strong> the personnel in case <strong>of</strong> accident. Envisioned in instructions actions <strong>of</strong> the<br />

personnel result in bringing <strong>of</strong> the nuclear installations into safe condition.<br />

Actions <strong>of</strong> the personnel on diagnostics <strong>of</strong> condition <strong>of</strong> Units 5 and 6, on restoration <strong>of</strong> or<br />

replenishment <strong>for</strong> failed safety functions and on prevention or localization <strong>of</strong> consequences <strong>of</strong> core<br />

damage are defined in symptom-based emergency instructions (SBEOP). SBEOP were developed<br />

on the bases <strong>of</strong> protection <strong>of</strong> fundamental safety functions with approach similar to the<br />

Westinghouse one, as step-by-step procedures with description <strong>of</strong> main and alternative operator<br />

actions in two-column <strong>for</strong>mat. SBEOP are controlled and maintained adequate to existing powers<br />

through strict on-site rules on verification and validation which envision multiple checks be<strong>for</strong>e<br />

these are introduced into operation. Analytic validation is conducted on the original technique<br />

provided by Department <strong>of</strong> Energy (DOE USA). The validation covers all design modes and wide<br />

range <strong>of</strong> accidents, included in and required by [4].<br />

For Units 5 and 6 3 sets are envisioned <strong>of</strong> SBEOP as follows:<br />

· SBEOP <strong>for</strong> power operations;<br />

· SBEOP <strong>for</strong> shut down reactor with pressurized primary circuit;<br />

· SBEOP <strong>for</strong> shut down reactor with depressurized primary circuit.<br />

SBEOP structure contains:<br />

· procedures on diagnostics <strong>of</strong> condition;<br />

· procedures on optimal recovery;<br />

· procedures on recovery <strong>of</strong> CSFs (critical safety functions);<br />

· procedures <strong>of</strong> ADP type (Accidents with destruction <strong>of</strong> protection).<br />

Actions on SBEOP are alerted after actuation <strong>of</strong> the emergency protection and/or<br />

involvement <strong>of</strong> the safety systems. The structure and scope <strong>of</strong> SBEOP cover all design accidents<br />

and wide range <strong>of</strong> beyond design basis accidents.<br />

Set <strong>of</strong> SBEOP on power operations is introduced into operation and distributed to operator<br />

workplaces.<br />

SBEOP <strong>for</strong> shut down reactor with pressurized primary circuit passed processes <strong>of</strong><br />

verification and validation. Up to present operator training is conducted <strong>for</strong> work with instructions<br />

<strong>of</strong> this type, and after this they will be introduced into operation.<br />

SBEOPs set <strong>for</strong> shut down reactor with depressurized primary circuit – will be subject to<br />

internal procedures <strong>of</strong> verification and validation at the <strong>NPP</strong>.<br />
