1.0 Introduction In order to create a comprehensive ITS architecture for the Indianapolis region, a broad range of stakeholders were identified and invited to participate in the development process. This memorandum describes the outreach steps that were conducted to seek input from these stakeholders and summarizes the results of this outreach effort. 2.0 Stakeholders Without the ongoing and active participation of stakeholders throughout the development process, an ITS architecture will not effectively serve the traveling public. The “Regional ITS Architecture Guidance Document” produced by the Federal Highway Administration (FHWA), provides recommendations for the many potential ITS stakeholders in a region. It is important to note that many of these stakeholders have also been involved in previous ITS planning in Indianapolis, particularly during the development of the Indianapolis ITS Early Deployment Plan and the “Tier I” and “Tier II” workshops held in 2000 and 2001, respectively (See Appendix A). 3.0 Outreach Methods Three primary outreach methods were used to encourage stakeholder participation. These include surveys, one-on-one telephone interviews, and a stakeholder workshop. During each of these activities, stakeholders were introduced to intelligent transportation systems and ITS architecture, and provided an overview of the Indianapolis ITS Architecture Project. 2.12 Meetings Throughout the project, periodic meetings have also been held between the Project Team and key stakeholders. On September 9 th , 2004, members of the National ITS Architecture Development Team gave a one-day introductory seminar on the regional ITS architecture development process at the INDOT Traffic Management Center. Using examples from the region, the instructors led key stakeholders through the process that would be used to create the Indianapolis Regional ITS Architecture. The following stakeholder agencies attended this seminar: • Federal Highway Administration (FHWA) – Dennis Lee and Mac Lister • Indiana Department of Transportation (INDOT) – Meggan Simpson and Jay Wasson • Indiana State Police – Lt. Bradley S. Scully • Indianapolis Department of Public Works – Nathan Sheets • Indianapolis Metropolitan Planning Organization (MPO) – Swenson Yang • Indianapolis Police Department – Mike Woida • IndyGo – Bruce Behncke On November 15 th , 2004, the Project Team facilitated a formal project kickoff meeting at the Indianapolis MPO offices. This meeting included an overview of the project including the project need, the scope of work, and a description of the anticipated results of the project. The meeting concluded with a question-and-answer session. James Turner • IndyGo – Annette Darrow 2.13 Surveys Surveys are an effective way to solicit specific information from a large number of stakeholders simultaneously. As the initial data gathering step, surveys act as a way to make stakeholders aware of the project and encourage their participation. For the Indianapolis ITS Architecture, over 80 surveys were distributed to the stakeholders listed in Appendix C.
