1.0 Introduction
Intelligent transportation systems (ITS) have been applied throughout the greater Indianapolis
area for many years to promote the safe and efficient travel of motorists, transit riders, and cargo.
A number of key documents prepared by various transportation agencies in the region have
guided the planning, deployment, and operation of these intelligent transportation systems. This
memorandum describes the inventory work performed as part of the Indianapolis ITS
Architecture Project, providing summaries of key ITS-related documents.
2.0 Key Documents
In order to fully assess the status of ITS in the greater Indianapolis area, a number of documents
were collected from various transportation agencies. These include:

Summaries of each of these documents, highlighting the ITS aspects contained in each, are listed
below.
2.1 Indianapolis Area ITS Early Deployment Plan
Completed in 1996, the ITS Early Deployment Plan (EDP) for Indianapolis provides direction for
the planning, design, deployment, and operation of ITS projects in the region. Development of
the EDP was led by the Indiana Department of Transportation (INDOT) and a wide range of
stakeholders, including the Federal Highway Administration, the City of Indianapolis, the
Indianapolis Metropolitan Planning Organization (MPO), IndyGo (METRO Bus), and various
surrounding municipalities and counties. The EDP report serves as a starting point for the
creation of the Indianapolis ITS Architecture by identifying applicable components of the
National ITS Architecture.
