Thepersons appointed will be expected to make a significant contribution to the management of the HigherEducational Institutions.POSTS OF DEPUTY SECRETARY/ DEPUTY REGISTRARQUALIFICATIONS :(a)A holder of the post of Senior Assistant Secretary/Senior Assistant Registrar in theuniversity system at least for a period of three (03) years and confirmed in that post andpossesses a Degree with First or Second Class and a Postgraduate Degree at Master’s levelor higher in Administration or Management from a recognized University/HEI with notless than ten (10) years of administrative experience after obtaining the first Degree.OR(b)A holder of the post of Senior Assistant Secretary/Senior Assistant Registrar in theuniversity system at least for a period of five (05) years and confirmed in that post andpossesses a Degree and a Postgraduate Degree at Master’s level or higher inAdministration/Management from a recognized University/ HEI with not less than twelve(12) years of administrative experience after obtaining the first Degree.OR(c ) A holder of the post of Senior Assistant Secretary/Senior Assistant Registrar in theuniversity system at least for a period of five (05) years and confirmed in that post andpossesses a Degree and a Postgraduate Diploma of not less than one year’s duration inAdministration or Management from a recognized University/HEI with not less thanfourteen (14) years of administrative experience after obtaining the first Degree.ORContd/…

-2-(d)A holder of the post of Senior Assistant Secretary/Senior Assistant Registrar in theuniversity system at least for a period of eight (08) years and confirmed in that post andpossesses a Degree from a recognized University/HEI with not less than fifteen (15) yearsof administrative experience. Such candidate should also have completed at least five(05) years of administrative experience after obtaining the first Degree.OR(e) A holder of the post of Senior Assistant Secretary/Senior Assistant Registrar in theuniversity system at least for a period of ten (10) years of which minimum three (03)years of service should be in the U-EX 2 (II) grade and confirmed in that post with a totalof fifteen (15) years of administrative experience.OR(f) Employees who are eligible in terms of Commission Circular No. 927 of 19.07.2010Note :“Administrative Experience” means, experience gained in a post in Sri LankaAdministrative Service or in a comparable post in a State or in a Reputed Private SectorOrganization in Human Resource Management or General Administration or OverallManagement after obtaining the first Degree from a recognized University/HEI.Experience gained in specialized fields such as Finance/ Engineering or other Technicalfields are not considered for this purpose.SALARY SCALEU-EX 2 (I) Rs. 41,905 – 16x800 - 54,705 p.m.SELECTION CRITERIAApplicants who have scored 40% marks or above atthe structured interview are eligible to be considered forselection.POST OF DEPUTY ACCOUNTANT / DEPUTY BURSAR / DEPUTY INTERNALAUDITORQUALIFICATIONS;1. A holder of the post of Senior Assistant Accountant/Senior Assistant Bursar/SeniorAssistant Internal Auditor and confirmed in that post who possesses a Degree from arecognized University/HEI and Higher National Diploma in Accountancy (HNDA)from Sri Lanka Institute of Advanced Technological Education (SLIATE) or a certificateof Intermediate Level of the Institute of Chartered Accountants of Sri Lanka (ICASL) or itsequivalent with at least three (03) years of service after being placed on the U-EX 2(II)salary scale.OR3. A holder of the post of Senior Assistant Accountant/Senior Assistant Bursar/SeniorAssistant Internal Auditor and confirmed in that post who possesses a degree from arecognized University/HEI or the Higher National Diploma in Accountancy (HNDA)from Sri Lanka Institute of Advanced Technological Education (SLIATE) or itspredecessor with not less than fifteen (15) years of experience in Accounting and/orAuditing in an executive capacity of which eight (08) years of such experience should bein the post of Senior Assistant Bursar/Senior Assistant Accountant/ Senior AssistantInternal Auditor in the University system and also have completed at least five (05) yearsof service after graduation.OR4. A holder of the post of Senior Assistant Accountant/Senior Assistant Bursar/SeniorAssistant Internal Auditor and confirmed in that post with fifteen (15) years of experiencein accounting and/or auditing in an executive capacity of which ten (10) years of serviceshould be in the post of Senior Assistant Bursar/Senior Assistant Accountant/SeniorAssistant Internal Auditor in the university system with at least three (03) years of servicein the U-EX 2 (II) grade.OR5.
