President’s Report
THIRTY YEARS OLD! If you meet
a person aged thirty, it’s no big
deal, he or she is still considered
young. If someone tells you that
he or she has worked for the same
company for thirty years, you
start to think, what sort of work
did he or she actually do, it must
be a very interesting and exciting
job. If an organization such as the
Cathay Community Association
has been active for thirty years,
then that is an accomplishment
worthy of being acknowledged.
It had its humble beginning when many PNG born
Chinese had no alternative but to leave their birth place
after Papua New Guinea gained its independence in
1975. Many settled in Brisbane where they continued
with the happy tradition of “wantoks bung wantaim”,
meaning friends getting together. Gathering at friends’
places and bringing a plate was common practice.
These have always been happy occasions where
friends would swap tales of happy memories in PNG
and also to see how everyone was settling down in
their new environment.
However, when the gathering became too large, we
had to hire a Sports Centre to engage in sporting
activities such as tennis, squash and swimming and
some places even had space for a few mahjong tables.
On one of these occasions, someone suggested that
we should be helping the real refugees. So in 1981
we incorporated as a non-profit association, using the
name “Cathay Club Limited”. It was thanks to David
Seeto that we obtained a room at Cameron House
in Brunswick St. Fortitude Valley. In March 1984 we
opened for business when we successfully received
a “Grant in Aid” from the Department of Immigration
to assist the newly arrived Vietnamese refugees. This
room was only seven meters square with one desk for
the worker and a reception counter for the committee.
For the first 18 months we only opened two to three
days a week as we tried to get a roster going.
In 1989 space became available in the Target
Building, which fronted the Chinatown Mall. The extra
space enabled us to commence Chinese School at the
weekend. A Women's Group was also formed for new
mothers to meet and swap notes. Regular excursions
and seminars were also held for the families.
Fast forward to 1992 when the Chinatown Car Park
was purchased by a Taiwanese Group. One of their
proprietors, Wayne Lee was keen to lure us over. He
offered us some 500m2 of air-conditioned office space
with lift access. So after buying a semi-trailer load
of furniture at auction, we were on the move again.
The Chinese School expanded rapidly to eventually
reaching eight classes including one for adults.
That year also saw us commence our Home and
Community Care Programme (HACC). Today this has
become our major activity. Over 90% of our resources
and manpower is poured into this Department.
Currently we service over 350 clients. Our homecare
workers travel to the client’s home to carry out
domestic cleaning, cooking and take them shopping.
Three times a week we transport those who are fit to
travel to various Centres to enjoy activities including
lunch.
Following the re-development of the Chinatown Mall,
many business people were willing to pay premium
rent for office space so we were squeezed out. We
were fortunate to find alternative accommodation in
Yuens’ Building at 161 Wickham St, so in March 2000,
we made another move.
Margaret Lee, our Development Worker, set up our
Long Life Project. Activities included talks, outings,
social support and networking with other service
providers and organizations. She established a team
of volunteers and set up our Internet Centre which is
still running today. As well we commenced our Scout
Group which has since been using facilities at the
PCYC Centre near the Valley pool. The donation of
many books and videos by the Consular General’s
office of the Peoples Republic of China enabled us to
open our own Library. With the support of the Brisbane
City Council in supplying us with computers, we were
able to commence Internet training for our Seniors.
Last year NEC also came on board with the donation
of two new computers.
In February 2002 Peter Low, a former President,
was awarded the Order of Australia. He has done
considerable work for Cathay. However even more
significant is his work for the wider community. His
citation reads “for service to the Chinese community in
Queensland and to the business community of Fortitude
Valley as a leader of Chinese groups, a contributor to
local health, safety and welfare organizations, and
an instigator of multi-cultural events in the area.”

Our latest project is to promulgate the Chinese
Victims of Crime Support Group (CVCSG) which was
launched by Detective Superintendent Gayle Hogan
on 25/11/2010. Those victims of crime who find it
daunting to speak to a police officer can contact us
for assistance. They can rest assured we will listen
with compassion and cultural understanding and will
offer considered suggestions in dealing with their
concerns. All matters discussed will be kept strictly
confidential without fear of retribution. The Police will
be notified only with their permission. Hopefully our
trained Chinese volunteers can help them overcome
their trauma and get their life back to normal. The
dedicated mobile number to ring is 0451 050 311.
2011 has been a very momentous year for the
Association. If the Gods had favored us we would be
celebrating in our new premises.
In June 2009 we purchased a property in Unwin
St, Moorooka. Unknown to us the Department of
Transport’s massive Cross River Rail was being
developed. There would be new underground stations
in the city as well as new surface stations. Moorooka
would be upgraded thus impinging on our car park. In
the end we decided to forgo the property and began
to search for alternative premises.
I am pleased to announce that on the 7th October
2011 we signed a Contract to purchase an Office/
Warehouse in Annie St, Coopers Plains. We shall now
seek Council approval to use as a Community Centre.
Following that there will be extensive renovations to
suit our needs. We are hopeful of moving there in the
second half of 2012 if everything goes according to
plan.
We certainly could not envisage the changes that
have occurred over the last thirty years. On looking
at ourselves in old photos we were all tall and lean
with a thick mop of hair. Today we are all grey or
balding. However we still have that fire to get up
and accomplish something for the benefit of our
community. The city of Brisbane is also undergoing
a dramatic transformation. The Chinese community
has grown with migrants from every country in Asia.
These migrants have brought their parents with them.
So the number of seniors we are likely to support will
also rise. We have capable staff who can speak all
the major dialects so we are in a good position to
assist them.

of the north Queensland floods caused by Cyclone
Larry in March 2006, the terrible earthquakes in
Sichuan, China in May 2008 and the severe floods in
South East Queensland early this year. We supported
and participated in activities on such occasions as
the 60th anniversary of the Peoples’ Republic of
China and the 150th anniversary of the founding of
Brisbane.
I don’t know how I managed to stick around for so
long. I guess it’s in my blood to help people and I am
fortunate to have the constant support of my wife,
Jasmine and family. Maybe the Scouts also did a very
good job of indoctrinating me!
It has not been clear sailing in the ranks of Cathay
Club/Cathay Community Assoc. Like all organizations,
ours is not without disagreements and conflicts but
happily given time, with frank and open discussions,
most disputes have been settled amicably.
As Gavin Menzies in his book, “1421 – The Year
China Discovered the World” says, “As you pass from
shallow water into the deeper waters of the open
ocean, the pattern and length of the waves change
and they have a different colour and smell.” To draw
on this analogy, Cathay Community Association since
its inception, has had many changes and challenges
as it became more involved with HACC and Aged
Care. Thus, it has become necessary to draw together
the high quality of diverse knowledge and expertise
from our community. Today our management team
includes migrants from Papua New Guinea, Hong
Kong and Taiwan. We are all dedicated to working for
the good of our community.
Sincere thanks to every volunteer who has walked
through our doors. Your invaluable contribution has
led us to where we are today.

and I look forward to your continued support and
participation in all our activities.

如 果 你 遇 到 一 個 年 滿 三 十 的 人 , 你 總 會 覺 得 , 三 十 歲 不 算 什 麼 , 是 個 年 青 人 。 可
是 如 果 有 人 說 他 在 同 一 間 公 司 任 職 了 三 十 年 , 你 會 聯 想 到 , 是 什 麼 樣 的 工 作 讓 人
深 感 興 趣 而 熱 心 職 守 呢 ? 而 國 泰 會 就 是 這 樣 的 機 構 , 為 社 會 公 益 服 務 了 三 十 年 ,
是 值 得 被 社 會 大 衆 所 認 同 的 成 就 。
由 一 個 微 不 足 道 的 開 始 : 因 為 1975 年 新 畿 內 亞 獨 立 , 該 地 出 生 的 華 僑 紛 紛 擇 地 而
居 , 移 居 到 布 里 斯 本 市 的 一 群 , 多 循 着 過 往 喜 愛 的 慣 例 , 每 每 良 朋 聚 匯 於 一 堂 ,
各 自 携 帶 菜 餚 共 享 同 樂 於 朋 友 家 中 , 在 愉 快 的 氣 氛 中 互 相 交 換 過 往 新 畿 內 亞 美 好
的 回 憶 , 和 對 新 環 境 的 適 應 程 度 。
後 來 聚 會 人 數 逐 漸 擴 大 , 只 得 租 用 一 所 體 育 中 心 , 参 與 網 球 、 回 力 球 、 游 泳 等 體
育 活 動 , 甚 至 有 些 地 方 可 以 多 擺 幾 張 麻 將 枱 …….
在 其 中 一 次 聚 會 中 , 有 人 提 出 了 幫 助 難 民 的 建 議 。 於 是 在 鄉 親 們 的 努 力 下 ,1981 年 正 式 登 記 註 冊 “
國 泰 會 有 限 公 司 ” , 為 非 牟 利 機 構 。 在 David Seeto 的 努 力 下 在 華 麗 區 Brunswick Street 的 Cameron House
找 到 一 所 辦 公 室 。 緊 接 着 移 民 局 撥 出 一 筆 補 助 金 額 給 國 泰 會 作 援 助 新 入 境 越 南 難 民 之 用 , 於 是 1984
年 三 月 國 泰 會 正 式 公 開 營 業 。 這 間 位 於 Cameron House 的 斗 室 , 面 積 只 有 七 平 方 米 , 裏 面 放 着 一 張 辦
公 桌 和 一 個 接 待 櫃 台 。 開 始 的 十 八 個 月 期 間 , 由 於 人 手 不 足 , 每 星 期 只 有 二 至 三 天 對 外 開 放 。
1989 年 國 泰 會 搬 往 面 對 唐 人 街 的 Target Building, 這 裡 的 場 地 較 大 , 可 以 充 分 使 用 , 於 是 經 過 籌 備 後
開 辦 週 末 中 文 班 , 招 收 學 生 和 成 人 ; 又 成 立 婦 女 組 , 給 初 為 人 母 的 媽 媽 們 一 個 交 友 和 交 換 經 驗 的 場
合 ; 更 經 常 舉 辦 旅 遊 活 動 和 研 討 會 等 。
直 到 1992 年 , 中 國 城 停 車 場 被 某 台 灣 財 團 收 購 , 股 東 之 一 的 Wayne Lee, 提 供 最 佳 優 惠 的 條 件 , 包 括
500 平 方 米 空 調 辦 公 場 地 和 電 梯 進 出 等 , 冀 望 本 會 遷 移 。 於 是 在 拍 賣 場 所 買 了 載 滿 一 部 貨 車 的 二 手 傢
俱 , 我 們 又 搬 家 了 。 此 時 的 中 文 班 快 速 擴 展 到 後 來 的 八 班 , 包 括 一 組 成 人 班 在 內 。
這 年 國 泰 會 開 始 經 營 家 庭 護 理 和 綜 合 護 理 服 務 。 時 到 今 天 , 它 已 成 為 本 會 最 主 要 的 活 動 , 九 成 以 上
的 資 源 和 人 力 都 用 在 該 部 門 上 , 客 戶 計 有 350 多 名 。 家 庭 護 理 員 工 到 客 戶 府 上 打 理 家 務 如 室 內 清 潔 、
烹 調 餐 飲 等 和 帶 客 戶 外 出 購 物 。 可 以 行 動 的 客 戶 , 每 星 期 有 三 天 服 務 員 工 接 送 他 們 到 不 同 的 遊 藝 中
心 玩 樂 和 享 受 午 餐 。
唐 人 街 拆 建 之 後 , 商 家 紛 紛 不 惜 以 高 價 租 用 該 處 辦 公 場 地 , 國 泰 會 無 財 力 跟 商 家 競 爭 , 只 好 另 尋 退
路 。 很 幸 運 立 刻 找 到 位 於 Wickham Street 161 號 的 袁 氏 大 樓 , 於 是 2000 年 三 月 我 們 再 次 搬 家 。
發 展 事 務 的 負 責 人 Margaret Lee 設 定 本 會 的 遠 景 策 畧 , 標 靶 活 動 包 括 座 談 、 郊 遊 、 社 交 和 跟 其 他 服 務
供 應 者 和 機 構 互 相 聯 系 。 她 招 來 一 隊 義 工 , 又 設 立 電 腦 國 際 互 聯 網 中 心 , 至 今 仍 在 運 作
中 。 與 此 同 時 , 本 會 開 辦 童 軍 組 , 利 用 鄰 近 華 麗 區 游 泳 池 的 PCYC 中 心 作 場 地 。 中 國 領 事 館 捐 出 大 量
書 籍 和 影 帶 , 國 泰 會 的 圖 書 館 應 運 而 生 。 布 里 斯 本 市 政 廳 供 應 一 些 電 腦 設 備 , 本 會 藉 此 設 備 開 設 電
腦 班 , 教 導 長 者 互 聯 網 的 運 作 。2010 年 NEC 捐 贈 两 部 電 腦 , 使 長 者 上 課 學 習 的 設 備 更 加 完 善 。
2002 年 二 月 本 會 前 會 長 Peter Low 榮 獲 澳 洲 勳 位 (Order of Australia) 。 他 曾 在 國 泰 會 担 當 重 任 , 但 更 具
義 意 的 是 他 對 廣 泛 社 團 的 貢 獻 , 正 如 他 獎 狀 上 闡 明 ” 為 昆 士 蘭 州 華 人 社 團 服 務 ; 以 華 人 團 體 領 導 人
的 身 份 為 華 麗 區 商 界 服 務 ; 對 該 地 方 的 衛 生 、 安 全 、 福 利 等 機 構 貢 獻 良 多 ; 鼓 勵 實 行 在 該 區 舉 行 的
多 元 文 化 活 動 。” 恭 賀 Peter 獲 得 殊 榮 。

2010 年 十 一 月 二 十 五 日 偵 查 組 督 察 Gayle Hogan 創 立 的 ” 華 人 罪 案 受 害 者 支 援 組 ” , 成 為 國 泰 會 最
新 實 行 推 廣 的 計 劃 。 華 人 受 害 者 如 果 覺 得 面 對 警 察 難 以 啟 口 陳 情 , 可 以 聯 絡 本 組 求 助 。 本 組 義 工 與
受 害 者 有 共 同 文 化 背 景 , 會 以 萬 分 同 情 的 心 態 來 聆 聽 事 故 緣 由 , 並 且 思 考 提 供 適 當 的 建 議 來 處 理 事
情 , 所 有 商 討 內 容 絕 對 保 密 , 不 用 担 心 被 洩 漏 而 遭 到 報 復 , 而 且 一 定 尊 重 受 害 者 , 徵 求 同 意 後 , 才
可 涉 入 警 方 。 希 望 本 組 接 受 過 訓 練 的 華 人 義 工 們 能 協 助 他 們 克 服 身 心 創 傷 , 回 復 正 常 生 活 。

2011 年 是 國 泰 會 重 大 的 一 年 。 如 蒙 上 蒼 恩 賜 的 話 , 我 們 應 該 早 巳 在 新 會 館 舉 行 過 慶 典 。 事 緣 於 2009
年 六 月 本 會 買 下 位 於 Moorooka 區 Unwin Street 的 一 所 物 業 。 但 是 我 們 毫 不 知 情 的 是 與 此 同 時 , 交 通 部
的 龎 大 越 河 火 車 計 劃 正 在 發 展 中 , 計 劃 包 括 幾 個 新 建 的 市 區 地 底 火 車 站 和 地 面 火 車 站 ,Moorooka 火
車 站 將 會 擴 建 而 且 侵 佔 到 Unwin Street 物 業 的 停 車 場 部 份 。 在 此 情 況 下 , 本 會 决 定 放 棄 Moorooka 的 物
業 而 另 覓 適 當 地 方 。
我 很 興 奮 的 來 公 佈 : 國 泰 會 收 購 一 間 位 於 Coopers Plains 區 Annie Street 的 辦 公 和 貨 倉 樓 宇 , 今 年 十 月 七
日 簽 署 了 合 約 。 本 會 正 在 尋 求 市 政 廳 的 同 意 , 把 樓 宇 改 作 社 團 活 動 用 途 , 成 功 的 話 下 一 步 是 大 規 模
的 裝 修 來 配 合 需 求 。 一 切 順 利 的 話 希 望 2012 下 半 年 可 以 搬 遷 。
過 去 三 十 年 的 變 化 , 誰 能 預 料 。 看 看 那 些 國 泰 會 舊 照 片 , 都 是 高 瘦 滿 頭 黑 髮 的 一 群 , 現 今 頭 髮 巳 斑
白 和 稀 疏 , 但 是 我 們 這 一 群 還 是 具 有 幹 勁 來 成 就 一 些 公 益 事 業 。 布 里 斯 本 市 正 在 經 歷 具 戲 劇 性 的 轉
變 當 中 , 因 為 從 亞 洲 各 國 華 裔 移 民 人 數 衆 多 , 布 市 華 人 社 團 迅 速 增 長 , 有 些 移 民 帶 同 父 母 , 以 致 本
會 面 對 需 要 接 受 援 助 的 長 者 人 數 漸 增 , 本 會 有 幹 練 的 職 員 熟 悉 多 種 主 要 方 言 , 足 以 勝 任 各 種 磨 練 與
服 務 。
國 泰 會 常 走 在 社 團 活 動 的 最 前 線 。 舉 例 子 來 說 ,2006 年 三 月 北 昆 州 颶 風 Larry 造 成 的 水 災 、2008 年 五
月 中 國 四 川 省 大 地 震 和 今 年 初 東 南 昆 州 嚴 重 水 災 等 災 難 發 生 後 , 本 會 激 發 社 團 動 力 , 募 捐 籌 款 賑
災 。 本 會 也 支 持 和 参 與 諸 如 中 華 人 民 共 和 國 六 十 週 年 國 慶 及 布 里 斯 本 市 成 立 一 百 五 十 週 年 紀 念 等 等
活 動 。
不 知 道 我 為 什 麼 能 堅 持 這 麼 長 久 , 也 許 天 生 的 我 就 是 要 幫 助 別 人 , 而 我 很 幸 運 有 內 人 Jasmine 和 家 人
鼎 力 支 持 , 又 或 許 對 童 軍 的 認 識 給 我 灌 輸 一 些 理 念 罷 !
國 泰 會 的 組 織 階 層 人 仕 , 也 是 經 歷 過 一 番 風 風 雨 雨 。 人 與 人 之 間 處 理 事 情 都 不 免 發 生 異 見 和 衝 突 ,
所 有 團 體 都 有 類 似 的 經 驗 , 但 經 過 時 間 洗 禮 和 坦 誠 公 開 討 論 , 大 多 數 爭 辯 都 能 以 和 平 友 善 的 方 式 來
解 決 。
Gavin Menzies 在 他 的 著 作 “1421 – 中 國 發 現 世 界 的 一 年 ” 裏 道 出 這 番 話 :” 當 你 從 淺 水 的 地 方
走 入 較 深 水 的 汪 洋 大 海 , 波 浪 的 紋 路 和 距 離 隨 着 變 動 , 而 且 顯 現 不 同 的 顏 色 和 氣 味 ”。 同 樣 地 , 國
泰 會 創 立 至 今 經 歷 過 許 許 多 多 的 變 更 和 困 難 , 才 認 定 目 標 注 重 在 家 庭 護 理 和 綜 合 護 理 服 務 方 面 。 因
此 , 本 會 需 要 吸 取 社 會 精 英 , 組 成 具 有 廣 泛 知 識 和 專 業 技 能 的 一 群 。 本 會 的 管 理 成 員 包 括 來 自 新 畿
內 亞 、 香 港 和 台 灣 的 移 民 , 齊 心 協 力 , 熱 心 於 社 會 公 益 。
很 感 謝 向 本 會 伸 出 援 手 的 每 位 義 工 , 有 您 們 寶 貴 的 付 出 我 們 才 達 到 今 天 的 地 步 。
最 後 , 向 所 有 會 員 、 家 屬 們 和 朋 友 們 問 好 , 同 時 很 期 待 您 們 對 本 會 各 項 活 動 , 多 多 支 持 和 参 與 。

Chinese Victims of Crime Support Group
Chinese Victims of Crime Support Group (CVCSG) was launched in Novemeber 2010. It has been strongly
supported by Queenslanf Police Service and Relationships Australia.
During this 9-month period CVCSG has held 3 main reach-out events. The important messages that we
emphasize are about protecting oneself from crime, avoiding potential places where crime could occur
and how CVCSG operates.
Although CVCSG started off by supporting victims of crime, we have received community-assist-related
calls as well. As the objective of CVCSG, we would like to give our assistance to not only those who are
affected by crime but also those who need a hand in other situations.
Thanks to all volunteers of CVCSG who sacrificed their time for attending the phone regularly at Cathay
Community Association Inc. during which numerous calls including domestic violence, robbery cases,
court assistance, car accidents, etc. were received. These were mainly referred to the Queensland Police
Service and to Relationships Australia for counseling service. Some volunteers were even lucky enough
to have the opportunity to shadow police officers for court situations.
At this stage, application for volunteering is open to the public. We are delighted that we have also received
so many emails and phone calls expressing interest in volunteering with CVCSG. Towards the end
of 2011 interviews of applicants will be conducted and once applicants are accepted, training will be
provided to equip every volunteer to get onboard.
We welcome comments on any aspects of this program and look forward to more volunteers joining us.

自 二 零 一 零 年 十 一 月 成 立 至 今 ,“ 華 人 罪 案 受 害 者 支 援 組 ” 一 直 得 到 澳 洲 昆 士 蘭 警 務 處 及 澳 洲 家 庭
關 係 中 心 的 鼎 力 合 作 及 支 援 。
從 成 立 至 今 的 九 個 月 期 間 ,“ 華 人 罪 案 受 害 者 支 援 組 ” 先 後 舉 行 了 三 次 對 外 延 伸 的 活 動 , 我 們 主 要
強 調 的 訊 息 是 : 保 護 自 己 免 受 罪 害 、 儘 少 接 觸 易 引 發 犯 罪 的 場 面 及 宣 揚 “ 華 人 罪 案 受 害 者 支 援 組 ”
的 運 作 程 序 。
“ 華 人 罪 案 受 害 者 支 援 組 ” 除 了 支 援 受 害 者 外 , 還 收 到 有 關 社 區 服 務 的 咨 詢 。 我 們 的 目 標 : 不 單
只 提 供 支 援 協 助 給 與 罪 案 的 受 害 者 , 還 會 提 供 在 某 種 情 况 下 的 服 務 。
我 們 非 常 感 謝 參 加 了 這 個 支 援 計 畫 組 的 義 工 成 員 , 他 們 犧 牲 了 自 己 個 人 的 寶 貴 時 間 , 在 國 泰 會 內 接
聽 及 解 答 有 關 人 士 的 諮 詢 電 話 , 當 中 包 括 家 庭 暴 力 、 搶 劫 、 偷 竊 、 法 院 的 支 援 服 務 及 車 禍 等 等 , 這
些 個 案 , 我 們 均 成 功 地 轉 介 至 澳 洲 警 務 處 或 澳 洲 家 庭 關 係 中 心 作 專 業 的 輔 導 。 幸 運 的 話 , 有 些 義 工

Cathay joins forces with Rotary to help
Queensland flood victims
Much fundraising has taken place since the devastating impact of the floods that hit south-east Queensland
earlier this year and Project Services architect Doug Seeto is yet another of those who donated his time
to help out.
Through his association with the Cathay Community Association fundraising committee of which he is a
life member, Doug was determined there was something he could do and set about organising a supper
dance to raise much needed funds.
In just three and a half weeks, Doug had managed to attract the support of local businesses, the Logan
City Council, entertainers available to perform, and importantly, the community.
On the night, guests including the State Member for Logan, the Honourable John Mickel MLA, were
treated to supper and two local bands including Doug’s own eight piece group, No Limits, as well as
former Project Services principal architect Neville Twidale’s band, Shake, Rattle and Roll.
The event was deemed an outstanding success with more than $10,000 raised and in recognition of the
evening, Doug thanked all who were involved in the achievement in such a short timeframe.
“Without the valued support of Cathay Community Association Inc, Logan City Council, the Honourable
John Mickel MLA and Rotary District 9630, the supper dance would not have been possible,” said Doug.
“Our supper dance was a big success and we were able to raise a significant amount of money for the
flood victims in some of the hardest hit areas in Queensland.
“Logan City Council sponsored the venue and Mr Mickel, who was instrumental to the success of the
fundraiser, also donated a dinner for two at Parliament House which was auctioned on the night.
“The money raised will be distributed by Rotary District 9630 directly to the people and communities that
need it the most in both Grantham and the Lockyer Valley,” he said.

Book review: Chinese from Rabaul
Ken Cheung
Dr Peter Cahill lived in Rabaul as a schoolboy and came into contact with Chinese students there, and
later at school in Australia. His father was a polismasta, and his mother worked with Dr Eric Wright
confining Chinese mothers in hospital and, occasionally, in their homes. Dr Cahilll has written journal
articles and papers on the New Guinea Chinese.
How and why did our forebears come to Papua New Guinea (PNG)? As the first inclusive history of Rabaul
Chinese for the colonial period 1884 – 1960 “Needed but not Wanted” shows how coolies were brought
to German New Guinea by the Neu Guinea Kompagnie, founded in Hamburg in 1884 to trade there. It
established settlements at Finschhafen and Hatzfeldhafen (Madang) on Kaiser Wilhelmsland (mainland
New Guinea) but malarial conditions proved too much for the coolies employed to clear the jungle and
farm the land. Their death rate from disease, the harsh environment and the cruel discipline of their
taskmasters prompted the move to Herbertshohe (Kokopo) on the island of New Britain in the Bismarck
Archipelago.
This proved successful and soon coconut plantations were established along the coastline. Chinese
builders and artisans were recruited by the Neu Guinea Kompagnie to construct the many domestic and
government buildings needed, as well as copra driers to process copra. All recruits were supposed to
be repatriated on completion of their contract, but because of business prospects in the thriving town
of Rabaul, many chose to remain as copra traders and small store owners. In 1902 an influx of free,
industrious workers was encouraged by the Governor; demand for labour and skilled artisans continued.
Most of our grandparents arrived during this period.
If you have a connection to New Guinea you will find this book both shocking and enlightening. We all
know that the second world war was difficult and heart-breaking for civilians, however living conditions in
the early 1900s were unbelievably harder. Most of our grandparents arrived during this period and like
pioneers every-where struggled to survive. We should be eternally grateful for their perseverance and
courage so that today we can savour the fruit of their labours.
I firmly believe that the Australian Government should have used the skills of the Chinese in assisting the
native people in developing the country. Instead, it restricted our opportunities so we ended up operating
businesses for ourselves. I can understand Australia’s hesitation in granting us citizenship was due to the
linger-ing influence of the White Australia policy.
The generation that attended tertiary education in Australia returned to PNG with a different outlook and
were keen to help the country. There were many nurses, teachers and doctors. By then Independence
was approaching so most families decided to move to Australia for a better future. My own story is a little
different to the usual one. My father was killed in Rabaul by the Japanese as he was a key member of the
Kuo Min Tang then fighting the Japanese in China. Luckily we escaped from Rabaul to Bougainville, and
then by courtesy of the Australia Coast Watchers were evacuated by American submarine to Melbourne.
I have always been a strong advocate of integration, particularly when you see how much the Australian
government spends on assisting new migrants. This is why I am such a strong supporter of the Cathay
Community Association, and other associations, which attempt to integrate with mainstream communities.
For those of you born after PNG gained its independence, Rabaul is only a hazy memory. I can see the
following generations have done very well so Australia should be proud to welcome you as its citizens. I
hope this book will enlighten you about your ‘roots’.

Plantings in a New Land by Chek Ling
Published by the Society of Chinese Australian Academics of
Queensland & supported by the Cathay Club and Centenary of
Federation Queensland.
The author tells the story of twenty-one Chinese Australians
living in Queensland today.
They tell their stories and the stories of their Australian
forebears: tales which encompass the trials and triumphs
in the one hundred-year journey of survival, endurance and
emancipation. They bring to life the recent changes in the
political and social conditions, which finally allow the Chinese,
like everyone else, a place at our multicultural table.
It shows that the Chinese were the first to plant the many
tropical fruits which have become the mainstay of Queensland's
agricultural produce. Such as mangos, peanuts and sugarcane
not to mention the market gardeners who supplied the greens
to the pioneers on the land.

Volunteers
Volunteers – they are the backbones of every
community organization. Sometimes we do not know
about their good work until years later as in this case.
Back in 1987 a social worker named Yvonne Lum
did her first placement with our Welfare Department.
Her work included casework, home visits, community
work, welfare meetings and running a women’s social
group.
She initiated an informal English conversational group
at our office with support from Fr Albert Chan. “The
class began with two very eager seniors and a young
boy.” she recalled years later, “For materials we used
activity sheets from books borrowed from the library
and then photocopied at the office. Basically I sat
around and chatted with the ‘students’ in English.
Sometimes they practised writing letters of the
alphabets. It was a lot of fun and laughter as I did not
speak fluent Cantonese or Mandarin.”
I can only say a very big thank you to Yvonne. This was
the seed that germinated into our present day English
Class for seniors run by Oiland Tong.

Cathay Mahjong Group

Cathay’s Mah Jong Group first started almost ten
years ago. Through Brisbane City Council’s Gold
Programme (Growing Old and Living Dangerously).
Cathay was able to obtain funding to start our first
Mah Jong class and now ten years on we have a
regular group of 16 to 20 players that turn up on
Tuesdays for a challenge and social get together. All
this would not be possible if not for our dedicated
volunteers and teachers, namely Jasmine,
Margaret and Judith who come every Tuesday
morning to prepare and help setup for our coffee,
tea and occasionally some great home cooking
for our lunches. Sadly Judith can no longer attend
our regular Tuesdays due to her other regular
commitment with a RSL Mah Jong Group. Special
thanks to Judith who over the years has devoted
her time to Cathay volunteering on numerous Mah
Jong demonstrations and occasions/functions
around Brisbane. Also we must thank our regulars
who come weekly unless they are travelling locally,
abroad or cruising with our best travellers June
and Vince having clocked up the most mileage of
all around the globe in the two years since their
marriage.
With all the uncertainty in the past couple of years
with finding a new permanent club house, I am
pleased to announce that we have contracted
to purchase a property at Coopers Plains thus
allowing planning for more group activities on a
regular basis in the future. These will be day trips
by bus with sightseeing similar to the successful
bus trip the Cathay took to O’Reillys approximately
two years ago.
Over the past year we had Francis, Jenny and John
join our regular group but they were not new to the
game; in fact, they had played with other clubs in
other states for some years. Another of our regulars
Charlyn has moved on to play elsewhere as she is
now living by the Bay at Victoria Point.
The “Orphan” Honour Board continues to grow each
year, as any experienced player who plays the game
wants to obtain these thirteen special tiles and be
photographed for inclusion on the Board in the Club
Room. Some lucky ones have been photographed
at least three times. So you can imagine we all take
the game rather seriously.
SPECIAL OCCASIONS
This year the special occasions included luncheons
at the Valley Corner Restaurant, the Hospitality
School of Catering, Chopsticks Chinese Restaurant
and also a special Melbourne Cup Day event
where we watched the Cup in progress on our TV
and Louis organised a sweep. The Office Staff and
some partners were able to join us. The Christmas
dinner dance was again held at the Landmark at
Sunnybank where the Mah Jong players had a
special table.
JETA GARDENS
The Cathay Club was invited to do a Mah Jong
demonstration at Jeta Gardens for Chinese New
Year. The members who came along for a fun day
were in for a great surprise. We were all greeted as
special guests and sat at a table so we could join
in the activities. Our hosts had a truly spectacular
day planned. There were speeches and thanks
given to the Cathay Club, Ken Cheung and Louis
Chan replied. The fun started with the hosts
joining everyone together singing Chinese songs;
the words were on the screen for all to see. Then
the drums started and the dragons entered to reenact
the traditional Lion dance. There was other
entertainment, with everyone in high spirits the
feast began, with special treats for Chinese New
Year.
The Mah Jong tables were set up and there were quite
a few retirees who wanted to learn. Our members
enjoyed teaching, encouraging and getting to know
the people who live at the retirement centre. When
we left, we were told that they felt comfortable to
be able to play the game Mah Jong and they had
all the facilities at Jedda Gardens to continue this
wonderful game.
Our members went to their individual homes with a
feeling of satisfaction to be able to share our skills
in this exciting game that keeps us coming back to
the Valley each week.

Cathay Golf - a reflection

Besides myself Henry Cheong would be the longest Members of the Club. We were Members of Oxley
and Bert Watson asked me to join him in a game and that is where it started. I have been a member and
Committe member for more than 25 years.
It was never my ambition to win comps as I saw the comradeship as a first priority. I have always enjoyed
the friendships built over the time. Even when my wife and I moved to Caloundra I still drove down to
Brisbane to play.
Emil Lo ran the Club for a number of years until Peter Low took over. I formed a very strong rapport with
Peter. Bill Wong was also a member and He supported the Club for many years and supplied us with
Vouchers for prizes.
Under Peter’s leadership we entered the Social Golf Challenge held yearly at Kooralbyn. Our Club was
sucessful on the last year it was held but we never received our prizes as the Club went into Receivership!
When Peter gave up his position for work reasons the Club was very fortunate to obtain the services of
Andrew Seeto, Dino Francisco and Louis Chan. Henry and I continued on in our curent capacity and under
Andrew’s leadership the Club has progressed to it’s present position.
The Members are appreciative of being able to see the winners and new handicaps on the Sunday night.
Money is always a problem for a Social Club, but under the present leadership we are achieving our goal
each year. Costs unfortunately still keep going up. The Community gives the Club Money to start the year
which is most appreciated.
From my own point of view 2009 was a year to remember. At 75 I was fortunate to win a couple of Monthly
events and the Cathay Cup plus Player of the year. This has never been attained and I was the first to
do it and probably will never happen again. My memory is not the best these days but we did have a lot
of members who played for many years. To name a few, Jeff Lee, Robert Pang, Dino , Lito Orozco, Rudy
Alladin, Jun Gaveran and Iggy Quinto. I personally miss some of the players who no longer play for some
reason or another. The Club also enjoys playing the top Clubs and we make teams up to play these -
Pacific Harbour, Brookwater and The Glades to name a few.
It is a great social golf club and I hope to give my time as long as I am able. I hope that the Club continues
to grow.

USA / Canada East and West Coast 19 Day
Special Tour

The Cathay Community Association with the assistance of Honey World Travel successfully conducted a
19 day special tour of the USA and Canada’s east and west coasts in May 2011. More than 50 people
participated in the tour (see group photograph).
The tour commenced on 7 May, travelling by United Airlines from Sydney to San Francisco and then to
New York which was the first destination of the tour. Most of the travellers were from Brisbane, while a
small number of them were from Sydney and Melbourne. The return Journey was from Los Angeles to
Sydney and then to Brisbane.
The forward journey proved to be very strenuous and tiring as it took more than 26 hours to reach
the hotel in New York. The return journey from Los Angeles was a lot easier and less tiring as it took a
relatively “short” 14 and a half hours to reach Sydney.
The tour group travelled to and visited many famous cities and landmarks in the USA and Canada. These
included: New York, Philadelphia, Washington D.C., Niagara Falls, Toronto, Montreal, Ottawa and Boston
on the east coast; and San Francisco, Los Angeles, San Diego, Las Vegas and the Grand Canyon on the
west coast. For those people who had not been to the USA / Canada previously, the experience was truly
unforgettable and the sights were really spectacular.
The following is a list of some of the more memorable sites visited by the group.
New York (the city that never sleeps): The Empire State Building, the Statute of Liberty, Ground Zero (the
site of the tragic events of 11 September 2001), the shopping districts along Fifth Avenue, the Rockefeller
Centre, Time Square and the Broadway Theatre District and the United Nations Head Office.
Washington D.C.: The Capitol Hill and the White House - the home to the United States Senate and the
House of Representatives and the President of the United States respectively, Lincoln, Jefferson and
Roosevelt Memorials and the National Air and Space Museum.
Niagara Falls: Spectacular views of the waterfalls by day and by night. There was also an up close “misty”
encounter with the waterfalls onboard of a “Maid of the Mist” boat.
Toronto: The CN Tower, the tallest building in Canada.
Ottawa: The capital of Canada with its magnificent copper dome parliamentary buildings.
Montreal: The unofficial capital of French Canadians where the tour group visited the Olympic Tower
which was built for the 1976 Olympic Games.
Boston: Noted for its world-class educational institutions such as the Harvard University and the MIT.
San Francisco: For the west coast tour, the tour group flew from Boston to San Francisco. City sights
included Lombard Street, the steepest street in San Francisco and the other streets with cable cars and
the streets where the TV series “The Streets of San Francisco” was made. The San Francisco Bay cruise
was very memorable with its famous Golden Gate Bridge and the infamous Alcatraz Island.

Las Vegas: Not exactly on the west coast, but it was part of the west coast tour. This is the world gambling
capital in the desert with its grand hotels and casinos. The largest hotel in Las Vegas is the MGM Grand
which has over 5000 rooms. The sights of Las Vegas by night were truly spectacular.
The Grand Canyon: Named as one of the Seven Wonders of the World, it displays two billion years of
geological history to visitors. Many of the tour group members took a helicopter ride down to the bottom
of the Canyon and went on a boat ride on the Colorado River. Many of them also took a “scary” walk on
the glass-bottom “Skywalk” which suspends some 1300 metres above the Colorado River.
San Diego: The group took a harbour cruise and saw one of the largest naval bases in USA. The highlight
of the visit to San Diego was to see Shamu, the killer whale in San Diego’s Sea World which boasts the
finest and largest marine life park in the world.
Los Angeles: The group saw Mann’s Chinese Theatre and Kodak Theatre (the music centre where the
Oscar Award Ceremony is held annually) on Hollywood Boulevard. The group spent the last day of the tour
visiting the Universal Studios to see some of the sets where movies are made. They also experienced (see
and feel), first hand, 3D and 4D movies.
The tour went very smoothly for the entire duration without any major incidents. The tour covered a large
number of famous places both on the east and the west coast of America. Undoubtedly, to cover such a
large distance in 19 days, something had to be sacrificed, which is relaxation. Most of the days were very
long with over 12 hours per day in travelling. Although strenuous, the tour was thoroughly enjoyable and
informative.

近 十 年 內 , 國 泰 會 主 辦 了 多 次 海 外 旅 游 。 我 們 辦 旅 游 的 目 的 , 是 讓 旅 澳 華 人 有 機 會 參 與 群 體 活 動 ,
認 識 更 多 朋 友 。 讓 我 們 華 人 感 覺 到 在 澳 洲 生 活 有 安 全 感 , 安 居 樂 業 之 余 亦 可 看 看 外 國 生 活 情 況 。 國
泰 會 是 為 華 人 服 務 之 社 團 , 所 辦 的 旅 行 團 友 都 感 覺 有 親 切 和 熱 誠 之 享 受 。 完 團 之 后 , 團 友 甚 覺 滿
意 , 國 泰 會 旅 游 團 口 碑 甚 佳 。 所 以 每 次 出 團 很 快 就 報 名 滿 額 , 我 們 辦 事 人 員 都 感 自 豪 。
在 2004 年 2 月 , 國 泰 會 舉 辦 了 “ 紐 西 蘭 南 北 島 9 天 之 旅 ”。 全 團 有 47 人 。 首 站 是 紐 西 蘭 第 一 大 城 市 “
奧 克 蘭 ” 其 他 著 名 城 市 和 景 點 都 有 游 覽 。 本 人 是 第 二 次 領 團 去 紐 西 蘭 同 一 路 線 , 算 是 舊 地 重 游 。
同 年 4 月 , 國 泰 會 初 次 辦 中 國 游 , 是 由 徐 錦 城 先 生 策 劃 兼 領 隊 。 目 的 地 是 北 京 , 周 庄 , 蘇 州 , 杭 州 ,
南 京 和 上 海 14 天 游 , 有 53 人 參 加 。 眾 人 都 是 初 次 游 這 些 城 市 , 每 到 不 同 城 市 和 景 點 都 是 人 山 人 海 ,
我 們 做 領 隊 的 都 好 緊 張 和 小 心 團 友 的 安 全 。
2005 年 5 月 , 徐 領 隊 再 來 一 次 中 國 游 。 行 程 是 海 陸 兩 棲 , 坐 五 星 總 統 號 游 輪 暢 游 長 江 三 峽 , 由 宜 昌 落
船 去 到 重 慶 上 岸 , 那 時 看 到 兩 岸 很 多 景 點 而 現 在 水 位 高 漲 而 看 不 到 了 。 然 后 去 有 山 水 甲 天 下 之 稱 的
廣 西 桂 林 , 當 然 風 景 優 美 如 畫 。 接 著 再 去 廣 州 游 和 中 山 溫 泉 浴 , 全 團 皆 大 歡 喜 。
到 2008 年 3 月 , 由 本 人 選 擇 去 游 湖 南 和 雲 南 省 之 長 沙 市 , 張 家 界 , 鳳 凰 古 城 , 昆 明 , 大 理 , 麗 江 和 石
林 等 城 市 , 全 部 都 是 中 國 著 名 的 風 景 優 美 地 區 。 團 友 們 大 開 眼 界 及 大 飽 眼 福 。
2009 年 5 月 , 又 選 擇 帶 團 去 特 式 的 地 區 。 計 有 青 島 之 嶗 山 , 礦 泉 水 啤 酒 廠 。 在 青 島 有 口 福 吃 到 特 別 大
海 蝦 和 鮑 魚 。 飽 嘗 天 津 聞 名 之 狗 不 理 包 子 及 特 式 小 吃 。 游 罷 山 東 省 會 濟 南 后 , 高 登 泰 山 之 玉 皇 頂 南
天 門 , 奇 景 也 。 又 游 孔 子 家 鄉 , 參 觀 孔 林 , 孔 廟 , 上 聖 人 歷 史 堂 。 在 北 京 游 覽 一 年 前 舉 辦 奧 運 會 的
建 筑 物 , 如 雀 巢 及 水 立 方 分 館 , 偉 大 的 建 設 值 得 回 憶 。 及 后 到 西 安 參 觀 秦 始 皇 遺 跡 兵 馬 俑 , 再 上 華
山 論 劍 。 這 一 團 各 人 看 盡 名 城 及 古 跡 , 再 次 大 飽 眼 福 及 口 福 。

在 2010 年 3 月 , 我 轉 移 目 標 , 主 辦 柬 埔 寨 , 南 北 越 , 香 港 及 韓 國 18 天 游 。 考 察 有 世 界 七 大 奇 景 之 吳 哥
窟 , 的 確 是 奇 景 也 。 北 越 的 下 龍 灣 名 不 虛 傳 , 是 美 麗 的 海 灣 。 南 越 的 風 景 和 戰 爭 遺 跡 都 值 得 參 觀 。
最 后 到 南 韓 , 那 裡 是 女 士 們 的 天 堂 。 新 潮 時 裝 及 化 妝 品 質 量 高 價 格 低 加 上 奇 異 的 城 市 , 團 友 們 皆 大
歡 喜 。
同 年 9 月 再 到 中 國 游 , 因 為 有 特 別 價 去 游 華 東 城 市 , 兼 有 世 界 博 覽 會 在 上 海 舉 行 。 不 可 錯 過 機 會 , 很
快 便 組 成 50 余 人 旅 行 團 。 除 了 暢 游 華 東 城 市 看 景 點 外 , 各 團 員 購 物 不 亦 樂 乎 , 滿 載 而 歸 。
今 年 2011 年 , 國 泰 會 舉 辦 跨 越 美 洲 旅 行 團 。 美 國 及 加 拿 大 東 西 岸 19 日 精 選 游 。 暢 游 紐 約 , 華 盛 頓 ,
尼 阿 加 拉 大 瀑 布 , 多 倫 多 , 蒙 特 利 爾 , 波 士 頓 , 洛 杉 磯 , 三 藩 市 , 聖 地 牙 哥 , 拉 斯 維 加 斯 及 大 峽 谷
等 。 此 團 行 程 有 四 次 城 市 高 塔 , 漫 游 四 周 城 內 外 景 物 , 六 次 乘 船 盡 覽 兩 岸 風 光 , 盡 看 各 大 城 市 建 設
和 旅 游 景 點 。 佳 肴 美 食 多 得 數 不 盡 , 如 三 晚 龍 蝦 餐 , 法 國 餐 , 中 西 式 自 助 餐 , 加 上 冰 酒 和 紅 酒 大 贈
送 。 全 團 55 位 團 友 對 這 個 團 都 贊 不 絕 口 。
為 了 服 務 各 界 人 士 和 感 謝 各 位 支 持 , 我 們 會 繼 續 努 力 把 旅 行 團 辦 得 更 好 。

History of Cathay Home & Aged Care Services

Caring for the Seniors, sharing their Golden Years
As people get older, it is inevitable that their health in general will begin to deteriorate and hence reducing
their ability to carry out many personal and household chores e.g. cleaning, shopping, cooking meal and even
taking a shower. The Australian government has been committed to promoting the concept of “Community
Care” since 1980’s. It aims to assist older frail people and people with disability to be able to maintain their life
independence in their own home and community through the provision of a wide range of in-home and social
support services.
However, in the ethnic communities there are older people choosing not to seek assistance from the mainstream
service providers due to language barrier, cultural difference and other worries such as privacy & confidentiality,
lack of relevant resources and information. The on-going care needs of these ethnic older people become totally
reliant on their family members or the carers. This caring role performed by the carers can be stressful at times
and it may not be able to provide the best quality of care for the seniors with regard to their needs.
The funding from State and Federal Governments allow us to run the Home and Community Care (HACC)
Program. Thus, we are able to provide our seniors and people with disabilities with the equivalent care services
as available to mainstream society. They can then live independently with respect and dignity in the community.
The Cathay Home Care Services
The services were started as a pilot project in May 1989 and commenced with six clients. In the following year,
our application for government funding was approved and the funding was granted on a yearly basis ever since.
The funded services have been providing basic in-home support services to older frail people, people with a
disability and their carers. The aim of these services helps them avoid premature admission to institutional care.
To lessen the obstacles of service recipients, we have set up the Policy and Procedures and Service Guidelines
to ensure the quality of the service delivery. Besides, privacy of consumers and confidentiality of information are
strictly observed.
The services offered are diverse and are planned to meet individual needs. They include:
- Domestic Assistance - Personal Care - Social Support - Meals
- Home Maintenance - Transport Services - Centre-based Day Care
- In Home Respite - Case Management - Client Care Coordination
The Cathay Home Care Services specifically targets its clientele to Chinese ethnic group. Our team members,
include Case Managers, Administration Officers, Home Care Providers and Volunteers, all speak English and
Chinese. We have the service information and resources written in Chinese and English. This helps all to better
understand the services and aged care related information resulting in better outcome for all concerned.
The Cathay Aged Care Packages (CACP)
In 1999, we commenced providing Community Care Package Services for the older people of the Brisbane North
region who have complex needs. To access a CACP, a person must firstly be assessed as eligible by an Aged Care
Assessment Team (ACAT).
The Cathay Aged Care Package Service (CACP) also targets people of Chinese ethnic origin. This is an individually
planned and coordinated package of community aged care services, designed to meet the daily complex care
needs of older people who prefer to remain living in the community rather than enter residential care. The
service hours are thus more than the Home and Community Care Services due to high dependency level. The
service users are expected to pay a small contribution fee.

In the Cathay Community Care Package service team, case managers keep close contacts with clients and
their carers through regular home visit and Care Plan review. Our home care providers are qualified and
trained in the field of aged care. All our staffs are focused to ensure the daily care needs of our clients are met
and a quality care is delivered to achieve life independence in the community.
In 2007, we decided to expand the CACP services to the Brisbane South region and the application for funding
was successfully approved. At present, we have funding to serve a total of 40 clients in both North & South
regions.
The Home and Community Care Program (HACC) and the Community Aged Care Package (CACP) Program both
are important components of the overall community Care Policy in Australia. We are proud and privileged to
have the opportunity to provide these services to the senior community. We have also commenced assisting
Caucasian families. The number of our clients has now reached 360.
It has been 21 years since we started serving the senior community. Throughout the years we were encouraged
by the positive feedback from our clients and the community. Our success and achievement are the result
of the hard work and dedication from our working team members. We will continue to provide training to our
team members, listen to our client feedback and engage in community consultation to ensure our services are
updated to meet the needs of the changing world.
We hope that you all continuously provide support and feedback to promote community care work for the
Chinese older people. They deserve to live a safe, comfortable, peaceful and respectable community life.

敬 老 護 老 一 心 長 者 樂 享 晚 年
隨 着 年 歲 漸 長 , 往 往 面 對 體 力 不 繼 的 情 况 , 遂 對 維 持 自 我 起 居 照 顧 生 活 能 力 感 到 担 憂 , 如 家 居 清 潔 、 購
物 、 煮 食 甚 至 個 人 衛 生 等 。 澳 洲 政 府 於 1980 年 初 推 動 「 社 區 照 顧 」 的 概 念 , 為 年 老 體 弱 及 殘 障 人 仕 提 供
多 樣 化 服 務 項 目 , 讓 他 們 能 夠 繼 續 在 自 己 家 中 和 熟 識 的 社 區 裡 獨 立 和 愉 快 地 渡 過 晚 年 生 活 。
然 而 , 華 裔 體 弱 長 者 往 往 因 為 言 語 和 文 化 背 景 的 差 異 , 以 及 其 他 憂 慮 ( 如 私 穩 問 題 家 庭 角 色 受 到 轉 變 或 缺
乏 適 當 協 助 和 資 料 ) 等 問 題 , 致 使 他 們 選 擇 ‘ 不 求 助 ’ 的 結 果 。 如 是 , 他 們 在 生 活 照 顧 上 的 需 要 , 便 繼
續 倚 重 在 其 親 人 或 照 顧 者 身 上 , 其 身 心 壓 力 變 得 沉 重 。 這 些 照 顧 亦 可 能 會 提 供 不 到 最 好 的 護 理 照 顧 給 長
者 的 生 活 需 要 。
國 泰 會 明 白 到 華 裔 體 弱 長 者 及 其 家 人 在 日 常 生 活 照 顧 上 的 困 難 和 穩 憂 , 遂 向 澳 洲 政 府 申 請 撥 款 , 冀 使 他
們 能 享 有 平 等 權 利 和 被 尊 重 下 , 得 到 優 質 的 社 區 護 理 照 顧 。
國 泰 會 家 庭 護 理 服 務 (HACC)
國 泰 會 家 庭 護 理 服 務 於 1989 年 5 月 開 始 試 驗 服 務 , 當 時 服 務 人 數 為 6 名 。 翌 年 , 正 式 獲 得 昆 省 政 府 和 聯 邦
政 府 撥 款 資 助 。 是 項 資 助 服 務 是 向 年 老 體 弱 或 身 體 殘 障 人 仕 , 提 供 基 本 社 區 護 理 服 務 , 避 免 過 早 進 住 長
期 護 老 院 舍 。 服 務 推 行 , 守 則 嚴 緊 ; 個 人 私 穩 , 絕 對 保 密 , 消 除 服 務 的 請 者 對 個 人 資 料 處 理 的 憂 慮 。
以 下 是 國 泰 會 家 庭 護 理 服 務 工 作 範 圍 , 項 目 廣 泛 , 此 乃 依 據 長 者 個 人 生 活 需 要 而 定 , 包 括 有 :

理 員 、 義 工 等 , 都 能 說 中 英 語 , 打 破 言 語 和 文 化 差 異 而 引 起 在 服 務 上 的 誤 解 或 障 礙 。 與 此 同 時 服 務 資 料
均 備 有 中 英 文 本 參 照 , 好 讓 長 者 更 能 清 晰 暸 解 服 務 的 細 則 和 護 老 資 訊 , 以 增 強 服 務 的 成 效 。

國 泰 會 護 理 綜 合 服 務 亦 是 特 別 為 華 語 背 景 長 者 提 供 護 理 服 務 , 符 合 資 格 服 務 長 者 , 按 照 個 人 複 雜 需 要 獲
得 服 務 , 個 案 經 理 會 定 期 為 他 們 商 討 和 策 劃 個 人 照 顧 計 劃 , 並 進 行 定 期 覆 檢 作 出 適 當 的 護 理 照 顧 的 安
排 。 在 2007 年 , 國 泰 會 再 獲 撥 款 , 服 務 擴 展 至 南 區 ; 現 時 總 服 務 名 額 南 北 两 區 共 40。

BRISBANE FIRST CHINESE SCOUT GROUP
童 軍 之 父 - 貝 登 堡 爵 士 曾 經 說 :「 利 用 青 少 年 們 的 休 閒 時 間 , 給 與 他 們 種 種 的 健 全 技
能 活 動 , 讓 他 們 在 成 長 的 過 程 中 , 無 論 在 生 理 、 心 理 及 精 神 上 得 到 正 確 的 引 導 及 支
持 , 促 進 他 們 在 社 會 中 的 互 動 , 建 立 正 確 的 人 際 關 係 , 從 技 能 中 認 識 自 我 。 讓 他 們 在
團 體 中 得 到 良 伴 , 並 補 充 在 學 校 教 育 中 不 足 的 訓 練 , 培 養 他 們 個 人 的 獨 立 性 格 , 發 揮
個 人 的 領 導 才 能 , 增 進 他 們 在 [ 德 、 智 、 群 、 體 、 美 ] 等 方 面 的 身 心 發 展 , 從 而 培 養 他

國 泰 會 基 於 這 個 崇 高 的 理 念 , 以 培 育 布 里 斯 本 的 華 人 新 生 一 代 為 首 要 的 責 任 , 於 2004
年 7 月 , 由 昆 士 蘭 警 務 處 高 級 警 民 關 係 主 任 - 黃 志 儉 先 生 的 悉 心 籌 辦 , 並 得 到 昆 士 蘭 警
務 處 及 昆 士 蘭 童 軍 總 會 的 鼎 力 支 持 及 配 合 下 , 成 立 昆 士 蘭 布 里 斯 本 第 一 支 以 華 人 為 主
導 的 “ 布 里 斯 本 第 一 華 人 童 軍 團 ”。 童 軍 團 分 別 設 立 : 小 童 軍 、 幼 童 軍 、 童 軍 、 深 資
童 軍 及 樂 行 童 軍 等 五 個 不 同 年 齡 層 次 的 團 隊 , 當 時 參 與 的 童 軍 及 領 袖 等 成 員 , 合 共 超
逾 70 人 。 童 軍 團 除 了 跟 從 國 際 童 軍 總 會 所 制 定 的 訓 練 活 動 準 則 , 例 如 : 野 外 定 向 、 露
營 、 繩 結 技 巧 、 救 傷 、 求 生 技 巧 及 小 領 袖 才 能 訓 練 等 等 , 按 次 序 地 訓 練 各 個 不 同 級 別
的 童 軍 成 員 外 , 童 軍 團 還 會 加 入 一 些 具 有 特 色 的 紀 律 性 訓 練 , 例 如 : 步 操 訓 練 。 目 的
是 希 望 令 到 每 位 參 與 我 們 童 軍 團 的 童 軍 成 員 , 均 能 夠 培 育 成 爲 一 位 獨 立 、 守 法 及 有 紀
律 的 未 來 社 會 棟 樑 。
從 成 立 至 今 , 童 軍 團 舉 辦 了 多 項 不 同 的 團 體 活 動 , 其 中 包 括 : 野 外 遠 足 、 露 營 、 求 生
技 巧 訓 練 及 小 領 袖 才 能 訓 練 , 參 觀 昆 士 蘭 警 務 處 、 昆 士 蘭 水 警 總 部 及 飛 機 場 等 等 , 童
軍 團 更 加 不 遺 餘 力 地 參 與 各 類 型 不 同 的 公 益 籌 款 、 拜 訪 老 人 院 、 為 老 人 院 植 樹 及 在 華
人 節 日 的 慶 典 活 動 中 , 擔 任 維 持 秩 序 等 社 會 公 益 活 動 , 並 且 多 次 地 獲 得 社 會 各 界 人 士
及 機 構 的 嘉 獎 及 表 揚 。 “ 布 里 斯 本 第 一 華 人 童 軍 團 ” 於 2006 年 , 更 加 被 邀 請 出 席 參 加
在 香 港 舉 行 , 為 慶 祝 世 界 童 軍 成 立 100 周 年 的 “ 大 都 會 露 營 ” 慶 典 活 動 , 讓 我 們 童 軍 團
的 童 軍 成 員 , 有 機 會 與 來 自 世 界 各 地 , 共 超 過 5000 名 的 童 軍 成 員 交 流 經 驗 。
時 光 飛 逝 ,“ 布 里 斯 本 第 一 華 人 童 軍 團 ” 轉 眼 至 今 已 經 步 入 第 八 個 年 頭 , 伴 隨 著 童 軍
團 一 同 茁 壯 成 長 的 童 軍 及 領 袖 成 員 , 他 們 為 了 個 人 學 業 及 理 想 , 在 另 一 個 人 生 目 標 歷
程 上 拼 搏 奮 鬥 , 其 中 大 部 分 成 員 已 經 成 為 學 界 上 的 精 英 或 者 是 職 場 上 的 翹 楚 , 但 是 他
們 始 終 沒 有 忘 記 在 加 入 童 軍 時 的 宣 誓 “ 誓 詞 ” 及 作 為 一 個 童 軍 所 需 要 遵 守 的 “ 規 律 ”
。
“ 布 里 斯 本 第 一 華 人 童 軍 團 ” 將 會 繼 續 秉 承 以 培 育 華 人 新 生 一 代 為 宗 旨 。 現 在 新 一 輪
的 招 募 計 劃 已 經 密 鑼 緊 鼓 地 進 行 當 中 。 我 們 計 劃 , 除 了 一 如 既 往 地 招 募 6-15 歲 的 少 年

A Brief History of Cathay Club
Peter Low OAM
Initially a group of Chinese Australians joined the Chinese Club of Qld as life members whilst they were still living
in Papua New Guinea. When some of them finally settled in Brisbane in the latter part of the 1970s, they found
the Chinese Club was not able to meet their needs. This group decided to form a club better able to serve the
needs of people particularly those of the Chinese settlers in Brisbane. The Cathay Club was formed with Tom
Seeto as President and Tom Chow, Vice-President. The Club was officially registered in 1981, and the name
Cathay Club was used due to the fact that there were Cathay Clubs in Rabaul, Lae and Port Moresby.
At first the members held gatherings with sporting and barbeque activities at Tennis Court centres, in Woodridge
and Coopers Plains to raise funds for Charities. The Presidency was held in turn by Tom Seeto and Tom Chow up
to 1988 when I became President. The Presidency was then shared on a two year rotating term by Tom Seeto
and myself until Rocky Chan became President for one year in 1995. I was re-elected President for the next two
years and Ken Cheung took over as President from then on.
In 1984, thanks to Peter Chow and Tom Chow, the Club successfully applied for funding from the Department
of Immigration to employ a Social Worker to assist the newly arrived Chinese immigrant to settle in Queensland.
Cathay Club employed Dorothy Chamberlain who worked out of an office in Cameron House Fortitude Valley
where only nominal rent was paid. This was made possible because of the generosity of John Priestly (Manager)
and David Seeto and family (Owners). The Social Welfare Worker was funded until the late 1990s, when funding
was allocated to the more recently arrived migrants from Africa.
Emergency Funds from the Federal Government was also successfully sought by Peter Chow in 1985-1986.
The purpose of the project was to assist the needy with temporary finance and food. In 2005 this project was
discontinued and the grant was returned to the Federal Government, due to a shortage of available volunteers.
In the later part of 1980s Chinese Language Classes initiated by the Club were commenced at the Mansfield
High School for week-end and night classes. The management of these classes was transferred to the teachers
and parents after they had been successfully implemented. In 1990, Chinese Language Classes also began
at the TC Beirne Building with the help of Tom Chow, Tom Seeto and Yvonne Tam plus volunteer teachers. The
students had grown to over 260 by 1997. The growth of this enrolment was due in large part to the contribution
of Albert Chung, Yvonne Tam, Wang Yuping and other volunteers. Unfortunately, notice was given to Cathay Club
to vacate the Carpark building in 2000 by the new proprietor, and as Cathay Club was unable to find a premise
large enough for their services, the students were transferred to other Chinese Schools around Brisbane and
this project was terminated.
In 1988, with the help of Fr Albert Chan and Yvonne Lam, basic English lessons commenced and the number
of adult students soon grew to 20. We were given full use of vacant offices in Cameron House by John Priestly,
David Seeto and his family. This project is still ongoing at the new premises. In 1989, Wesley Wong, Jerry Yip and
I started a Cathay golf club playing once a month at various golf courses and the number of golfers grew to over
80. The group is still playing at least once a month under the banner of Cathay Social Golf Club.
In 1989, office space at Cameron House was not able to accommodate our requirements so we had to move to
a bigger premise of over 100 square metres at TC Beirne Building, Chinatown. Once again, thanks to Graham
Bourne (Manager) and Daniel Ng (Owner) for their generosity, nominal rent was paid.
In 1989, lengthy negotiations between the Health Department, Peter Chow and I with the help of Dorothy
Chamberlain resulted in the Health Department allowing a 12 month pilot program of HACC (Home and
Community Care) for the frail and at risk Elderly Chinese. The aim of this program was to service this group in
their own homes by Cathay Club rather than the existing HACC Facilities due to cultural differences. This 12

month pilot project was so successful; we were given the full program of HACC as an integral part of the Cathay
Club service provision. Since then, the HACC program has been growing to what it is today.
Women’s Health also commenced in 1991 with the help of Virginia Chang and Shan Au. In 1992, we moved
across to the Carpark Building in Chinatown which had 300 square metres suitable for our use as we had
outgrown the premise at TC Beirne Building. Again we paid only nominal rental thanks to Wayne Lu (Manager
and part Owner) for his generosity.
Cathay Club instigated the formation of the Queensland Chinese Forum in the early 1990s and was one of the
founding members. The aim was to provide a forum for Chinese Organizations to discuss and act on matters of
importance affecting the Chinese Community and the promotion of Chinese Culture. In 2000, we had to move
to the Yuen’s Supermarket building on Wickham Street, Chinatown. Under the Presidency of Ken Cheung, the
name Cathay Club was changed to Cathay Community Association. The Association successfully obtained the
“AGED CARE PROGAM”.
In 2003, President Ken Cheung, Past President Tom Seeto, Past President Tom Chow and I were honoured by
the Australian Government with the Centenary Medals for our involvement and commitment to the community.
All the success of this Association would not have been possible without the vision, hard work, dedication and
foresight of the Executive members, Committee members, Volunteers, Sponsors, Staff and the wonderful support
of their family and friends.
I wish to thank each and every individual throughout all these years who has contributed in some way to its
success. Cathay Community Association (formerly Cathay Club) has been fundraising for the needy and servicing
the community since its inception and we have great faith the Association will continue to play a beneficial role
in servicing the Community.

70 年 代 末 期 一 群 澳 籍 華 人 從 新 畿 內 亞 移 居 布 里 斯 本 。 他 們 在 新 畿 內 亞 時 已 加 入 Chinese Club of
Queensland「 昆 士 蘭 華 人 會 」 成 為 會 員 , 但 在 定 居 布 里 斯 本 後 感 到 「 華 人 會 」 未 能 滿 足 他 們 的 需
求 , 因 而 決 定 創 立 一 個 專 為 移 民 服 務 的 社 團 ,「 國 泰 會 」 由 此 誕 生 。 首 任 會 長 是 Tom Seeto ( 司 徒 德
鈞 ) , 副 會 長 是 Tom Chow ( 周 新 民 )。
國 泰 會 」 在 1981 正 式 註 冊 , 選 用 這 個 會 名 是 因 為 在 新 畿 內 亞 的 Rabaul,Lae 及 Port Moresby 等 地 都 有
「 國 泰 會 」。

公 。 辦 公 室 在 John Priestly ( 辦 公 室 經 理 ) 與 David Seeto 及 家 人 ( 業 主 ) 慷 慨 支 持 下 , 祇 需 支 付 小 量 租 金 。
社 工 的 政 府 撥 款 維 持 到 90 年 代 後 期 , 由 於 政 府 改 為 撥 款 給 非 洲 移 民 而 終 止 。
1985 至 1986 年 間 ,Peter Chow 亦 成 功 向 聯 邦 政 府 申 獲 緊 急 基 金 , 向 有 需 要 人 士 提 供 短 期 金 錢 、 食 物

Tam, Wang Yuping 等 人 貢 獻 , 學 生 人 數 增 至 260 人 。 不 幸 的 是 在 2000 年 , 中 文 斑 所 在 的 停 車 場 業 主 要 收
回 物 業 , 「 國 泰 會 」 在 無 計 可 施 下 將 學 生 轉 往 其 他 學 校 , 結 束 該 項 教 育 服 務 。
1988 年 , 在 陳 神 父 (Fr Albert Chan) 及 Yvonne Tam 協 助 下 , 「 國 泰 會 」 開 辦 基 本 英 語 課 程 , 成 人 學 生 人 數

House 的 空 間 已 到 了 不 敷 應 用 地 步 。「 國 泰 會 」 於 是 遷 往 位 於 唐 人 街 TC Beirne Building, 面 積 超 過
100 平 方 公 呎 的 新 址 。 由 於 得 到 該 物 業 經 理 Graham Bourne 及 業 主 Daniel Ng 的 慷 慨 相 助 , 「 國 泰 會 」 祗
需 支 付 小 量 租 金 。
亦 是 在 1989 年 ,Peter Chow, Peter Low 在 Dorothy Chamberlain 協 助 下 與 衛 生 部 進 行 長 時 間 洽 商 後 , 獲 撥
款 推 行 為 期 十 二 個 月 的 嘗 試 性 Home and Community Care (HCC) 計 劃 , 由 「 國 泰 會 」 為 老 弱 華 人 提 供 家
居 服 務 , 突 破 文 化 障 礙 。 由 於 十 二 個 月 的 嘗 試 計 劃 異 常 成 功 ,「 國 泰 會 」 獲 全 面 資 助 , 而 這 項 服 務
到 現 在 已 成 為 「 國 泰 會 」 核 心 服 務 之 一 。 在 Virginia Chang 及 Shan Au 協 助 下 , 「 國 泰 會 」 於 1991 年 開
設 婦 女 健 康 服 務 。

1992 年 ,「 國 泰 會 」 搬 往 唐 人 街 停 車 場 內 , 面 積 有 三 百 平 方 公 呎 , 比 TC Beirne Building 內 的 舊 址 更 附
合 活 動 需 求 。 由 於 得 到 物 業 經 理 人 Wayne Lu ( 擁 有 部 分 業 權 ) 慷 慨 相 助 ,「 國 泰 會 」 再 一 次 祗 付 小 量 租
金 。
在 90 年 代 初 ,「 國 泰 會 」 鼓 動 組 成 「 昆 士 蘭 華 人 論 壇 」(Queensland Chinese Forum) , 更 是 「 華 人 論
壇 」 的 創 會 成 員 。「 華 人 論 壇 」 的 目 標 是 為 昆 士 蘭 華 人 代 表 提 供 一 個 平 台 , 就 華 人 社 區 重 要 事 項 進
行 討 論 , 採 取 相 應 行 動 , 與 及 發 揚 中 華 文 化 。
2002 年 ,「 國 泰 會 」 搬 到 Wickham Street 的 Yuen’s Supermarket Building。 在 會 長 Ken Cheung 領 導
下 「 國 泰 會 」 的 英 文 名 改 為 Cathay Community Association。 同 年 ,「 國 泰 會 」 成 功 獲 辦 Aged Care
Program, 為 長 者 服 務 。
2003 年 ,Ken Cheung, Peter Low, Tom Seeto 及 Tom Chow 同 獲 澳 洲 政 府 頒 發 立 國 百 年 紀 念 獎 章 (Centenary
Medal) , 表 揚 他 們 對 社 區 事 務 的 貢 獻 。
「 國 泰 會 」 的 各 項 成 就 , 全 賴 歷 屆 幹 事 及 眾 多 職 員 、 家 眷 、 朋 友 、 義 工 、 贊 助 商 的 遠 見 、 辛 勞 與 無
私 奉 獻 。
Peter Low 希 望 藉 此 多 謝 這 些 人 多 年 來 對 「 國 泰 會 」 作 出 的 貢 獻 。「 國 泰 會 」 將 會 秉 承 創 會 以 來 造 福

Brisbane Chinese Community Social Dancing

In 1991, Cathay became the first Chinese Community Organisation to initiate and promote Social Dancing
activities to the Chinese Community in Brisbane. I was invited by the Club to organise the first formal
Social Dance class which started in a church hall located in West End. It was 20 years ago.
After a number of years, the West End venue became unavailable and the class was relocated to the
Pinelands Lions Club Hall in Runcorn. “Rank Tsui Dance Studio” was established in this location and I have
been teaching various dances including Ballroom, Latin and New Vogue, and recently, HealthLineDance
training on every Sunday morning. The classes are still running now.
In the past of many years, our dancing school classmates have been working closely with CCA to organise
various dancing activities in the Chinese Community. This includes a number of “ Queensland Senior Day
“ Senior Dinner Social Dance Parties held at the Macgregor Primary School Hall.
I hope we can together continue to organise more social dancing activities for the Brisbane Chinese
Community.

The right verse translates as "Chinese

The left verse translates as "appropriately
come to assist the Cathay members &

The significance of this couplet lies in the

Cathay Opera Group

Spring is a lively season. Flowers
and plants blossom into a
spectrum of rainbow colours.
Every living thing springs to life
again.
This natural phenomenon may
well apply to the present situation
of Cantonese Opera Group.
The recent addition of some
new blood who enjoy singing
Cantonese opera, has helped
to reinvigorate the spirit of the
group.
With members coming and
going, new members are always
welcome. They, being so new,
are like flower buds that need
to be nourished to develop. The
nourishment comes from the
instructor who can teach them
the correct singing techniques.
Eager to gain more knowledge
and skills, they start their
learning process. Diligently,
every Sunday, they will come to
practise what they have learned
and will listen attentively to those
more experienced singers while
they are practising. Both old
and new members will discuss
among themselves about how to
improve their singing technique.
Basically, practise makes perfect.
The more one practises, the more
confident one can become. When
the big day for performance is
drawing near, then for sure the
members will be so confident to
perform well for the audience.
The Cantonese Opera Group
has had been performing every
year except for last year, due to
the ill-health of some members
and the family commitments of
others. In spite of this, the news
announced in 2009 of having a
new Club House had every single
member of the Cantonese Opera
Group excited. The Group leader
and a few senior members put on
their ‘thinking caps’, to try to plan
for a grand opening of the new
Club House.
Unfortunately, despite many
negotiations and much planning
and surveying undertaken, there
is still no definite site for a ‘New
Club House’ yet.
Because of this uncertainty, a
whole range of activities, such as
the planned monthly gathering
for members and the public, has
been put on hold. The members
of the Cantonese Opera Group
now only have one wish, and
that is for everything to ‘sailing
smoothly’ until the ‘Grand
Opening’ of the new Club House.
Hopefully this wish can spring
to life also, in keeping with the
season.

春 天 是 百 花 齊 放 , 七 彩 繽 紛 , 生 氣 蓬 勃 的 季 節 。
這 正 好 比 喻 國 泰 會 粵 曲 組 的 近 况 。 最 近 多 了 幾 位 粵 曲 愛 好 者 來 参 與 練 唱 , 使 粵 曲 組 充 滿 着 活 力 。 時
有 組 員 流 失 , 所 以 新 組 員 是 非 常 受 歡 迎 的 。 正 因 她 們 唱 粵 曲 的 日 子 尚 淺 , 於 是 非 常 努 力 地 去 拜 師 學
藝 。 她 們 有 如 春 天 的 花 蕾 受 到 老 師 的 薰 陶 , 慢 幔 地 成 長 。 每 星 期 日 必 上 國 泰 會 粵 曲 組 操 曲 , 並 非 常
尊 心 聆 聽 其 他 舊 組 員 練 唱 。 練 習 完 畢 , 新 舊 組 員 互 相 切 磋 , 交 流 心 得 , 以 求 改 進 。
熟 能 生 巧 , 各 人 都 如 此 努 力 , 就 是 要 把 基 本 功 做 得 好 , 待 演 出 機 會 來 臨 時 , 便 有 信 心 可 以 向 各 知 音
者 有 個 好 好 的 交 待 。
其 實 國 泰 會 粵 曲 組 每 年 都 有 演 出 , 可 惜 去 年 沒 有 與 知 音 者 見 面 。 為 因 有 好 幾 位 舊 組 員 一 是 身 體 不
適 , 一 是 家 裡 事 務 太 多 , 抽 不 出 空 閒 來 策 劃 演 出 。 自 2010 年 宣 佈 有 新 會 所 以 後 , 組 長 及 組 員 們 , 靜
心 策 劃 着 國 泰 會 自 置 的 新 會 址 開 幕 日 , 便 可 以 來 一 個 隆 重 的 典 禮 慶 祝 。
我 們 非 常 高 興 知 道 主 管 部 門 已 落 實 一 座 位 於 Coopers Plains 的 物 業 。 現 正 渴 望 着
遷 進 的 日 子 來 臨 。 相 信 因 物 業 離 南 區 很 近 , 組 員 們 一 定 非 常 滿 意 的 。
正 因 這 不 確 定 的 因 素 , 很 無 奈 地 使 一 系 列 演 出 計 劃 , 例 如 每 月 邀 請 知 音 者 一 聚 等 , 都 要 被 擱 淺 。 現
只 有 寄 望 一 切 順 利 , 如 春 天 的 氣 象 , 欣 欣 向 榮 , 不 久 將 來 便 有 新 會 所 。

New Guinea Volunteer Rifles / Papua New Guinea

PNGVR and its WW2 counterpart, NGVR were the only volunteer Australian Army Reserve Units which
were formed, served and disbanded overseas. They were at all times in the Australian Army Order of
Battle; that is, they were front line Units.
The NGVR was established on 8th September, 1939, after the outbreak of WWII. It was a volunteer force,
unpaid, raised from the expatriate residents of the Mandated Territory of New Guinea. It was initially
limited to a strength of 20 officers and 400 other ranks.
Most of the NGVR men were long-time Territory residents – goldminers, planters, traders, government
officials, etc. Although they were inadequately trained and poorly armed, they gave a good account of
themselves and they knew the land and the people. NGVR never fought as a Unit but were divided into
seven Units in Wau, Salamaua, Lae, Kokopo, Kavieng, Madang and Rabaul as HQ.
Upon the formation of New Guinea Volunteer Rifles (NGVR) in September 1939, the Rabaul Chinese
community were keen to play a role. However, not being Australian citizens there was no provision for
them to join the Unit.
The Regimental Medical Officer of NGVR, Major Norman B. Watch, suggested they form an auxiliary
ambulance detachment and be unofficially a part of NGVR. The Chinese Auxiliary Ambulance Detachment
comprising about 40 young Chinese Rabaul residents, under the guidance of NGVR Medical Warrant
Officer, WO2 Bob Kennedy, was formed early 1940 and served until disbandment shortly after the
Japanese invasion of Rabaul, January 1942.
In the beginning of the war in New Guinea the NGVR provided the only Australian Military presence on the
mainland and were largely responsible for the evacuation of civilians from Madang and Wewak as well as
from the Markham and Bulolo Valleys. Without the work of the NGVR, the deployment of Commando and
Independent Companies – Kanga Force – in early 1942 would have been much more difficult than it was.
NGVR men supported United States forces on Manus Island in 1944, the Americans were so impressed
with the assistance of the NGVR soldiers that they were awarded a US Presidential Unit Citation for their
contribution, the only Australian Militia Unit so honoured.
NGVR was disbanded in April, 1943. At that time it was believed to contain about 300 men. No further
reinforcements were available for NGVR in New Guinea. Most of the men had suffered in health during
the long months of guerilla warfare; some were quite elderly. No reinforcements were now available
within New Guinea for PNGVR. So NGVR ended.
In 1949, the then Administrator of PNG Col JK Murray, called for the immediate establishment of a CMF
Unit along the lines of NGVR to be known as “Papua and New Guinea Volunteer Rifles”.
It was not until 1951 that recruitment commenced and Units were started in Port Moresby, Lae, Rabaul,
Madang, Goroka, Mt Hagen and Banz. The strength of PNGVR numbered around the 250 mark as only
British subjects were accepted at the time.
1964 proved to be perhaps the most significant year in the history of PNGVR. In January Minister for the
Army Dr AJ Forbes announced that PNGVR was at last to be expanded as a multi-racial force. There was
an instant reaction in PNG. In Rabaul, more than 80 people of all races applied for enlistment in one day.

Among them were three prominent local Chinese businessmen – Chin H Meen, Ping Hui and Ben Cheong.
They had been members of the Chinese Auxiliary Ambulance Detachment attached to NGVR at the time
of the fall of Rabaul. Fifty Six new members joined A Company at Lae. Most were Papua New Guineans,
but there were also Whites, Mixed Race and Chinese recruits. In one bound, PNGVR looked set to double
or triple its strength.
The first camp was held at Ambra from 14th to 29th November, 1964. It was the first integrated PNGVR
camp. Papuans, New Guineans, Europeans, Mixed Race and Chinese slept, messed and worked together
as one Unit.
PNGVR continued its function until 1/12/1973 when PNG became self-governing. And as PNGVR was a
part of the colonial era in PNG there could be no turning back. PNG’s own national leaders agreed that
there was no place for PNGVR in the Defence Force of the nation after Independence.
The PNGVR Queen’s and Regimental Colours were laid up in the Australian War Memorial, Canberra, on
ANZAC Day 1974.

Centenary Medal winners.

Peter also has been very active in the
wider community.
Through Queensland Chinese Forum

community complex at Runcorn.
Over the years they have all played
an integral part in the work of the
association as we built up our services
to the community.
Beginning in 1984, we moved away
from the relaxed comfort zone of the
social events that we enjoyed. That year
we decided to help others, particularly
people who were new to Australia.
The grant in Aid Program enabled us
to assist the many refugees who were
arriving in Brisbane.
In 1989, we started our home and
community care program. This project
has grown considerably over the years.
Today it has become our major activity
.
The bulk of our manpower and financial
resources are concentrated here. In
2000, we started the community aged
care packages. This service is able to
provide more intensive assistance to
the frail and aged in need.
There have been many other worthwhile
projects that we organised. In 1995, we
were running three schools teaching
Chinese at weekends. Two of these
were in the suburbs.
As the parents were very enthusiastic,
we decided to let them manage the
school. We concentrated on the school
in Fortitude Valley. In 1998, we had to
re-locate to smaller premises.
Unfortunately there was no way we
could fit in the 12 classes so reluctantly
we had to farm out the students.
Another interesting project was the
women’s health service that we ran
for a number of years. This enabled
many mothers to learn about the latest
advances in health care.
There was a weekly childcare
morning where the parents had the
opportunity to discuss their worries
and see how others overcame it.
Unfortunately the project was phased
out in 1995.
Some of our projects that are still
running include the free tai chi
classes at Henderson Park next door
to Sunnybank Rugby Union Club. They
have been going on for many years and
are still very popular.
Through a partnership with Brisbane
City Council, we are involved with many
programs. One of them is ice-skating
and we also conduct mah-jong classes
for beginners and experienced players
at our Valley premises.
The latest project is the seniors’ online
project. These Internet classes are
conducted on Wednesdays and Fridays.

在 2007 年 底 , 曾 参 加
電 腦 課 程 , 後 因 眼 部
開 刀 而 放 棄 , 轉 而 玩
起 乒 乓 桌 球 來 了 。 幾
年 來 我 很 感 謝 國 泰 會
給 我 這 個 機 會 , 可 以
活 動 一 下 筋 骨 外 , 與
球 友 們 閒 話 家 常 , 也
是 一 件 樂 事 。
乓 乒 球 是 一 項 老 少 咸
宜 , 可 柔 可 烈 , 育 樂
兩 相 宜 的 運 動 , 這 也
是 乒 乓 球 魅 力 之 處 ,
只 要 玩 20-30 分 鍾 左 右
便 會 汗 流 浹 背 , 就 能
達 到 健 身 的 效 果 。
談 到 這 裡 不 由 讓 我 想 到 國 泰 會 成 立 到 而 今 , 前 輩 們 的 艱 辛 與 努 力 , 一 步 一 脚 印 走 過 來 , 終 於 有 傲 人
的 成 續 。30 年 的 努 力 , 從 零 到 有 , 終 於 開 花 結 果 。 今 日 國 泰 會 的 多 元 服 務 ; 照 顧 鄉 親 , 嘉 惠 老 年 殘
弱 者 的 不 遺 餘 力 , 他 們 的 心 血 沒 有 白 費 了 。
最 後 本 人 衷 心 希 望 與 祝 福 後 繼 者 繼 續 努 力 , 更 加 發 揚 光 大 綿 延 流 長 。

Thoughts on the 100th Anniversary of the Xinhai
Revolution

2011 is the 100th Anniversary of the Xinhai Revolution in China. Chinese all over the world would engage in
activities to celebrate and commemorate this pivotal event which forever changed the fate of China.
In the 19th Century Chinese imperial feudalism which had existed for thousands of years faced great challenge
from afar. Since the onset of the Industrial Revolution the European nations had made great advances in
technology, economic systems and weaponry that by the beginning of the 19th Century they were much more
superior to China’s Qing Dynasty. After initial trade contacts with China these nations witnessed the backwardness
and corruption within this so called great country and were tempted to press forward with their military might in
order to gain advantage. At last an opportunity arose. The Governor of two southern Provinces Lin Je Shu, a great
advocate of bans on smoking opium, accumulated and burned illicit opium smuggled into China from the British
East India Trading Company, thus bringing forth “the Opium War 1839-1842”.
The Qing Government had no answer to the fierce British firepower and eventually was forced to resort to peace
talks. With this precedent the other powers – some other European nations, Russia, Japan and the U.S.A. – all
followed suit. Each created some sort of incidence on the Chinese soil followed by conflicts and then military
intervention. Scramble for concession by the major powers resulted in unequal treaties and numerous foreign
leases of prime land within Chinese cities. China was like a huge precious stone. Whoever had a hand on it did
not want to let go but attempted to strive for a larger share. Luckily in this climate of suspicion and wariness
amongst the foreign powers, China escaped the fate of becoming a conquered nation. Here one just cannot
help bringing to mind the Mayas and Incas of Central and South America. Civilizations dating back thousands
of years, all vanished in less than one hundred years under Spanish rule. Gold and other treasures had been
ransacked and robbed. All that remained were relics for posterity to ponder upon. The ugly side of Capitalism and
Imperialism, the dark side of human nature called the unfathomable greed, were all amply betrayed by these
historical facts.
In the midst of peril and hardship, a historical giant emerged from China – Dr Sun Yat Sang. He possessed
wisdom, foresight, leadership quality, a strong feeling of caring for the country and its people and the aspiration
to restore China to its former glory. He was a learned person, having studied in the U.S. and Hong Kong with the
qualification of a medical doctor. His vast knowledge of Western culture made him firmly believe that for China
to be liberated from this abyss of suffering, it was imperative to overthrow the Qing Government and establish
a democratic nation, followed by multiple reforms. In 1895 under the leadership of Sun Yat Sang, the rebels
started the first revolt which resulted in failure. Sun Yat Sang fled the country, traveling at various times to Hong
Kong, the South East Asian countries, Japan, Britain and the U.S.. He made appeals to Chinese expatriates
everywhere to raise funds for armament. In the space of sixteen years ten revolts all ended in failure.
Finally in October 1911 (known as the Xinhai Year in the Lunar calendar) the eleventh attempt which had been
initiated in the City of Wu Chang was successful and became known as the Xinhai Revolution. The Chinese
Imperial system which had ruled China for several thousand years was at last overthrown, and at that time
it was a tremendous news for the world.
The success of revolution brought home the reality of governing in great adversity. The foreign powers were
keenly watching; the warlords ignored orders from the central government. There were even ambitious people
like Yuan Xi Kai who wanted to restore the bygone system and declare himself the new emperor. As well, outdated
industries, hardship experienced by the masses, lack of education opportunities……all awaited measures for
urgent improvement. In 1925 Sun Yat Sang passed away. Two famous lines in his will read “The revolution is not
yet complete; comrades need to work harder (to achieve our goals)”, referring to all these problems yet to be
solved.

One hundred years ago China was branded “the Sick Man of East Asia”. Today, after one hundred years, some
people say that the 21st Century belongs to China. Would there be such a big turn-around in a hundred years?
Well, history will be the judge. However it can certainly be said that nowadays China plays an important role at
the world stage, with the status of Chinese people correspondingly elevated. If we can adhere to the principle of
transparency and incorruption in government office and integrity in business in addition to the traditional virtue
of diligence and frugality, Chinese people are poised for great achievements in this Century.
Finally I like to convey my utmost respect to all those vanguards, heroes and martyrs of the Xinhai Revolution.
辛 亥 革 命 一 百 週 年 感 言

2011 年 是 中 國 辛 亥 革 命 一 百 週 年 紀 念 的 一 年 , 普 天 下 的 華 人 都 為 這 個 扭 轉 中 國 國 運 的 重 要 革 命 , 舉 辦 慶 祝
和 紀 念 的 活 動 。
中 國 封 建 皇 朝 制 度 , 沿 襲 了 好 幾 千 年 , 到 了 十 九 世 紀 面 臨 嚴 重 的 外 來 挑 戰 。 歐 洲 國 家 自 工 業 革 命 後 , 科
技 、 經 濟 、 軍 備 日 益 精 進 , 到 十 九 世 紀 時 巳 遠 遠 超 越 中 國 的 大 清 皇 朝 。 這 些 國 家 在 跟 中 國 通 商 之 後 , 目
睹 這 個 泱 泱 大 國 各 方 面 的 落 後 、 腐 敗 而 心 有 圖 謀 , 躍 躍 欲 試 , 欲 向 中 國 武 力 施 壓 , 從 中 獲 利 。 終 於 機 會 到
了 , 两 廣 總 督 林 則 徐 提 倡 禁 煙 活 動 , 將 英 屬 東 印 度 貿 易 公 司 偷 運 進 口 的 大 批 鴉 片 堆 積 焚 燒 , 於 是 發 動 了 『
鴉 片 戰 爭 (1839-1842)』。 面 對 英 軍 猛 烈 的 洋 槍 火 砲 , 清 朝 庭 最 後 只 得 向 大 英 帝 國 俯 首 言 和 。 歐 美 俄 日 等 列
强 也 不 甘 後 人 , 在 中 國 本 土 藉 故 惹 事 生 非 , 發 生 衝 突 後 便 以 武 力 解 決 , 這 樣 列 强 你 爭 我 奪 , 不 平 等 條 約 和
各 大 城 市 割 據 租 界 等 事 件 接 踵 而 來 。 中 國 就 像 是 一 塊 巨 大 的 瑰 寶 , 誰 拿 着 一 面 都 不 想 釋 手 , 更 想 佔 霸 更 大
的 部 份 。 還 好 在 列 强 互 相 猜 疑 顧 忌 的 情 况 下 , 中 國 才 不 致 淪 於 亡 國 之 厄 運 。 在 此 不 由 聯 想 到 中 南 美 洲 印 加
和 瑪 亞 两 族 , 數 千 年 的 文 明 , 在 西 班 牙 统 治 下 不 到 百 年 光 景 , 國 滅 人 亡 , 黄 金 寶 藏 被 奪 掠 掏 空 , 只 留 下 古
蹟 遺 址 , 供 後 人 凴 吊 , 這 些 歷 史 史 實 顯 露 出 資 本 主 義 帝 國 主 義 醜 陋 的 面 孔 及 人 性 貪 婪 的 無 窮 限 度 。
正 在 國 情 陷 於 水 深 火 熱 民 不 聊 生 之 際 , 中 國 出 現 一 位 歷 史 巨 人 - 孫 中 山 先 生 。 他 具 有 智 慧 、 遠 見 、 領 導 才
能 , 憂 國 憂 民 之 情 懷 , 重 振 國 風 之 大 志 。 他 曾 在 美 國 、 香 港 等 地 研 習 西 醫 , 受 過 高 等 教 育 , 他 深 深 認 識 了
西 方 文 化 , 堅 信 中 國 欲 擺 脫 困 苦 的 深 淵 , 首 先 要 推 翻 滿 清 皇 朝 , 除 舊 立 新 , 建 立 一 個 由 人 民 自 主 自 決 的 國
家 , 然 後 實 行 多 方 面 的 改 革 。 在 孫 中 山 領 導 下 的 義 軍 於 1895 年 第 一 次 揭 竿 起 義 , 結 果 失 敗 , 孫 中 山 遂 流 亡
海 外 , 歷 經 香 港 、 南 洋 、 日 本 、 英 、 美 等 地 , 號 召 海 外 華 僑 , 募 捐 籌 備 軍 需 經 費 , 十 六 年 間 先 後 革 命 十 次
都 告 失 敗 , 到 1911 年 ( 陰 曆 辛 亥 年 ) 十 月 第 十 一 次 在 武 昌 起 義 , 終 告 成 功 , 歷 史 稱 之 為 ” 辛 亥 革 命 ”。 數 千
年 來 统 治 中 國 的 帝 皇 制 度 被 推 翻 , 當 時 是 一 件 令 世 人 矚 目 的 大 事 情 。
革 命 雖 然 成 功 了 , 可 是 面 對 治 國 問 題 確 是 重 重 困 難 , 列 强 對 中 國 仍 然 虎 視 耽 耽 , 而 國 內 軍 閥 邈 視 中 央 政 府
的 示 令 , 又 有 袁 世 凱 這 類 野 心 人 仕 , 妄 想 坐 龍 椅 當 皇 帝 , 再 加 上 工 業 落 後 , 民 生 艱 苦 , 教 育 不 普 及 等 等 ,
都 需 急 待 改 善 。1925 年 孫 中 山 病 逝 , 遺 囑 上 有 两 名 句 :『 革 命 尚 未 成 功 , 同 志 仍 須 努 力 。』 所 指 引 的 就 是
這 種 種 問 題 。
一 百 年 前 有 人 說 中 國 人 是 『 東 亞 病 夫 』, 一 百 年 後 的 今 天 卻 有 人 說 二 十 一 世 紀 是 屬 於 中 國 的 。 一 百 年 的 光
景 會 發 生 這 麽 大 的 轉 變 嗎 ? 歷 史 將 會 有 所 驗 證 。 可 以 確 定 的 是 中 國 在 國 際 舞 台 上 已 經 成 為 一 個 舉 足 輕 重 的
角 色 , 世 界 華 人 地 位 亦 相 應 提 高 , 只 要 大 家 秉 持 以 廉 從 政 、 以 德 從 商 的 理 念 , 加 上 勤 、 儉 的 傳 统 美 德 , 華
人 在 本 世 紀 是 大 有 作 為 的 。
最 後 , 向 各 位 辛 亥 革 命 的 先 進 、 英 雄 烈 士 , 致 以 萬 分 衷 誠 的 敬 意 。
