The Ministry <strong>of</strong> Textiles is inviting <strong>quotations</strong> <strong>for</strong> <strong>renovation</strong> <strong>of</strong> <strong>Office</strong> <strong>of</strong> <strong>Secretary</strong> (Textiles) situated<br />

at Room No 129, Udyog Bhawan, New Delhi. Terms & Conditions relating to the assignment are enclosed.<br />

Interested and eligible firms may submit their <strong>of</strong>fer price <strong>for</strong> the following items (in the specified <strong>for</strong>mat) so as<br />

to reach the undersigned on or be<strong>for</strong>e 16.03.2009 (11.00 AM). The <strong>quotations</strong> will be opened immediately after<br />

TERMS AND CONDITIONS OF TENDERS<br />

1. The contractors must visit the site to satisfy themselves about the local conditions and<br />

site restrictions regarding Physical/administrative/access etc., if any. Failure to visit<br />

the site shall not, under any circumstances whatsoever, at a later date, constitute a<br />

ground <strong>for</strong> mitigation <strong>of</strong> the terms <strong>of</strong> this contract.<br />

2. This is an item-rate contract. The item-rate quoted is deemed to be an all inclusive<br />

rate, including all material, labour, cartage, hardware, accessories, tools & plants,<br />

scaffoldings and strutting, overheads, supervision, traveling and coordination,<br />

fabrications, pr<strong>of</strong>its, existing government taxes and levies including VAT, needed<br />

<strong>for</strong> the successful completion <strong>of</strong> the works.<br />

3. The contractor shall make his own arrangements <strong>for</strong> the engagement <strong>of</strong> the labour,<br />

locally or otherwise. Nothing will be paid <strong>for</strong> the transport, housing, feeding etc. <strong>of</strong><br />

the labour. A list <strong>of</strong> workers must be submitted to execute the works as prior<br />

permission is required from Security Incharge to enter the premises after <strong>of</strong>fice hours<br />

and on holidays.<br />

4. The quote shall be valid <strong>for</strong> the entire duration <strong>of</strong> the contract.<br />

5. All prevalent tax deductions shall be applicable. Any new deductions, if introduced<br />

by the government, during the course <strong>of</strong> the works, shall be done at source.<br />

6. At the time <strong>of</strong> handing over, a defect list, if any, shall be prepared and the same<br />

rectified by the contractor <strong>for</strong> which a mutually agreeable time shall be fixed (Not<br />

more than 15 days). In case the contractor fails to complete the same within this time,<br />

the handing over date shall be deemed to be the date on which the total works are<br />

complete.<br />

7. The scope <strong>of</strong> work and the working methodology must be fully understood. As the<br />

work has to happen in a working <strong>of</strong>fice, even though the exact place <strong>of</strong> work is free<br />

working area, proper planning in co-ordination with the owners has to be maintained.<br />

The contractor has to ensure that the <strong>of</strong>fice does not have loss <strong>of</strong> working man-hours,<br />

nor disturb other working areas within the premises.<br />

8. Time is <strong>of</strong> immense importance in the project and the contractor must adhere to the<br />

finalized schedule. Delay in progress may result a penalty @ 2% (<strong>of</strong> the total contract<br />

amount) per week <strong>of</strong> delay or part there<strong>of</strong>, subject to a maximum <strong>of</strong> 5%.<br />

9. The contractor is required to submit a work Per<strong>for</strong>mance Draft <strong>of</strong> 5% (five Percent)<br />

<strong>of</strong> value <strong>of</strong> contract which should be valid <strong>for</strong> a period <strong>of</strong> 30 days after completion <strong>of</strong><br />

contract and also during the currency <strong>of</strong> the contract.<br />

10. Payments shall be made by cheque payable at Delhi.<br />

11. The contractor shall appoint a supervisor <strong>of</strong> works who should be available on the site<br />

<strong>for</strong> complete duration <strong>of</strong> the project and should be capable <strong>of</strong> implementing<br />

instructions and executing on behalf <strong>of</strong> the contractor.<br />

14. If the progress <strong>of</strong> the works does not match the quality required by this <strong>of</strong>fice in terms<br />

<strong>of</strong> material or workmanship, the <strong>of</strong>fice reserve the right to terminate the contract at


any time and / or get it executed by some other party or get it executed in part /<br />

balance on the contractor's cost.<br />

15. In case there is any extra work beyond the final amount, written permission prior to<br />

its execution shall be taken.<br />

16. The contractors should furnish documentary pro<strong>of</strong> <strong>of</strong> satisfying eligibility and<br />

PAN / VAT number alongwith the quotation.<br />

17. The Department reserves the right to accept or reject any quotation in full or in part<br />

without assigning any reasons, there<strong>of</strong>.<br />

In no case advance payment will be made. Payment will be made after<br />

successful completion <strong>of</strong> the assignment.<br />
