Parks and Recreation Department Mission Statement

The Parks and Recreation Department collaborates with its community partners in providing “cool facilities

and programs, accessible to all residents and contributing to a vibrant, healthy and active community.”

Mayor’s Message

The Aquatic and Community Centre has now been operating for 6 months and it

is a busy and exciting place. Côte Saint-Luc residents by the hundreds are using

the facility every day and for those residents who have not yet visited the building

I encourage you to do so as soon as possible. Our swim team and masters team

programs are operating full throttle and water-polo and synchronized swimming

programs are continuing to develop. Swimming lessons are full to capacity and

our seniors clubs have moved into the building and are enjoying their new space.

The fitness centre is being well used and the art and dance studios and auxiliary

library are much appreciated. That being said, the facility is still not finished. We

are continuing to finalize furnishings, waiting to open the café and ironing out maintenance issues. We

have taken full notice of all comments we have received and are working to make the building a showcase

for the community. I encourage people wishing to rent space for their occasions to consider our fantastic

multi-purpose rooms and I also encourage our residents to read carefully through this brochure and to

register for the fantastic programs our city has to offer.

The new Aquatic and Community

Centre is full of new and exciting

programs. Our full-service café

restaurant will open before the

summer. The Côte Saint-Luc

Dramatic Society’s production of Grease last January

was a smashing success with seven sold-out shows.

We continue to expand our sports, aquatics, arts and

cultural programs including drama classes and a full

scale comedy theatrical production in the spring, as

well as adding additional weight training and cardio

equipment. Enjoy all Côte Saint-Luc has to offer.

POLICIES

· Only Côte Saint-Luc residents are eligible to purchase or renew the CSL Fun Card. For Côte Saint-Luc

residents who do not wish to purchase the card, a daily admission fee for the facilities will be available.

A daily admission fee is generally also available for non-residents.

· Proof of residency is required in order to purchase or renew the CSL Fun Card and to register for

programs. Please note that a photo will be taken upon purchase of a CSL Fun Card.

· When renewing a CSL Fun Card, please bring the previously-issued CSL Fun Card.

· In order to enter or use a facility or service, CSL Fun Card holders must show their CSL Fun Card to the

facility attendant or will be subject to the non-member fee.

· A fee of $6 applies for replacement of a lost or stolen CSL Fun Card.

Adults: driver’s license or last utility bill (leases will not be accepted)

Children: school report card with address, birth certificate, hospital card, or medicare card

Nannies (of a CSL Fun Card member) are permitted to purchase a CSL Fun Card, however they must

purchase a separate individual card (see rates above). Proof is required that they are living full-time or on

a Monday to Friday basis with a Côte Saint-Luc family.

Please note that only programs managed by the Parks and Recreation Department will be listed online.

The registration procedure for activities organized by partner organizations is set by those organizations.

Step 1

If you or a family member have previously registered for a program, call 514-485-6806 weekdays from

8:30am to 4:30pm to receive your username and password.

If you (or your family) are registering to a program for the first time, visit CoteSaintLuc.org to create an

account for you and all the members of your household. You will need to provide a proof of residency by

fax (514-485-8629) or e-mail (recreation@cotesaintluc.org). We will then e-mail you within two business

days to confirm that we received your proof of residency and will activate your account.

Step 2

Visit CoteSaintLuc.org to sign in to your account. You can select your program and pay for it using our

secure financial transaction website.

Use of Photographs Taken During Activities

The Parks and Recreation Department often takes photographs or makes videos of

the programs and activities within Côte Saint-Luc for future promotional purposes.

We reserve the right to use and disseminate any photographs or videos taken during

these programs and activities without any notice or compensation payable to those

in the photo or video and through whatever means Côte Saint-Luc chooses to use. 3


Registration Procedures & Policies

RESPONSIBILITY

Participants are fully responsible for any damage caused to City of Côte Saint-Luc facilities and equipment.

CANCELLATIONS

All programs are subject to change. If a program is cancelled due to minimum registration not being

attained, existing registrants will receive a full refund.

GENERAL PROCEDURES AND POLICIES (FEES, LOCATIONS AND DATES ARE SUBJECT TO CHANGE)

1. Most programs have limited registration and all registrations are on a first-come, first-served basis.

2. Registration fees cannot be transferred from one program to another or one person to another.

3. GST & QST are NOT included in all prices for programs offered to participants age 14 and older. Taxes

do not apply to registrants age 13 and younger.

4. Please note that a $35 service charge will be charged on all cheques returned from the bank due to

insufficient funds.

5. Cheques to pay for programs must be made payable to the City of Côte Saint-Luc.

6. All programs offered by the Parks and Recreation Department offer a 20% discount (rounded to the nearest

dollar) to seniors age 60 or older. Programs offered by our partner organizations are excluded from this

policy.

PROGRAM PRO-RATING POLICY

Those who register for a program will pay full price until the program’s third week. Thereafter, the price

of the program is pro-rated based on the number of classes remaining and a 10% late registration fee will

apply. The 10% fee is based on the total cost of the program.

Children’s Fitness and Art Tax Credit

your registration form and payment in the Parks

and Recreation Department building mail slot,

located by the main doors of 7500 Mackle Road.

PAYMENTS MADE AT THE COUNTER

Registration fees must be paid in full at the

time of registration, unless otherwise stated in

this guide. We accept cash, Visa, MasterCard,

Interac, or cheque made payable to the City of

Côte Saint-Luc.

The Government of Canada promotes physical fitness and artistic activities of children under the age of 16.

This policy currently allows parents to claim up to $500 in tax credits. Programs of a duration of eight weeks

or more, offered at a minimum of one session per week are currently eligible for this credit. This includes

baseball, basketball, dance, swimming, learn to skate, art, music, pottery, and many more programs.

Parents of children with disabilities have different and more flexible rules to obtain this tax credit.


Refund Policies

GENERAL REFUND POLICY

Any refunds granted are at the entire discretion of the City of Côte Saint-Luc. Requests for refunds will

only be considered upon the City of Côte Saint-Luc receiving a written request prior to the date at which

one-third of the program has been completed, subject to the medical reason exception stated below. All

refunds granted will be subject to an administrative charge of 20% off the total cost of the program and any

refunds granted will be pro-rated based solely on the date the City of Côte Saint-Luc receives the written

refund request.

The above policy is applicable for all recreation programs (except day camp, playgroup programs and

competitive programs) administered by the City of Côte Saint-Luc.

PLAYGROUP - TINY TOTS REFUND POLICY

Any refunds granted are at the entire discretion of the City of Côte Saint-Luc. Requests for refunds will

only be considered upon receiving a written request. Should the refund request be granted, all refunds

requested prior to the start of the program will be subject to an administrative charge of $150. All refund

requests made thereafter will be subject to an administrative charge equal to two weeks of the applicable

registration fee and will be pro-rated weekly (i.e., once the week has begun it is considered to have been

completed).

DAY CAMP REFUND POLICY

Any refunds granted are at the entire discretion of the City of Côte Saint-Luc. Requests for refunds will

only be considered upon receiving a written request. Should the refund request be granted, all refunds

requested up to four weeks prior to the start of the programs will be subject to an administrative charge

of 10% of the total cost of the program. All refund requests made thereafter will be subject to a fee equal

to 20% of the total cost of the program and will be pro-rated weekly (i.e., once the week has begun it is

considered to have been completed).

REFUNDS DUE TO MEDICAL REASONS

Any refunds requested for medical reasons will be considered at any time, provided a valid note from a

physician accompanies the written request. If granted, the refund will be pro-rated on the unused portion

of the fee and a 10% administrative charge of the total cost of the program will be applied in all cases.

Naming Rights and Sponsorship Opportunities

Côte Saint-Luc City Council offers opportunities for donations, naming rights and

sponsorships as ways of funding the growth and creation of new programs and

facilities in the community.

The Parks and Recreation Department would be pleased to meet with individuals

or companies to discuss the many opportunities available in more detail.

Community Organizations and Clubs

SENIOR SOCIAL CLUB (AGE 55 AND OLDER)

Members meet on Wednesday afternoons for stimulating programs. Activities include guest speakers,

entertainers, canasta and mah jongg. Bridge is played every Tuesday and Thursday afternoon and is open

to all members. Fitness is held three times a week. Day outings to theatres are planned.

Members meet every Thursday morning at 9:05am and listen to informative and provocative speakers. Activities

include fitness, bowling, bridge, golf, choral, discussion groups, interesting day outings and a monthly breakfast.

SENIOR SOCIAL CLUB (AGE 55 AND OLDER)

CREATIVE SOCIAL CENTRE

The Creative Social Centre is open four days a week year round, providing educational, recreational, sculpting,

art classes, fitness and leisure activities. Outings to museums, art galleries and theatre are offered.

CÔTE SAINT-LUC SENIORS GARDEN CLUB

Côte Saint-Luc senior residents only. For information on space availability, please call Chuck Schwartz at 514-481-

7058. The club is located on Kildare Rd. (corner Kellert Ave.). Annual fee applies.

DAILY HELLO-BONJOUR 514-485-6819

A program to maintain daily contact with seniors who live alone to ensure their well being. Every morning from

Monday to Friday, a volunteer will call participants to check on them. A participant can also choose to call in

themselves. If participants cannot be reached, a series of phone calls will be made to a pre-established list of

contacts who can confirm their well being. This program is free for Côte Saint-Luc residents.

INFO-ABUS LINE - 514-489-ABUS (2287)

The Info-Abus Line, and Elder Abuse confidential listening, support and information telephone service is

available to help break the silence of older adults being physically, psychologically and/or financially abused

or neglected.

ROYAL CANADIAN LEGION

Veterans of Canadian Forces or allied armies are invited to join the Brigadier Frederick Kisch Branch 97 of

the Royal Canadian Legion. The legion is a proud group working in a great community. For more information,

CSSS CAVENDISH - STAND UP PROGRAM

This program is aimed at preventing falls for autonomous seniors. Spring sessions begins in April 2012.

ALTERGO

Altergo is an organization that grants funds for individuals with a disability so

they are able to participate in recreational activities with the aid of a shadow.

Their mission is to facilitate the social integration of persons living on the Island of

Montreal, through the removal of barriers which prevent them access to recreation

are a variety of other leisure services offered for those individuals with a disability.

CANADIAN WRITERS SOCIETY

Published and unpublished writers can share their knowledge, experiences and stories. Stories are read aloud

during reading and feedback evenings. During our imagination evenings, we discover the diversity that individual

thought can bring forth.

CÔTE SAINT-LUC DRAMATIC SOCIETY

The Côte Saint-Luc Dramatic Society is a community theatre initiative that began in the late Spring of 2011

and has continued with a musical production of Grease in January 2012. We pull together actors of all ages,

writers and musicians interested in producing works of theatre in an inclusive environment. The Côte Saint-

Luc Dramatic Society will continue to work on producing live theatre in the Spring with the production of a

Garage Sale

Rent a space and sell your items on May 27, 2012 at the Confederation Annex.

Registration for Côte Saint-Luc residents will start on April 16. Non-residents may

register as of April 23. Registration will continue until all spots are filled. Residents

must provide a proof of residency in order to register. Registration takes place inperson

at the Samuel Moskovitch Arena. Cash or credit card payments only. For more

Heart in Motion Walking Paths

The City of Côte Saint-Luc, in partnership with the Heart and Stroke Foundation of Quebec, inaugurated

a series of four urban walking paths in 2007. These walking paths are part of the international Heart in

Motion program, which promotes physical activity as part of the global strategy of the Heart and Stroke

Foundation.

Residents are welcome to borrow a pedometer from the Library Express in the ACC to allow them to monitor

their progress. All four paths start at Pierre Elliott Trudeau Park. Côte Saint-Luc is proud to be the first

municipality on the island of Montreal to be part of this international initiative.

In 2011, the City of Côte Saint-Luc installed outdoor fitness equipment at Richard Schwartz Park, McDowell

Park and adjacent to the Côte Saint-Luc Gymnasium and outdoor municipal pool. These outdoor workout

zones offer residents a ‘fitness-centre’ style workout, with a variety of muscular and cardio-vascular

stations. The equipment uses the user’s personal weight to create resistance, which will enable all of the

adult population to benefit from the equipment.

In each park, residents will find a mix of equipment to complete a full body workout. Users should read the

health and safety warnings before using the equipment.

Park Renovations

In 2011, we completed the renovation of the soccer pitch at Singerman Park. Participants now have access

to a new playing area with a lighted field. In the spring of 2012 residents will be able to participate in more

tennis activities, as we will have completed the renovation of the tennis courts at Wagar Field. Looking

forward to the summer, the city plans to install a state-of-the-art playground adjacent to the Aquatic and

Community Centre (ACC). Residents will be proud of the new facility planned for completion just in time

for summer and renamed Imagination Park.

Recreation Pool and Competition Pool

The new ACC offers two state-of-the-art pools. The recreation

pool has a beach area for toddlers to play with fun water games,

areas for lap swimming and aquasizes, a slide and a ramp

for swimmers with disabilities. The competition pool is ten

lane 25 metre pool, with electronic scoring capabilities offering

the latest advancements in competitive pool technologies.

Library Express is a satellite branch of the Eleanor London Côte

Saint-Luc Public Library. For the convenience of our residents, there

is an outside drop-box where library material can be returned from

either of the two libraries. We also circulate magazines, in addition

to MP3 players. There is a section just for teens, and another with

large print books. An express Internet terminal is available. The

collection itself is not as extensive as in the main library, but it has

a lot of fiction, some non-fiction, and of course, children’s books.

Join the men’s or women’s senior club. Enjoy relaxing in

the Senior Clubs Lounge with your coffee. If you are looking

to keep fit, fitness is featured three times weekly all year.

The Teen Lounge is a meeting place for teens operated in

a friendly, open and congenial environment. This room

will have Wii, PS3 and Xbox 360 gaming consoles for a fun

and exciting individual or team play. Stimulating programs,

activities and outings are a mainstay of this teen lounge

program area that incorporates youth development

principles that teaches citizenship and positive role model

leadership in our community.

The Game Room is a play facility that hosts several

fun and exciting table top games such as billiards,

foosball, ping pong and air hockey. There is also be

large screen TV to watch televised sports games.

The ACC Babysitting drop-off centre offers a bright and

inviting learning environment with the flexibility and

convenience of choosing the times that work best for

you. Children from 18 months to 7 years can play and

explore for up to two hours per day. In order to ensure

your children feel welcome, we maintain a maximum of 12

children at any one time. Two qualified facilitators will be

on duty during all hours of operation.

The Kids’ Zone provides play space

HOUSE LEAGUE BASEBALL - Merged program with Town of Hampstead

Playtime and Pre-K T-Ball will introduce children to the game of baseball by focusing on teaching hand/eye

coordination, balance, running the bases, swinging, throwing, catching and more.

The Grand Slam Baseball Program will once again be taught by Côte Saint-Luc resident and former professional

baseball pitcher Johnny Elias and assistant coach Dave Dubeau.

The Rookie Ball Program will be run by qualified instructors and will feature a combination of skill development

and games.

The Big League Baseball Program will feature both skill development clinics and home and away games

against teams from other communities.

The Girls Baseball Program will be run by qualified instructors. A great way to learn the game without boys.

Parent participation acting as team coaches, aides or simply lending a helping hand where needed, is

INTER-COMMUNITY “A” BASEBALL - Open to Côte Saint-Luc residents only

The Inter-Community “A” baseball program is for the more competitive child who is seeking a challenge and

wants to travel to other communities to play. Tryouts will start in April. Children who do not qualify for an

inter-community team will have the opportunity to play house league baseball in the appropriate category.

MOSQUITO “A” - born in 2001-2002 - Fee: $150 - This program may be opened up to children born in 2003.

PEEWEE “A” - born in 1999-2000 - Fee: $150

BANTAM “A” - born in 1997-1998 - Fee: $175 (tax incl.)

NOTE: The breakdown in the Inter-Community “A” baseball fees are as follows:

• A $100 player registration fee for all divisions.

• An inter-community division league fee ($50 for Mosquito/Peewee or $75 for Bantam).

This cheque will be returned if the child does not make the inter-community team.

• A separate uniform deposit fee of $75 postdated to June 30, 2012.

The cheque will be returned when the uniform is received at the Parks and Recreation Dept.

Côte Saint-Luc and Hampstead are offering a joint teen softball league program. The program will run for

8 weeks including playoffs in June. One player representative from each team will be responsible for all

umpires are included.

MINOR HOUSE LEAGUE SOCCER

The minor soccer program program is being revamped this year. The ages 3 and 4 program will introduce

children to the game of soccer by using a combination of drills and mini games. Parental participation

is essential for the success of the program. A house league will be formed at the Pre-K / Kindergarten

along with the Grades 1 - 2 categories. Players will be divided up onto various teams and compete

in games. All players will receive game jerseys, shorts and socks to keep. Shinguards are mandatory

Adult Soccer (men / co-ed)

In partnership with the Canadian Corporate Soccer League (CCSL), the City of Côte Saint-Luc will form an

adult soccer team for men or for coed (men/women) to participate in the CCSL summer 11x11 refereed

season. Our entry level men’s team will start in the Recreational division 4 on Tuesday nights at the

Catalogna Soccerplexe in Lachine, and/or our entry level coed team will start in the Coed division 2 on

Thursday nights at Forbes field on the McGill University campus. The CCSL offers a 14-game summer

refereed season commencing the first week of May until mid-August. All games are played after 7pm

and last 50 minutes every week. Cost to join is $225 for residents and $250 for non-residents.

Nestled in the north-west corner of Côte Saint-Luc lies a tennis jewel. There are nine Har-tru courts, a

Competition pool

Côte Saint-Luc designed the ACC competition pool for

high-level training and competition. The pool will be used

by youth and masters swim teams, water polo and synchronized

swimming teams, dedicated lap swimmers, and

people doing lifesaving programs.

The ACC is conveniently located next to the existing Côte

Saint-Luc outdoor pool, which allows for cross-training in

the summer.

The CSL Fun Card now includes the services of the Aquatic and Community Centre as well as a membership

to the outdoor pool. For those residents who wish to join only the outdoor swimming pool we are

offering an outdoor swimming pool only membership. The membership is valid for the 2012 swimming

pool season solely at the Côte Saint-Luc Outdoor Swimming Pool and the Yitzhak Rabin Wading Pool.

Youth Swim Team (ages 8 and older): is for children

and teens who want to swim in competitions

and improve their fitness and abilities. Swimmers

are placed in groups based on ability. Everyone will

develop and enhance their speed, swimming skills,

stroke technique and aquatic fitness. Competitions

are held throughout the year at the local, regional,

provincial and national levels. The programs are led

by qualified national-level coaches.

Waterpolo (ages 8 and older): players will develop

ball-control skills, swimming endurance, and learn

game strategy. The programs are led by qualified

national-level coaches whose main goals are player

development and team success. Local tournaments

will pit our teams against other local and regional

teams. Our higher caliber teams will also compete

at the provincial and national levels.

Aquafitness

Aquafitness classes are for people of any age who

want to exercise in the low-impact environment

of the swimming pool. Participants can do gentle

aquafit or intensive workouts in shallow or deep

water. Instructors are fully qualified and will show

swimmers how to stay fit and agile.

Masters Swim Team (ages 18 and older): is for

adults who want to work out at their own pace and

schedule. There are local, regional, provincial and

national competitions for those interested in challenging

themselves. The workouts are instructive,

focusing on improving swimming skills and stroke

technique and fitness levels. The programs are led

by qualified national-level coaches.

Synchronized Swimming (ages 8 and older): in

the beginning, younger participants will learn the

fundamentals of rhythm and dance in the water.

The focus will then change to competition and

creating routines that are vibrant and innovative.

Swimmers will compete at local, regional, provincial

and national levels, and can set their sights high for

individual and team pursuits.

Red Cross Learn to Swim

Preschool Programs (ages 4 months to 5 years): a fun eight-level preschool

program with flexible entry and exit points. Children enter levels

based on age and then progress based on either age or ability. Eight levels

increase opportunity for parents and their children to take swimming and

water safety lessons at an earlier age. Babies as young as four-months-old

may be enrolled. Older preschoolers learn in small groups with qualified

instructors.

Heartsaver AED Course (with infant CPR)

Swim Kids Program (ages 6 and older): kids can get through all

levels and feel proud of their achievement. Swimming and water

safety skills are taught in the water so kids are always active and

wet. This approach promotes success and encourages lifelong fitness.

A focus on individual achievement creates a cycle of success

that is geared to kids.

Lifeguard in Training (age 13 - 14 years old): lifeguards in training are under the supervision of a certified

lifeguard instructor at the Côte Saint Luc Outdoor Swimming Pool to learn and assist in all operations of the pool.

A compulsory Bronze Cross and Bronze Medallion Course is an integral part of the program.

Standard First Aid (with Defibrillator): comprehensive two-day course offering first aid and CPR skills for

those who need training due to work requirements or who want more knowledge to respond to emergencies

at home.

National Lifeguard: a legal certificate for lifeguarding throughout the country, and the only lifeguard certificate

recognized by the province of Quebec. Course manuel included. Pre-requisite: Bronze Cross certfication, must be

16 years old on the day of the exam and a valid Standard First Aid certification.

Scuba

You’ve always wanted to scuba dive... And now, you’re ready to jump in. May

we suggest you do not “cut corners” in this once-in-a-lifetime experience?

You’ll “learn to dive” only once. Do it right, right away! It’s a matter of

safety, comfort underwater and... Fun! Sign up for our PADI certified course

to gain the Open water certification.

Learn how to perform cardiopulmonary resuscitation (CPR) in case of cardiac arrest for both adult and infant

victims. You will learn how to perform chest compressions and how to give mouth-to-mouth. The Heimlich

Maneuver is also covered. In addition, you will learn how to use an Automated External Defibrillator (AED).

The course cost includes the certification card. Please note that it takes approximately 4 to 5 weeks to

receive the card. Temporary certification forms are made available on the night of the course.
