4. DECLARATIONS OF INTERESTS<br />
If a Councillor has a disclosable pecuniary interest in a particular item,<br />
whether or not it is entered in the Authority’s register of interests, or<br />
any other significant interest which they consider should be declared in<br />
the public interest, they should declare the existence <strong>and</strong>, unless it is a<br />
sensitive interest as defined in the Member Code of Conduct, the<br />
nature of the interest at the commencement of the consideration of that<br />
item or as soon as it becomes apparent.<br />
At meetings where members of the public are allowed to be in<br />
attendance <strong>and</strong> speak, any Councillor with a disclosable pecuniary<br />
interest or other significant interest may also make representations,<br />
give evidence or answer questions about the matter. The Councillor<br />
must then withdraw immediately from the meeting before the matter is<br />
discussed <strong>and</strong> any vote taken.<br />
Where Members of the public are not allowed to be in attendance <strong>and</strong><br />
speak, then the Councillor with a disclosable pecuniary interest should<br />
withdraw from the meeting whilst the matter is under consideration.<br />
Councillors who have declared other significant interests should also<br />
withdraw from the meeting if they consider their continued participation<br />
in the matter would not be reasonable in the circumstances <strong>and</strong> may<br />
give rise to a perception of a conflict of interest.<br />
Councillors are not obliged to withdraw from the meeting where a<br />
dispensation to that effect has been obtained from the Audit, Pensions<br />
<strong>and</strong> St<strong>and</strong>ards Committee.<br />

6.1 SOUTH FULHAM RIVERSIDE SUPPLEMENTARY PLANNING<br />
DOCUMENT (SPD)<br />

This report seeks a resolution to adopt the South Fulham Riverside<br />
draft Supplementary Planning Document as a Supplementary Planning<br />
Document (SPD) to the Council’s adopted Local Development<br />
Framework Core Strategy 2011.<br />
6.2 LOCALISING COUNCIL TAX SUPPORT 2013/14<br />
859 - 873<br />
This report recommends that Council agrees to adopt a local Council<br />
Tax support scheme that works as though the current regulations were<br />
still in place.<br />
6.3 COUNCIL TAX DISCOUNTS AND EXEMPTIONS 2013/14<br />

This report sets out the Council Tax discounts <strong>and</strong> exemptions.<br />
6.4 COUNCIL TAX BASE AND COLLECTION RATE 2013/2014<br />

This report contains an estimate of the Council Tax Collection rate <strong>and</strong><br />
calculates the Council Tax Base for 2013/14.<br />
6.5 BUSINESS RATE FORECAST 2013/2014<br />

The introduction of the business rates retention scheme <strong>and</strong><br />
associated reforms of local government finance require the Council to<br />
forecast the amount of Business Rates (National Non-Domestic Rates<br />
or NNDR) that it will collect each financial year together with the<br />
amounts that it is permitted to retain, <strong>and</strong> those it will pass to the<br />
Government <strong>and</strong> Greater London Authority (GLA). A draft forecast<br />
was sent to Government on 7 January 2013 <strong>and</strong> must be approved by<br />
full Council on 30 January 2013 for submission in final form to<br />
Government by 31 January 2013.<br />
6.6 H&F RESPONSE TO THE TFL CONSULTATION ON THE CRITERIA<br />
FOR NEW AVIATION CAPACITY<br />
898 - 905<br />
This report seeks Council approval for an H&F response to the<br />
proposed criteria. If agreed, the draft response attached to the report<br />
will be submitted to TfL via the online survey form posted on its<br />
website. The TfL deadline for submissions is 8 February.<br />
6.7 TREASURY MID YEAR REVIEW 2012-13<br />

This report presents the Council’s Treasury Management Mid Year<br />
Report up to 30 September 2012 in accordance with the Council’s<br />
Treasury Management Practice.
