Safe Routes to School<br />

The Indiana Safe Routes to School (SRTS) Program is based on the federal program designed<br />

to make walking <strong>and</strong> bicycling to school safe <strong>and</strong> routine. Walking <strong>and</strong> bicycling are viable<br />

transportation alternatives for travel to <strong>and</strong> from school with significant potential benefits, among<br />

them reductions in motor vehicle traffic, associated fuel consumption for school trips, <strong>and</strong><br />

improved air quality. Following is a list of program highlights:<br />

• 70-90 percent of funds will be available for eligible infrastructure projects;<br />

• 10-30 percent of funds will be available for encouragement, education, enforcement, <strong>and</strong><br />

other non-infrastructure activities to increase safe biking <strong>and</strong> walking to school;<br />

• Children in kindergarten through 8th grade are the primary targets for this program;<br />

• Projects should help improve access for children with physical disabilities;<br />

• Older children, adults, residents, children traveling to school by bus, <strong>and</strong> motorists may<br />

be considered secondary beneficiaries;<br />

• Trips for non-school purposes are only secondary considerations;<br />

• Construction improvements must be located within a two-mile radius of the intended<br />

school or schools;<br />

• Program is available for private <strong>and</strong> public schools;<br />

• Eligible applicants include individual schools, school districts, local government<br />

agencies, <strong>and</strong> state agencies;<br />

• Non-profit organizations can partner with eligible applicants, but cannot directly receive<br />

fiscal year 2006 SRTS project funding in Indiana; <strong>and</strong><br />

• Project sponsorship by traditional transportation partners is strongly encouraged.<br />

INDOT administers this program. Funds are only available on a reimbursement basis for<br />

approved projects or activities. All applications received by INDOT are reviewed <strong>and</strong> evaluated<br />

by a selection committee consisting of representatives from INDOT, the FHWA, the Indiana<br />

Department of Education (IDOE), the Indiana State Department of Health (ISDH), <strong>and</strong> a<br />

representative from one of Indiana’s <strong>MPO</strong>s. Recommendations from the selection committee<br />

will go to the INDOT Commissioner. Applicants will be informed of which projects are selected<br />

<strong>and</strong> the list of approved projects is posted on INDOT’s web site.<br />

The <strong>MPO</strong> will accept applications, <strong>and</strong> after reviewing them to assure they are complete <strong>and</strong><br />

consistent with existing plans, will sign them <strong>and</strong> forward the applications to INDOT. All<br />

applications for projects located in the <strong>Indianapolis</strong> MPA must be signed by the <strong>MPO</strong>. Currently<br />

there is no further information available on this new program. More information will be<br />

forthcoming on this program as it develops.<br />
