«REGIONAL INSTABILITY IN EASTERN AFRICA»

Introduction

The stability of the region of eastern Africa remains an important issue for the

stability of the whole African continent. Stability is a key requirement for the

successful development of states. The situation of Human Rights is in this context

of high significance for the stability of states and whole regions.

In this session of the United Nations Human Rights Council the debate will focus

on the situation in Ethiopia. It is an integral part of the foreign policy of the

Democratic Republic of the Congo to observe and analyze attentively the situation

in the region.

Situation in Ethiopia

The US Human Rights Report 2011 sees the problems of the country especially in

the “arrest of more than 100 opposition political figures, activists, journalists, and

bloggers”, 14 of them under the “antiterrorism proclamation”. However, under

these circumstances we see the freedom of speech in danger. In this field the

Ethiopian “Mass Media and Freedom of Information Proclamation” plays a key role;

it grants the government high authority in controlling media. Furthermore the

report criticizes „human rights problems include[ing] torture, beating, abuse, and

mistreatment of detainees by security forces“.

We are very concerned about this situation, because the principal objective of

Congo’s foreign policy is to contribute to strengthening Human Rights and so

create stability in Africa.

Proceeding plan

As mentioned in the beginning, the Democratic Republic of the Congo is

interested in granting stability in the region. But we consider it important to

decide based on detailed information.

For this aim the United Nations Human Rights Council should begin a “Special

Procedure” to independently observe the situation of Human Rights in Ethiopia.

This Special Procedure should not stop it’s observations at the border of Ethiopia

but should also consider the stability of the whole region

From this step we expect an increasing attention on the issues of the region.

However we request the state of Ethiopia to stop the Human Rights violations,

especially the detentions of journalists on the base of the “antiterrorism

proclamation”.
