Agenda Item 3.2.2, Att.1ATTACHMENT ASCOPE OF WORKPROJECT DESCRIPTIONThe purpose <strong>of</strong> the Bicycle Sharing Feasibility and Implementation Plan is to determine anappropriate design and plan to implement a comprehensive, multi-modal, and functional bicyclesharing system to serve the <strong>Monterey</strong> <strong>County</strong> area. A bicycle sharing program would beparticularly useful in increasing the use <strong>of</strong> bicycles <strong>for</strong> relatively short-range travel, decreasingthe amount <strong>of</strong> cold start and vehicle idling, and promoting transit usage and linkage with othertransportation modes such as walking.The Bicycle Sharing Feasibility Plan is envisioned to examine the potential <strong>of</strong> success <strong>for</strong> such aproposed bike sharing program in <strong>Monterey</strong> <strong>County</strong>. If it is found to be feasible, the consultantwill prepare an Implementation Plan that will provide a roadmap <strong>for</strong> launching a bicycle sharingsystem in <strong>Monterey</strong> <strong>County</strong>. Key issues associated with system implementation, includingsystem infrastructure, kiosk placement, targeted audience, integration with transit systems,estimated cost and funding mechanisms, theft prevention and economic impacts will be explored.SCOPE OF CONSULTANT SERVICESTo determine the feasibility <strong>of</strong> a bicycle sharing program and to develop an implementation plan,the <strong>Transportation</strong> <strong>Agency</strong> <strong>of</strong> <strong>Monterey</strong> <strong>County</strong> plans to contract with a qualified consultant orconsulting team to provide the services identified in this <strong>Scope</strong> <strong>of</strong> <strong>Work</strong>. This plan is intended toprovide the in<strong>for</strong>mation necessary to launch a bicycle sharing system that is best suited to serve<strong>Monterey</strong> <strong>County</strong>. The consultant is required to be objective in their analysis and not to proposea system that gives preference to an implementation scenario or service that only the selectedconsultant can provide.The intent <strong>of</strong> this scope is to develop progress reports by task as work on the Bicycle SharingPlan proceeds. A set <strong>of</strong> deliverables is outlined under each task. Interim reporting is required <strong>for</strong>effective communication between consultant and the project team. Key milestones include thecompletion <strong>of</strong> the Feasibility Study and completion <strong>of</strong> the Implementation Plan.PART I: Evaluate the Feasibility <strong>of</strong> a <strong>Monterey</strong> <strong>County</strong> Bicycle Sharing System.Consultant shall evaluate and determine the feasibility <strong>of</strong> deploying a bicycle sharing system in <strong>Monterey</strong><strong>County</strong>. The feasibility analysis shall be based on, but not limited to, the following:The level <strong>of</strong> interest and demand <strong>for</strong> the system from various potential user groups including, butnot limited to, residents, visitors and businessesThe sustainability/longevity/scalability <strong>of</strong> the systemThe availability <strong>of</strong> funding and potential revenue streams to support development, ongoingoperation and marketingThe availability and quality <strong>of</strong> existing resources that provide similar functions and how a localbike sharing system may compete with, duplicate, complement or incorporate such services


Agenda Item 3.2.2, Att.1PART II: Develop an Implementation Plan <strong>for</strong> a Bicycle Sharing System asDetermined by the Feasibility Analysis in PART I.Upon successful completion <strong>of</strong> the Feasibility Analysis and the finding that a bicycle sharing system isfeasible <strong>for</strong> <strong>Monterey</strong> <strong>County</strong>, the project will proceed to the implementation plan portion <strong>of</strong> the project.TASK 8: Refine Final <strong>Scope</strong> <strong>of</strong> <strong>Work</strong> and Schedule <strong>for</strong> Part II: Implementation PlanBased on the findings <strong>of</strong> the feasibility study, consultant shall work with the project manager andCommittees to refine the draft scope <strong>of</strong> work, schedule and task budget <strong>of</strong> Part II to result in anImplementation Plan that provides the in<strong>for</strong>mation necessary to launch a bike sharing system in <strong>Monterey</strong><strong>County</strong>. The total project budget will not change from the amount agreed upon in the contract between the<strong>Transportation</strong> <strong>Agency</strong> and consultant, but the budget associated with each task in the ImplementationPlan may change. Draft versions <strong>of</strong> the scope <strong>of</strong> work, schedule and task budget will be completed andsent to the <strong>Agency</strong> <strong>Project</strong> Manager <strong>for</strong> approval. Upon approval by the <strong>Agency</strong>, the consultant willfinalize the project scope <strong>of</strong> work and schedule, including detailed deliverables and a clearly identifieddeliverable-based budget by task.Deliverable 10: Draft revised scope <strong>of</strong> work, schedule and task budget <strong>for</strong> Part II: Implementation PlanDeliverable 11: Final detailed scope <strong>of</strong> work, schedule and task budget <strong>for</strong> Part II: Implementation PlanTASK 9: Develop Concept <strong>of</strong> OperationsThe Concept <strong>of</strong> Operations is a foundation document that frames the overall system. The Concept <strong>of</strong>Operations requirements shall include, but are not limited to:1. The preferred components and capabilities <strong>of</strong> a <strong>Monterey</strong> <strong>County</strong> bike sharing system (from thebest practices identified in Deliverable 1, Task 1).2. The key stakeholder and partner roles, responsibilities and necessary agreements3. New resources required <strong>for</strong> program implementationDeliverable 12: Concept <strong>of</strong> Operations DocumentTASK 10: Phasing PlanConsultant shall design and recommend a phasing plan that would allow the bike sharing program to beimplemented in stages based on priorities and funding availabilities.Deliverable 13: Phasing Plan <strong>for</strong> a bicycle sharing program in <strong>Monterey</strong> <strong>County</strong>TASK 11: Define Business Plan that Estimates the Time and Costs Required to Launch, Market,Maintain and Operate the Recommended Bicycle Sharing SystemThis plan will provide an estimate <strong>of</strong> the annual operation and maintenance costs, an estimate <strong>for</strong>how <strong>of</strong>ten the system needs to be upgraded and replaced, and a capital budget <strong>for</strong> upgrades andreplacement. The projected schedule to launch the recommended bike sharing system shall alsobe outlined in this plan.


Agenda Item 3.2.2, Att.1Deliverable 14: Business Plan with estimates <strong>of</strong> time and costs required to launch, market,maintain and operate the recommended bike sharing systemTASK 12: Document Results <strong>of</strong> Implementation Plan (Administrative Draft)Deliverable 15: An Implementation Plan is a key milestone <strong>for</strong> this project. At a minimum, it shouldcontain the following:1. Concept <strong>of</strong> Operations2. Phasing Plan3. Business Plan with Cost Estimates and <strong>Project</strong>ed ScheduleTASK 13: Prepare Necessary Environmental DocumentationThe consultant shall prepare the necessary Cali<strong>for</strong>nia Environmental Quality Act (CEQA)documentation, including but not limited to a Notice <strong>of</strong> Intent, Initial Study, Notice <strong>of</strong>Determination, Mitigations, if any, and all other necessary requirements <strong>of</strong> CEQA <strong>for</strong> a planningdocument.Deliverable 16: Bicycle Sharing Plan’s Environmental Clearance DocumentTASK 14: Final Feasibility Analysis and Implementation PlanDeliverable 17: Deliver Final Feasibility Analysis and Implementation Plan including one administrativedraft, one public draft <strong>for</strong> review by members <strong>of</strong> the public and technical advisors, and one finaldocument.Task 15: Public Meetings and <strong>Work</strong>shopsThe TAMC staff will be responsible <strong>for</strong> scheduling the time, date and place <strong>of</strong> meetings with variousorganizations, elected <strong>of</strong>ficials and committees; providing public notice, and providing a representative toeach meeting. The consultant shall make presentations <strong>for</strong> the following groups to collect input andpresent findings:1. Committee meetings: Consultant shall make presentations to and receive comments from theBicycle and Pedestrian Facilities Advisory Committee and the Technical Advisory Committee.The consultant shall participate in at least four (4) <strong>of</strong> these meetings.2. Elected <strong>of</strong>ficials: Consultant shall present the final findings and recommendations <strong>for</strong> theFeasibility and Implementation Plan covered by this Request <strong>for</strong> Proposals to various City and<strong>County</strong> elected <strong>of</strong>ficials. The consultant will be responsible <strong>for</strong> preparing all materials andpresenting all in<strong>for</strong>mation to those attending. The consultant shall anticipate making two (2)presentations.Deliverable 18: Participation in meetings and presentations
