Health & Safety Policy Statement<br />
The <strong>Vale</strong> of <strong>Glam</strong>organ Agricultural Society is committed to the minimum standard as laid down in<br />
the Health and Safety at Work Act 1974, and wherever possible higher standards will be maintained<br />
to ensure the overall safety of all those involved in organising and visiting the <strong>Vale</strong> of <strong>Glam</strong>organ<br />
Agricultural Show. The Society will review their policy statement annually as required by the Health &<br />
Safety at Work Act 1974.<br />
The Society’s full Safety Policy and relevant Risk Assessments are located in the General Secretary’s<br />
Office.<br />
Personnel Responsible for Health and Safety<br />
The Show Committee have overall responsibility for all aspects of health and safety, and will encourage<br />
at all times the co-operation of Members, Exhibitors and the Public to comply with standards laid down<br />
in the policy statement. A health and safety co-ordinator will be appointed annually by the Society, who<br />
will arrange suitable training and provide relevant information.<br />
The co-ordinator’s responsibilities will be as follows:<br />
i To implement the Society’s health and safety policy and to report to the Society on all matters<br />
relating to the performance of health and safety.<br />
ii To provide training to any fellow members, stewards or assistants.<br />
iii To enforce any health and safety requirements that may arise from the organisation of the Show.<br />

To liaise with all relevant public bodies.<br />
To maintain a record of all accidents, investigate them when necessary and wherever possible<br />
advise on techniques of preventing them.<br />
The co-ordinator will be based at the Show Office and will be provided with a radio hand set in order that<br />
he may be contacted immediately at all times during show day.<br />
Accident and First Aid<br />
The priorities are:<br />
i The safe treatment of the injured person which will be administered by<br />
a Red Cross<br />
b The Society’s appointed General Practitioners.<br />
The first aid and medical room is located near to the main show office.<br />
ii Immediate action to prevent recurrence<br />
iii All accidents no mater how small, should be reported to the Society at all times.<br />
Livestock Exhibitors<br />
All exhibitors must take reasonable care for the health and safety of themselves and any other person<br />
who may be affected by their acts or omissions.<br />
DUE TO CLOSE PROXIMITY OF AIRPORT, IT IS ADVISED THAT ANIMALS UNUSED TO NOISE<br />
DISTRACTIONS OF THIS LEVEL SHOULD BE TIED AT ALL TIMES.<br />
After visiting the livestock area of the showfield it is advised that all persons should wash their hands<br />
thoroughly in order to reduce the chance of any infection.<br />
Hard Hats<br />
Anyone riding a horse, pony or donkey must wear a hat to British Standard specifications and of a<br />
standard approved by the governing body of their respective horse or pony association.<br />
Spray Dipping of Sheep<br />
The use of any substance containing toxic chemicals including sheep dips to prepare sheep for showing<br />
whilst on the show ground is strictly forbidden.<br />
Dogs<br />
Exhibitors in the dog section are reminded of their general duty of care to take adequate precautions<br />
to prevent dogs biting any other person. In all other circumstances, dogs are not encouraged onto the<br />
show field, and must be kept on a lead at all times. All responsible owners are encouraged to dispose of<br />
dog faeces safely to reduce the risk of possible infection to other users of the show field.
Cattle Exhibits<br />
Exhibitors of cattle should take extreme care in the handling of their exhibits and in the case of bulls they<br />
should familiarise themselves with HSE guidance note.<br />
It is the policy of the Society to:<br />
i Require 2 handlers of any bull of a recognised dairy breed, eg Holstein, Ayrshire, Guernsey etc.<br />
ii One experienced handler of all other breeds of bull, on the proviso that a competent second<br />
person is standing by to assist in the control of the bull if necessary.<br />
The Chief Cattle Stewards have authority to insist on more handlers with any one exhibit if necessary.<br />
Trade Exhibitors<br />
All exhibitors must take reasonable care for health and safety of themselves and all other persons who<br />
may be affected by their acts or omissions.<br />
Show Stands<br />
All marquees etc must be soundly constructed, erected and safe for their intended use and comply with<br />
the latest relevant codes of practice. All show marquees operate a strictly no smoking policy.<br />
No pesticides or any other hazardous substance is to be displayed on trade stands. Only empty<br />
containers should be displayed if necessary.<br />
Any trade stand operating plant and machinery for demonstration purposes must ensure that this is<br />
done by a fully trained operator, and that adequate precautions are taken to protect by standers. In<br />
such circumstances, correct protective clothing should be worn at all times, eg. any person using a chain<br />
saw should have the relevant protective clothing.<br />
All fence, post and flag holes must be refilled and returned.<br />
Electricity<br />
The show field provides no mains electricity and trade exhibits and caterers may use portable<br />
generators provided that they are adequately maintained and all cables and extension leads in good<br />
order. Exhibitors should ensure that the “noise muffling” of generators carried out in such a way that<br />
an increased fire risk is not presented. Any petrol/deisel for use in generators should be stored safely<br />
in a proper container and dispensed with extreme caution. All generators must have a suitable fire<br />
extinguisher.<br />
LPG<br />
Trade exhibits and caterers will be allowed to use LPG provided that all equipment and nozzles have<br />
been checked by a competent person. Familiarization with HSE guidance “The keeping of LPG in<br />
cylinders and similar containers” is preferred. The maximum number of containers permissible for any<br />
one trade stand or catering unit will be 2.<br />
Fire Extinguishers<br />
All trade exhibitors must have access to a suitable fire extinguisher and have a person fully competent in<br />
the use thereof.<br />
Catering<br />
It is the responsibility of all trade stands providing hospitality catering and mobile catering units to<br />
ensure that they comply with all relevant Food Hygiene Regulations and with any by-laws as enforced by<br />
the Environmental Health Department of the <strong>Vale</strong> of <strong>Glam</strong>organ Council.<br />
Fairground Rides<br />
All operators of fairground rides should ensure that their equipment complies with all relevant standards<br />
as recommended by the Showman’s Guild.<br />
All electrical equipment should be safe and adequately maintained.<br />
Operators of rotating rides should ensure that barriers are erected to protect any bystander whilst the<br />
ride is in motion.<br />
The Society reserves the right to foreclose any activity or operation which is deemed not to be<br />
safe and poses an unreasonable danger to the public.<br />

Rules and By Laws<br />
The <strong>Vale</strong> of <strong>Glam</strong>organ Agricultural Society is a company registered in England and Wales<br />
Company No: 04839758 and is a Registered Charity No. 1108960<br />
1. The Schedule of Classes is published subject to any orders that may be issued by DEFRA, Welsh<br />
Government or the Local Authorities.<br />
2. Every reasonable care will be taken of Stock, Property, and persons in connection with the Show, but<br />
it should be distinctly understood when entering Exhibits that the Society will not be responsible for<br />
any damage done, loss or accident whatsoever.<br />
3. Exhibitors are particularly requested to instruct their employees and others in charge of Stock to<br />
keep the animals in the pens and places provided for them. Any stock found wandering about the<br />
Show will be sent out, and all prizes won by the owner will be withheld by the Committee. Any person<br />
disobeying the instructions of the Officials, or in any way interfering with them in the discharge of<br />
their duties, will be excluded from the Show Ground.<br />
4. This Society reserves to itself the power of withholding the Prize Monies entirely if there appears not<br />
to be sufficient merit in the exhibit, and if any objection be made as to any kind of descriptions in<br />
exhibiting, the Prize Money will be withheld until the Committee is satisfied as to its correctness.<br />
5. Any Exhibitor wishing to lodge an objection to any exhibit must do so in writing on the day of the<br />
judging at the Secretary’s Office on the Show Ground, and must pay a deposit of £20.00 which will be<br />
returned if the objection is upheld, but if not sustained, will be forfeited to the Society.<br />
6. Any objections and questions of dispute shall be referred to the Committee, whose decision shall in<br />
all cases be final.<br />
7. All arrangements in the Show Ground to be under the control of the Stewards and Secretaries.<br />
8. The Committee reserve the right to refuse to accept any entry or entries without making an<br />
explanation for such refusal.<br />
9. In attending the show Trade Stands accept the following:<br />
The Society accepts no reponsibility for any consequential loss incurred as a result of the Society<br />
being required to cancel the Show and reserves the right to retain all or part of the trade stand fee in<br />
the event of cancellation being necessary.<br />
RULES<br />
1. Intending Exhibitors must send notice to the Secretaries on Forms which will be forwarded on<br />
application.<br />
2. No entry will be accepted unless accompanied by the Fee.<br />
3. All Exhibitors at the Show must be in their places at 8.45 a.m.<br />
Livestock must not be removed until after the Grand Parade.<br />
All other Exhibits not to be removed before 6.00 p.m.<br />
This By-law will be strictly enforced.<br />
Pony and Hunter judging will commence at 8.30 a.m.<br />
Cattle and Sheep judging will commence at 10.00 a.m.<br />
4. All stock shown at owner’s risk.<br />
5. All Classes, unless otherwise stated,are open.<br />
6. A GRAND PARADE of Prize Winning Stock will take place in the Main Ring in the<br />
afternoon.<br />
Prize money withheld if Prize Winners do not parade.<br />
NO PRIZE MONEY WILL BE HANDED OUT UNTIL AFTER THE GRAND PARADE.<br />
Cup Winners must parade in order to receive their cups. No cups will be handed out to<br />
any horse or livestock winner after Show day.<br />
If prize money is not collected on Show day it will be returned to the bank and treated<br />
as a donation to the Society.<br />

7. The Committee reserve the right to cancel any Class if insufficient Entries. If less than four Entries in<br />
any Class, the Third Prize will be withheld. If only one Entry in Class, the Class will not be cancelled but<br />
any prize awarded may be at the Judge’s discretion.<br />
8. All Cups and Trophies are Perpetual Challenge Cups and Trophies unless otherwise stated. The<br />
Society reserve the right not to allow cups to be taken home by exhibitors.<br />
9. This Show is affiliated to the Wales and Border Counties Agricultural and Horse Shows Association,<br />
and the Show Committee will refuse entries from Competitors who participate in non-affiliated<br />
Shows whose dates clash with those of affiliated Shows in the areas covered by the Association.<br />
10. The Judges named have consented and have been appointed to act as Judges. The Committee<br />
reserve the right to appoint substitutes for any who may be unavoidably prevented from attending,<br />
and all Entries are accepted on that understanding.<br />
11. Any person in charge of an Exhibit in the Ring shall be properly dressed and shall not be permitted to<br />
smoke while exhibiting, under penalty of disqualification.<br />
12. No Exhibitor to approach the Judge until the judging is finished. Any interference with the Judges or<br />
Stewards will be dealt with severely.<br />
13. Cups and Trophies (unless won outright) must be returned to the Show Secretary at least one month<br />
before the next Show Date.<br />
14. The Society reserves the right to make alterations in the time and order of the timetable as may be<br />
found necessary.<br />
15. Exhibitors should arrive at least one hour before the <strong>schedule</strong> judging time.<br />
16. All horses and ponies must have passports available for inspection.<br />
17. All cattle and sheep paperwork must be completed by all livestock exhibitors in accordance with<br />
DEFRA regulations.<br />
