Cub Bulbul Utsav<br />
organized<br />
CHANGLANG: Cub Bulbul Utsav was<br />
organized at Town Middle School-I,<br />
Changlang from September 11 to<br />
13 last. 69 Cub, 88 Bulbul and 14<br />
teacher escorts from various schools<br />
of Changlang Township participated.<br />
Dur<strong>in</strong>g the Utsav, different competitions<br />
were organized. SP Changlang,<br />
Vijay Kumar and Horum Loyi, DDSE<br />

Houses gutted <strong>in</strong> fire<br />
mishap<br />
AALO : In a fire mishap that occurred<br />
at Pess<strong>in</strong>g village under Jomlo-Mubok<br />
circle, four MIBT and three OBT<br />
dwell<strong>in</strong>g houses were completely gutted<br />
at around 12.45 hrs on September 12<br />
last.Dorjee Nima, DDMO and CO<br />
Jomlo-Mubok rushed to the spot<br />
to assess the actual situation and<br />
immediate relief has been provided<br />
to the victims. No casualty has been<br />
reported and the cause of the fire is<br />
not known. Property worth crores is<br />
reported to be damaged <strong>in</strong> the fire<br />
accident. The detail report on loss of<br />
property for onward submission to the<br />
<strong>gov</strong>ernment was be<strong>in</strong>g worked out<br />
through a board.<br />
Relief distributed to<br />
Pess<strong>in</strong>g fire victims<br />
AALO: The Arunachal Vikas Parishad<br />
headed by its President Aalo Unit,<br />
Gomar Angu and Secretary Lee Sora<br />
and others jo<strong>in</strong>tly visited the fire victims<br />
of Pess<strong>in</strong>g Village under Jomlo-Mobuk<br />
circle on September 13 last and<br />
distributed 42 nos. of steel plates, 7<br />
nos. of alum<strong>in</strong>um buckets, and steel<br />
plates, cups, spoons, kettles, big<br />
mosquito nets, blankets, plastic mates<br />
and alum<strong>in</strong>um pots to the seven fire<br />
affected families and <strong>in</strong>teracted with<br />

KHONSA : The website of Khonsa<br />
<strong>gov</strong>ernment higher secondary school,<br />
www.ghsskhonsa.<strong>in</strong> was launched on<br />
September 5 last co<strong>in</strong>cid<strong>in</strong>g with the<br />
Teacher’s Day with great enthusiasm<br />
and fanfare. The website was launched<br />
amidst the presence of the Pr<strong>in</strong>cipal,<br />
Vice Pr<strong>in</strong>cipal, teachers and students<br />
by Ajay Kumar S<strong>in</strong>gh, DIO, NIC. The<br />
website is dynamic <strong>in</strong> nature and has<br />
all the necessary features which are<br />

photos and videos. A news section for<br />
school news has been <strong>in</strong>corporated<br />
<strong>in</strong> the website. Another important<br />
feature is the announcement section<br />
for important announcements. The<br />
Pr<strong>in</strong>cipal and the school family had<br />
appreciated the s<strong>in</strong>gular effort of the<br />
DIO <strong>in</strong> <strong>in</strong>stall<strong>in</strong>g the website aga<strong>in</strong>st<br />
all odds. The Pr<strong>in</strong>cipal, Manphe Hosai,<br />
while laud<strong>in</strong>g the effort of the DIO said<br />
that the website was a long-felt need<br />
of the school and hoped that it would<br />
serve the <strong>in</strong>terest of the school <strong>in</strong> no<br />

DSA to conduct Rebi<br />
Ado Memorial Foot Ball<br />
tourney<br />
AALO: The District Sports Association,<br />
Aalo is conduct<strong>in</strong>g Rebi Ado Memorial<br />
Foot Ball Tournament at General<br />
Football Ground Aalo from September<br />
21 next. The tournament is be<strong>in</strong>g<br />
sponsored by Doi Ado, former M<strong>in</strong>ister<br />
<strong>in</strong> memory of his wife Late Rebi<br />
Ado with attractive cash prize of `<br />
1,00,000/-( one lakh) to the w<strong>in</strong>ner,<br />
`50,000/- (fifty thousand) to runners<br />
up along with trophies besides other<br />
<strong>in</strong>dividual prizes. Altogether 17 teams<br />

ITANAGAR, September 18:<br />
State Chief M<strong>in</strong>ister Nabam Tuki has<br />
requested the M<strong>in</strong>istry of Telecom,<br />
Government of India, to <strong>in</strong>crease<br />
the telecommunication reach <strong>in</strong> the<br />
state besides improv<strong>in</strong>g the exist<strong>in</strong>g<br />
<strong>in</strong>stalled services <strong>in</strong> the state capital<br />
and other towns of the state.<br />
“Tele-communication network<br />
has been a problem <strong>in</strong> the state for<br />
quite some time and there are still<br />
areas where this facility has not yet<br />
been <strong>in</strong>stalled. There must be some<br />
mechanism <strong>in</strong> place to address this<br />
issue”, Tuki said while justify<strong>in</strong>g his<br />
stand.<br />

Government of India, Ms Rita Teoatia<br />
who along with her Jo<strong>in</strong>t Secretary<br />
and senior BSNL officers called on the<br />
chief m<strong>in</strong>ister <strong>in</strong> his official bungalow<br />
late Tuesday even<strong>in</strong>g.<br />
The visit<strong>in</strong>g additional secretary<br />
placed few request to the state<br />
<strong>gov</strong>ernment which <strong>in</strong>cluded provid<strong>in</strong>g<br />
of Right of Way for lay<strong>in</strong>g optical fibre<br />
cable alongside the roads and power<br />
connections to BSNL towers.<br />
The chief m<strong>in</strong>ister agreed to<br />
the request and directed the chief<br />
secretary to do the needful. He<br />
categorically asked the chief secretary<br />
to constitute a committee to oversee<br />
the matter <strong>in</strong> the backdrop of concrete<br />
cement roads com<strong>in</strong>g up <strong>in</strong> the state<br />
capital and <strong>in</strong> district headquarters.<br />
“The issue is required to be addressed<br />
<strong>in</strong> a time bound manner so that<br />
the connectivity bottleneck of the<br />
state is solved <strong>in</strong> right earnest” Tuki<br />
asserted.<br />
The BSNL authorities accepted to<br />
repair the roads if damaged dur<strong>in</strong>g the<br />
course of lay<strong>in</strong>g the optical fibre cable.<br />
Tuki concerned over the shortage of<br />
BSNL technicians <strong>in</strong> far flung areas <strong>in</strong><br />
the state result<strong>in</strong>g to poor network and<br />
lack of ma<strong>in</strong>tenance, suggested that<br />
local youths of Arunachal Pradesh<br />
could be recruited <strong>in</strong> the vacancies<br />
and provided tra<strong>in</strong><strong>in</strong>g if required.<br />
Participat<strong>in</strong>g <strong>in</strong> the discussion,<br />
Parliamentary Secretary Padi Richo<br />
impressed upon the BSNL to pay 1<br />
percent labour welfare cess to the<br />
welfare board of Arunachal <strong>gov</strong>ernment<br />
to which the BSNL authorities agreed.<br />
“In order to <strong>in</strong>crease the reach of<br />
telecommunication to each and<br />
every village of the state, the BSNL<br />
is <strong>in</strong>stall<strong>in</strong>g Village Public Telephone<br />
which shall also provide <strong>in</strong>ternet<br />
facility,” <strong>in</strong>formed the Executive<br />
Director, BSNL.<br />
He further disclosed that efforts<br />
are be<strong>in</strong>g made to erect microwave<br />
towers <strong>in</strong> various locations to improve<br />
tele connectivity <strong>in</strong> Arunachal Pradesh<br />
for which the works would start by<br />
December and completed by March<br />
2014.<br />
The chief m<strong>in</strong>ister appreciated<br />
the BSNL’s gesture and hoped that<br />
it would do its best to improve and<br />
<strong>in</strong>crease connectivity <strong>in</strong> the landlocked<br />
state of Arunachal Pradesh.<br />

The 6th Govern<strong>in</strong>g Body meet<strong>in</strong>g of<br />
the District Health Society, Changlang<br />
was held at the Conference Hall of DC<br />
Office here on September 12 last.<br />
Chaired by S Roy, ADC, the<br />
meet<strong>in</strong>g was attended by all the<br />
members of the DHS (Govern<strong>in</strong>g<br />
Body), MO i/c of CHCs & PHCs,<br />
MS, District Hospital, all the District<br />
programme officers of vertical<br />
programmes and Dr. Tana Takum,<br />
SMO (WHO), NPSP, Naharlagun as<br />
special <strong>in</strong>vitee.<br />
Address<strong>in</strong>g the meet<strong>in</strong>g, Roy<br />
praised the efforts of the District<br />
Health Society and all medical officers<br />
and health workers <strong>in</strong> br<strong>in</strong>g<strong>in</strong>g the<br />
health care services nearer to the<br />
door steps of the beneficiaries and<br />
urged all that the efforts and tempo<br />
must be susta<strong>in</strong>ed even after the goal<br />
is achieved.<br />
Review of all the activities<br />
under NRHM was presented by Dr.<br />
Tope Yomcha, DRCHO through an<br />
impressive power po<strong>in</strong>t presentation<br />
and necessary resolutions were<br />
adopted for improvement <strong>in</strong><br />
performance of RI, HMIS-MCTS<br />
data upload<strong>in</strong>g and updation. The<br />
programme officers of vertical<br />
programmes also presented their<br />
performance report.<br />
The members present actively<br />
participated <strong>in</strong> the proceed<strong>in</strong>gs of<br />
the house. Among other members,<br />
Hengo Basar, PD (DRDA), Riba,<br />
AE (PWD), M. Kani, DIPRO, H.Loyi,<br />
DDSE, DDICDS, J Angu, EE (PHED),<br />
B. Tarang, BDO (Khimiyang) took<br />
keen <strong>in</strong>terest and took part actively <strong>in</strong><br />
discussions.<br />
Hengo Basar, PD (DRDA),<br />
highlighted the health <strong>in</strong>surance<br />
scheme, RBSY and appealed all<br />
the participants to percolate the<br />
necessary messages to the rural BPL<br />
beneficiaries.<br />
Mar<strong>in</strong>a Kenglang, ZPC remarked<br />
that for a healthy nation, the rural<br />
villages must be healthy and for the<br />
villages to be healthy, the ASHA, AF,<br />
ANM and other health care delivery<br />
personals must discharge their<br />
duty s<strong>in</strong>cerely. She appreciated the<br />
tireless services be<strong>in</strong>g rendered by<br />
the health workers at different levels<br />
and capacities.<br />
Earlier, welcom<strong>in</strong>g all to the<br />

note of the objectives of the meet<strong>in</strong>g.<br />

Public meet<strong>in</strong>g held to discuss and<br />
resolve problems of DA<br />
DAPORIJO, September 18:<br />
The District Adm<strong>in</strong>istration, Upper<br />
Subansiri organized a public meet<strong>in</strong>g<br />
at the Rijo Ground, Daporijo here on<br />
September 14, which was attended<br />
by MLA Tapen Siga, ZP Chairperson<br />
Sushil Nalo, political leaders Talo<br />
Mugli and Larb<strong>in</strong> Nasi, DC Tahang<br />
Taggu, SP Apang Tamut, PRI<br />
members, HoDs, students and the<br />
public of the place.<br />
The meet<strong>in</strong>g was meant as<br />
an open forum through which the<br />
problems faced by the District<br />
Adm<strong>in</strong>istration could be presented<br />
directly before the public for their<br />
consideration.<br />
Call<strong>in</strong>g the meet<strong>in</strong>g an ‘Open<br />
Durbar’ <strong>in</strong> which all relevant issues<br />
would be brought out and discussed<br />
before the concerned people, DC<br />
Tahang Taggu gave the aims and<br />
objectives of the meet<strong>in</strong>g held to<br />
discuss and resolve the problems<br />
faced <strong>in</strong> the district through the<br />
cooperation and support of all the<br />
public of the district.<br />
The DC presented <strong>in</strong> detail<br />
the problems faced by the District<br />
Adm<strong>in</strong>istration, failure of the education<br />
scenario <strong>in</strong> the district due to BEOs<br />
and teachers not do<strong>in</strong>g their duties<br />
properly, rampant encroachment of<br />
<strong>gov</strong>ernment land and dismantl<strong>in</strong>g of<br />
<strong>gov</strong>ernment quarters, encroachment<br />
of water tank and reservoir area at<br />
Tanium Puttu and the burial ground at<br />
Daporijo, the locals sell<strong>in</strong>g meat and<br />
vegetables along the roads and not<br />
<strong>in</strong> the allocated area, pan gumtis and<br />
small shops cropp<strong>in</strong>g up <strong>in</strong> colonies<br />
and operat<strong>in</strong>g without trad<strong>in</strong>g license,<br />
rear<strong>in</strong>g of cattle and livestock <strong>in</strong> the<br />
town area, dra<strong>in</strong>s of the town be<strong>in</strong>g<br />
blocked by the public illegally, law<br />
and order problems be<strong>in</strong>g created<br />
due to sell<strong>in</strong>g of local rice beer <strong>in</strong> the<br />
colonies and consequent alcoholism<br />
etc.<br />
Taggu added that the district had<br />
no dearth of fund<strong>in</strong>g from the central<br />
and state <strong>gov</strong>ernment but was<br />
considered a backward district as the<br />
development activities were not be<strong>in</strong>g<br />
implemented properly. He requested<br />
the leaders and the public to see and<br />
check that such projects materialized<br />
and benefit the public. He also warned<br />
the <strong>gov</strong>ernment servants <strong>in</strong>dulg<strong>in</strong>g<br />
<strong>in</strong> land encroachment activities to<br />
stop such practice as a rule had<br />
been brought about under which<br />
those do<strong>in</strong>g such deeds would not<br />
be given vigilance clearance which<br />
would hamper <strong>in</strong> their promotions<br />
and pension benefits on retirement.<br />
He said that this was the step taken<br />
by the <strong>gov</strong>ernment to check the<br />
<strong>gov</strong>ernment employees and now the<br />
public too had to stop such activities<br />
to protect the place. The DC also<br />
asked for the cooperation of one<br />
and all <strong>in</strong> ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g law and order<br />
and keep<strong>in</strong>g the town clean and<br />
beautiful.<br />
MLA Tapen Siga <strong>in</strong> his address<br />
gave his full support to the District<br />
Adm<strong>in</strong>istration and spoke strongly<br />
aga<strong>in</strong>st the illegal allotment of land<br />
<strong>in</strong> Daporijo. He also advised the<br />
students to concentrate on their<br />
studies which would take them a long<br />
way <strong>in</strong> life and stressed on improv<strong>in</strong>g<br />
the law and order situation of the area<br />
through <strong>in</strong>tensive night patroll<strong>in</strong>g.<br />
SP Apang Tamut said that the<br />
crime rate <strong>in</strong> the district was not as<br />
bad as perceived by others but was<br />
similar to that of other districts. He<br />
said that as per an analysis of data of<br />
the last 5 years, an average of 14-15<br />
cases per month of regular IPC and<br />
other m<strong>in</strong>or acts were registered.<br />
These cases were not those of<br />
personal ga<strong>in</strong>s but the majority of<br />
cases were committed under the<br />
<strong>in</strong>fluence of alcohol and many by<br />
juveniles, he added. The SP added<br />
that there was an <strong>in</strong>creas<strong>in</strong>g trend<br />
of youngsters <strong>in</strong>hal<strong>in</strong>g substances<br />
like white correction fluid, nail polish<br />
remover etc which was not considered<br />
as narcotics/ controlled substance<br />
and so youngsters us<strong>in</strong>g them could<br />

District WIFS committee<br />

AALO, September 18:<br />
The 1st district level Weekly Iron<br />
Folic Acid Supplementation (WIFS)<br />
committee meet<strong>in</strong>g, organized by<br />
the District Health Society, Aalo<br />
was held under the chairmanship of<br />
M.K.Sahoo, Deputy Commissioner,<br />
West Siang at DC’s Conference Hall<br />
here on Monday.<br />
Chair<strong>in</strong>g the meet, the DC asked<br />
the department to <strong>in</strong>volve ASHAs <strong>in</strong><br />
the villages to <strong>in</strong>tensify the programme<br />
for successful implementation. He<br />
<strong>in</strong>sisted on launch<strong>in</strong>g more such IEC<br />
activities on WIFS <strong>in</strong> the rural areas.<br />
District Adm<strong>in</strong>istration will <strong>in</strong>form<br />
all the adm<strong>in</strong>istrative officers of the<br />
district regard<strong>in</strong>g the WIFS as well as<br />
School Health Programme and the<br />

celebrates Universal<br />
brotherhood day<br />
TEZU, September 19:<br />
As a follow-up of the International<br />
Literacy Week celebrations, the Higher<br />
Secondary School, Tezu organized<br />
a workshop on ‘An <strong>in</strong>troduction to<br />
creative writ<strong>in</strong>g’ for its senior students,<br />
jo<strong>in</strong>tly with the Bamboosa Library<br />
Tezu.<br />
About 30 students <strong>in</strong>clud<strong>in</strong>g library<br />
reader-activists participated <strong>in</strong> the two<br />
days programme on September 9 -10<br />
last.<br />
The sessions <strong>in</strong>cluded select<br />
read<strong>in</strong>gs from famous books and<br />
to appeal all the people to follow the<br />
worthy examples shown by Swamiji,<br />
say<strong>in</strong>g that VKVs had contributed<br />
tremendously for the development of<br />
Arunachal Pradesh today as well as<br />
for the future of Arunachal because<br />
most of the local officers of the state<br />
are VKV products. He said that almost<br />
90% officers are VKV products. He<br />
further appealed to all the parents to<br />

television and chatt<strong>in</strong>g face book<br />
etc dur<strong>in</strong>g vacation at their homes<br />
because it hampered their studies.<br />

Niausa lit the ceremonial lamps at the<br />
portrait of Swami Vivekananda <strong>in</strong> the<br />
prayer hall at VKV, Niausa as a part of<br />
the 150th Birth Anniversary of Swami<br />
Vivekananda. Cultural programmes<br />
by the students, both boys and girls<br />
marked the day-long programme.<br />

workshop at Tezu<br />

of library activists followed by<br />
discussions, sample writ<strong>in</strong>gs followed<br />
by peer-feedback from the participants,<br />

The sessions were conducted by<br />

Pradesh-a secular tradition<br />
Vishwakarma is the presid<strong>in</strong>g deity of all craftsmen and architects.<br />
Son of Brahma, he is the div<strong>in</strong>e draftsman of the whole universe,<br />
and the official builder of all the gods’ palaces. Vishwakarma is<br />
also the designer of all the fly<strong>in</strong>g chariots of the gods, and all their<br />

products. This ritual usually takes place with<strong>in</strong> the factory premises<br />
or shop floor, and the otherwise mundane workshops come alive<br />
with fiesta. Vishwakarma Puja is also associated with the buoyant<br />
custom of fly<strong>in</strong>g kites. This occasion <strong>in</strong> a way also marks the start of<br />
the festive season that culm<strong>in</strong>ates <strong>in</strong> Diwali.<br />
However, this popular H<strong>in</strong>du festival is celebrated <strong>in</strong> Arunachal<br />
Pradesh <strong>in</strong> a most secular way <strong>in</strong> the sense that the festival is<br />
organized <strong>in</strong> all offices with participation of all employees irrespective<br />
of creed or caste. Though Vishwakarma is not an official holiday <strong>in</strong><br />
the state, the day becomes a virtual holiday as puja is arranged<br />
with sett<strong>in</strong>g up of all the puja paraphernalia <strong>in</strong>clud<strong>in</strong>g <strong>in</strong>stallation of<br />
the image of the Lord Vishwakarma <strong>in</strong> a pandal and performance of<br />
rituals and distribution of prasads to all employees and visitors. In<br />
some organsiations feasts and even gala cultural events are also<br />
held to mark the occasion.<br />
Looked at a secular angle, the day becomes an occasion for<br />
people of various communities and class to m<strong>in</strong>gle and <strong>in</strong>tegrate<br />
with one another. Such events help people to tone down their<br />
sense of difference and facilitate social bond<strong>in</strong>g which is the need<br />
of the hour. In many offices the event facilitates various categories<br />
of employees to learn the lesson of collective work for a common<br />
cause by shoulder<strong>in</strong>g different assigned responsibilities.<br />

If you had heard her voice ever, you<br />
would have certa<strong>in</strong>ly not forgotten her<br />
unmistakably guttural, rasp<strong>in</strong>g tone<br />
that grates severely on your nerves,<br />
provok<strong>in</strong>g your temper <strong>in</strong>advertently<br />
and prompt<strong>in</strong>g you to flee away from<br />
her as far as possible. ‘Meat hai kya?’,<br />
she said loudly, probably direct<strong>in</strong>g<br />
at the manager of the ramshackle<br />
restaurant cum hotel that the owner<br />
proudly displayed <strong>in</strong> a billboard as<br />
‘Arun Hotel’ <strong>in</strong> a busy Naharlagan<br />
market area. The manager said<br />
someth<strong>in</strong>g but his voice was drowned<br />
<strong>in</strong> the d<strong>in</strong> of the clatter<strong>in</strong>g of plates and<br />
constant noise of the other customers<br />
many of whom were wait<strong>in</strong>g outbound<br />
bus passengers.<br />
From her tone and voice I assumed<br />
that she was a girl <strong>in</strong> her mid twenties.<br />
‘Siken? Siken hai tu thik hai? Jaldi<br />
dalo!’ There was a tone of command<br />
<strong>in</strong> the words. Aga<strong>in</strong> the manager’s<br />
voice was <strong>in</strong>audible, drowned yet<br />
aga<strong>in</strong> <strong>in</strong> the ris<strong>in</strong>g d<strong>in</strong>.<br />
Amidst the ris<strong>in</strong>g d<strong>in</strong> her voice was<br />
<strong>in</strong>audible for some time. I assumed<br />
that a plate of hot rice, <strong>in</strong>cluded with<br />
curry, dal and her ma<strong>in</strong> menu, a plate<br />
of chicken, must have been served<br />
at her table soon after her order. Of<br />
course, not to miss—a plate of salad,<br />
a chilled water bottle and salt and<br />
green chilly.<br />
I was feel<strong>in</strong>g drowsy, hav<strong>in</strong>g been<br />
just awakened by her grat<strong>in</strong>g voice<br />
from my afternoon siesta <strong>in</strong> a t<strong>in</strong>y, five<br />
by eight foot d<strong>in</strong>gy hotel room dug<br />
under the earth for lack of space. The<br />
restaurant was placed just above the<br />
wooden ceil<strong>in</strong>g of my room, and be<strong>in</strong>g<br />

Technique of manufacture: In KVI,<br />
the technique of manufacture is poor<br />
and primitive. The KVI workers have<br />
no idea of the recent development<br />
and improvement <strong>in</strong> the art of the<br />
technique of production and they use<br />
old methods and implements, with the<br />
result that the technical efficiency is<br />
<strong>in</strong>creas<strong>in</strong>g the cost or production and<br />
is render<strong>in</strong>g them unfit to compete with<br />
the large <strong>in</strong>dustries’ products. While<br />
it is essential that KVI should receive<br />
the maximum support <strong>in</strong> terms of State<br />
policy and specific assistance from the<br />
<strong>gov</strong>ernment, these measures cannot<br />
have more than short-term values<br />
unless the technique of production<br />
of KVI improves rapidly. The utmost<br />
importance must be attached to<br />
arrangements for Research and<br />
Tra<strong>in</strong><strong>in</strong>g <strong>in</strong> KVI.<br />
Standardisation and market<strong>in</strong>g<br />
of KVI products: The most important<br />
problem which the KVI workers are<br />
fac<strong>in</strong>g is with regards to the difficulty<br />
of market<strong>in</strong>g their products. From<br />
handloom weavers to the ord<strong>in</strong>ary<br />
potters, all have to face this difficulty.<br />
Some of them are that lack of f<strong>in</strong>ish<br />
and uniform quality on the part of KVI<br />
products, higher cost of production, as<br />
compared to mach<strong>in</strong>e made goods,<br />
lack of suitable market organisations<br />
and lack of ability to wait for better<br />

(A short story)<br />
located <strong>in</strong> a busy area, it swarmed with<br />
customers until late <strong>in</strong>to the even<strong>in</strong>g<br />
when most of the outbound buses<br />
departed. I would have cont<strong>in</strong>ued to<br />
enjoy my nap had it not been for her.<br />
I sat up on my bed, then mulled over<br />
tak<strong>in</strong>g a shower <strong>in</strong> the hot afternoon<br />
but soon decided to drop the idea. The<br />
st<strong>in</strong>ky common bathroom was quite at<br />
a distance away, across a cemented<br />
yard where cooks cut vegetables and<br />
washed dirty plates and other utensils<br />
openly. S<strong>in</strong>ce return<strong>in</strong>g to office had<br />
been shelved when I returned to the<br />
hotel for my lunch, I had noth<strong>in</strong>g more<br />
to do. So I picked up a new half-read<br />
novel and began to resume a chapter<br />
when the gr<strong>in</strong>d<strong>in</strong>g voice from above<br />
was heard aga<strong>in</strong>.<br />
‘Meat me etna jal! Kya meat<br />
bonaya?’, the girl compla<strong>in</strong>ed about<br />
excess chilly <strong>in</strong> the chicken. Probably,<br />
she directed her ire at the manager.<br />
The manager, whom I knew<br />
causally, spoke someth<strong>in</strong>g but I could<br />
not make it out. I tried to put my<br />
m<strong>in</strong>d <strong>in</strong>to the story <strong>in</strong> the <strong>in</strong>complete<br />
chapter but could not do so with<br />
concentration.<br />
M<strong>in</strong>utes ticked by precisely<br />
dur<strong>in</strong>g which I read a paragraph that<br />
described the game of courtship by a<br />
young student and her tutor.<br />
‘Bill kitna hua?’ My brief moment of<br />
absorption was disrupted suddenly.<br />
Aga<strong>in</strong> the manager’s words were<br />
<strong>in</strong>audible.<br />
‘ Woh, char number room wala<br />
sahib bill dega, hah!’, she said, rais<strong>in</strong>g<br />
her shrill voice even more shriller.<br />

that the KVI workers move with the<br />
time and produces those goods which<br />
can be readily sold at remunerative<br />
prices. The problem of market<strong>in</strong>g will<br />
not be successful solved unless he<br />
artisans themselves act collectively<br />
and to form an efficient market<strong>in</strong>g<br />
system which is essential.<br />
Solutions<br />
I n o r d e r t o h a v e b e t t e r<br />
implementation and monitor<strong>in</strong>g of<br />
KVI programme <strong>in</strong> the States, KVIC<br />
Know Your State<br />
Mehao Lake is a natural lake located amidst lush green<br />
forest <strong>in</strong> the heart of Mehao Wildlife Sanctuary <strong>in</strong> Lower Dibang<br />
Valley district of Arunachal Pradesh. The water surface area is<br />
approximately 100.00 hectare with a periphery of about 4800<br />
meter. Little below is another small lake called M<strong>in</strong>i Mehao lake<br />
which is 2.50 hectare <strong>in</strong> area. The Lakes are situated just 14<br />
kms away from Ro<strong>in</strong>g, the district headquarter of Lower Dibang<br />
Valley district.<br />
Mehao Lake is an upland lake situated at an altitude of 1640<br />
mtr above Mean Sea Level. It resembles a bowl on the hill top<br />
on Google Earth. It is an oligotrophic (low nutrient) lake and the<br />
water of the lake is crystal clear.<br />
The area is very rich <strong>in</strong> flora and fauna as the Mehao Wild<br />
Life Sanctuary is covered with dense forest. Wild mammals<br />
like Leopard, Clouded Leopard, Leopard Cat, Jungle Cat,<br />
Fish<strong>in</strong>g Cat, Common Mongoose, Wild Dog, Indian Porcup<strong>in</strong>e,<br />
Himalayan Black Beer, Bark<strong>in</strong>g Deer etc and birds like Great<br />
Hornbill, Goosander, Large cormorant, Mallard etc are found <strong>in</strong><br />
the sanctuary. Migratory ducks has also been observed dur<strong>in</strong>g<br />
w<strong>in</strong>ter <strong>in</strong> the Lake.<br />
There is no road connectivity to the Lake as any k<strong>in</strong>d of<br />
developmental activities that leads to deforestation is prohibited<br />
<strong>in</strong> the area without prior clearance/approval from the Wildlife<br />
Department. There are two ways to reach to the Lake, one is<br />
through the bank of Eze/Deopani River cover<strong>in</strong>g 14 km from Ro<strong>in</strong>g<br />
and has to climb a steeper slope to reach to it, while another is via<br />
room next to me would foot her bill<br />
appeared to be no less <strong>in</strong>trigu<strong>in</strong>g<br />
because I was not aware of anyone<br />
occupy<strong>in</strong>g that room, at least not <strong>in</strong><br />
the last few days.<br />
I presumed that she would leave<br />
after her lunch. But she was still<br />
sitt<strong>in</strong>g up there, just over my head,<br />
separated by the only wooden ceil<strong>in</strong>g<br />
that also served as the floor of the<br />
restaurant. This time she was busy<br />
on her mobile.<br />
‘Takar, when are you return<strong>in</strong>g to<br />
the hotel?’She said <strong>in</strong> a loud, carefree<br />
tone, unm<strong>in</strong>dful of the presence of<br />
other customers <strong>in</strong> the restaurant. I<br />
thought her H<strong>in</strong>di, though accented<br />
and devoid of any grammar were a<br />
few notches above many Arunachalis<br />
<strong>in</strong>clud<strong>in</strong>g m<strong>in</strong>e.<br />
‘Still <strong>in</strong> office? When are you go<strong>in</strong>g<br />
to the bank?’<br />
‘Return straight to the hotel from<br />
the bank, ok! Don’t try to play any<br />
tricks with me, I am warn<strong>in</strong>g you!’<br />
A few m<strong>in</strong>utes went by before her<br />
jangl<strong>in</strong>g voice reached my ears yet<br />
aga<strong>in</strong>.<br />
‘I am go<strong>in</strong>g to rest <strong>in</strong> your room<br />
now, Takar. Gett<strong>in</strong>g awfully bored.’<br />
I could dist<strong>in</strong>ctly hear her staccato<br />
footsteps climb<strong>in</strong>g down the wooden<br />
ladder just a few metres away from<br />
my room. Room number four was<br />
adjacent to my room, marked ‘3’ with<br />
white pa<strong>in</strong>t on the door where for the<br />
last two weeks I was holed up like a<br />
thief, desperately avoid<strong>in</strong>g to reveal<br />
it even to my friends for, it was such<br />
a grimy, st<strong>in</strong>ky and a dirt cheap room<br />
that no self-respect<strong>in</strong>g customer<br />
has to <strong>in</strong>itiative more to put foothold<br />
of its presence and establish its<br />
field officials <strong>in</strong> the entire region of<br />
the state. KVI may occupy a unique<br />
position <strong>in</strong> the rural economy of this<br />
region and collaborative approach<br />
may have been <strong>in</strong>itiated. Under Rural<br />
Employment Generation Programme<br />
(REGP), concession facilities are<br />
extended more to the weaker section.<br />
Accord<strong>in</strong>gly, 30 percent Marg<strong>in</strong> Money<br />
is provided to the entrepreneurs of<br />
north east region, whereas marg<strong>in</strong><br />
money for other than north east is 25<br />
per cent. In spite of many concession<br />

would ever put his foot <strong>in</strong>to it. Cost<strong>in</strong>g<br />
just forty rupees a night, however, it<br />
suited my situation as I was yet to f<strong>in</strong>d<br />
any rent house <strong>in</strong> the capital s<strong>in</strong>ce I<br />
jo<strong>in</strong>ed my duty <strong>in</strong> the headquarters a<br />
fortnight ago. A brief sense of edg<strong>in</strong>ess<br />
overcame me. Suppose she bumped<br />
<strong>in</strong>to my wobbly, grimy room, walled<br />
with simply th<strong>in</strong> plywood sheets,<br />
mistak<strong>in</strong>g it for her room! Fortunately<br />
she dashed past the narrow corridor<br />
of my room and flung open the door<br />
of the other room. The bed made a<br />
creak<strong>in</strong>g sound, and I presumed that<br />
she lay down on it to take a rest.<br />
I thought she had many<br />
acqua<strong>in</strong>tances and loved talk<strong>in</strong>g<br />
to them. Soon after ly<strong>in</strong>g on her<br />
bed, she called up someone from<br />
Guwahati , called Sanjay. They began<br />
to exchange pleasantries. Then she<br />
chided him for not call<strong>in</strong>g up her s<strong>in</strong>ce<br />
long. She <strong>in</strong>quired about his health<br />
and his next plan of visit<strong>in</strong>g Itanagar.<br />
Obviously they were familiar with each<br />
other closely for, they also recollected<br />
their various mutual occasions. The<br />
plywood wall with a few holes capped<br />
with paper and with a yawn<strong>in</strong>g gap<br />
at the top edge enabled every word<br />
of their chatt<strong>in</strong>g to waft across to my<br />
room clearly.<br />
I could not make out if she had any<br />
idea of my presence <strong>in</strong> my room. She<br />
babbled on, laughed away merrily for<br />
long until she gave out a twist to the<br />
direction of their conversation.<br />
‘I am gett<strong>in</strong>g married soon!’, she<br />
said.<br />
There was a brief pause at the<br />
other side.<br />

produce electricity <strong>in</strong> comparison to<br />

State is of turbulent perennial rivers<br />
and major streams, which possess<br />
enormous hydro-electric generation<br />
potential. The National Hydro Power<br />
Corporation (NHPC) has undertaken<br />
survey and <strong>in</strong>vestigation works of<br />
Siang and Subansiri bas<strong>in</strong> mega<br />
hydro power project with an estimated<br />
<strong>in</strong>stalled capacity of 20700 M.W.<br />
Inspite of hav<strong>in</strong>g high potentiality<br />
of hydro power, to fulfill the present<br />
requirement of the power the State has<br />
to import of State’s share from central<br />
sector and to purchase from Assam<br />
State Electricity Board (ASEB). But,<br />
<strong>in</strong> near future Arunachal Pradesh is<br />
expected to be made a Power Surplus<br />
State so much that after fulfill<strong>in</strong>g the<br />
home demand it would earn much<br />
revenue by export<strong>in</strong>g power to rest<br />

Chairperson (APSCW) asked the<br />

girl child to deliver justice. Express<strong>in</strong>g<br />
her satisfaction over the less crime<br />
report on women <strong>in</strong> Changlang district<br />

women on various provisions of law<br />
to fight aga<strong>in</strong>st rape, murder, <strong>in</strong>juries<br />

their own foot firmly and participate<br />
<strong>in</strong> all socio-economic activities and<br />
political arena equally with their male<br />
counterparts.<br />
She <strong>in</strong>formed that no any personal<br />
law either of H<strong>in</strong>du, Muslim, Christian<br />
or any other religion can affect<br />
domestic violence and appealed to<br />
the NGOs of state to work for the<br />
welfare and upliftment of women<br />
<strong>in</strong>stead of runn<strong>in</strong>g after benefits. The<br />
APSCW Chairperson advised not to<br />
tolerate <strong>in</strong>justice, if found immediately<br />
lodge FIR and approach to the service<br />
provider express<strong>in</strong>g the nature of<br />
abuse or they can come directly to<br />
the Commission or go to CDPO, the<br />
Protection Officer as he or she is the<br />
ambassador between the victims and<br />
magistrate. She further disclosed that<br />
efforts are on to set up well equipped<br />
Forensic Laboratory and District<br />
Grievances Cells <strong>in</strong> all districts <strong>in</strong><br />
order to facilitate easy access of legal<br />
aid to victim women and girl child.<br />

of awareness programme is a<br />
privilege for the women to know the<br />
rights and facilities extended to them.<br />

issues has been received from the<br />

nodal officer (Protection Officer)<br />
to help the needy and aggrieved<br />
promptly. The DC advised the women<br />
to fight common social problems <strong>in</strong><br />
groups as it is an effective tool to fight<br />
aga<strong>in</strong>st drug abuse and alcoholism<br />
etc and further cautioned aga<strong>in</strong>st<br />
misuse of mobile phone, mak<strong>in</strong>g<br />
of MMS as these are amount<strong>in</strong>g to<br />
crime and disgraceful, besides mental<br />
harassment, need of awareness on<br />
those issues to take precaution and<br />
prevention. The DC also appreciated<br />
the APSCW for organiz<strong>in</strong>g the<br />

excess quantities of IMFL and Beer<br />
case were found, which were more<br />
than the quantities ma<strong>in</strong>ta<strong>in</strong>ed <strong>in</strong> the<br />
stock register. It was also found that<br />
the stock registers were not properly<br />
ma<strong>in</strong>ta<strong>in</strong>ed and the daily sales<br />
registers were not up to date.<br />
The DC cautioned the wholesalers<br />
to ma<strong>in</strong>ta<strong>in</strong> the stock register properly,<br />
neat & clean and update the sale<br />
was to promote girl’s education and<br />
also to make teach<strong>in</strong>g and learn<strong>in</strong>g<br />
effective and joyful. Forty-six girl<br />
students and six escorts and staff<br />
from DDSE office attended the<br />

Potato produces more food and<br />
edible prote<strong>in</strong> per unit area and time<br />
as compared to any other food crop.<br />
One hectare of potato can yield food<br />
value of 2-4 hectares of gra<strong>in</strong>. It can<br />
be grown from sea level to 4700<br />
meters above sea level. Com<strong>in</strong>g to<br />
nutritional value, potato yields twice<br />
the prote<strong>in</strong> per hectare as compared to<br />
wheat. Upto 85% of the plant is edible<br />
human food, compared to around 50%<br />
cereals. It is highly nutritious, easily<br />
digestible, wholesome food conta<strong>in</strong><strong>in</strong>g<br />
carbohydrates (20.13g/100g),<br />
prote<strong>in</strong>s (1.87g/100g), m<strong>in</strong>erals such<br />
as potassium, phosphorous and<br />

home scenario, North Eastern Region<br />
constitutes 10% of the country’s total<br />
potato area. However, the crop <strong>in</strong> the<br />
region covers a total of 2.83% of net<br />

Inspite of its importance <strong>in</strong> the diets<br />
of the people, potato productivity <strong>in</strong><br />
the region is very low (4-8 tonnes/ha),<br />
except <strong>in</strong> Tripura (18.5 tonnes/ha) as<br />
compared to national average of 18.2<br />
tonnes/ha. Arunachal Pradesh comes<br />
as a mediocre performer with only<br />
7.1 tonnes/ha <strong>in</strong> spite of contribut<strong>in</strong>g<br />
largest share <strong>in</strong> area (16%) occupied<br />
under potato among NER states.<br />
Major limit<strong>in</strong>g factors identified are<br />
ra<strong>in</strong>fed conditions, heavy <strong>in</strong>cidence of<br />
pests and diseases particularly late<br />
blight and bacterial wilt, <strong>in</strong>adequate<br />

uniform distribution under SSA<br />

<strong>in</strong>tegrated with recommended method<br />

Meghalaya with the acclaimed<br />
reputation of hav<strong>in</strong>g standardized<br />

its establishment <strong>in</strong> 1959, has been<br />
work<strong>in</strong>g with valuable mandates<br />
like breed<strong>in</strong>g for resistant varieties,<br />
standardization of agronomic and<br />
manorial practices, Integrated Pest<br />
Management, evaluat<strong>in</strong>g impacts<br />
of new technologies and seed<br />
production. It is also <strong>in</strong>volved <strong>in</strong><br />
extension activities like impart<strong>in</strong>g<br />
tra<strong>in</strong><strong>in</strong>g for skill up-gradation of<br />
the farmers, extension officers and<br />
also women empowerment <strong>in</strong> NE<br />

Massive haul of illegal timber seized<br />

Tamuk seized three Shaktiman<br />
trucks while transport<strong>in</strong>g illegal logs<br />
to nearby saw-mills at Mebo on<br />
Thursday, September 12 even<strong>in</strong>g.<br />

illegal consignment to Assam without<br />

CIRCULAR<br />
The Department of Telecom, Gol has observed that there is no standard or uniformity <strong>in</strong> the certificate of<br />
identity and certificate of address proof issued by the village panchayat head to the citizens while apply<strong>in</strong>g for mobile<br />
connection. This has lead to impossibilities <strong>in</strong> authenticat<strong>in</strong>g the genu<strong>in</strong>ess of the certificates by the mobile service<br />
providers. Therefore DoT, Gol has made mandatory provisions to safeguard mobile services <strong>in</strong> J&K, Assam and<br />
North East region. The follow<strong>in</strong>g <strong>in</strong>structions are to be followed <strong>in</strong> respect of certificate of photo identity and address<br />
proof issued by village Panchayat Head for issuance of mobile connections:<br />
i) The certificate issued by the village Panchayat Head should be <strong>in</strong> their letter head only.<br />
ii) Certificate should also conta<strong>in</strong> stamp of issu<strong>in</strong>g authority.<br />
iii) The certificate should mandatorily have full Name, Address, and Telephone Number of the issu<strong>in</strong>g authority.<br />
Telephone connections may not be issued if the certificates do not comply with above requirements. Therefore,<br />
it is requested that the concerned village Panchayats to issue the certificate as above for gett<strong>in</strong>g the mobile<br />
connections from Telecom Service Providers.<br />

The state <strong>gov</strong>ernment has formulated Information and Publicity Policy with an objective of secur<strong>in</strong>g widest<br />
possible publicity coverage and check avoidable expenditure on scattered release of advertisements by <strong>gov</strong>ernment<br />

As per the State Information and Publicity Policy, 1999 (SI&PP), all classified and display advertisements<br />
will be issued by Directorate of Information and Public Relations. All <strong>gov</strong>ernment departments, public undertak<strong>in</strong>gs<br />
and agencies funded by state <strong>gov</strong>ernment will send both their classified and display advertisements to the director<br />
of Information and Public Relations and <strong>in</strong> no case <strong>gov</strong>ernment departments and public undertak<strong>in</strong>gs etc. will issue<br />
advertisements directly to news papers and periodicals.<br />

Karbi said that education and health<br />
are the two important sectors that<br />
transform the society. He appealed<br />
all teachers, doctors and officials of<br />
the two concerned departments to be<br />
s<strong>in</strong>cere and committed <strong>in</strong> their every<br />
endeavor towards education and<br />
health delivery system. Adm<strong>in</strong>istration<br />

Test on basic computer for<br />
m<strong>in</strong>isterial staff held<br />
KHONSA, September 18:<br />
A two-week basic computer tra<strong>in</strong><strong>in</strong>g for<br />
the m<strong>in</strong>isterial staff of all <strong>gov</strong>ernment<br />
departments <strong>in</strong> Khonsa was held at<br />
Khonsa, NIC. Computer test as a part<br />
of the tra<strong>in</strong><strong>in</strong>g which began on August<br />
19 last was conducted on September<br />
16 to assess the performance of the<br />
tra<strong>in</strong>ees.<br />
There were both practical<br />
and theoretical test which was<br />
directly supervised by the Deputy<br />
Commissioner Kamlesh Kumar Joshi.<br />
The DC said that the performance of<br />
the employees after evaluat<strong>in</strong>g the<br />
test result will be reflected <strong>in</strong> the ACR<br />
of the employees. He said that it<br />
has been made mandatory for all the<br />
<strong>gov</strong>ernment departments to use only<br />
computer for which such tra<strong>in</strong><strong>in</strong>g was<br />
of paramount importance.<br />

Border Trade: The North Eastern<br />
Region is isolated, landlocked which<br />
shares only 2% of its border with<br />
the country and rest with Bhutan,<br />
Bangladesh, Myanmar and the<br />
Tibetan region (Ch<strong>in</strong>a) and Ch<strong>in</strong>a.<br />
Most of this <strong>in</strong>ternational border<br />
has been artificially created. The<br />
result has been the elim<strong>in</strong>ation of<br />
the region’s trade, commerce and<br />
other l<strong>in</strong>kages, which existed <strong>in</strong> the<br />
pre-<strong>in</strong>dependence days. These North<br />
Eastern States are very close to the<br />
dynamic South-East and East Asian<br />
economics. It is imperative to develop<br />
a coherent policy l<strong>in</strong>k<strong>in</strong>g this area.<br />
The observation is <strong>in</strong> factual<br />
fitness to the State or the region<br />
as revealed from the <strong>in</strong>vestigation.<br />
As the three sides of the state is<br />
bounded by Bhutan to the West with<br />

Performance of Banks & F<strong>in</strong>ancial<br />
Institutions: 86% seemed that the<br />
banks & F<strong>in</strong>ancial Institutions should<br />

<strong>in</strong>clude detection of sick <strong>in</strong>dustrial<br />
units and draw up a nurs<strong>in</strong>g plan for<br />
their rehabilitation. The Department of<br />
Industries should outl<strong>in</strong>e the plan.<br />
Tourism/Eco-tourism: 60% thought<br />
that tourism /Eco-tourism might<br />
be encouraged which would have<br />
ripple effect on the Village and Small<br />
Industries sector and the ancillary<br />
activities. Near<strong>in</strong>g to the Eco-tourist<br />
spot, Gram-odyog Darshan (display<br />
of Village Industries proto-type) Park<br />
might be established to showcase<br />
the State’s treasure trove. Tourism<br />
and KVI are positively correlated. But<br />
40% were not <strong>in</strong> favour of it as they<br />
thought that with the development of<br />
it, their culture and traditional belief<br />
would be hampered.<br />
Raw material, Technical knowhow,<br />
Mach<strong>in</strong>es/ tools and Skill<br />
Development: 81% op<strong>in</strong>ed that the<br />
State should strive hard to be selfsufficient<br />
<strong>in</strong> raw material, technical<br />
know-how, mach<strong>in</strong>es/tools and a<br />
well knitted market<strong>in</strong>g network. The<br />
department of Industries and its<br />
associate organizations should have<br />
more technical manpower groomed<br />
with managerial competencies, which<br />
has been badly lagg<strong>in</strong>g at present.<br />

Consultancy Cells have so far been<br />
established by the KVIC <strong>in</strong> the State,<br />
one at Bomdila <strong>in</strong> the office of Assistant<br />
Director of Textiles & Handicrafts, One<br />
at State Office, KVIC, Itanagar and<br />
another at Multi Discipl<strong>in</strong>ary Tra<strong>in</strong><strong>in</strong>g<br />
Centre, Doimukh with<strong>in</strong> a span of last<br />
four years. Such type of centre should<br />
be established <strong>in</strong> every district. Time<br />

methods, neglect of skill up-gradation,<br />
low stipend offered to tra<strong>in</strong>ees etc.<br />

suboptimal performance of the craft<br />
centres (Majumdar, 2000). Field study<br />
revealed that the tra<strong>in</strong>ed person was<br />
not gett<strong>in</strong>g timely f<strong>in</strong>ancial and other<br />

KVI Schemes & Programmes: Cent<br />

regular basis. It should be left to<br />
APKVIB, the local KVIC office, which<br />
is operat<strong>in</strong>g with scanty and nontechnical<br />
staff, may perform ma<strong>in</strong>ly<br />
the supervisory and liaison<strong>in</strong>g role<br />
with the Government of India, the<br />
head office of KVIC etc. as had been<br />
a practice <strong>in</strong> past. The present system<br />
has been overlapp<strong>in</strong>g the importance<br />
and role of the APKVIB.<br />
As many of the KVI units<br />
entrepreneurs produce on occasional<br />
demand basis because of absence<br />
of regular market for their product.<br />
Accord<strong>in</strong>g to the Says Law, “Supply<br />
creates its own demand”. Practically,<br />
the language of Economics fails<br />
here with the pass<strong>in</strong>g of time. For<br />
creation of demand, there is a time lag<br />
between demand and supply, aga<strong>in</strong> if<br />
there is absence of buyers, who would<br />
said laugh<strong>in</strong>g.<br />
A thump<strong>in</strong>g sound followed by<br />

Arunachal Pradesh is such a state<br />
where more than 80% of local demand<br />
depends on the commodities com<strong>in</strong>g<br />
from outside of the state. Among these<br />
commodities, many commodities can<br />
be produced locally and thereby fulfill<br />
the local demand. The price of local<br />
commodities may be slightly high<br />
but qualitatively not less than that of<br />
outside commodities. To strengthen<br />
and also to encourage the local KVI<br />
units, the <strong>gov</strong>ernment can give more<br />
subsidies <strong>in</strong> purchas<strong>in</strong>g raw materials<br />
and <strong>in</strong>spire to the officials to use local<br />
product such as decorative as well as<br />
usable items<br />
on the wall, table, chair, door<br />

entrepreneurs supported this idea.<br />
Aga<strong>in</strong> cent per cent entrepreneurs<br />
supported that Local Uniform to<br />
be used by the students as well as<br />
teachers <strong>in</strong> all Educational Institutions<br />
by issu<strong>in</strong>g order from the <strong>gov</strong>ernment<br />
was the ma<strong>in</strong> encouragement to the<br />
KVI.<br />
Conclusion: The field based<br />
suggestion is very much vital to<br />
strengthen the KVI units <strong>in</strong> the state as<br />
because the suggestions came from<br />
the core of heart of the entrepreneurs<br />
what they felt practically. The<br />
authority can th<strong>in</strong>k about these<br />
issues. Without rural <strong>in</strong>dustries, it<br />
would be considerably more difficult<br />
to solve the problem of agricultural<br />
unemployment. Rural <strong>in</strong>dustrialization<br />
promotes rural <strong>in</strong>dustry. The problem<br />
of mass unemployment and under<br />
employment and poverty is likely to<br />
persist unless some supplementary<br />
avenues of generation of employment<br />
for the masses are devised for the<br />
rural areas. Employment due to<br />
<strong>in</strong>dustrialization is the surest way to<br />
enable the vast numbers liv<strong>in</strong>g below<br />
the poverty level to rise above it. Rural<br />
<strong>in</strong>dustries are capable of offer<strong>in</strong>g<br />
employment opportunities at the place<br />
of residence to a large section of<br />
population. Rural <strong>in</strong>dustries have the<br />
capacity to correct regional imbalances<br />
by <strong>in</strong>itiat<strong>in</strong>g <strong>in</strong>dustrial activities on<br />
dispersed basis <strong>in</strong> the most neglected,<br />
backward <strong>in</strong>accessible areas where<br />
perhaps large scale sector is unable<br />
to penetrate <strong>in</strong> the hilly terra<strong>in</strong> region<br />
like Arunachal Pradesh. Thus, rural<br />
<strong>in</strong>dustrialization is a key to rural<br />
development and rural prosperity. It<br />

The auspicious Birthday of<br />
Lord Ganesha is celebrated as the<br />
occasion of Ganesh Chaturthi. It is<br />
believed that Lord Ganesha, son<br />
of Shiva and Parvati bestows His<br />
bless<strong>in</strong>gs on his devotees on this<br />
day. Lord Ganesha is worshipped,<br />
as the God of wisdom and Ganesha<br />
Chaturthi is a festival celebrated<br />
<strong>in</strong> the honor of Lord Ganesha. To<br />
enjoy the celebrations of this festival<br />
one must visit Mumbai where the<br />
Ganesha Chaturthi celebrations<br />
start a month before the actual day.<br />
The celebrations of this festival can<br />
be seen <strong>in</strong> advance but the most<br />
important are the last days of this<br />
occasion when the idols of Lord<br />
Ganesha is immersed <strong>in</strong> the sea.<br />
This entire occasion is made livelier<br />
by the devotional songs, dances<br />
and drumbeats that are a part of the<br />
procession followed by the devotees<br />
of Lord Ganesha.<br />
The festival of Ganesha<br />
Chaturthi 2013 falls on 9th of<br />
September. Ganesh Chaturthi Date<br />
is different every year. The occasion<br />
of Ganesha Chaturthi is celebrated<br />
as the birthday of Lord Ganesha.<br />
The celebrations of this festival can<br />
be enjoyed all over India ma<strong>in</strong>ly <strong>in</strong><br />
Tamil Nadu, Maharashtra, Andhra<br />
Pradesh and Karnataka. The festival<br />
of Ganesha Chaturthi is celebrated<br />
on the fourth day (Chaturthi) of the<br />
lunar month Bhadrapada (August-<br />
September). The festival of Ganesha<br />
Chaturthi is also known as V<strong>in</strong>ayaka<br />
Chaturthi and is celebrated for many<br />
days. To feel the real passion of<br />
Ganesha Chaturthi, one should visit<br />
Mumbai where you will come across<br />
the real celebrations of this festival.<br />
Before the ten-day ceremony<br />
beg<strong>in</strong>s, the household achieves<br />
an unmatched state of purity.<br />
Households and specially the place<br />
where the idol is to be placed, is<br />
cleaned and whitewashed. Ganesha<br />
idols that are newly molded are<br />
brought from the <strong>in</strong>numerable<br />
street-side shops, which come up<br />
especially dur<strong>in</strong>g the festival. The<br />
idols of Lord Ganesha are carried<br />
with their faces covered with a<br />
saffron cloth amidst the chant<strong>in</strong>g<br />
and sound of cymbals. And as the<br />
even<strong>in</strong>g approaches, his ideal is<br />
seated <strong>in</strong> a grandiose manner <strong>in</strong><br />
the puja room. He is <strong>in</strong>stalled as the<br />
supreme one who takes precedence<br />
over all others. This is called<br />
“Sthapana” when all the members<br />
of the household gather around the<br />
decorated altar. Then the priests<br />
perform a ritual by which the idol<br />
is said to be imbued with life. After<br />
that follows the traditional puja. The<br />
puja beg<strong>in</strong>s at the time designated.<br />
The ceremony beg<strong>in</strong>s by plac<strong>in</strong>g the<br />
image, usually made of terracotta, <strong>in</strong><br />
a sacred arena.<br />
Traditional stories tell that Lord<br />
Ganesha was created by goddess<br />
Parvathi, consort of Lord Shiva.<br />
Parvati created Ganesha out of<br />
sandalwood paste that she used<br />
for her bath and breathed life <strong>in</strong>to<br />
the figure. She then set him to<br />
stand guard at her door while she<br />
bathed. Lord Shiva returned and,<br />
as Ganesha didn’t know him, he<br />
didn’t allow him to enter. Lord Shiva<br />
became enraged and asked his<br />
follower ghosts to teach the child<br />
some manners. Ganesha was very<br />
powerful, be<strong>in</strong>g born of Parvati, the<br />
embodiment of shakti (or power). He<br />
defeated the ghost-followers (called<br />
“Ghana”s) and declared nobody was<br />
allowed to enter while his mother<br />
was bath<strong>in</strong>g. The sage of heavens,<br />
Narada, along with the Saptarshi (the<br />
seven wise rishis) sensed a grow<strong>in</strong>g<br />
turmoil and went to appease the boy<br />
with no results. Angered, the k<strong>in</strong>g of<br />
Gods, Indra attacked the boy with his<br />
entire heavenly army but even they<br />
did not stand a chance. By then, this<br />
issue had become a matter of pride<br />
for Parvathi and Shiva.<br />
After the devas were defeated, the<br />
tr<strong>in</strong>ity, the controller, preserver and<br />
destroyer of the universe launched<br />
an attack aga<strong>in</strong>st Ganesha. Amidst<br />
the fight<strong>in</strong>g, Shiva severed the head<br />
of the child and brought on Parvathi’s<br />
rage. See<strong>in</strong>g her son dead, Parvathi<br />
revealed her true self, as the Adishakti<br />
Mahamaya, the prime energy<br />
that fuels the universe and susta<strong>in</strong>s<br />
matter. Tak<strong>in</strong>g on a terrible form, she<br />
vowed to destroy the universe where<br />
her son was killed and re-create a<br />
better one. The Gods prostrated<br />
before her and Shiva promised<br />
that her son would live aga<strong>in</strong>. The<br />
tr<strong>in</strong>ity hunted the world for a head<br />
and came across a mother elephant<br />
cry<strong>in</strong>g for her dead baby. They<br />
consoled the mother and fixed the<br />
head of the baby elephant <strong>in</strong> place<br />
of Ganesha’s head. Lord Shiva also<br />
declared that from this day, the<br />
boy would be called as “Ganesha”<br />
(Gana-Isha : lord of the Ganas). In<br />
this way, Lord Ganesha came to be<br />
depicted as the elephant-headed<br />
God.<br />
However, accord<strong>in</strong>g to the L<strong>in</strong>ga<br />
Purana, Lord Shiva and Goddess<br />
Parvati created Ganesha at the<br />
request of the Devas for be<strong>in</strong>g a<br />
Vighnakartaa (obstacle-creator)<br />
<strong>in</strong> the path of Rakshasas, and a<br />
Vighnahartaa (obstacle-averter) to<br />
help the Devas achieve fruits of their<br />
hard work.<br />
Ganesh Chaturthi starts with the<br />
<strong>in</strong>stallation of the Ganesh statues or<br />
Idols <strong>in</strong> colorfully decorated homes<br />
and specially erected temporary<br />
structures mandapas (pandals) <strong>in</strong><br />
every locality. The people or a specific<br />
society or locality or group erects<br />
the pandals by collect<strong>in</strong>g monetary<br />
contributions. The pandals are<br />
decorated specially for the festival,<br />
either by us<strong>in</strong>g decorative items like<br />
flower garlands, lights, etc. or are<br />
theme based decorations, which<br />
depict religious themes or current<br />
events.<br />
The priest usually with the<br />
chant<strong>in</strong>g of mantras <strong>in</strong>vokes the<br />
presence of Ganesha us<strong>in</strong>g the<br />
statue as a channel, or body<br />
for his energy. This ritual is the<br />
Pranapratishhtha. After this, the<br />
ritual called as Shhodashopachara<br />
(16 ways of pay<strong>in</strong>g tribute) follows.<br />
Coconut, jaggery, 21 modakas, 21<br />
durva (trefoil) blades of grass and<br />
red flowers are offered. The statue is<br />
ano<strong>in</strong>ted with red unguent, typically<br />
made of kumkum and sandalwood<br />
paste. Throughout the ceremony,<br />
Vedic hymns from the Rig Veda,<br />
the Ganapati Atharva Shirsha<br />
Upanishad, and the Ganesha<br />
stotra from the Narada Purana are<br />
chanted.<br />
Ganesha is worshipped for 10<br />
days, start<strong>in</strong>g from Bhadrapada<br />
Shudha Chaturthi to the Ananta<br />
Chaturdashi; on the 11th day, the<br />
Idol is taken through the streets <strong>in</strong><br />
a procession accompanied with<br />
danc<strong>in</strong>g, s<strong>in</strong>g<strong>in</strong>g, and fanfare to<br />
be immersed <strong>in</strong> a river or the sea<br />
symboliz<strong>in</strong>g a ritual see-off of the<br />
Lord <strong>in</strong> his journey towards his abode<br />
<strong>in</strong> Kailash while tak<strong>in</strong>g away with<br />
him the misfortunes of his devotees.<br />
At <strong>in</strong>dividual homes, the Visarjan/<br />
Nimajjanam is also done on 3rd, 5th<br />
or 7th day as per the family tradition.<br />
All jo<strong>in</strong> <strong>in</strong> this f<strong>in</strong>al procession<br />
shout<strong>in</strong>g “Ganapati Bappa Morya,<br />
Pudhachya Varshi Laukar ya” (O<br />
lord Ganesha, come aga<strong>in</strong> early next<br />
year) <strong>in</strong> Maharashtra and “Ganesh<br />
Maha Raj ki, Jai” (lord Ganesha,<br />
victory is yours) <strong>in</strong> Andhra Pradesh.<br />
After the f<strong>in</strong>al offer<strong>in</strong>g of coconuts,<br />
flowers and camphor is made,<br />
people carry the idols to the river to<br />
immerse it. Girgaum Chowpatty is<br />
one of the famous immersion spot<br />
<strong>in</strong> Mumbai.<br />
The ma<strong>in</strong> sweet dish dur<strong>in</strong>g<br />
the festival is the modak (modak<br />
<strong>in</strong> Marathi, modakam/kudumu <strong>in</strong><br />
Telugu, modaka <strong>in</strong> Kannada and<br />
modagam <strong>in</strong> Tamil). A modak is<br />
a dumpl<strong>in</strong>g made from rice flour/<br />
wheat flour with a stuff<strong>in</strong>g of fresh<br />
or dry-grated coconut, jaggery, dry<br />
fruits and some other condiments.<br />
It is either steam-cooked or fried.<br />
Another popular sweet dish is the<br />
karanji, which is similar to the modak<br />
<strong>in</strong> composition and taste but has a<br />
semicircular shape.<br />
It is not known when and<br />
how Ganesh Chaturthi was first<br />
celebrated. Ganesh Chaturthi was<br />
be<strong>in</strong>g celebrated as a public event<br />
<strong>in</strong> Pune s<strong>in</strong>ce the times of Shivaji<br />
(1630-1680), the founder of the<br />
Maratha Empire. The Peshwas, the<br />
de facto hereditary adm<strong>in</strong>istrators of<br />
the Empire from 1749 until its end <strong>in</strong><br />
1818, encouraged the celebrations<br />
<strong>in</strong> their adm<strong>in</strong>istrative seat Pune<br />
as Ganesha was their family deity<br />
(Kuladevata). With the fall of the<br />
Peshwas, Ganesh Chaturthi lost<br />
state patronage and became a<br />
private family celebration aga<strong>in</strong> until<br />
its revival by Indian freedom fighter<br />
and social reformer Lokmanya<br />
Tilak.<br />
In 1893, Lokmanya Tilak<br />
transformed the annual domestic<br />
festival <strong>in</strong>to a large, well-organized<br />
public event. Tilak recognized the<br />
wide appeal of the deity Ganesha<br />
as “the god for everybody”, and<br />
popularized Ganesh Chaturthi as a<br />
national festival <strong>in</strong> order “to bridge<br />
the gap between Brahm<strong>in</strong>s and<br />
‘non-Brahm<strong>in</strong>s’ and f<strong>in</strong>d a context<br />
<strong>in</strong> which to build a new grassroots<br />
unity between them”, and generate<br />
nationalistic fervour among people<br />
<strong>in</strong> Maharashtra aga<strong>in</strong>st the British<br />
colonial rule. Tilak was the first to<br />
<strong>in</strong>stall large public images of Ganesh<br />
<strong>in</strong> pavilions, and also established<br />
the practice of submerg<strong>in</strong>g <strong>in</strong> rivers,<br />
sea, or other pools of water all public<br />
images of the deity on the tenth<br />
day after Ganesh Chaturthi. Under<br />
Tilak’s encouragement, the festival<br />
facilitated community participation<br />
and <strong>in</strong>volvement <strong>in</strong> the form of<br />
<strong>in</strong>tellectual discourses, poetry<br />
recitals, performances of plays,<br />
musical concerts, and folk dances.<br />
It served as a meet<strong>in</strong>g ground for<br />
people of all castes and communities<br />
<strong>in</strong> times when, <strong>in</strong> order to exercise<br />
control over the population, the<br />
British discouraged social and<br />
political gather<strong>in</strong>gs. In this way, Tilak<br />
started a socio-political movement<br />
beh<strong>in</strong>d the religious fervor and veil<br />
aga<strong>in</strong>st the British Government.<br />
Let’s not forget his contribution <strong>in</strong><br />
the Indian political scenario and<br />
salute him while perform<strong>in</strong>g Puja of<br />
Lord Ganesha.<br />

A report received from Ziro, the<br />
headquarters of the Subansiri District,<br />
Says that the Subansiri Multipurpose<br />
cooperative Society has constructed<br />
a beautiful permanent build<strong>in</strong>g for<br />
the show room-cum-godown of<br />
the Society n the heart of the Ziro<br />
market. The newly constructed<br />
build<strong>in</strong>g was <strong>in</strong>augurated <strong>in</strong> presence<br />
of a big- crowd of local people,<br />
officials and Jawans on 1st May,<br />
1970, by the Deputy Commissioner,<br />
Shri C.M. Chaturvedi. The Deputy<br />
Commissioner <strong>in</strong> his speech expla<strong>in</strong>ed<br />
the socio-economic importance If<br />
the Cooperative movement <strong>in</strong> NEFA<br />

yesterday i.e. the 31st August’2013,<br />

New Delhi , with Ms. Nirbhaya (the<br />
Paramedical student) found guilty<br />
on the charge of rape and murder<br />

The JJB has verdict for three years<br />
imprisonment only to be kept <strong>in</strong> Bal<br />
Sudhan Grib. The JJB has said that<br />
on the time of such brutal crime<br />
(read 16the December ‘2012) the 6th<br />
accused was 17 years and 6month<br />
old so it was not adult, rather m<strong>in</strong>or.<br />
The Board further stated that <strong>in</strong> the<br />
case of m<strong>in</strong>or i.e. below 18 years of<br />
age, the legal proceed<strong>in</strong>g would be<br />
different m<strong>in</strong>us<strong>in</strong>g the <strong>in</strong>tensification<br />
of crime committed by the m<strong>in</strong>or.<br />

parents of “Nirbhays” expressed grief<br />
and anger by say<strong>in</strong>g that, why he<br />
was not awarded death sentence?<br />

the victim be awarded justice. I<br />
personally op<strong>in</strong>ed that the 18 years<br />
age is unsuited, with the prevail<strong>in</strong>g<br />
situation <strong>in</strong> India, for a person to be<br />
declared as an adult. The age of an<br />
adult must be made for 16 years. So<br />
that the rape related crime may fall<br />
down. I also support the demand, for<br />
rapist, the capital punishment of cried<br />
by the people.<br />

(if not killed) rema<strong>in</strong>s, <strong>in</strong> isolation<br />
with hate and cornered, whole the life<br />
even disregarded by her own family<br />
member. the N.G.Os and National<br />
Human Rights Commission take on<br />

We have received a disquiet<strong>in</strong>g<br />
report from Khonsa, the<br />
headquarters of the Tirap District.<br />
On 14th April, 1970, a fire broke out<br />
<strong>in</strong> Ch<strong>in</strong>koi village, 20 kilometer from<br />
Khonsa. Out of 77 houses, 57 were<br />
gutted by the fire. The SST Jawans<br />
stationed at Khonsa and nearby<br />
villages helped <strong>in</strong> reconstruction<br />
of the burnt houses. An amount<br />
of Rs. 100.00 all cash relief was<br />
sanctioned immediately from the<br />
local fund to each affected family. In<br />
another fire which broke out dur<strong>in</strong>g<br />
April, 1970. In the Miao bazaar<br />
area, all the shops were completely<br />
gutted. Loss has been estimated at<br />
about Rs. 2 lakhs.<br />

the accused gets the double benefit<br />
and be<strong>in</strong>g acquitted by the court<br />
that encouraged him to repeat such<br />
crime with others, <strong>in</strong> future.<br />
The crime reports suggest that<br />
only 10% cases of rape are entitle<br />
reported <strong>in</strong> police station because<br />
maximum cases of rape are gett<strong>in</strong>g<br />
settled out of court either pressure<br />
threat temptation and the likes<br />
perta<strong>in</strong><strong>in</strong>g to the victims (and her<br />
family).<br />
Lastly but importantly, I need the<br />
Juvenile age be redescribed that<br />
mean from 18 years to 16 years<br />
because it is the need of hours.<br />

Centre to consider change <strong>in</strong><br />
nomenclature of few tribes of state<br />
NEW DELHI, September 12:<br />
Union M<strong>in</strong>ister for Tribal Affairs, V<br />
Kishore Chandra Deo today assured<br />
state chief m<strong>in</strong>ister Nabam Tuki that the<br />
m<strong>in</strong>istry is ready to favourably consider<br />
the demand of the state <strong>gov</strong>ernment<br />
for change <strong>in</strong> nomenclature of few<br />
tribes of the state.<br />
Deo <strong>in</strong>formed Tuki, when the later<br />
called on his offices here at Shastri<br />
Bhavan, that recommendations for<br />
change <strong>in</strong> nomenclature of scheduled<br />
tribes <strong>in</strong> the state have to come through<br />
proper channel as per norms to enable<br />
the m<strong>in</strong>istry to work on it. He requested<br />
the state <strong>gov</strong>ernment to immediately<br />
send official recommendations for the<br />
same through the state secretariat,<br />
which he said is the normal procedure.<br />
He assured that the recommendations<br />
would be positively considered by the<br />
union m<strong>in</strong>istry.<br />
Tuki accompanied by Tourism<br />
and RWD M<strong>in</strong>ister Pema Khandu<br />
expla<strong>in</strong>ed Deo of the demands of<br />
some tribes of the state for change<br />
<strong>in</strong> nomenclature <strong>in</strong>clud<strong>in</strong>g the need<br />
to change ‘Any Naga Tribe’ to the<br />
orig<strong>in</strong>al nomenclatures of <strong>in</strong>dividual<br />
tribes of Arunachal Pradesh.<br />
To the request of the chief m<strong>in</strong>ister<br />
for grant of scholarship to students<br />
of the state study<strong>in</strong>g <strong>in</strong> various<br />
universities, colleges, schools as<br />
well as those undergo<strong>in</strong>g courses <strong>in</strong><br />
various skill development trades, the<br />
union m<strong>in</strong>ister <strong>in</strong>formed that there is<br />
already a system <strong>in</strong> place for grant<br />
of scholarships to tribal students. He<br />
requested the concerned officials and<br />
<strong>in</strong>dividual students to go through the<br />
grants available with the M<strong>in</strong>istry and<br />
apply through proper channels.<br />
Pema Khandu, who belongs to the<br />
Buddhist community of the state, also<br />
requested scholarship to students<br />
from the state undergo<strong>in</strong>g religious<br />
studies <strong>in</strong> universities run by Buddhist<br />
<strong>in</strong>stitutions. Deo <strong>in</strong>formed that provision<br />
for scholarships is available with the<br />
M<strong>in</strong>istry and can be availed by the<br />
students, which the m<strong>in</strong>istry would be<br />
happy to provide.<br />
To another request of the chief<br />
m<strong>in</strong>ister, the union m<strong>in</strong>ister assured<br />
that the m<strong>in</strong>istry will f<strong>in</strong>ance <strong>in</strong> skill<br />
development tra<strong>in</strong><strong>in</strong>g for unemployed<br />
youths of the state through various<br />
schemes available <strong>in</strong>clud<strong>in</strong>g through<br />
Corporate Social Responsibility (CSR)<br />
programmes implemented by various<br />
PSUs. He sought a detailed data bank<br />
of skill trades specific to youths of<br />
Arunachal Pradesh from the concerned<br />
state <strong>gov</strong>ernment department.<br />
Acknowledg<strong>in</strong>g the fact that<br />
Arunachal Pradesh is a hundred<br />
percent tribal state the union m<strong>in</strong>ister<br />
assured that one Jo<strong>in</strong>t Secretary of<br />
the m<strong>in</strong>istry will exclusively deal with<br />
issues perta<strong>in</strong><strong>in</strong>g to tribal affairs of the<br />
state.<br />
As requested earlier by the<br />
state <strong>gov</strong>ernment for <strong>in</strong>clusion of an<br />
Arunachalee as a member <strong>in</strong> the<br />
National Commission of Scheduled<br />
Tribes, the union m<strong>in</strong>ister <strong>in</strong>formed that<br />
the process has been already <strong>in</strong>itiated<br />
as per the recommendation made by<br />
the state <strong>gov</strong>ernment.<br />
Thank<strong>in</strong>g the union m<strong>in</strong>ister<br />
profusely for his generosity towards the<br />
state, Tuki <strong>in</strong>vited him to visit Arunachal<br />
Pradesh at his convenience. Deo<br />
responded by say<strong>in</strong>g that it has been<br />
his long cherished dream to travel to<br />
Arunachal Pradesh and the time has<br />
come now. He assured Tuki that he will<br />
visit the state either <strong>in</strong> the second half<br />
of October or first half of November<br />

AND WHEREAS, it is also reported by various organizations that large number of illegal extraction of forest products and fish<strong>in</strong>g by<br />
us<strong>in</strong>g explosives are tak<strong>in</strong>g place with<strong>in</strong> the vic<strong>in</strong>ity which is pos<strong>in</strong>g ecological imbalances <strong>in</strong> the area and endanger to the society;<br />
