The Legal Center FCE’s mission is to bring attention and important legal resources to support the educational needs of children and youth in the nation’s foster care system.
How to Develop and Implement a University Course on Family Homelessness Debra Manteghi, Program Manager, Project RISE, Akron Public Schools (OH) This session will demonstrate the necessary steps in structuring a university level course to inform pre-professionals and practitioners who can enter their respective fields with a working knowledge and skill set to address the problems of family homelessness, as well as being involved in community work to develop effective intervention and prevention plans. Participants will work with Maslow and Bronfenbrenner theoretical models to see how students develop framework for intervention and prevention. Reducing the Impact of Trauma for Children and Youth Ruby Lewis, Homeless Liaison and Trauma Specialist, Taylor School District (MI) Florence Ernzen, Trauma and Loss Consultant Supervisor (MI) By learning about the impact of trauma on children and youth, participants will understand how students can recover from these experiences, learn and thrive. The presenters will cover evidencebased practices that can be implemented in school, home, and community spaces. Session topics include: addressing hyperarousal in individual or group therapeutic sessions, working with families to help to create safe environments, and improving academic achievement. Tools for Change Maura McInerney, Staff Attorney, Education Law Center (PA) This session provides a survey of effective and user-friendly tools such as forms, notices and questionnaires to effectively identify and serve homeless children and youth. The “best practices” state level and school district tools highlighted in the session can be easily replicated in other jurisdictions. Course content will include: how to conduct to an outreach campaign focusing on unaccompanied youth; how to identify children and youth who are doubled up through the use of non-stigmatizing questionnaires; developing an accessible Know Your Rights brochure and dispute resolution complaint as well as a student needs assessment form. The session will also address what data elements should be collected at the school district and state level and how to utilize a Statewide Task Force as a tool for change. Beyond School Enrollment: Helping Unaccompanied Youth Access Needed Services Barb Dexter, Secondary Teacher Specialist, Anchorage School District (AK) Karen Fessler, Director, Project Connect, Cincinnati Public Schools (OH) Casey Trupin, Staff Attorney, Columbia Legal Services (WA) “Unaccompanied youth” are youth who are homeless and not in the physical custody of a parent or guardian, facing barriers to their safety and well-being. This session provides legal information and practical strategies to assist youth with college financial aid, housing, public benefits, medical treatment, child welfare, and immigration. Preventing and Re-Defining Homelessness: How New HUD Policies Will Help More Children, Youth, and Families Denver 1 Denver 2 Denver 5 Denver 6 Gold Coin Jeremy Rosen, Executive Director, National Policy and Advocacy Council on Homelessness (DC) Phillip Lovell, Vice President for Education, Housing, and Youth Policy, First Focus (DC) This session is a REPEAT from Sunday at 3:15 p.m. Monday November Concurrent Sessions 5 1:45 - 3:00 p.m. NAEHCY Annual Member Meeting 5:00 in Mattie Silks on Monday. Elections will be held for Executive Committee officers. This session will provide information on two important housing laws signed into law this year: protections for renters living in foreclosed property and the reauthorization of the HUD Homeless Assistance Act programs, including the broader HUD definition of homelessness. Both laws provide critical information of use to liaisons who are trying to assist families facing foreclosure, as well as families who are homeless and in need of shelter, housing and other HUD homeless assistance services. In addition, information about pending housing legislation and budget issues will be addressed. 23
