Greetings,<br />

<strong>Southern</strong> <strong>University</strong> at <strong>New</strong> <strong>Orleans</strong> is pleased to present its <strong>2009</strong>-<strong>10</strong><br />

<strong>Annual</strong> <strong>Report</strong>. We are proud of the numerous accomplishments of<br />

our students, faculty, staff and alumni.<br />

This report highlights many areas, including our efforts to prepare<br />

for reaccreditation in March 2011 by the <strong>Southern</strong> Association of<br />

Colleges and Schools-Commission on Colleges (SACSCOC). We<br />

are also making great strides towards garnering accreditation from<br />

the Association to Advance Collegiate Schools of Business<br />

(AACSB) International, and reaccreditation from the Council on<br />

Social Work Education (CSWE).<br />

Student life greatly improved last year with the opening of our Student<br />

& Faculty Housing Facility. While significant progress was<br />

made on completing our new Information Technology Center,<br />

ground was broken for the College of Business & Public Administration<br />

Building.<br />

U.S. Secretary of Homeland Security Janet Napolitano and <strong>New</strong> <strong>Orleans</strong><br />

own Lisa Jackson, President Barack Obama’s EPA Administrator,<br />

were just two of several notable visitors who came to our<br />

campus, and our alumni continue to make us proud in a variety of<br />

fields.<br />

Thanks again for your continued support of SUNO. I appreciate<br />

<strong>University</strong> named to the <strong>2009</strong> President‟s Higher Education Community Service Honor Roll<br />

<strong>Southern</strong> <strong>University</strong> at <strong>New</strong> <strong>Orleans</strong> received the news on May 26, 20<strong>10</strong> that it was named to the <strong>2009</strong><br />

President’s Higher Education Community Service Honor Roll by the Corporation for National and<br />

Community Service for service to the local communities. The Corporation for National and Community<br />

Service, which administers the annual Honor Roll award, recognized more than 700 colleges and universities<br />

for their impact on issues from poverty and homelessness to environmental justice.<br />

Napolitano surprises SUNO community<br />

U.S. Secretary of Homeland Security Janet Napolitano visited SUNO on August 17, <strong>2009</strong> during the <strong>University</strong> Professional<br />

Conference as a follow-up to her March, <strong>2009</strong> visit to <strong>New</strong> <strong>Orleans</strong>. During the visit Napolitano made a surprise announcement<br />

that SUNO would receive more than $32 million in funding for the rebuilding<br />

of four buildings on the Park Campus—Brown Hall (Old Science), <strong>New</strong><br />

Science, Multipurpose and Clark Hall (Education). In total, more than $92<br />

million in FEMA public assistance has been obligated for SUNO. Napolitano<br />

was joined by Federal Emergency Management Agency Administrator<br />

Craig Fugate and Federal Coordinator for Gulf Coast Rebuilding Janet<br />

Woodka to discuss Gulf Coast rebuilding efforts with federal, state and local<br />

partners and make a public assistance announcement.<br />

National Science Foundation commits $1.75 million to SUNO<br />

In September of <strong>2009</strong>, SUNO received $1.75 million from the National Science<br />

Foundation (NSF) for the next five years for its Enhancement, Enrichment<br />

and Excellence in Mathematics and Science (E 3 MaS) grant. Key to the<br />

<strong>University</strong>’s receiving the grant were Senator Mary Landrieu, Jefferson Parish<br />

Public School System Superintendent Dr. Diane Roussel, and Superintendent<br />

Darryl Kilbert of <strong>New</strong> <strong>Orleans</strong> Public Schools, who each submitted<br />

letters to the NSF in support of SUNO’s proposal. The funding has allowed<br />

SUNO to increase scholarship offerings for incoming freshmen, and it enhances<br />

the <strong>University</strong>’s math and science summer enrichment program. The leadership team for the grant consisted of Dr. Joe<br />

Omojola, Dr. Murty Kambhampati and Dr. Carl P. Johnson, all of the Department of Natural Sciences in the College of Arts &<br />

Sciences.<br />

SUNO receives more than $1 million in technology resources<br />

In May of 20<strong>10</strong>, the <strong>University</strong> expanded its technology resources through web-based upgrades worth more than $1 million<br />

with CampusEAI Consortium. The expansion allows SUNO to expand its intranet capabilities through myCampus software,<br />

which creates a campus portal and web content management system for higher education institutions. SUNO will be able to<br />

offer students a portal to serve as a one-stop shop for their virtual needs. The CampusEAI Consortium myCampus Portal<br />

Grants are designed to cover the costs of software, hardware and services associated with the implementation of a myCampus<br />

Portal solution, an intranet portal that integrates with online learning, administrative computing and student services systems.<br />

The service offerings include hardware, software, project management, installation<br />

and training costs in the form of a grant.<br />

Big year for the College of Business & Public Administration<br />

In March of 20<strong>10</strong>, the <strong>University</strong> community broke ground for the College of<br />

Business & Public Administration building on the Lake Campus. Earlier that<br />

month, the student team of Erica Bilbo and Tonia Simmons-Doakes placed first<br />

in the 20<strong>10</strong> Morehouse Business Plan Competition on the <strong>University</strong>’s first trip<br />

to the competition. The Students in Free Enterprise (SIFE) team from the <strong>University</strong><br />

won Rookie of the Year honors at the 20<strong>10</strong> national competition. This<br />

SIFE and the Morehouse teams were moderated by Dr. Louis Mancuso.<br />

Volleyball debuts<br />

The Department of Athletics added volleyball to SUNO’s athletics line-up in<br />

August of <strong>2009</strong>. Led by rookie head coach, Wendy Magee, the team made its<br />

first serve on August 29th against Judson College in Marion, Alabama with the<br />

team’s first home game against Spring Hill College on September 4th and the<br />

first win against Judson in The Castle on October 17th in a 3-0 shutout.<br />

ACCREDITATION<br />

<strong>Southern</strong> Association of Colleges and Schools-Commission<br />

on Colleges (SACSCOC)<br />

The following significant achievements were made in support<br />

of the preparations for SACSCOC on-site visit in March 2011:<br />

All outstanding faculty transcripts were received. Foreign<br />

transcripts for twenty-four faculty were submitted to<br />

World Education Services for evaluation and American<br />

equivalent determination. The <strong>University</strong> expects to receive<br />

feedback on all cases before the submission of the<br />

Compliance Certification report.<br />

The reports submitted by the Compliance Certification<br />

Subcommittees which had been stored in the Xitracs electronic<br />

reporting software were transferred into the relevant<br />

components of the software and made available to<br />

two consultants to review. The Consultants were Dr.<br />

Ruth Salter, Assistant Vice President for Institutional<br />

Research and Effectiveness at Albany State <strong>University</strong>,<br />

and E. Dean Montgomery, Executive Vice President and<br />

Chief Academic Officer at Bethune-Cookman <strong>University</strong>.<br />

In March, 20<strong>10</strong> the consultants were invited to campus to discuss<br />

the reports and provide necessary assistance. Following<br />

the visit, the Compliance Certification Subcommittees were restructured.<br />

The re-structured subcommittee updated the report,<br />

ensuring appropriate evidence was provided for each standard.<br />

A mock visit was scheduled from August 1st to 4th to bring<br />

back Dr. Salter to review the updated report. A similar visit<br />

would be scheduled for E. Dean Montgomery whose specialty<br />

is Financial Resources and Facilities.<br />

After a campus-wide process which involved all SUNO stakeholders,<br />

a topic was selected for the Quality Enhancement<br />

Plan (QEP). It is “E-Focused! Enhancing Student Learning<br />

in Online Courses by Improving Institutional Readiness‖. The<br />

QEP Subcommittee was also re-structured to provide a team to<br />

address:<br />

E-Learning and Research,<br />

Publicity and Marketing,<br />

Institutional Capacity (Budget),<br />

Student Online Proficiency Development, and<br />

Faculty Online Proficiency Development Assessment.<br />

The subcommittees continue to work on their topics and submit<br />

formal reports to be collated into a final QEP report.<br />

An SACSCOC-scheduled advisory visit took place from July<br />

12th to 14th. Dr. Rudolph Jackson, Vice President, and<br />

SUNO’s Accreditation Liaison officer at SACSCOC, visited<br />

campus to appraise the status of the two major reports due to<br />

SACSCOC, i.e. the Compliance Certification <strong>Report</strong> and the<br />

QEP report. Selected Compliance reports were reviewed and<br />

suggestions for improvement made. The QEP Task Force was<br />

assisted in critically working out what students learning outcomes<br />

will be as a result of the QEP. This is critical to the<br />

success of the QEP.<br />

Association to Advance Collegiate Schools of Business<br />

(AACSB) International<br />

All of faculty and staff participated in the very successful<br />

Biloxi, Mississippi Retreat in October, <strong>2009</strong>. Dr. Karen<br />

Tarnoff of East Tennessee State <strong>University</strong> facilitated the<br />

Retreat.<br />

Dr. Frank Martin and Dr. Igwe Udeh attended the<br />

AACSB International <strong>Annual</strong> Conference and <strong>Annual</strong><br />

Meeting in Anaheim, California in April of 20<strong>10</strong>.<br />

Dr. Martin previously attended the SACSCOC <strong>Annual</strong><br />

meeting in Atlanta, Georgia in December, <strong>2009</strong>.<br />

Dr. Udeh attended the <strong>Annual</strong> Dean’s meeting in<br />

Tampa, Florida, in February of 20<strong>10</strong>.<br />

Mr. Fouad Moussa, Mr. Donald Sarrat, Dr. David<br />

Alijani, Dr. J. Steven Welsh, and Mrs. Timotea Bailey<br />

visited Tennessee State <strong>University</strong> to observe the<br />

accreditation processes in place at an AACSB accredited<br />

HBCU business school. The visit was enormously<br />

successful and helpful to the participants.<br />

Council on Social Work Education (CSWE)<br />

Faculty members and staff from the School of Social Work<br />

have been assigned to each of the accreditation standards.<br />

Committees have been meeting and preparing drafts of the<br />

standards’ narratives. The final report is due April, 2011<br />

with site visits during Fall 2011.<br />

ACADEMIC PROGRAMS<br />

Health Information Management Systems<br />

After a tedious three-year search, a Program Director was<br />

successfully hired for the B.S. Health Information Management<br />

Systems (HIMS) in March, 20<strong>10</strong>. The program director<br />

must be certified as a Registered Health Information<br />

Administrator. As a result, Mrs. Andrea Johnson-Mignott<br />

MBA, RHIA, CPC, joined SUNO in March 20<strong>10</strong>. The Louisiana<br />

Board of Regents has subsequently approved the implementation<br />

of the HIMS program. The program is mandated<br />

to seek accreditation from the Commission on Accreditation<br />

for Health Informatics and Information Management<br />

Education. Enrollment into the program starts formally<br />

in Fall 20<strong>10</strong>.<br />

Full Program Approval Status<br />

The Louisiana Board of Regents granted full program approval<br />

to SUNO’s B.A. in Child Development and Family<br />

Studies and the M.A. in Museum Studies programs during<br />

the year in view. The two programs were removed from<br />

conditionally approved to full approval category as a result<br />

of satisfactory annual reports that have been submitted by<br />

SUNO. Dr. Pamela Wanga and Dr. Sara Hollis, the respective<br />

directors of the programs, spearheaded the effort.<br />

Certification-Only Program<br />

SUNO’s Certification-Only Programs in Early Childhood<br />

and Elementary Education were approved by the Board of<br />

Regents on June 24, 20<strong>10</strong>, and began officially on July 1,<br />

20<strong>10</strong>. The programs have replaced the Non-Master/<br />

Certification Only Alternate Programs, as mandated by the<br />

Board of Regents.<br />

request for faculty members to submit their names for consideration for appointment<br />

to one of the seventeen Transition Task Forces. The task force assisted<br />

Mayor Landrieu and his administration in developing policy recommendations to<br />

engage <strong>New</strong> <strong>Orleans</strong>’ youth and families to promote equity, expand opportunities,<br />

Atty. Wesley T. Bishop (B‟90), Associate Vice Chancellor of Academic Affairs<br />

and Assistant Professor of Criminal Justice, was one of 82 administrators from<br />

around the world chosen to participate in the Harvard <strong>University</strong> Institute of Educational<br />

Management (IEM) Program in July, 20<strong>10</strong>. One of the most recognized<br />

programs of its type in the world, the IEM provides an opportunity for senior-level<br />

administrators to examine critical leadership challenges facing higher education.<br />

Eddie Francis, Interim Director of Public Relations, assisted in the coordination<br />

and moderated a televised <strong>New</strong> <strong>Orleans</strong> mayoral candidates’ forum on January 26,<br />

20<strong>10</strong> on WHNO-TV. The forum, which was sponsored by the Citywide Ecumenical<br />

Coalition, was held in the Health & Physical Education Building.<br />

Dr. Lora Helvie-Mason, Assistant Professor of Communication Studies, won the<br />

Dwight L. Freshley Outstanding <strong>New</strong> Teacher in Communication Studies Award<br />

from the <strong>Southern</strong> States Communication. The award honors SSCA members who<br />

have demonstrated teaching excellence early in their careers. Dr. Helvie-Mason<br />

was also awarded the top paper for the Instructional Development Division of<br />

SSCA (with co-author, Jennifer Edwards) for the paper, "Student usage and perceptions<br />

of virtual office hours."<br />

Ruth W. Johnson (B‟96, M‟98), Director of SUNO's Educational Talent Search<br />

Program, was elected Secretary for the Council for Opportunity in Education<br />

Board of Directors. The Council, based in Washington, D.C., represents TRiO<br />

Programs which are funded by the U.S. Department of Education. Johnson has<br />

also served as President for Louisiana Association for Student Assistance Programs<br />

(2005), President of the Southwest Association for Student Assistance Programs<br />

(2007), and the National Conference Co-chairperson in <strong>2009</strong>.<br />

Coach Wendy Magee came to SUNO as the latest addition to the Department of<br />

Athletics in August of <strong>2009</strong> as the head coach of the newly formed women’s volleyball<br />

team. Magee guided the Lady Knights through an eighteen-game inaugural<br />

seaon, and will open the 20<strong>10</strong> campaign against the <strong>University</strong> of <strong>New</strong> <strong>Orleans</strong>.<br />

The team will also face sister institution, <strong>Southern</strong> <strong>University</strong>, in two matches<br />

during the season.<br />

Dr. Lisa Mims-Devezin, Associate Dean of the College of Arts & Sciences and<br />

Professor of Biology, served as an Off-Site Reviewer for SACS.<br />

Dr. Joe Omojola, Professor of Mathematics and Physics, held his Gateway to<br />

Excellence in Math and Science (GEMS) summer camp again as a result of his<br />

$<strong>10</strong>,000 2006 Presidential Award for Excellence in Science, Mathematics and<br />

Engineering Mentoring grant from the National Science Foundation.<br />

The total amount of dollars proposed during FY<strong>2009</strong>-20<strong>10</strong> was $22,091,844. Of this amount, $14,720,346 was<br />

funded, while $5,077,376 was pending by June 30, 20<strong>10</strong>. Approximately 66.6% of proposals submitted have been<br />

funded outpacing some key funding agencies by approximately 30%. The distribution of funded proposal dollars<br />

among federal, state, private and other funding is illustrated in Figure 1, illustrating that 83.5% of funding received<br />

came from Federal sources.<br />

ENROLLMENT<br />

The Fall <strong>2009</strong> enrollment showed another increase from the<br />

Fall 2008 enrollment. The enrollment rose from 3,<strong>10</strong>4 to<br />

3,141 with 3,130 students attending classes in Spring 20<strong>10</strong>.<br />

SUNO’s recruitment team attended several college and career<br />

fairs, visited numerous high schools across the state, hosted<br />

high schools on campus, and sent out bulk mailings. The<br />

staff also organized and executed phone banks to personally<br />

reach out to returning and prospective students.<br />

The recruitment team took an aggressive approach to promoting<br />

registration periods. Signs and applications for admission<br />

were placed in area businesses as well as mailed to churches.<br />

The team also made numerous home visits to current and<br />

prospective students to remind them of upcoming registrations.<br />

To diversify recruitment efforts, the Division of Student Affairs<br />

and Enrollment Services increased advertising and<br />

hosted special events. The <strong>University</strong> continued advertising<br />

on television, radio and print media to promote registration,<br />

and the first African American Male Summit took place on<br />

campus. Three hundred and thirty-four African American<br />

Males from the grades <strong>10</strong> to 12 attended the summit.<br />

Some of the summit speakers included: <strong>Orleans</strong> Parish Sheriff<br />

Marlin Gusman; <strong>Orleans</strong> Juvenile Court Judge and <strong>University</strong><br />

alumna Tammy Stewart; business owner, Robert<br />

Packnet; and former <strong>New</strong> <strong>Orleans</strong> Police Department Superintendent<br />

and SUNO alumnus Warren Riley. Dr. Frederick<br />

Humphries, former president of Florida A & M <strong>University</strong><br />

and Tennessee State <strong>University</strong>, also participated in the summit<br />

as well as Dr. Calvin Mackie, author and motivational<br />

young men in attendance.<br />

The annual Counselor’s Luncheon has become a key part of<br />

the <strong>University</strong>’s recruitment efforts. For the third consecutive<br />

year, SUNO hosted a luncheon for high school guidance<br />

counselors. Each the attendance at the luncheon has grown,<br />

exceeding the <strong>2009</strong> total of eighty counselors.<br />

RETENTION<br />

The recruitment team implemented several strategies to retain<br />

the students.<br />

1. Guest speakers from the community visited campus.<br />

2. The retention team conducted seminars for students on<br />

probation and suspension, held one-on-one meetings<br />

with students to assign peer mentors and to have them<br />

sign performance contracts.<br />

3. The retention staff received a list of excessive absentees<br />

from faculty members every Friday. The team then<br />

contacted those students with excessive absentees via<br />

telephone, home visits or mail.<br />

4. Staff members addressed students in the freshmen assembly<br />

classes and the college survival skills classes<br />

with topics on time management, financial management,<br />

academic success strategies, and balancing academics<br />

and social life.<br />

The recruitment and retention teams also visited classrooms<br />

near the end of each semester and encouraged students to be<br />

pre-advised to avoid the long lines.<br />

EARLY START PROGRAM<br />

During the <strong>2009</strong>–20<strong>10</strong> school year 90 high school students<br />

were enrolled in the Early Start Program. Some of the students<br />

came to SUNO for classes and other high schools opted<br />

to have Early Start classes held on their respective campuses.<br />

RESIDENTIAL LIFE<br />

In January, 20<strong>10</strong> SUNO became a residential campus with<br />

the opening of Student & Faculty Housing. Residents enjoy<br />

the option of having one, two and four fully furnished bedroom<br />

apartments to choose from. The units also include full<br />

kitchens plus washers and dryers in each unit. Some of the<br />

apartments even have a view of Lake Pontchartrain. Upon<br />

completion, the <strong>University</strong> will be able to offer nearly 700<br />

beds.<br />

STUDENT ACTIVITIES<br />

Student life got a significant boost, particularly with the recovery<br />

of the activities quad in front of the Knight Dining<br />

Hall, which once again gained full operation, and the addition<br />

of several elements to student life. SUNO’s Homecoming<br />

Week once came to life with the Coronation rediscovering its<br />

home in The Castle and the return of the Homecoming Parade.<br />

NOTABLE KNIGHTS<br />

Tiffany Magee (B‟97) has taken the role of State Director of Miss Black Louisiana USA, the first to fill the post. Two women<br />

have been crowned Miss Black Louisiana USA under Magee’s direction, and she is in the process of organizing the 20<strong>10</strong> pageant.<br />

Arlanda J. Williams (B'03, M'06) made history when she became the first woman to serve as chair of<br />

the Terrebonne Parish Council. Williams is also the youngest person ever elected president of the Louisiana<br />

Police Jury Association's Black Caucus.<br />

In one of the most pivotal and difficult times of <strong>New</strong> <strong>Orleans</strong>’ history, the two SUNO graduates served<br />

the <strong>New</strong> <strong>Orleans</strong> community to hold the <strong>New</strong> <strong>Orleans</strong> Police Department together post-Katrina. Riley<br />

stepped down after serving NOPD and the public honorably as Superintendent. Defillo, the Deputy Superintendent,<br />

was put in charge of the newly formed Field Operations Bureau.<br />

Chris Boudy (B„08), a self-described geek, became one of the city’s most recognized young professionals<br />

in the technology sector. He co-founded <strong>New</strong><strong>Orleans</strong>Tech.net, a web site which offers technology<br />

news, and he co-hosts a technology segment on LaunchPadTV.<br />

Angela Sutton (B'99) became the youngest Superintendent of the Madison Juvenile Correctional Facility<br />

for Women in Madison, Indiana when she was appointed at the age of 33 in September <strong>2009</strong>.<br />

PARK CAMPUS<br />

The recovery of 6400 Press Drive continued in a beautiful fashion . . . literally.<br />

The Park Campus underwent a significant facelift during the <strong>2009</strong>-<br />

20<strong>10</strong> academic year. The buildings were transformed from a mixed bag of<br />

colors to a uniform light brown after being pressure washed.<br />

Trees and shrubberies also adorn the campus after a beautification project<br />

called the Clean Campus Project took place. Blue and gold outdoor directories<br />

were also added outside of each building along with campus ―street<br />

signs‖. As FY<strong>2009</strong>-20<strong>10</strong> came to a close, a project to replace pipes and<br />

repave walkways began, as well.<br />

LAKE CAMPUS<br />

Growth continued on the Lake Campus as a new address was added to the<br />

SUNO directory of properties. Student & Faculty Housing provided a<br />

new <strong>University</strong> address of 7000 Press Drive when the facility opened<br />

Spring 20<strong>10</strong>. As a part of the Clean Campus Project, a green play area<br />

was added in front of the residential facility.<br />

Construction continued at 6801 Press Drive, however. As the Information<br />

Technology Center continued to take shape, construction began on the<br />

College of Business & Public Administration building.<br />

A major fundraising effort which continued to contribute to facility development<br />

Anniversary of its opening on Friday, September 18, <strong>2009</strong> at the Hilton Riverside with performances by Stephanie<br />

Jordan and BRW at BASH IV. The event was co-chaired by <strong>University</strong> alumni Garland and Yvonne Green and<br />

Keith McKendall. The BASH started in 2004 as a signature fundraising event named for SUNO’s Chancellor<br />

Emeritus and first Chancellor, Dr. Emmett W. Bashful, who was the event’s first honoree. In 2005 the event honored<br />

the <strong>University</strong>’s first dean of its highly regarded School of Social Work, Millie McClelland Charles.<br />
