phone, what would you say is the Culture <strong>of</strong> <strong>AGC</strong>I. What defines who<br />

we are?”<br />

“<strong>AGC</strong> makes a family out <strong>of</strong> the industry. You start to see your<br />

competitors as real people. Second, access. We feel like <strong>AGC</strong> gives us<br />

access to IDOT, legislators, etc. Lastly, we think <strong>AGC</strong> has opened up<br />

opportunities for us. Oh. I got another call.” (click)<br />

That’s a pretty good answer <strong>of</strong>f the cuff. How would you define the<br />

<strong>AGC</strong> <strong>of</strong> <strong>Iowa</strong> culture? If culture is simply a combination <strong>of</strong> what things/<br />

behaviors we encourage what things/behaviors we don’t like, what is<br />

<strong>AGC</strong>I culture?<br />

It starts with our motto: Skill, Integrity, and Responsibility. But where<br />

does it go from there? That’s a discussion I’d like to have throughout<br />

this year. Let’s think about all the good that <strong>AGC</strong> represents, but let’s<br />

also think about which To Meet areas we need October to improve. I remember 19th hearing<br />

my dad call the D.O.T. and tell them they had accidently overpaid us on<br />

an item. I remember Cedar Valley sticking with our sub price even when<br />

they may have been tempted to take a cut from someone else after the<br />

letting. That’s part <strong>of</strong> the culture <strong>of</strong> <strong>AGC</strong>. I’m proud to be part <strong>of</strong> this<br />

association.<br />

change our culture where needed.<br />

Speaking <strong>of</strong> change, we announced the new structure <strong>of</strong> <strong>AGC</strong>I and<br />

our new employee at the recent <strong>AGC</strong> Days. First <strong>of</strong> all, Scott Newhard<br />

is the Executive Vice President. He has the ultimate responsibility for<br />

everything done at <strong>AGC</strong>I. Directly under Scott is the Vice President<br />

for Operations, our new addition to the team, Andy Warren. Andy will<br />

be charged with managing the <strong>of</strong>fice and focusing on membership<br />

development.<br />

Andy was formerly the <strong>Iowa</strong> Director <strong>of</strong> the National Federation <strong>of</strong><br />

Independent Business. There, he led the nation in membership growth<br />

percentage and retention rate. Andy also has an extensive political<br />

background serving in various roles including the Chief <strong>of</strong> Staff for<br />

wards<br />

Senator Iverson when he was Majority Leader in the <strong>Iowa</strong> Senate. Andy<br />

was the “gate keeper” <strong>of</strong> the Senate at that time and was a friend to the<br />

highway industry. Although Andy’s current role won’t involve lobbying,<br />

he will partner with Scott in communicating what Scott is doing on the<br />

hill.<br />

This first year, one <strong>of</strong> Andy’s most important functions will be to observe<br />

and evaluate everything we do. He will develop criteria for the staff and<br />

the board to use in evaluating all <strong>of</strong> our functions and then creatively<br />

improve or replace them. I’m looking forward<br />

to watching this process unfold.<br />

Andy is also going to help us focus on our<br />

Associate Members. Our Associate Members<br />

give so much to our association. We want to<br />

make sure we’re giving them the opportunity<br />

to maximize their exposure to the other<br />

members and that we’re helping them develop<br />

as companies as well.<br />

Andy will be a great addition to our excellent<br />

staff. And, hats <strong>of</strong>f to our staff who did an<br />

amazing job putting together the convention<br />

and performing all the other duties during this transition.<br />

Next, I’d like to bring to your attention another step in the evolution <strong>of</strong><br />

our <strong>AGC</strong>I Career Center (www.agciajobs.com). In addition to finding<br />

dozens <strong>of</strong> qualified applicants, meeting our EEO obligations, <strong>of</strong>fering<br />

associate members opportunities to find help and to advertise to other<br />

members, we are now adding another function…the ability to manage<br />

and report on the applications. This is a very cool tool that will help<br />

members sort through the applicants and to report the right information if<br />

you’re audited by the OFCCP, or other agencies. Call Becky at the <strong>AGC</strong>I<br />

Office if you’d like to learn more.<br />

Lastly, Steve Sandquist, Drew Manatt and Jay Freiermuth have been<br />

working very hard to put together Leadership Training for us. Please<br />

students from UNI/ISU and education administrators, to develop<br />

communication methods to reach our internet savvy youth.<br />

We continue to encourage you to contact your local schools. There<br />

are several options to help with the promotion <strong>of</strong> the construction<br />

industry to our youth and a few <strong>of</strong> them include speaking at career<br />

days or <strong>of</strong>fering a company visit where you could have hands-on<br />

activities for the students. <strong>AGC</strong> <strong>of</strong> <strong>Iowa</strong> has many resources such<br />

as the Construct Your Future magazine, coloring books and videos.<br />

One final note, the training season for <strong>AGC</strong> <strong>of</strong> <strong>Iowa</strong> members will<br />

be slowing down soon but has been very successful. Information<br />

on the Highway Industry Training (HIT) is available for those <strong>of</strong> you<br />

needing IDOT trainees or simply wanting a trainee in an on the job<br />

training program.<br />

We encourage you to continue training during the construction<br />

Elder Corporation<br />

“A strong work ethic will get you far in life”<br />

Instilling a good work ethic is what has kept three generations<br />

<strong>of</strong> Elders busy for 50 years with a successful family construction<br />

company. Starting with a pickup and a Ford tractor, RG Elder<br />

and his son Jerry Elder founded Elder Corporation in 1960 in Des<br />

Moines, <strong>Iowa</strong>.<br />

RG Elder had worked as a superintendent for RJC Construction<br />

and Orville Crowley, as a carpenter foreman. His son, Jared Elder<br />

was only a senior in high school when they started doing residential<br />

work and shortly thereafter they bought their first end loader. Jerry<br />

had enough credit hours that he didn’t always have classes for the<br />

entire day and would dig basements during his lunch or when he<br />

only had half days <strong>of</strong> school. Then he would return to school for<br />

his sports or after school activities. Following graduation, they kept<br />

their business moving forward and really started growing in the early<br />

1970’s doing more commercial projects.<br />

Jerry Elder has been married to his wife Judi for 47 years. They<br />

have two children Julie Wood and Jared (Jay) Elder II. Julie lives in<br />

Indianapolis and Jay is President <strong>of</strong> Elder Corporation after Jerry<br />

retired four years ago. Judi still does the monthly billings for Elder<br />

Corporation.<br />

Like many children in construction families, Jay started sweeping<br />

the shop floor when he was nine years old and remembers sitting<br />

in the <strong>of</strong>fice doing his homework. He started mowing properties<br />

with his Grandpa RG when he was very young and Jay says “his<br />

Grandpa always instilled a good work ethic.” Along with mowing,<br />

Jay did many jobs around the company growing up, but told his<br />

dad when he graduated from high school he wanted to be a dump<br />

truck driver. His dad (Jerry) said, “You need to get a college degree<br />

first and then you can be a dump truck driver.” Jay graduated from<br />

<strong>Iowa</strong> State with a degree in Landscape Architecture and thought<br />

he wanted to design golf courses. He went to work for Ted Lare<br />

Design/Build for a year, passed his test as a licensed landscape<br />

architect and then decided to work with his dad at Elder Corporation<br />

and has been there ever since.<br />

Elder Corporation does site grading & excavation, concrete paving,<br />

site development, demolition and underground utilities. They have<br />

been involved with developing many sports complexes, but a favorite<br />

project would be the Southeast Polk artificial football field they did<br />

using their GPS equipment. Elder Corporation also played a major<br />

role in the I-235 project.<br />

Employing 150 people, Elder Corporation works within a 60 mile<br />

radius <strong>of</strong> Des Moines. Only twice have they left the state <strong>of</strong> <strong>Iowa</strong><br />

to do work. Once was to help build the Empire Mall in Sioux Falls,<br />

South Dakota and another time to help build a mall in Pine Bluff,<br />

Arkansas.<br />

Elder Corporation has been members <strong>of</strong> <strong>AGC</strong> <strong>of</strong> <strong>Iowa</strong> since 1990.<br />

Jay says,<br />

“<strong>AGC</strong> <strong>of</strong> <strong>Iowa</strong> has helped his company with many areas <strong>of</strong> safety<br />

services including training.” The PAC auction and ensuring the road<br />

fund always has money are other benefits Jay utilizes with <strong>AGC</strong> <strong>of</strong><br />

<strong>Iowa</strong>. Relationships with fellow members are also important. “When<br />

Elder Corporation restructured in 2000, Gary Sandquist and Jim<br />

Rasmussen really believed in me and my family. They gave us a<br />

chance and I still appreciate it to this day,” says Jay.<br />

Challenges always come with owning a company, “when times are<br />

good, you grow and put more systems in place but when times are<br />

bad, you try to figure out how to cut back and consolidate people,”<br />

says Jay. He said, “People always think it is rosy at the top, but it is<br />

stressful because we have to make the tough decisions.”<br />

Jay has been married to his wife Faith for 16 years. They have<br />

two children Jared III, 10 and Jaden, 8. His son Jared was only two<br />

years old when he wanted to ride in the dump truck so his parents<br />

told him that when he could go potty on his own he could. Jared<br />

has also been plowing snow this year with his dad. Jay’s wife Faith<br />

cooks a meal once a week for the <strong>of</strong>fice staff and both kids help her<br />

with that as well as spending time at the <strong>of</strong>fice just like Jay did when<br />

he was young.<br />

Along with keeping very busy with Elder Corporation, Jay is active<br />

with the Pleasant Hill Economic Development Board where he serves<br />

as Vice President. He is an advocate for a healthy lifestyle at home<br />

and at work and is the Founder <strong>of</strong> the Copper Creek Triathlon. Jay<br />

also serves on the board and volunteers for Wildwood Hills Ranch<br />

<strong>AGC</strong> <strong>of</strong> <strong>Iowa</strong> Theft/Vandalism Reward Program Policy<br />

It is the policy <strong>of</strong> the Associated General Contractors <strong>of</strong> <strong>Iowa</strong> (<strong>AGC</strong>/I)<br />

to make funds available for rewards against acts <strong>of</strong> vandalism or thefts<br />

at <strong>AGC</strong>/I member jobsites within the State <strong>of</strong> <strong>Iowa</strong>. The <strong>AGC</strong>/I may<br />

contribute up to $5,000 (five thousand dollars) towards the reward. The<br />

reward will be given to the individual(s) that provide information leading<br />

to the arrest and conviction <strong>of</strong> those responsible for the crime.<br />

The reward program requires a contractor member to submit a written<br />

proposal to the <strong>AGC</strong>/I Board <strong>of</strong> Directors describing the circumstances<br />

surrounding the event and the reward amount requested. The contractor<br />

must bear at least 50% <strong>of</strong> the reward amount. The <strong>AGC</strong>/I may contribute<br />

up to $5,000 to meet the remaining 50%. If the member does not agree<br />

with the Boards decision, the member may make a verbal presentation<br />

to the Board. The reward is <strong>of</strong>fered per incident and will be valid for one<br />

year after the first notice in the <strong>AGC</strong>/I Letting Report.<br />

Joan Lents, Gus Construction Company, Inc. was chosen as our<br />

2009 Member <strong>of</strong> the Year. As you all know, for years our skilled talent<br />

pool has been shrinking. It has been difficult for everyone to find the<br />

skilled trade’s people we need to construct our region’s roads, bridges<br />

and utilities. Joan spent countless hours this past year working on<br />

behalf <strong>of</strong> <strong>AGC</strong>I to procure a workable product for <strong>AGC</strong>I members. She<br />

pushed our industry into the future when she focused her attention on<br />

Involvement with <strong>AGC</strong> Career Board<br />

Joan Clays started with Gus Announcement<br />

Construction, in Casey, in October <strong>of</strong> 2007<br />

as the Controller. Gus Construction specializes in concrete poured<br />

box culverts, patch paving, and polished concrete floors and is located<br />

about 50 miles west <strong>of</strong> Des Moines on Interstate 80. Along with the<br />

financial Council<br />

duties, she was asked to do hiring, benefits, and all the<br />

related tasks <strong>of</strong> taking care <strong>of</strong> employees. Joan quickly found locating<br />

quality new hires was expensive, time consuming, and resulted in very<br />

few long term hires. She also found the EEO and Affirmative Action<br />

requirements quite labor intensive.<br />

Joan attended one <strong>of</strong> <strong>AGC</strong>I workforce development meetings and<br />

found others were having similar problems. Working with others<br />

from the workforce development committee, provided the opportunity<br />

for the online career board specializing in the highway construction<br />

industry. The online <strong>AGC</strong> career board has provided the candidates<br />

she needed to hire, at a reasonable cost, and automatically keeps the<br />

required EEO and Affirmative Action records. Everything is right at<br />

your fingertips for hiring new employees.<br />

Joan reports on her experience, “It was terrific to work with others<br />

who really want to move the construction industry ahead, and find new<br />

approaches. The <strong>AGC</strong> provides an excellent venue to get involved<br />

with other contractors and see real results! It is great to see other<br />

The <strong>AGC</strong>I Hall <strong>of</strong> Fame inducts those individuals who have<br />

demonstrated extraordinary leadership and commitment to the<br />

betterment <strong>of</strong> the highway, bridge, municipal and utility construction<br />

industry in <strong>Iowa</strong>. Two individuals who have exemplified these<br />

qualities Council were honored at the 88th Annual Convention and were<br />

inducted in the <strong>AGC</strong> <strong>of</strong> <strong>Iowa</strong> Hall <strong>of</strong> Fame.<br />

Steve Jackson, Cedar Valley Corp., and Brad Manatt, Manatt’s, Inc.<br />

were honored at the 2010 Convention, joining 40 previous inductees<br />

who have made an amazing impact on the industry.<br />

For only the 6th time in <strong>AGC</strong>I’s history Gary Sandquist, United<br />

Contractors, Inc. was presented with the Lifetime Achievement<br />

Award. This award is presented only to a contractor, associate,<br />

public sector or staff whose body <strong>of</strong> work or service over an extended<br />

period <strong>of</strong> time has enhanced the construction industry. Gary’s award<br />

was accepted by his son Steve Sandquist, Gary’s wife Joann and<br />

family.<br />

<strong>AGC</strong> is fortunate to have benefited from examples set by these<br />

gentlemen who inspire us to achieve only the highest levels <strong>of</strong> “Skill,<br />

Responsibility and Integrity”.<br />

CFMA learning together on April 22<br />

The Controllers Council <strong>of</strong> <strong>AGC</strong> <strong>of</strong> <strong>Iowa</strong> will hold its next meeting<br />

on April 22 in the Scheman Center, Ames, IA. The meeting will be a<br />

joint meeting with CFMA. During the first session an excellent panel<br />

<strong>of</strong> Surety Company representatives and Banking financial experts<br />

will give their perspective on what is happening in the current<br />

financial market.<br />

In the second session, RSM McGladrey, Inc. will be presenting the<br />

2009 CFMA financial survey results that are used as benchmarks<br />

for financial goals.<br />

The event gets underway at 10:30 a.m. and concludes by 2:30 p.m.<br />

Watch your fax for registration materials.<br />

Need CPA Credits?<br />

Those needing CPA credits will be able to do so at all Controllers<br />

Council meetings. You will be required to sign a sheet that will be<br />

kept at the <strong>AGC</strong> <strong>of</strong> <strong>Iowa</strong> <strong>of</strong>fice; you will also want to keep a copy<br />

<strong>of</strong> the registration form with topics and agenda for your files. Each<br />

meeting will be worth 3 credit hours unless otherwise noted.<br />
