2.1 Introduction<br />

The SCS database is a register listing information on the Council’s stormwater assets. The<br />

information contained within the database as supplied by SCS is:<br />

2.2 Updating Database<br />

SMEC updated the asset database for the Lorne stormwater system based on information supplied<br />

from detailed field survey. The updated database includes all pits and pipes surveyed as part of<br />

this study, as well as four gross pollutant traps (GPTs) located in Lorne. In addition to updating the<br />

database, the existing information has been supplemented with a condition assessment for each<br />

asset, and a replacement cost for each asset. The approximate age of each asset has also been<br />

included, based on surface visual inspection.<br />

The condition assessment resulted in each asset being assigned a rating for the expected<br />

remaining service life of the asset. These ratings were dependent on the material of the asset.<br />

Table 2.1 shows the ratings and the corresponding life expectancies used.<br />

The costs shown in Table 2.2 were based on values taken from Rawlinsons Australian<br />

Construction Handbook (2002) and where necessary they also draw on the experience of SMEC<br />

on similar type projects.<br />

The prices shown in Table 2.2 were based on the following assumptions:<br />

• Concrete pipes are FRC Class 2 to AS4139-1993.<br />

• PVC pipes are solvert welded joints to AS1254 – 1991.<br />

• Costs have been escalated based on CPI and are represented as per June 2003. The CPI<br />

index for June 2004 for the period June 2003 to June 2004 is 3.1%.<br />

The updated asset database also includes the four existing gross pollutant traps (GPTs) in the<br />

Lorne stormwater system. The asset value of the four GPTs has been supplied by SCS.<br />

The total value of the assets listed in the database includes all pits, pipes and GPTs. The listed<br />

value of an asset is the cost of replacement of the asset with a new asset of the same<br />

specifications. The total stormwater assets in Lorne have been valued at $5,288,060. The asset<br />

database is shown in Appendix A.<br />

2.3 <strong>Asset</strong> Condition<br />

A number of pipes along Mountjoy Pde and Bay St have been inspected using Close Circuit<br />

Television (CCTV). SCS has been supplied with the video of these inspections and notes on the<br />

condition of the assets inspected. SMEC has identified a prioritised list of pipes to be surveyed by<br />

CCTV. Priorities range from 1 – indicating that the pipe should be inspected as a high priority – to<br />

3 – indicating that inspection of the pipe is of low priority. Appendix B shows the full pipe network<br />

with pipes colour-coded to indicate the level of priority for CCTV inspection. Pipes that have<br />

already been inspected are coloured green. Pipes with priority 1 have been coloured red, pipes<br />

with priority 2 have been coloured orange and pipes with priority 3 have been coloured yellow. The<br />

remainder of the pipe network is shown in blue. The full listing of pipes inspected and priorities of<br />

remaining pipes is also given in Appendix B.<br />

Barry Bros Specialised Services have provided a quotation to undertake CCTV inspection of<br />

priority 1 pipes. SMEC is awaiting approval from SCS to proceed with this work. <strong>Asset</strong> condition<br />

assessments provided in this report may be influenced by the CCTV inspection results.<br />
