Cub Bulbul Utsav
organized
CHANGLANG: Cub Bulbul Utsav was
organized at Town Middle School-I,
Changlang from September 11 to
13 last. 69 Cub, 88 Bulbul and 14
teacher escorts from various schools
of Changlang Township participated.
During the Utsav, different competitions
were organized. SP Changlang,
Vijay Kumar and Horum Loyi, DDSE
graced the valedictory function and
encouraged the organizers to organize
more such programmes for personality
development of the children.
Houses gutted in fire
mishap
AALO : In a fire mishap that occurred
at Pessing village under Jomlo-Mubok
circle, four MIBT and three OBT
dwelling houses were completely gutted
at around 12.45 hrs on September 12
last.Dorjee Nima, DDMO and CO
Jomlo-Mubok rushed to the spot
to assess the actual situation and
immediate relief has been provided
to the victims. No casualty has been
reported and the cause of the fire is
not known. Property worth crores is
reported to be damaged in the fire
accident. The detail report on loss of
property for onward submission to the
government was being worked out
through a board.
Relief distributed to
Pessing fire victims
AALO: The Arunachal Vikas Parishad
headed by its President Aalo Unit,
Gomar Angu and Secretary Lee Sora
and others jointly visited the fire victims
of Pessing Village under Jomlo-Mobuk
circle on September 13 last and
distributed 42 nos. of steel plates, 7
nos. of aluminum buckets, and steel
plates, cups, spoons, kettles, big
mosquito nets, blankets, plastic mates
and aluminum pots to the seven fire
affected families and interacted with
the victims.
School website launched
KHONSA : The website of Khonsa
government higher secondary school,
www.ghsskhonsa.in was launched on
September 5 last coinciding with the
Teacher’s Day with great enthusiasm
and fanfare. The website was launched
amidst the presence of the Principal,
Vice Principal, teachers and students
by Ajay Kumar Singh, DIO, NIC. The
website is dynamic in nature and has
all the necessary features which are
easy to use, besides facility to upload
photos and videos. A news section for
school news has been incorporated
in the website. Another important
feature is the announcement section
for important announcements. The
Principal and the school family had
appreciated the singular effort of the
DIO in installing the website against
all odds. The Principal, Manphe Hosai,
while lauding the effort of the DIO said
that the website was a long-felt need
of the school and hoped that it would
serve the interest of the school in no
small measure in this age of computer
and internet.
DSA to conduct Rebi
Ado Memorial Foot Ball
tourney
AALO: The District Sports Association,
Aalo is conducting Rebi Ado Memorial
Foot Ball Tournament at General
Football Ground Aalo from September
21 next. The tournament is being
sponsored by Doi Ado, former Minister
in memory of his wife Late Rebi
Ado with attractive cash prize of `
1,00,000/-( one lakh) to the winner,
`50,000/- (fifty thousand) to runners
up along with trophies besides other
individual prizes. Altogether 17 teams
of the district have registered for the
tournament. All teams have been
divided into four groups and three
teams from each group will qualify for
the DSA Football finals. The qualifying
matches will be played on league basis
and hectic preparations are going on
under the supervision of Gego Doji,
Secretary DSA.

CM pleads centre to increase
telecom reach in state
Senior Telecom officials calls on CM
ITANAGAR, September 18:
State Chief Minister Nabam Tuki has
requested the Ministry of Telecom,
Government of India, to increase
the telecommunication reach in the
state besides improving the existing
installed services in the state capital
and other towns of the state.
“Tele-communication network
has been a problem in the state for
quite some time and there are still
areas where this facility has not yet
been installed. There must be some
mechanism in place to address this
issue”, Tuki said while justifying his
stand.
He communicated this through
Additional Secretary, Telecom,
Government of India, Ms Rita Teoatia
who along with her Joint Secretary
and senior BSNL officers called on the
chief minister in his official bungalow
late Tuesday evening.
The visiting additional secretary
placed few request to the state
government which included providing
of Right of Way for laying optical fibre
cable alongside the roads and power
connections to BSNL towers.
The chief minister agreed to
the request and directed the chief
secretary to do the needful. He
categorically asked the chief secretary
to constitute a committee to oversee
the matter in the backdrop of concrete
cement roads coming up in the state
capital and in district headquarters.
“The issue is required to be addressed
in a time bound manner so that
the connectivity bottleneck of the
state is solved in right earnest” Tuki
asserted.
The BSNL authorities accepted to
repair the roads if damaged during the
course of laying the optical fibre cable.
Tuki concerned over the shortage of
BSNL technicians in far flung areas in
the state resulting to poor network and
lack of maintenance, suggested that
local youths of Arunachal Pradesh
could be recruited in the vacancies
and provided training if required.
Participating in the discussion,
Parliamentary Secretary Padi Richo
impressed upon the BSNL to pay 1
percent labour welfare cess to the
welfare board of Arunachal government
to which the BSNL authorities agreed.
“In order to increase the reach of
telecommunication to each and
every village of the state, the BSNL
is installing Village Public Telephone
which shall also provide internet
facility,” informed the Executive
Director, BSNL.
He further disclosed that efforts
are being made to erect microwave
towers in various locations to improve
tele connectivity in Arunachal Pradesh
for which the works would start by
December and completed by March
2014.
The chief minister appreciated
the BSNL’s gesture and hoped that
it would do its best to improve and
increase connectivity in the landlocked
state of Arunachal Pradesh.

from the state government were also
present in the meeting.
GB meeting of DHS reviews activities
under health sector
CHANGLANG, September 18:
The 6th Governing Body meeting of
the District Health Society, Changlang
was held at the Conference Hall of DC
Office here on September 12 last.
Chaired by S Roy, ADC, the
meeting was attended by all the
members of the DHS (Governing
Body), MO i/c of CHCs & PHCs,
MS, District Hospital, all the District
programme officers of vertical
programmes and Dr. Tana Takum,
SMO (WHO), NPSP, Naharlagun as
special invitee.
Addressing the meeting, Roy
praised the efforts of the District
Health Society and all medical officers
and health workers in bringing the
health care services nearer to the
door steps of the beneficiaries and
urged all that the efforts and tempo
must be sustained even after the goal
is achieved.
Review of all the activities
under NRHM was presented by Dr.
Tope Yomcha, DRCHO through an
impressive power point presentation
and necessary resolutions were
adopted for improvement in
performance of RI, HMIS-MCTS
data uploading and updation. The
programme officers of vertical
programmes also presented their
performance report.
The members present actively
participated in the proceedings of
the house. Among other members,
Hengo Basar, PD (DRDA), Riba,
AE (PWD), M. Kani, DIPRO, H.Loyi,
DDSE, DDICDS, J Angu, EE (PHED),
B. Tarang, BDO (Khimiyang) took
keen interest and took part actively in
discussions.
Hengo Basar, PD (DRDA),
highlighted the health insurance
scheme, RBSY and appealed all
the participants to percolate the
necessary messages to the rural BPL
beneficiaries.
Marina Kenglang, ZPC remarked
that for a healthy nation, the rural
villages must be healthy and for the
villages to be healthy, the ASHA, AF,
ANM and other health care delivery
personals must discharge their
duty sincerely. She appreciated the
tireless services being rendered by
the health workers at different levels
and capacities.
Earlier, welcoming all to the
meeting, Dr. P.Dutta made a detailed
note of the objectives of the meeting.
The house brought out and
adopted 10 (ten) resolutions.
Public meeting held to discuss and
resolve problems of DA
DAPORIJO, September 18:
The District Administration, Upper
Subansiri organized a public meeting
at the Rijo Ground, Daporijo here on
September 14, which was attended
by MLA Tapen Siga, ZP Chairperson
Sushil Nalo, political leaders Talo
Mugli and Larbin Nasi, DC Tahang
Taggu, SP Apang Tamut, PRI
members, HoDs, students and the
public of the place.
The meeting was meant as
an open forum through which the
problems faced by the District
Administration could be presented
directly before the public for their
consideration.
Calling the meeting an ‘Open
Durbar’ in which all relevant issues
would be brought out and discussed
before the concerned people, DC
Tahang Taggu gave the aims and
objectives of the meeting held to
discuss and resolve the problems
faced in the district through the
cooperation and support of all the
public of the district.
The DC presented in detail
the problems faced by the District
Administration, failure of the education
scenario in the district due to BEOs
and teachers not doing their duties
properly, rampant encroachment of
government land and dismantling of
government quarters, encroachment
of water tank and reservoir area at
Tanium Puttu and the burial ground at
Daporijo, the locals selling meat and
vegetables along the roads and not
in the allocated area, pan gumtis and
small shops cropping up in colonies
and operating without trading license,
rearing of cattle and livestock in the
town area, drains of the town being
blocked by the public illegally, law
and order problems being created
due to selling of local rice beer in the
colonies and consequent alcoholism
etc.
Taggu added that the district had
no dearth of funding from the central
and state government but was
considered a backward district as the
development activities were not being
implemented properly. He requested
the leaders and the public to see and
check that such projects materialized
and benefit the public. He also warned
the government servants indulging
in land encroachment activities to
stop such practice as a rule had
been brought about under which
those doing such deeds would not
be given vigilance clearance which
would hamper in their promotions
and pension benefits on retirement.
He said that this was the step taken
by the government to check the
government employees and now the
public too had to stop such activities
to protect the place. The DC also
asked for the cooperation of one
and all in maintaining law and order
and keeping the town clean and
beautiful.
MLA Tapen Siga in his address
gave his full support to the District
Administration and spoke strongly
against the illegal allotment of land
in Daporijo. He also advised the
students to concentrate on their
studies which would take them a long
way in life and stressed on improving
the law and order situation of the area
through intensive night patrolling.
SP Apang Tamut said that the
crime rate in the district was not as
bad as perceived by others but was
similar to that of other districts. He
said that as per an analysis of data of
the last 5 years, an average of 14-15
cases per month of regular IPC and
other minor acts were registered.
These cases were not those of
personal gains but the majority of
cases were committed under the
influence of alcohol and many by
juveniles, he added. The SP added
that there was an increasing trend
of youngsters inhaling substances
like white correction fluid, nail polish
remover etc which was not considered
as narcotics/ controlled substance
and so youngsters using them could

District WIFS committee
meeting held
AALO, September 18:
The 1st district level Weekly Iron
Folic Acid Supplementation (WIFS)
committee meeting, organized by
the District Health Society, Aalo
was held under the chairmanship of
M.K.Sahoo, Deputy Commissioner,
West Siang at DC’s Conference Hall
here on Monday.
Chairing the meet, the DC asked
the department to involve ASHAs in
the villages to intensify the programme
for successful implementation. He
insisted on launching more such IEC
activities on WIFS in the rural areas.
District Administration will inform
all the administrative officers of the
district regarding the WIFS as well as
School Health Programme and the
department should tie up with them,
he said.
LONGDING, September 18:
As a part of ‘run for the nation’
to commemorate the 150th birth
anniversary of Swami Vivekananda, a
programme was held at Vivekananda
Kendriya Vidyalaya Niausa on
September 11 last.
R.M Pillai, the Principal VKV
Niausa motivated the youths to follow
the golden rule of oneness, interconnectedness
and inter-dependence
left by Swami Vivekananda for the
youths of world.
At the culminating points, all the
runners were received with the slogan
of “Bharat Mata Ki JAI” and “Vande
Mataram” by the parents and students
present.
SP, Rajesh Kumar while attending
as chief guest awarded the prizes
to the winners of Marathon “run for
the nation” and urged the students

Member Secretary WIFS Committee,
West Siang highlighted the aims and
objectives of the meeting. He also
informed the house regarding the
recent achievements under School
Health Programme and WIFS.
The programme covered 51
schools, screened 2900 students,
issued 4,55,980 IFA tablets, 16,742
Albendazole tablets issued and
trained 54 nodal teachers.
The house unanimously decided
to include central government aided
schools in the programme. Dr.

VKV Niausa
celebrates Universal
brotherhood day
TEZU, September 19:
As a follow-up of the International
Literacy Week celebrations, the Higher
Secondary School, Tezu organized
a workshop on ‘An introduction to
creative writing’ for its senior students,
jointly with the Bamboosa Library
Tezu.
About 30 students including library
reader-activists participated in the two
days programme on September 9 -10
last.
The sessions included select
readings from famous books and
to appeal all the people to follow the
worthy examples shown by Swamiji,
saying that VKVs had contributed
tremendously for the development of
Arunachal Pradesh today as well as
for the future of Arunachal because
most of the local officers of the state
are VKV products. He said that almost
90% officers are VKV products. He
further appealed to all the parents to
restrict their children from watching
television and chatting face book
etc during vacation at their homes
because it hampered their studies.
Earlier, the SP and Principal, VKV,
Niausa lit the ceremonial lamps at the
portrait of Swami Vivekananda in the
prayer hall at VKV, Niausa as a part of
the 150th Birth Anniversary of Swami
Vivekananda. Cultural programmes
by the students, both boys and girls
marked the day-long programme.

authors as well as published articles
of library activists followed by
discussions, sample writings followed
by peer-feedback from the participants,
and tips on writing and editing.
The sessions were conducted by
the Coordinator, Lohit Youth Libraries
jointly with Sunil Kumar, Sr Teacher
(English).
Speaking at the end of the
workshop, many of the participants
expressed a keen desire to have a
detailed workshop with more such
practical sessions.

Vishwakarma Puja in Arunachal
Pradesh-a secular tradition
Vishwakarma is the presiding deity of all craftsmen and architects.
Son of Brahma, he is the divine draftsman of the whole universe,
and the official builder of all the gods’ palaces. Vishwakarma is
also the designer of all the flying chariots of the gods, and all their
weapons.
Hindus widely regard Vishwakarma as the god of architecture
and engineering, and September 16 or 17 every year is celebrated
as Vishwakarma Puja — a resolution time for workers and craftsmen
to increase productivity and gain divine inspiration for creating novel
products. This ritual usually takes place within the factory premises
or shop floor, and the otherwise mundane workshops come alive
with fiesta. Vishwakarma Puja is also associated with the buoyant
custom of flying kites. This occasion in a way also marks the start of
the festive season that culminates in Diwali.
However, this popular Hindu festival is celebrated in Arunachal
Pradesh in a most secular way in the sense that the festival is
organized in all offices with participation of all employees irrespective
of creed or caste. Though Vishwakarma is not an official holiday in
the state, the day becomes a virtual holiday as puja is arranged
with setting up of all the puja paraphernalia including installation of
the image of the Lord Vishwakarma in a pandal and performance of
rituals and distribution of prasads to all employees and visitors. In
some organsiations feasts and even gala cultural events are also
held to mark the occasion.
Looked at a secular angle, the day becomes an occasion for
people of various communities and class to mingle and integrate
with one another. Such events help people to tone down their
sense of difference and facilitate social bonding which is the need
of the hour. In many offices the event facilitates various categories
of employees to learn the lesson of collective work for a common
cause by shouldering different assigned responsibilities.

If you had heard her voice ever, you
would have certainly not forgotten her
unmistakably guttural, rasping tone
that grates severely on your nerves,
provoking your temper inadvertently
and prompting you to flee away from
her as far as possible. ‘Meat hai kya?’,
she said loudly, probably directing
at the manager of the ramshackle
restaurant cum hotel that the owner
proudly displayed in a billboard as
‘Arun Hotel’ in a busy Naharlagan
market area. The manager said
something but his voice was drowned
in the din of the clattering of plates and
constant noise of the other customers
many of whom were waiting outbound
bus passengers.
From her tone and voice I assumed
that she was a girl in her mid twenties.
‘Siken? Siken hai tu thik hai? Jaldi
dalo!’ There was a tone of command
in the words. Again the manager’s
voice was inaudible, drowned yet
again in the rising din.
Amidst the rising din her voice was
inaudible for some time. I assumed
that a plate of hot rice, included with
curry, dal and her main menu, a plate
of chicken, must have been served
at her table soon after her order. Of
course, not to miss—a plate of salad,
a chilled water bottle and salt and
green chilly.
I was feeling drowsy, having been
just awakened by her grating voice
from my afternoon siesta in a tiny, five
by eight foot dingy hotel room dug
under the earth for lack of space. The
restaurant was placed just above the
wooden ceiling of my room, and being

Technique of manufacture: In KVI,
the technique of manufacture is poor
and primitive. The KVI workers have
no idea of the recent development
and improvement in the art of the
technique of production and they use
old methods and implements, with the
result that the technical efficiency is
increasing the cost or production and
is rendering them unfit to compete with
the large industries’ products. While
it is essential that KVI should receive
the maximum support in terms of State
policy and specific assistance from the
government, these measures cannot
have more than short-term values
unless the technique of production
of KVI improves rapidly. The utmost
importance must be attached to
arrangements for Research and
Training in KVI.
Standardisation and marketing
of KVI products: The most important
problem which the KVI workers are
facing is with regards to the difficulty
of marketing their products. From
handloom weavers to the ordinary
potters, all have to face this difficulty.
Some of them are that lack of finish
and uniform quality on the part of KVI
products, higher cost of production, as
compared to machine made goods,
lack of suitable market organisations
and lack of ability to wait for better

located in a busy area, it swarmed with
customers until late into the evening

enjoy my nap had it not been for her.
I sat up on my bed, then mulled over
taking a shower in the hot afternoon
but soon decided to drop the idea. The
stinky common bathroom was quite at
a distance away, across a cemented
yard where cooks cut vegetables and
washed dirty plates and other utensils
openly. Since returning to office had
been shelved when I returned to the
hotel for my lunch, I had nothing more
to do. So I picked up a new half-read
novel and began to resume a chapter
when the grinding voice from above
was heard again.
‘Meat me etna jal! Kya meat
bonaya?’, the girl complained about
excess chilly in the chicken. Probably,
she directed her ire at the manager.
The manager, whom I knew
causally, spoke something but I could
not make it out. I tried to put my
mind into the story in the incomplete

Know Your State
Mehao Lake is a natural lake located amidst lush green
forest in the heart of Mehao Wildlife Sanctuary in Lower Dibang
Valley district of Arunachal Pradesh. The water surface area is
approximately 100.00 hectare with a periphery of about 4800
meter. Little below is another small lake called Mini Mehao lake
which is 2.50 hectare in area. The Lakes are situated just 14
kms away from Roing, the district headquarter of Lower Dibang
Valley district.
Mehao Lake is an upland lake situated at an altitude of 1640
mtr above Mean Sea Level. It resembles a bowl on the hill top
on Google Earth. It is an oligotrophic (low nutrient) lake and the
water of the lake is crystal clear.
The area is very rich in flora and fauna as the Mehao Wild
Life Sanctuary is covered with dense forest. Wild mammals
like Leopard, Clouded Leopard, Leopard Cat, Jungle Cat,
Fishing Cat, Common Mongoose, Wild Dog, Indian Porcupine,
Himalayan Black Beer, Barking Deer etc and birds like Great
Hornbill, Goosander, Large cormorant, Mallard etc are found in
the sanctuary. Migratory ducks has also been observed during
winter in the Lake.
There is no road connectivity to the Lake as any kind of
developmental activities that leads to deforestation is prohibited
in the area without prior clearance/approval from the Wildlife
Department. There are two ways to reach to the Lake, one is
through the bank of Eze/Deopani River covering 14 km from Roing
and has to climb a steeper slope to reach to it, while another is via
room next to me would foot her bill

now, Takar. Getting awfully bored.’
I could distinctly hear her staccato
footsteps climbing down the wooden
ladder just a few metres away from
my room. Room number four was
adjacent to my room, marked ‘3’ with
white paint on the door where for the
last two weeks I was holed up like a
thief, desperately avoiding to reveal
it even to my friends for, it was such
a grimy, stinky and a dirt cheap room
that no self-respecting customer
has to initiative more to put foothold
of its presence and establish its
field officials in the entire region of
the state. KVI may occupy a unique
position in the rural economy of this
region and collaborative approach
may have been initiated. Under Rural
Employment Generation Programme
(REGP), concession facilities are
extended more to the weaker section.

north east region, whereas margin
money for other than north east is 25
per cent. In spite of many concession

suited my situation as I was yet to find
any rent house in the capital since I
joined my duty in the headquarters a
fortnight ago. A brief sense of edginess

she dashed past the narrow corridor

and his next plan of visiting Itanagar.
Obviously they were familiar with each
other closely for, they also recollected
their various mutual occasions. The
plywood wall with a few holes capped
with paper and with a yawning gap
at the top edge enabled every word
of their chatting to waft across to my
room clearly.
I could not make out if she had any
idea of my presence in my room. She
babbled on, laughed away merrily for
long until she gave out a twist to the
direction of their conversation.

development involves large-scale
use of power. Due to its geographical
location and its hilly terrain, Arunachal
Pradesh has an immense hydel
potential to use the power of water to
produce electricity in comparison to
the other states of the country. The
State is of turbulent perennial rivers
and major streams, which possess
enormous hydro-electric generation
potential. The National Hydro Power
Corporation (NHPC) has undertaken
survey and investigation works of
Siang and Subansiri basin mega
hydro power project with an estimated
installed capacity of 20700 M.W.
Inspite of having high potentiality
of hydro power, to fulfill the present
requirement of the power the State has
to import of State’s share from central
sector and to purchase from Assam
State Electricity Board (ASEB). But,
in near future Arunachal Pradesh is
expected to be made a Power Surplus
State so much that after fulfilling the
home demand it would earn much
revenue by exporting power to rest
of the country. Therefore, Arunachal
Pradesh, having such untapped

last stop somewhere 5 km further from the village at the foothills
and then trekking for another 14 km on foot before reaching the
Lake. To make full survey or thorough view of the Lake one has to
go fully prepared with light beddings and materials for one night
halt as there is no provision for lodging in the vicinity.
Mehao Lake, if given proper attention with well maintained
treks and infrastructures for overnight halt is a potential tourist
destination for adventure tourism, birds and animal lovers,
trekkers and for sightseeing.

Zirdo, Member visited Changlang on
September 15 and 16 last.
A public meeting was held at Circuit
House on September 16 under the
chairmanship of Changlang Deputy
Commissioner, Smti Chanchal Yadav
and was attended by HoDs, PRI
members, public leaders, NGOs and
women groups of Changlang.
In her address, Smti Gumri Ringu,
Chairperson (APSCW) asked the
officers, PRI members and other stake
holders to be attentive, as they are the
persons who have to implement the
act for the cause of the women and
girl child to deliver justice. Expressing
her satisfaction over the less crime
report on women in Changlang district
in compared to other district of the
state, Ringu stressed on sensitizing
women on various provisions of law
to fight against rape, murder, injuries
and trafficking so that they stand on
their own foot firmly and participate
in all socio-economic activities and
political arena equally with their male
counterparts.
She informed that no any personal
law either of Hindu, Muslim, Christian
or any other religion can affect
domestic violence and appealed to
the NGOs of state to work for the
welfare and upliftment of women
instead of running after benefits. The
APSCW Chairperson advised not to
tolerate injustice, if found immediately
lodge FIR and approach to the service
provider expressing the nature of
abuse or they can come directly to
the Commission or go to CDPO, the
Protection Officer as he or she is the
ambassador between the victims and
magistrate. She further disclosed that
efforts are on to set up well equipped
Forensic Laboratory and District
Grievances Cells in all districts in
order to facilitate easy access of legal
aid to victim women and girl child.

of awareness programme is a
privilege for the women to know the
rights and facilities extended to them.
She informed that no report on major
issues has been received from the
CDPOs and asked the CDPOs, the
nodal officer (Protection Officer)

to fight common social problems in
groups as it is an effective tool to fight
against drug abuse and alcoholism
etc and further cautioned against
misuse of mobile phone, making
of MMS as these are amounting to
crime and disgraceful, besides mental
harassment, need of awareness on
those issues to take precaution and
prevention. The DC also appreciated
the APSCW for organizing the
programme, adding the interactive
discussion on multifarious women
and girl child related issues would
definitely benefit the women of the
district.

year 2011-2012 through power point
presentation on the workshops on
domestic violence in collaboration with

prioritizing investigation in the case

bail provision. He asked to report
immediately at police station or direct
to SP office for immediate action on
any crime against women and girl

The surprise inspection was done
as a part of the routine inspection
to check illegal import and selling of
Indian Made Foreign Liquor (IMFL)
and beers in the district.
During inspection at two wine
wholesalers in the Roing Township,
excess quantities of IMFL and Beer
case were found, which were more
than the quantities maintained in the
stock register. It was also found that
the stock registers were not properly
maintained and the daily sales
registers were not up to date.
The DC cautioned the wholesalers
to maintain the stock register properly,
neat & clean and update the sale
was to promote girl’s education and
also to make teaching and learning
effective and joyful. Forty-six girl
students and six escorts and staff
from DDSE office attended the
programme.

POTATO-The Noble Vegetable
Potato has been claimed as
the Noble Vegetable ever known to
mankind that can guarantee both
food and nutritional security in the
true sense. Although it is a proven
fact that this humble vegetable cannot
substitute for the staple cereals
in our diet, but it can surely lend
its nutritive compliments. Plaguing
issues like burgeoning population,
adverse climate change, decreasing
arable land, and losing productivity
of arable land has resulted in panic
situation when the question is mainly
about filling our stomach, without
compromising on quality.
Potato produces more food and
edible protein per unit area and time
as compared to any other food crop.
One hectare of potato can yield food
value of 2-4 hectares of grain. It can
be grown from sea level to 4700
meters above sea level. Coming to
nutritional value, potato yields twice
the protein per hectare as compared to
wheat. Upto 85% of the plant is edible
human food, compared to around 50%
cereals. It is highly nutritious, easily
digestible, wholesome food containing
carbohydrates (20.13g/100g),
proteins (1.87g/100g), minerals such
as potassium, phosphorous and
magnesium, vitamin C and B-complex.
The United Nations had named the
year 2008 as the International Year
of the Potato and also Dr. S. M. Paul
Khurana, former Director of Central
Potato Research Institute, Shimla

a bad name because of wrong eating
habits and lack of awareness. But, if
correctly eaten, boiled, baked, grilled,
with peel on, maximum nutritional
benefit can be obtained. When

the high temperature during deep
frying in oil destroys the potent antioxidant
phenolic compounds and
Vitamin –C.
Potato is the world’s fourth most
important food crop, after maize,
wheat and rice. India is the third largest
producer of potato in the world after
China and Russia. Considering the
home scenario, North Eastern Region
constitutes 10% of the country’s total
potato area. However, the crop in the
region covers a total of 2.83% of net
cultivated area, which is about four
times the national figure of 0.8%.
Inspite of its importance in the diets
of the people, potato productivity in
the region is very low (4-8 tonnes/ha),
except in Tripura (18.5 tonnes/ha) as
compared to national average of 18.2
tonnes/ha. Arunachal Pradesh comes
as a mediocre performer with only
7.1 tonnes/ha in spite of contributing
largest share in area (16%) occupied
under potato among NER states.
Major limiting factors identified are
rainfed conditions, heavy incidence of
pests and diseases particularly late
blight and bacterial wilt, inadequate

state; services of Central Potato
Research Station, Upper Shillong,
Meghalaya with the acclaimed
reputation of having standardized
various techniques of packaging can
be amply utilized. This Station, since
its establishment in 1959, has been
working with valuable mandates
like breeding for resistant varieties,
standardization of agronomic and
manorial practices, Integrated Pest
Management, evaluating impacts
of new technologies and seed
production. It is also involved in
extension activities like imparting
training for skill up-gradation of
the farmers, extension officers and
also women empowerment in NE
Region.

for 2012 in recognition of higher
production of food grains during

Massive haul of illegal timber seized
PASIGHAT, September 16:
The Mebo Range Officer Neeraj
Tamuk seized three Shaktiman
trucks while transporting illegal logs
to nearby saw-mills at Mebo on
Thursday, September 12 evening.
The owners of the seized vehicles
have been summoned and fined.
Meanwhile, the DFO Pasighat
Naveen Kumar officially informed
that the department acted on secret
information that three big container
trucks bearing Registration No. AS-
01-DC-9813, AS-22-C-2111 and BR-
06-G7920 trucks were intercepted by
the Pasighat Range Officer, Osar Gao
and his staffs at the Pasighat checkgate
on Friday, September 13 night
at 10.30 pm. According to Kumar, the
said vehicles were transporting the
illegal consignment to Assam without
valid permit/documents at night.
The department has estimated
the value of the swan timbers as 10-
12 lacs and further investigation is
going on and owners of all the seized
vehicles have been summoned for
interrogation and next course of
action, he further added.
“The raids are conducted following
a tip off, however all raids do not lead
to desired result,” said DFO Kumar
adding, “sometimes the tip-off is used
to divert focus to aid the smugglers.”
Significantly, the forest department
has decided to bolster its network
and strength to bring the illegal trade
further down. While claiming it was
probably one of the largest seizures
he said, “I won’t say that the illegal
trade has completely stopped but
certainly the trade has come to its
minimum. I highly appreciate my
officers and staffs for their bravery
and courage.”

- Cut the chicken into medium pieces
- In a cooking pot, boil water and chilli. When the
water starts to boil put the chicken along with
crushed garlic and black pepper, close the lid and
let it cooked till it is half done.
- Wash the bamboo shoots to wash away the extra
sourness (if required) and add it to the chicken,
along with salt as per the taste, mix it properly and
cook in low flame till it’s done.

Check before Depositing Money with Financial Entities
Common citizen of Arunachal Pradesh are advised to not to fall prey to fictitious offers promising unsustainable
returns by individuals, unincorporated bodies and companies.
(1) Check the list before placing deposits with Non- banking Financial Companies (NDFC). A detailed list of NBFCs
authorized by the Reserve Bank to accept deposits is available on the RBI website (www.rbi.org.in - Sitemap - NBFC
List- List of NBFCs Permitted to Accept Deposits.)
(2) Go to an advisory issued by RBI for carefully evaluating investment decisions, including making deposit with
NBFCs. The advisory is part of the Frequently Asked Questions (FAQs) issued by the central bank (available on the
RBI website http://rbi.org.in/scripts/FAQView.aspx?Id=92.)
(3) Must check from the list of deposit taking NBFCs published on the RBI website - www.rbi.org.in - Sitemap - NBFC
List before placing deposit with an NDFC.
(4) Also check that it is not appearing in the list of companies prohibited from accepting deposits.
(5) NBFCs have to prominently display that it has the Certificate of Registration (CoR) issued by the Reserve Bank
on its site. If an NBFC is authorized to accept public deposit, the certificate reflects that RBI does not guarantee the
repayment of deposits accepted by NBFCs
(6) NBFCs cannot use the name of the RBI in any manner while conducting their business
(7) Must insist on a proper receipt for every amount deposited placed with the company. The receipt should be duly
signed by an officer authorized by the company and should state the date of the deposit, the name of the depositor,
the amount in words and figures, rate of interest payable, maturity date and amount.
(8) Must be circumspect if the interest rates or rates of return on investments offered, are higher than those offered
by others in the market place.
(9) Must ensure that the entity offering such returns is registered with one of the financial sector regulators and is
authorized to accept funds, whether in the form of deposits or otherwise.

CIRCULAR
The Department of Telecom, Gol has observed that there is no standard or uniformity in the certificate of
identity and certificate of address proof issued by the village panchayat head to the citizens while applying for mobile
connection. This has lead to impossibilities in authenticating the genuiness of the certificates by the mobile service
providers. Therefore DoT, Gol has made mandatory provisions to safeguard mobile services in J&K, Assam and
North East region. The following instructions are to be followed in respect of certificate of photo identity and address
proof issued by village Panchayat Head for issuance of mobile connections:
i) The certificate issued by the village Panchayat Head should be in their letter head only.
ii) Certificate should also contain stamp of issuing authority.
iii) The certificate should mandatorily have full Name, Address, and Telephone Number of the issuing authority.
Telephone connections may not be issued if the certificates do not comply with above requirements. Therefore,
it is requested that the concerned village Panchayats to issue the certificate as above for getting the mobile
connections from Telecom Service Providers.

SDO holds meeting
with Health & Education
officers
AALO, September 17:
In an effort to rationalize, assess and
overcome the shortage of staffs in
health and education sector under
Likabali Subdivision, a meeting
was held under the chairmanship of
Jumkar Karbi, in charge SDO Likabali
recently.
Explaining the need to place the
genuine needs and practical problems,
Karbi said that education and health
are the two important sectors that
transform the society. He appealed
all teachers, doctors and officials of
the two concerned departments to be
sincere and committed in their every
endeavor towards education and
health delivery system. Administration
at Likabali is occupied in tackling
growing nature of law and order
problem and not in a position to look
into these sectors personally; he said
and urged the department officials to
tie up with the issues and problems
confronting the smooth functioning
so that matters are taken up with the
higher authorities for redressal.
Principals, Doctors of various
schools, PHC & CHCs and Sub-Centre
projected their ground problems and
staff shortages in many schools and
medical centers.
Test on basic computer for
ministerial staff held
KHONSA, September 18:
A two-week basic computer training for
the ministerial staff of all government
departments in Khonsa was held at
Khonsa, NIC. Computer test as a part
of the training which began on August
19 last was conducted on September
16 to assess the performance of the
trainees.
There were both practical
and theoretical test which was
directly supervised by the Deputy
Commissioner Kamlesh Kumar Joshi.
The DC said that the performance of
the employees after evaluating the
test result will be reflected in the ACR
of the employees. He said that it
has been made mandatory for all the
government departments to use only
computer for which such training was
of paramount importance.
The computer training was
imparted by Ajay Kumar Singh, DIO,
NIC and his staff.

convergence workshop on
RTE held
TEZU, September 16:
Two day long zonal level convention
cum convergence workshop and
awareness programme on a child
right on privacy and confidentiality in
the light of the protection of children
from Sexual Offence Act 2012 was
held at BRC Hall, Tezu on September
15 last.
Lohit Deputy Commissioner
Rajeev Takuk attended the function
as chief guest where representatives
of seven districts, Lohit, Tirap,
Changlang, Longding, Lower
Dibang Valley, Dibang Valley and
Anjaw participated, besides PRI
members, NGOs, community based
organization, PTA, SMCs, and other
officials and staff of Education and
DDSE office.
Appreciating the step of SSA Rajya
Mission for choosing Tezu as venue of
such event by the state functionaries,
the Deputy Commissioner appealed
the teacher to discharge their
duties with complete dedication and
utter satisfaction. He added that
contributions from the PRIs and
other agencies can bring tremendous
changes in the education set up of the

Act 2012, he suggested for massive

Pige Ligu held a meeting with all
the Heads of Department at the
newly constructed Zilla Parishad
Chairperson office at Yupia today.
He discussed and reviewed the
power point presentation prepared
by the HoDs about the problems
and grievances of the respective
departments and other arrangements
for the visit of the chief minister at
Yupia tomorrow.
He also advised the officers
to be very brief and adhere to the
time limit given to each officer for
the presentation. All the head of
departments presented demo of
their power point presentation during
the meet.

enough.’ Her response was prompt
as ever.
She promised him to invite to
her marriage. Then she again asked
him about the date of his next visit to
Itanagar. Finally they wound up their
lengthy chatting with mutual wishes
and hopes of seeing each other
soon.
It was difficult for me to
concentrate with such a distracting
happening though the story was
beginning to unravel an interesting
knot. I attempted to doze off by
closing my eyes and not give out any
indication of my presence in my room
lest she felt uncomfortable. I put down
the book on the little table noiselessly
beside my head and lay down on my
back. The electric fan hanging from
the ceiling whirred frantically which
was the lone source of diversion. But
soon she took over again.
This time she connected a number
which I assumed was a landline.
A female voice from the other end
answered her call after the number
chimed for a while.
‘Who are you?’, the voice at the
dialed number said.
‘Is Engineer sahib in the house?’
, the girl put a counter query to the
receiver.
‘I said who you are. Please tell
me’, the receiver persisted firmly.
‘I just wanted to know whether
Engineer sahib is home or not. That
is all. Why are you angry?’ she said,

State and the APKVIB. This may be
done by engaging professionals or
with the help of National Informatics
Centre. 90% respondents of the
KVI unit owners demanded more
advertisement.
Border Trade: The North Eastern
Region is isolated, landlocked which
shares only 2% of its border with
the country and rest with Bhutan,
Bangladesh, Myanmar and the
Tibetan region (China) and China.
Most of this international border
has been artificially created. The
result has been the elimination of
the region’s trade, commerce and
other linkages, which existed in the
pre-independence days. These North
Eastern States are very close to the
dynamic South-East and East Asian
economics. It is imperative to develop
a coherent policy linking this area.
The observation is in factual
fitness to the State or the region
as revealed from the investigation.
As the three sides of the state is
bounded by Bhutan to the West with
440 lan, China to the North with 1630
lan and Myanmar to the East with
160 lan., there is a great possibility
for border trade, if it opens, the
KVI would develop automatically.
64% respondents bore in favour of
border trade while 36% remained
silent, the researcher thought that
they had no clear idea about the
potentiality of border trade. Therefore,
priority to develop border trades with
Bhutan, China and Myanmar should
be opened.
Flow of relevant information:
68% needed more flow of relevant
information so as to enable them
to keep the entrepreneurial world
abreast with the recent trends. The
Department of Industries may launch
a periodical bulletin and ensure
its circulation to all far and wide
prospective entrepreneurs. Any
good development, success stories,
whatsoever minute it may be, around
the entrepreneurial world in the State
need to be highlighted through this
periodical. This doses a moral boost
and confidence building.
Performance of Banks & Financial
Institutions: 86% seemed that the
banks & Financial Institutions should
play more constructive role in
lending credit support to technically
raising her cranky voice.
‘What are you saying? Is this the
way to call up people? Why don’t you
tell me who you are and what you

‘If you are asking me who I am,
then tell me also who you are.’

at the other side appeared to be in
equal measure to the girl’s audacity.
A swift creaking sound of the
wooden cot in the room was heard.
Probably she sat up on her bed
agitated, unable to control herself.
‘You shameless woman! Why
don’t you learn the etiquette of
conversation? You are speaking to me
as if I am a sinner?’, she shouted at
the top of her voice to the receiver.
‘It is you who has been behaving
shamelessly! It is you who should

Tourism/Eco-tourism: 60% thought
that tourism /Eco-tourism might
be encouraged which would have
ripple effect on the Village and Small
Industries sector and the ancillary
activities. Nearing to the Eco-tourist
spot, Gram-odyog Darshan (display
of Village Industries proto-type) Park
might be established to showcase
the State’s treasure trove. Tourism
and KVI are positively correlated. But
40% were not in favour of it as they
thought that with the development of
it, their culture and traditional belief
would be hampered.
Raw material, Technical knowhow,
Machines/ tools and Skill
Development: 81% opined that the
State should strive hard to be selfsufficient
in raw material, technical
know-how, machines/tools and a
well knitted marketing network. The
department of Industries and its
associate organizations should have
more technical manpower groomed
with managerial competencies, which
has been badly lagging at present.
There are three Rural Industries
Consultancy Cells have so far been
established by the KVIC in the State,
one at Bomdila in the office of Assistant
Director of Textiles & Handicrafts, One
at State Office, KVIC, Itanagar and
another at Multi Disciplinary Training
Centre, Doimukh within a span of last
four years. Such type of centre should
be established in every district. Time

appeared the lady hung up the phone

footsteps were heard along the
cemented corridor. The door was
opened by the girl.
She grumbled about boredom
and accused Takar for his delay.
‘There was so much work in the
office. And then what to talk of these
government officials! They don’t give
a hoot to people like us! Finally I got
delayed for the bank. No transaction!’
Takar lamented.
‘That means no money!’
‘No!’
‘But I need some money
urgently.’
‘What can I do about that? I myself
need some money urgently.’
‘I don’t trust you. You must be
lying!’
‘Why should I lie to you?’, Takar
should be organized to motivate
among the young entrepreneurs.
Inner Line System (ILP): 82% were
not in favour in ILP. The existence
of Inner Line System appears to
be irrelevant in present global
scenario and therefore authority may
contemplate twice on its continuation.

Vocational Training / Education:
52% told that vocational training/
education were needed time to

units. The State Government has a
network of 88 craft centres, earlier
called Cottage Industries Training &
Production Centres (CITPC). Lack
of modem tools and equipments,
poor physical infrastructure, shortage
of competent training instructors,
outmoded curriculum and training
methods, neglect of skill up-gradation,
low stipend offered to trainees etc.

APKVIB, the local KVIC office, which
is operating with scanty and nontechnical
staff, may perform mainly
the supervisory and liaisoning role
with the Government of India, the
head office of KVIC etc. as had been
a practice in past. The present system
has been overlapping the importance
and role of the APKVIB.
As many of the KVI units
entrepreneurs produce on occasional
demand basis because of absence
of regular market for their product.
According to the Says Law, “Supply
creates its own demand”. Practically,
the language of Economics fails
here with the passing of time. For
creation of demand, there is a time lag
between demand and supply, again if
there is absence of buyers, who would
said laughing.

‘You shamelessly frolic and
exploit me at will but when I am in
need don’t pay any concerns to my
difficulties. Where’s your promise of
helping me out now? Tell me, tell me,
you scoundrel!’
His giggling and cackling
vanished. He pleaded innocence and
assured to give her some money the
next day when the bank opened.
A few more sounds of spanking
and thumping were heard. Then
a spell of shrill screaming. It was
followed by a sudden unbolting sound
of the door.
‘You scoundrel! You can’t flee from
me just like that’, the girl shrieked, her
voice piercing the rickety walls.
The two rushed out of the room, the
one chased by the other, screaming
and yelling, all along the narrow
corridor, then up the wooden ladder
and finally out of the restaurant when
her scream was heard no more.

Arunachal Pradesh is such a state
where more than 80% of local demand
depends on the commodities coming
from outside of the state. Among these
commodities, many commodities can
be produced locally and thereby fulfill
the local demand. The price of local
commodities may be slightly high
but qualitatively not less than that of
outside commodities. To strengthen
and also to encourage the local KVI
units, the government can give more
subsidies in purchasing raw materials
and inspire to the officials to use local
product such as decorative as well as
usable items
on the wall, table, chair, door
and window in all institutions by
issuing order. 86% respondents of KVI
entrepreneurs supported this idea.
Again cent per cent entrepreneurs
supported that Local Uniform to
be used by the students as well as
teachers in all Educational Institutions
by issuing order from the government
was the main encouragement to the
KVI.
Conclusion: The field based
suggestion is very much vital to
strengthen the KVI units in the state as
because the suggestions came from
the core of heart of the entrepreneurs
what they felt practically. The
authority can think about these
issues. Without rural industries, it
would be considerably more difficult
to solve the problem of agricultural
unemployment. Rural industrialization
promotes rural industry. The problem
of mass unemployment and under
employment and poverty is likely to
persist unless some supplementary
avenues of generation of employment
for the masses are devised for the
rural areas. Employment due to
industrialization is the surest way to
enable the vast numbers living below
the poverty level to rise above it. Rural
industries are capable of offering
employment opportunities at the place
of residence to a large section of
population. Rural industries have the
capacity to correct regional imbalances
by initiating industrial activities on
dispersed basis in the most neglected,
backward inaccessible areas where
perhaps large scale sector is unable
to penetrate in the hilly terrain region
like Arunachal Pradesh. Thus, rural
industrialization is a key to rural
development and rural prosperity. It
helps not only in the growth of the
economy but also paves the way

The auspicious Birthday of
Lord Ganesha is celebrated as the
occasion of Ganesh Chaturthi. It is
believed that Lord Ganesha, son
of Shiva and Parvati bestows His
blessings on his devotees on this
day. Lord Ganesha is worshipped,
as the God of wisdom and Ganesha
Chaturthi is a festival celebrated
in the honor of Lord Ganesha. To
enjoy the celebrations of this festival
one must visit Mumbai where the
Ganesha Chaturthi celebrations
start a month before the actual day.
The celebrations of this festival can
be seen in advance but the most
important are the last days of this
occasion when the idols of Lord
Ganesha is immersed in the sea.
This entire occasion is made livelier
by the devotional songs, dances
and drumbeats that are a part of the
procession followed by the devotees
of Lord Ganesha.
The festival of Ganesha
Chaturthi 2013 falls on 9th of
September. Ganesh Chaturthi Date
is different every year. The occasion
of Ganesha Chaturthi is celebrated
as the birthday of Lord Ganesha.
The celebrations of this festival can
be enjoyed all over India mainly in
Tamil Nadu, Maharashtra, Andhra
Pradesh and Karnataka. The festival
of Ganesha Chaturthi is celebrated
on the fourth day (Chaturthi) of the
lunar month Bhadrapada (August-
September). The festival of Ganesha
Chaturthi is also known as Vinayaka
Chaturthi and is celebrated for many
days. To feel the real passion of
Ganesha Chaturthi, one should visit
Mumbai where you will come across
the real celebrations of this festival.
Before the ten-day ceremony
begins, the household achieves
an unmatched state of purity.
Households and specially the place
where the idol is to be placed, is
cleaned and whitewashed. Ganesha
idols that are newly molded are
brought from the innumerable
street-side shops, which come up
especially during the festival. The
idols of Lord Ganesha are carried
with their faces covered with a
saffron cloth amidst the chanting
and sound of cymbals. And as the
evening approaches, his ideal is
seated in a grandiose manner in
the puja room. He is installed as the
supreme one who takes precedence
over all others. This is called
“Sthapana” when all the members
of the household gather around the
decorated altar. Then the priests
perform a ritual by which the idol
is said to be imbued with life. After
that follows the traditional puja. The
puja begins at the time designated.
The ceremony begins by placing the
image, usually made of terracotta, in
a sacred arena.
Traditional stories tell that Lord
Ganesha was created by goddess
Parvathi, consort of Lord Shiva.
Parvati created Ganesha out of
sandalwood paste that she used
for her bath and breathed life into
the figure. She then set him to
stand guard at her door while she
bathed. Lord Shiva returned and,
as Ganesha didn’t know him, he
didn’t allow him to enter. Lord Shiva
became enraged and asked his
follower ghosts to teach the child
some manners. Ganesha was very
powerful, being born of Parvati, the
embodiment of shakti (or power). He
defeated the ghost-followers (called
“Ghana”s) and declared nobody was
allowed to enter while his mother
was bathing. The sage of heavens,
Narada, along with the Saptarshi (the
seven wise rishis) sensed a growing
turmoil and went to appease the boy
with no results. Angered, the king of
Gods, Indra attacked the boy with his
entire heavenly army but even they
did not stand a chance. By then, this
issue had become a matter of pride
for Parvathi and Shiva.
After the devas were defeated, the
trinity, the controller, preserver and
destroyer of the universe launched
an attack against Ganesha. Amidst
the fighting, Shiva severed the head
of the child and brought on Parvathi’s
rage. Seeing her son dead, Parvathi
revealed her true self, as the Adishakti
Mahamaya, the prime energy
that fuels the universe and sustains
matter. Taking on a terrible form, she
vowed to destroy the universe where
her son was killed and re-create a
better one. The Gods prostrated
before her and Shiva promised
that her son would live again. The
trinity hunted the world for a head
and came across a mother elephant
crying for her dead baby. They
consoled the mother and fixed the
head of the baby elephant in place
of Ganesha’s head. Lord Shiva also
declared that from this day, the
boy would be called as “Ganesha”
(Gana-Isha : lord of the Ganas). In
this way, Lord Ganesha came to be
depicted as the elephant-headed
God.
However, according to the Linga
Purana, Lord Shiva and Goddess
Parvati created Ganesha at the
request of the Devas for being a
Vighnakartaa (obstacle-creator)
in the path of Rakshasas, and a
Vighnahartaa (obstacle-averter) to
help the Devas achieve fruits of their
hard work.
Ganesh Chaturthi starts with the
installation of the Ganesh statues or
Idols in colorfully decorated homes
and specially erected temporary
structures mandapas (pandals) in
every locality. The people or a specific
society or locality or group erects
the pandals by collecting monetary
contributions. The pandals are
decorated specially for the festival,
either by using decorative items like
flower garlands, lights, etc. or are
theme based decorations, which
depict religious themes or current
events.
The priest usually with the
chanting of mantras invokes the
presence of Ganesha using the
statue as a channel, or body
for his energy. This ritual is the
Pranapratishhtha. After this, the
ritual called as Shhodashopachara
(16 ways of paying tribute) follows.
Coconut, jaggery, 21 modakas, 21
durva (trefoil) blades of grass and
red flowers are offered. The statue is
anointed with red unguent, typically
made of kumkum and sandalwood
paste. Throughout the ceremony,
Vedic hymns from the Rig Veda,
the Ganapati Atharva Shirsha
Upanishad, and the Ganesha
stotra from the Narada Purana are
chanted.
Ganesha is worshipped for 10
days, starting from Bhadrapada
Shudha Chaturthi to the Ananta
Chaturdashi; on the 11th day, the
Idol is taken through the streets in
a procession accompanied with
dancing, singing, and fanfare to
be immersed in a river or the sea
symbolizing a ritual see-off of the
Lord in his journey towards his abode
in Kailash while taking away with
him the misfortunes of his devotees.
At individual homes, the Visarjan/
Nimajjanam is also done on 3rd, 5th
or 7th day as per the family tradition.
All join in this final procession
shouting “Ganapati Bappa Morya,
Pudhachya Varshi Laukar ya” (O
lord Ganesha, come again early next
year) in Maharashtra and “Ganesh
Maha Raj ki, Jai” (lord Ganesha,
victory is yours) in Andhra Pradesh.
After the final offering of coconuts,
flowers and camphor is made,
people carry the idols to the river to
immerse it. Girgaum Chowpatty is
one of the famous immersion spot
in Mumbai.
The main sweet dish during
the festival is the modak (modak
in Marathi, modakam/kudumu in
Telugu, modaka in Kannada and
modagam in Tamil). A modak is
a dumpling made from rice flour/
wheat flour with a stuffing of fresh
or dry-grated coconut, jaggery, dry
fruits and some other condiments.
It is either steam-cooked or fried.
Another popular sweet dish is the
karanji, which is similar to the modak
in composition and taste but has a
semicircular shape.
It is not known when and
how Ganesh Chaturthi was first
celebrated. Ganesh Chaturthi was
being celebrated as a public event
in Pune since the times of Shivaji
(1630-1680), the founder of the
Maratha Empire. The Peshwas, the
de facto hereditary administrators of
the Empire from 1749 until its end in
1818, encouraged the celebrations
in their administrative seat Pune
as Ganesha was their family deity
(Kuladevata). With the fall of the
Peshwas, Ganesh Chaturthi lost
state patronage and became a
private family celebration again until
its revival by Indian freedom fighter
and social reformer Lokmanya
Tilak.
In 1893, Lokmanya Tilak
transformed the annual domestic
festival into a large, well-organized
public event. Tilak recognized the
wide appeal of the deity Ganesha
as “the god for everybody”, and
popularized Ganesh Chaturthi as a
national festival in order “to bridge
the gap between Brahmins and
‘non-Brahmins’ and find a context
in which to build a new grassroots
unity between them”, and generate
nationalistic fervour among people
in Maharashtra against the British
colonial rule. Tilak was the first to
install large public images of Ganesh
in pavilions, and also established
the practice of submerging in rivers,
sea, or other pools of water all public
images of the deity on the tenth
day after Ganesh Chaturthi. Under
Tilak’s encouragement, the festival
facilitated community participation
and involvement in the form of
intellectual discourses, poetry
recitals, performances of plays,
musical concerts, and folk dances.
It served as a meeting ground for
people of all castes and communities
in times when, in order to exercise
control over the population, the
British discouraged social and
political gatherings. In this way, Tilak
started a socio-political movement
behind the religious fervor and veil
against the British Government.
Let’s not forget his contribution in
the Indian political scenario and
salute him while performing Puja of
Lord Ganesha.

A report received from Ziro, the
headquarters of the Subansiri District,
Says that the Subansiri Multipurpose
cooperative Society has constructed
a beautiful permanent building for
the show room-cum-godown of
the Society n the heart of the Ziro
market. The newly constructed
building was inaugurated in presence
of a big- crowd of local people,
officials and Jawans on 1st May,
1970, by the Deputy Commissioner,
Shri C.M. Chaturvedi. The Deputy
Commissioner in his speech explained
the socio-economic importance If
the Cooperative movement in NEFA
and requested the people to extend
all possible help and cooperation
to make the movement a success.
The guest and members attending
the occasion were entertained
to light refreshment. Shri T. Tara,
Chairman, while thanking the people
for attending the function sought
their cooperation and the help for the
success of the Cooperative Society.
TEZU
Tezu has reported that a
‘Sramdan’ was organised on 26th
April at Tezu in which officers and
staff participated. They cleared a
considerable portion of jungle near
the Deputy Commissioner’s office
building for converting it into a play
ground.

The Juvenile Justice Board verdict,
yesterday i.e. the 31st August’2013,
to the 6the accused, pertaining to
16th December,2012 gang rape in
New Delhi , with Ms. Nirbhaya (the

, is shocking and disappointing.
The JJB has verdict for three years
imprisonment only to be kept in Bal
Sudhan Grib. The JJB has said that
on the time of such brutal crime
(read 16the December ‘2012) the 6th
accused was 17 years and 6month
old so it was not adult, rather minor.
The Board further stated that in the
case of minor i.e. below 18 years of
age, the legal proceeding would be
different minusing the intensification
of crime committed by the minor.
While talking to media men the
parents of “Nirbhays” expressed grief
and anger by saying that, why he
was not awarded death sentence?
Whin he with 5 others co accused war
raping – murdering to their daughter
then he sensed that he was a minor
and not adult. Against this verdict
they would appeal in High Court. The
written of this article is of U.P who got
shocked while watching T.V. when the
verdict of J.J.B came in media with
the Bar Council of U.P. has decided
to give full cooperation and support
to the parents of Nirbhaya in fight for
justice to the victim’s family .
Defactodly this verdict of JJB
might encourage to those who are
the so called “ Minor” reading to follow
and repeat the incident of 16the
December’2012. When the verdict
came on surface , people staying
in front of the JJB in New-Delhi
shouting slogans, displaying the play
card, banners etc. into their hands
the Tezu Club members on 1st May,
1970 on the eve of release of Shri V.

bridge over the river. Berrang was
formally opened by the Deputy
Commissioner sometime back for
the benefit of the Chakma settlers
near Chowkham. In absence of
the bridge on the river the Chakma
settlers experienced great difficulty
during the rainy season. The bridge
was completed in record time of one
month which could be possible only
due to sincere and tireless efforts
on the part of the C.P.W.D. Workers
and Engineers. This 3 ft. Wide and
325 ft. Long suspension bridge
has been constructed at estimated
expenditure of Rs. 35,000.00.

Roing has reported that on the
9th May, the birth anniversary of
demanding death sentences to this
so called minor. Prominent citizens

as saying that, the verdict is injustice
to the family of victims so the age limit
in case of minor be minimized upto 16
years. Because of Bharat-Varsh (read
India) remained under Brittish rule for
centuries so most of the laws passed
by the Brittish Indian Parliaments
were infavour of the ruling elite. Our
country has become independent in
1942 but we have been carrying on
these law are not people oriented so
it must be amended through proper
legislation by the parliament of India.
The Juvenile crime graph has been
increasing across the country but our
law makers are keeping mute.
Amendment must be made in
Indian Police Act, I.P.C, Cr.P.C. ,
Indian Judicial Act and the likes, so
that, these could be made people
oriented with the innocent and
the victim be awarded justice. I
personally opined that the 18 years
age is unsuited, with the prevailing
situation in India, for a person to be
declared as an adult. The age of an
adult must be made for 16 years. So
that the rape related crime may fall
down. I also support the demand, for
rapist, the capital punishment of cried
by the people.
It is fact, that the victims of rape
(if not killed) remains, in isolation
with hate and cornered, whole the life
even disregarded by her own family
member. the N.G.Os and National
Human Rights Commission take on
nationwide debate pressurizing the
law makers to get mentally prepares
to among that law relating to the age
of adult, that mean from 18th years
to 16th years.
Kaviguru Rabindranath Tagore was
celebrated at Roing in a befitting
manner. The celebration included
a variety performances taged in
the evening on certain works of the
poet at the School auditorium. Local
people, students and Government
staff participated in the function.
Khonsa
A report from Tirap says that
Lazu, a border and biggest Nocte
village was electrified on the 26th
February, 1970. Water Supply
Scheme for the village has also
been completed. It is interesting to
note that the villagers volunteered to
carryall the materials for electricity
and water supply scheme. The Chief
and the people of Lazu expressed
gratitude to the Administration for
extending these facilities.
We have received a disquieting
report from Khonsa, the
headquarters of the Tirap District.
On 14th April, 1970, a fire broke out
in Chinkoi village, 20 kilometer from
Khonsa. Out of 77 houses, 57 were
gutted by the fire. The SST Jawans
stationed at Khonsa and nearby
villages helped in reconstruction
of the burnt houses. An amount
of Rs. 100.00 all cash relief was
sanctioned immediately from the
local fund to each affected family. In
another fire which broke out during
April, 1970. In the Miao bazaar
area, all the shops were completely
gutted. Loss has been estimated at
about Rs. 2 lakhs.

most the cases belonging to the rape
did not find mention rapist. Also the
defense lawyers (was paid heavy
cash) ask such insulted question
to the rape victims in the court, that
is unbearable –intolerable to her.
Even the rape victims seemed to be
unable to respond with the fact and
circumstances leading to rape. So
the accused gets the double benefit
and being acquitted by the court
that encouraged him to repeat such
crime with others, in future.
The crime reports suggest that
only 10% cases of rape are entitle
reported in police station because
maximum cases of rape are getting
settled out of court either pressure
threat temptation and the likes
pertaining to the victims (and her
family).
Lastly but importantly, I need the
Juvenile age be redescribed that
mean from 18 years to 16 years
because it is the need of hours.

Centre to consider change in
nomenclature of few tribes of state
NEW DELHI, September 12:
Union Minister for Tribal Affairs, V
Kishore Chandra Deo today assured
state chief minister Nabam Tuki that the
ministry is ready to favourably consider
the demand of the state government
for change in nomenclature of few
tribes of the state.
Deo informed Tuki, when the later
called on his offices here at Shastri
Bhavan, that recommendations for
change in nomenclature of scheduled
tribes in the state have to come through
proper channel as per norms to enable
the ministry to work on it. He requested
the state government to immediately
send official recommendations for the
same through the state secretariat,
which he said is the normal procedure.
He assured that the recommendations
would be positively considered by the
union ministry.
Tuki accompanied by Tourism
and RWD Minister Pema Khandu
explained Deo of the demands of
some tribes of the state for change
in nomenclature including the need
to change ‘Any Naga Tribe’ to the
original nomenclatures of individual
tribes of Arunachal Pradesh.
To the request of the chief minister
for grant of scholarship to students
of the state studying in various
universities, colleges, schools as
well as those undergoing courses in
various skill development trades, the
union minister informed that there is
already a system in place for grant
of scholarships to tribal students. He
requested the concerned officials and
individual students to go through the
grants available with the Ministry and
apply through proper channels.
Pema Khandu, who belongs to the
Buddhist community of the state, also
requested scholarship to students
from the state undergoing religious
studies in universities run by Buddhist
institutions. Deo informed that provision
for scholarships is available with the
Ministry and can be availed by the
students, which the ministry would be
happy to provide.
To another request of the chief
minister, the union minister assured
that the ministry will finance in skill
development training for unemployed
youths of the state through various
schemes available including through
Corporate Social Responsibility (CSR)
programmes implemented by various
PSUs. He sought a detailed data bank
of skill trades specific to youths of
Arunachal Pradesh from the concerned
state government department.
Acknowledging the fact that
Arunachal Pradesh is a hundred
percent tribal state the union minister
assured that one Joint Secretary of
the ministry will exclusively deal with
issues pertaining to tribal affairs of the
state.
As requested earlier by the
state government for inclusion of an
Arunachalee as a member in the
National Commission of Scheduled
Tribes, the union minister informed that
the process has been already initiated
as per the recommendation made by
the state government.
Thanking the union minister
profusely for his generosity towards the
state, Tuki invited him to visit Arunachal
Pradesh at his convenience. Deo
responded by saying that it has been
his long cherished dream to travel to
Arunachal Pradesh and the time has
come now. He assured Tuki that he will
visit the state either in the second half
of October or first half of November
this year.

for consumption and selling their meats in the markets under Papum Pare District.
AND WHEREAS, it is also reported by various organizations that large number of illegal extraction of forest products and fishing by
using explosives are taking place within the vicinity which is posing ecological imbalances in the area and endanger to the society;
Therefore, all law abiding citizens of this district are hereby informed that killing of any variety of wild animals, fishing by using
explosives and other unlawful means and illegal extraction of forest products is a crime and persons who are indulging in such activities
are liable to be prosecuted under Wildlife (Protection) Act, 1972, explosives Substances Act, 1908 and Hon’ble Supreme Court orders
respectively; All the Administrative Officers as well as Forest Officials are hereby directed to strictly enforce the orders and provisions
so as to check such activities in their area.
