Government was informed about <strong>the</strong> document in October 2010. In <strong>Jan</strong>uary 2011 <strong>the</strong> Federal<br />

Foreign Office reported that it had made attempts to establish whe<strong>the</strong>r this secret order had<br />

ever actually existed. This could not, however, be clarified. It is not clear whe<strong>the</strong>r <strong>the</strong> Federal<br />

Government approached <strong>the</strong> Turkish government directly with this question at <strong>the</strong> time. 7<br />

4. Use <strong>of</strong> tear-gas grenades for training purposes<br />

In 2004 <strong>the</strong> Turkish television channel TRT 1 broadcast a documentary about a Turkish antiterrorist<br />

unit. 8 It showed soldiers practising using tear gas in army combat missions. In one<br />

scenario, following <strong>the</strong> deployment <strong>of</strong> explosive grenades, tear-gas grenades were thrown into a<br />

cave in order to incapacitate any survivors (see Fig. 3). In ano<strong>the</strong>r exercise, when capturing a<br />

village, soldiers blew up a ho<strong>use</strong> and <strong>the</strong>n <strong>use</strong>d tear gas to force <strong>possible</strong> survivors out <strong>of</strong> a well.<br />

Although <strong>the</strong> CWC permits <strong>the</strong> <strong>use</strong> <strong>of</strong> tear gas for domestic police <strong>use</strong>, <strong>the</strong> exercises shown here<br />

are clearly <strong>of</strong> a military nature. This kind <strong>of</strong> <strong>use</strong> is prohibited under <strong>the</strong> terms <strong>of</strong> <strong>the</strong> CWC.<br />
