This variati<strong>on</strong> is both in the quantities and in theway <str<strong>on</strong>g>of</str<strong>on</strong>g> presentati<strong>on</strong>.SSWMMPRLWSMPStrategy for the implementati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the Solid Waste Management Master Plan inM<strong>on</strong>tenegro indicates that Cetinje Municipality generated 5,882 t<strong>on</strong>nes <str<strong>on</strong>g>of</str<strong>on</strong>g> solidwaste in the year <str<strong>on</strong>g>of</str<strong>on</strong>g> 2009. Moreover, menti<strong>on</strong>ed document states that 19,054t<strong>on</strong>nes <str<strong>on</strong>g>of</str<strong>on</strong>g> solid waste has been deposited until 2009.Republic-Level Waste Strategic Master Plan <str<strong>on</strong>g>of</str<strong>on</strong>g> M<strong>on</strong>tenegro presents that in theyear <str<strong>on</strong>g>of</str<strong>on</strong>g> 2004, Municipality <str<strong>on</strong>g>of</str<strong>on</strong>g> Cetinje has generated 5,471 t<strong>on</strong>nes <str<strong>on</strong>g>of</str<strong>on</strong>g> solid wasteand 3,999 t<strong>on</strong>nes <str<strong>on</strong>g>of</str<strong>on</strong>g> that amount was disposed.LWMP Draft Local Waste Management Plan for Old Royal Capital <str<strong>on</strong>g>of</str<strong>on</strong>g> Cetinje 2011-2015 claims that Cetinje Municipality generated 5,501 t<strong>on</strong>nes <str<strong>on</strong>g>of</str<strong>on</strong>g> solid waste in2010.LEAPLocal Envir<strong>on</strong>mental Acti<strong>on</strong> plan (LEAP) presented the amount <str<strong>on</strong>g>of</str<strong>on</strong>g> solid wastedisposed at the Municipality <str<strong>on</strong>g>of</str<strong>on</strong>g> Cetinje as: 140 m 3 <str<strong>on</strong>g>of</str<strong>on</strong>g> solid waste is depositedevery day, this includes: compressed solid waste 30 m 3 , 60 m 3 <str<strong>on</strong>g>of</str<strong>on</strong>g> solid wastefrom c<strong>on</strong>tainers and 50 m 3 <str<strong>on</strong>g>of</str<strong>on</strong>g> solid waste disposed at the <strong>dumpsite</strong>s. Inthe report, it has been also been stated that amounts given above includes c<strong>on</strong>structi<strong>on</strong>and demoliti<strong>on</strong> waste which should not be accepted in municipal solidwaste landfill site under normal c<strong>on</strong>diti<strong>on</strong>s.2.1.3 Data <strong>on</strong> solid waste compositi<strong>on</strong>Data <strong>on</strong> the solid waste compositi<strong>on</strong> are presented in the RLWSMP andLWMP, including the forecasts classified for periods. Cetinje field is surroundedwith bare limest<strong>on</strong>e hills with steep slopes.Extremely karstic terrain has c<strong>on</strong>diti<strong>on</strong>ed forming <str<strong>on</strong>g>of</str<strong>on</strong>g> several caves <strong>on</strong> the edge<str<strong>on</strong>g>of</str<strong>on</strong>g> the Cetinje field. These caves are formed out <str<strong>on</strong>g>of</str<strong>on</strong>g> the underground channels,number <str<strong>on</strong>g>of</str<strong>on</strong>g> chambers and halls with rich speleothem. Especially attractive areCetinje Cave in the town and Lipska Cave in the vicinity <str<strong>on</strong>g>of</str<strong>on</strong>g> town.3.3 Climate 2Cetinje has moderate c<strong>on</strong>tinental climate characterized by dry and warm summerswith an average temperature <str<strong>on</strong>g>of</str<strong>on</strong>g> 20 °C, and mild and wet winters with anaverage temperature <str<strong>on</strong>g>of</str<strong>on</strong>g> 2.1 °C.TemperatureThe average annual temperature in the territory <str<strong>on</strong>g>of</str<strong>on</strong>g> the Cetinje Municipality is11 °C. Average yearly temperature varies from 0.9 °C in January to 21.1 °C inJuly. Dumpsite plateaudepicts with size (100.0 m wide and 120.0 m l<strong>on</strong>g), with two slopes spreading<strong>on</strong>e to the East and sec<strong>on</strong>d to the South with inclinati<strong>on</strong>s 35º to 45º. Elevati<strong>on</strong><str<strong>on</strong>g>of</str<strong>on</strong>g> the site is from 720 m to 760 m above sea level.Terrain <str<strong>on</strong>g>of</str<strong>on</strong>g> wider explorati<strong>on</strong> includes Upper Triassic formati<strong>on</strong>s (T3) <str<strong>on</strong>g>of</str<strong>on</strong>g> dolomiticlimest<strong>on</strong>es and massive limest<strong>on</strong>es, gradati<strong>on</strong>ally developing fromLadinian (T22) limest<strong>on</strong>es with chert. Dolomitic limest<strong>on</strong>es and dolomites arewidely distributed <strong>on</strong> area, going to the South, from Cetinje to Vrela i Očinići.Dolomites are usually in tick banks, rarely stratified or massive, changing occasi<strong>on</strong>allywith dominant limest<strong>on</strong>es. Blocks are separated, but without apparentc<strong>on</strong>tinuality.Youngest, Quaternary depositi<strong>on</strong>s c<strong>on</strong>sist <str<strong>on</strong>g>of</str<strong>on</strong>g> deluvial (dl) red clay dominantlyseen in depressi<strong>on</strong>s and sinkholes, while rarely seen <strong>on</strong> terrain surface. Fracturesand caverns in limest<strong>on</strong>e are filled with red clay and fine debris. Deepfaults were mapped <strong>on</strong> this area; generally spreading Northwest-Southeast andNorthwest-Southeast are also directi<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> seismic activity.Hydro geologicalcharacteristics <str<strong>on</strong>g>of</str<strong>on</strong>g>terrainBased <strong>on</strong> hydro-geological characteristics and functi<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> the terrain, verywell water permeable rocks and complexes were depicted.As permeable rocks <str<strong>on</strong>g>of</str<strong>on</strong>g> fracture-karst porosity in the terrain we can sort out allthe carb<strong>on</strong>ate rocks with the excepti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> solid dolomites that appear veryrarely. Intensive mechanical separati<strong>on</strong> and degree <str<strong>on</strong>g>of</str<strong>on</strong>g> karstificati<strong>on</strong> indicate thatkarst porosity prevails and such terrains are without surface waters. The terrainmade <str<strong>on</strong>g>of</str<strong>on</strong>g> very well water permeable rocks forms scattered karts aquifer type. Onexplorati<strong>on</strong> area fractures, caverns and depressi<strong>on</strong>s, that usually accompanyfaults, can be seen. They are the main sinking z<strong>on</strong>es <strong>on</strong> the site.Water that falls <strong>on</strong> the ground quickly, through a network <str<strong>on</strong>g>of</str<strong>on</strong>g> open fractures,caverns and caves infiltrates deep into the ground. At great depth, scatteredkarst aquifer is formed. Discharge <str<strong>on</strong>g>of</str<strong>on</strong>g> this aquifer is through the spring <str<strong>on</strong>g>of</str<strong>on</strong>g> CrnojevićaRiver (Obodska springs). Karstificati<strong>on</strong> base is very deep in this part <str<strong>on</strong>g>of</str<strong>on</strong>g>the terrain, almost to the level <str<strong>on</strong>g>of</str<strong>on</strong>g> Skadar Lake. Deluvial clays with debris areclassified as low permeability rocks <str<strong>on</strong>g>of</str<strong>on</strong>g> inter granular and capillary porosity.Their distributi<strong>on</strong> <strong>on</strong> the surface is minimal, and they do not have a significantimpact <strong>on</strong> the hydro-geological characteristics <str<strong>on</strong>g>of</str<strong>on</strong>g> the field.Seismicity <str<strong>on</strong>g>of</str<strong>on</strong>g> theterrainAccording to the map <str<strong>on</strong>g>of</str<strong>on</strong>g> seismic micro-z<strong>on</strong>ing <str<strong>on</strong>g>of</str<strong>on</strong>g> urban areas Cetinje withIvanova Korita, Njeguši and Rijeka Crnojevića, this locati<strong>on</strong> is a part <str<strong>on</strong>g>of</str<strong>on</strong>g> seismicarea B3. For the menti<strong>on</strong>ed area B3, the maximum expected earthquake is withintensity <str<strong>on</strong>g>of</str<strong>on</strong>g> VIII degree MCS scale. The typicalfindings identifying the <str<strong>on</strong>g>situati<strong>on</strong></str<strong>on</strong>g> <strong>on</strong> the site are summarized below.LifeSurfaceAreaSettlements aroundInfrastructurePowerSolid waste collected in Municipality <str<strong>on</strong>g>of</str<strong>on</strong>g> Cetinje is deposited everyday at“<strong>Vrtijeljka</strong>” unsanitary <strong>dumpsite</strong>, which is in use at least since 25 years.The "<strong>Vrtijeljka</strong>" locati<strong>on</strong> is rocky and difficult for access, thus it has not beenused for any specific purpose before it has started to be used as a unsanitary<strong>dumpsite</strong>. The locati<strong>on</strong> is surrounded with shrubbery and poor vegetati<strong>on</strong>.Total unsanitary <strong>dumpsite</strong> area covered with solid waste is approximately16,300 m 2 , as discovered by the topographical survey implemented in August2012.The closest settlement is located approximately 500 m away from theunsanitary <strong>dumpsite</strong>, but the closets facility (private stable) is approximately100 m away from the locati<strong>on</strong> and is in use.There are no utility or infrastructural installati<strong>on</strong>s at the site, except the recentpublic lighting.There is a power transmissi<strong>on</strong> line close to the unsanitary <strong>dumpsite</strong> entrance,with cables stretched above the parcel <str<strong>on</strong>g>of</str<strong>on</strong>g> the unsanitary <strong>dumpsite</strong>, is not c<strong>on</strong>nectedto the network. However, taking into c<strong>on</strong>siderati<strong>on</strong>the characteristics <str<strong>on</strong>g>of</str<strong>on</strong>g> the topography, the unsanitary <strong>dumpsite</strong> is practicallyinaccessible from other directi<strong>on</strong>s except the entrance.Entrance is furnished with a small gate and a guard cabin, but height <str<strong>on</strong>g>of</str<strong>on</strong>g> theexisting entrance gate is less than 2 meters, and it is not adequate. The guardcabin is not equipped with the necessary sanitary installati<strong>on</strong>s. Solid waste compacting is performed by an excavatorand a roller is not used.Solid waste is covered with soil 5 to 8 times in a m<strong>on</strong>th, and the layer thicknessvaries from 0.5 to 1.5 meters. Material used for the cover layer is mainly soilbut also c<strong>on</strong>structi<strong>on</strong>/demoliti<strong>on</strong> waste or even crashed st<strong>on</strong>e is used from timeto time.No impermeable layers are applied to the bottom thus solid waste is disposeddirectly <strong>on</strong> the ground. Ground is permeable, and all wastewater and leachatefrom the solid waste goes directly in the ground with a potential to pollutegroundwater. Due to this reas<strong>on</strong>, gas emissi<strong>on</strong> from the <strong>dumpsite</strong> is significantlyreduced, and it may also be expected to have minor amount <str<strong>on</strong>g>of</str<strong>on</strong>g> gas in the <strong>dumpsite</strong>body. A photograph <str<strong>on</strong>g>of</str<strong>on</strong>g> fires is presented in Figure 9.Scavengers are from time to time available at the unsanitary <strong>dumpsite</strong>,collecting some <str<strong>on</strong>g>of</str<strong>on</strong>g> the material which can be recycled. This amount <str<strong>on</strong>g>of</str<strong>on</strong>g> recycledsolid waste is rather small, thus can be c<strong>on</strong>sidered as negligible in reducti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g>the amount <str<strong>on</strong>g>of</str<strong>on</strong>g> disposed solid waste..

Therefore it is vital to implementthe mitigati<strong>on</strong> measures which will prevent infiltrati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the waterfrom the landfill to the groundwater.4.2 Surface water polluti<strong>on</strong>As there are no surface waters near the unsanitary <strong>dumpsite</strong> "<strong>Vrtijeljka</strong>", noimpacts <strong>on</strong> the surface water courses are foreseen.4.3 Landfill gas emissi<strong>on</strong>sAt the “<strong>Vrtijeljka</strong>” site there are no m<strong>on</strong>itoring systems which could indicateprecise data <strong>on</strong> the landfill gas emissi<strong>on</strong>. Based <strong>on</strong> the presumpti<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> the historicalsolid waste generati<strong>on</strong> in Cetinje, based <strong>on</strong> data received from the PUC,and site inspecti<strong>on</strong>s and c<strong>on</strong>diti<strong>on</strong>s <strong>on</strong> the site, a landfill gas generati<strong>on</strong> modelhas been developed by the C<strong>on</strong>sultant to estimate gas emissi<strong>on</strong>s. Results <str<strong>on</strong>g>of</str<strong>on</strong>g> thiscalculati<strong>on</strong> are presented in Appendix 5.C<strong>on</strong>clusi<strong>on</strong> is that most <str<strong>on</strong>g>of</str<strong>on</strong>g> the gas generated in previous period has been burnedor emitted into the air. It is also foreseen that part <str<strong>on</strong>g>of</str<strong>on</strong>g> the generated gas is stillcapped in the unsanitary <strong>dumpsite</strong> body, and can be released any time due to.

It is obvious that, solid waste, which hasbeen disposed in the last years, still generates the landfill gases, and solid wastewhich will be disposed until the unsanitary <strong>dumpsite</strong> is closed will also c<strong>on</strong>tributeto landfill gas generati<strong>on</strong>. Therefore, estimated amount <str<strong>on</strong>g>of</str<strong>on</strong>g> generatedlandfill gas has to be collected and treated with appropriate gas collecti<strong>on</strong> system.4.4 Unc<strong>on</strong>trolled firesSince there is no gas collecti<strong>on</strong> system and the daily cover over the solid wastebody is implemented in an unorganized way, occurrence <str<strong>on</strong>g>of</str<strong>on</strong>g> unc<strong>on</strong>trolled fires isusual at <strong>Vrtijeljka</strong> unsanitary <strong>dumpsite</strong>.Due to the occurrence <str<strong>on</strong>g>of</str<strong>on</strong>g> several successive fires this year, the entrance to thelandfill was illuminated and guard services were provided 24 hours a day.In order to mitigate this negative impact, a gas collecti<strong>on</strong> system has to be providedand equipped with an appropriate installati<strong>on</strong> for the c<strong>on</strong>trolled gas release.4.5 Windblown litterLocati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> “<strong>Vrtijeljka</strong>” unsanitary <strong>dumpsite</strong> is practically surrounded from allsides with high hills and prevailing wind is rather low. Therefore, littering fromthe unsanitary <strong>dumpsite</strong> is not significant.However, due to inadequate compacti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> solid waste and due to irregularcovering <str<strong>on</strong>g>of</str<strong>on</strong>g> solid waste body, as well as the lack <str<strong>on</strong>g>of</str<strong>on</strong>g> fence around the unsanitary<strong>dumpsite</strong>, small amounts <str<strong>on</strong>g>of</str<strong>on</strong>g> solid waste, blown away from the unsanitary<strong>dumpsite</strong> can be noticed at the surrounding land. Usage <str<strong>on</strong>g>of</str<strong>on</strong>g> cover layer accordingto regulati<strong>on</strong>s will prevent this negative impact..

On the other hand, since that there were no systematicrecords <strong>on</strong> the data <str<strong>on</strong>g>of</str<strong>on</strong>g> the solid waste disposed at the unsanitary <strong>dumpsite</strong>and in order to identify amount <str<strong>on</strong>g>of</str<strong>on</strong>g> the dumped solid waste, as well as tocalculate landfill gas generati<strong>on</strong> in the unsanitary <strong>dumpsite</strong> body and currentstatus <str<strong>on</strong>g>of</str<strong>on</strong>g> the landfill gas emissi<strong>on</strong>, it was necessary to identify figures <strong>on</strong> thepopulati<strong>on</strong> for the past period. These data are taken from the censuses performedup to now.According to the data from census <str<strong>on</strong>g>of</str<strong>on</strong>g> 2011, in the municipality <str<strong>on</strong>g>of</str<strong>on</strong>g> Cetinje thereare 16,757 inhabitants, which is 2.67% <str<strong>on</strong>g>of</str<strong>on</strong>g> the total populati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> M<strong>on</strong>tenegro.Cetinje city has 13,991 inhabitants. Based <strong>on</strong> the available data recorded from1948, Cetinje has decreased populati<strong>on</strong> from 25,000 to 16,750 inhabitants. Between two censuses1991 and 2011, 3,550 people were less inhabited in Cetinje. In parallel with theSSWMMP, it is assumed that this negative trend will c<strong>on</strong>tinue until the year2014, with the step <str<strong>on</strong>g>of</str<strong>on</strong>g> -0.8% annually.It is also evident that the structure <str<strong>on</strong>g>of</str<strong>on</strong>g> populati<strong>on</strong> is significantly changing, andmigrati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> rural people is noticeable. According to the census from the year2011, <strong>on</strong>ly 16.51% <str<strong>on</strong>g>of</str<strong>on</strong>g> populati<strong>on</strong> were living in rural areas <str<strong>on</strong>g>of</str<strong>on</strong>g> Cetinje Municipality,compared to 64% which was recorded in 1948.5.2 Solid waste characteristicsSince the beginning <str<strong>on</strong>g>of</str<strong>on</strong>g> the use <str<strong>on</strong>g>of</str<strong>on</strong>g> the unsanitary <strong>dumpsite</strong>, no records <strong>on</strong> thesolid waste dumped <strong>on</strong> the site were kept; therefore, there are no <str<strong>on</strong>g>of</str<strong>on</strong>g>ficial data<strong>on</strong> the volume <str<strong>on</strong>g>of</str<strong>on</strong>g> the solid waste at <strong>Vrtijeljka</strong> unsanitary <strong>dumpsite</strong>.Until today, since recycling practices were not organized efficiently at CetinjeMunicipality, i.e. implementati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> recyclable solid waste source separati<strong>on</strong>, itis assumed that all types <str<strong>on</strong>g>of</str<strong>on</strong>g> generated solid waste was deposited at the “<strong>Vrtijeljka</strong>”site with negligible amount recycled by scavengers.At 2011, following the entrance into force <str<strong>on</strong>g>of</str<strong>on</strong>g> the Law <strong>on</strong> Waste Management(Official Gazette <str<strong>on</strong>g>of</str<strong>on</strong>g> M<strong>on</strong>tenegro, 64/2011) and other pertinent legislati<strong>on</strong>, disposal<str<strong>on</strong>g>of</str<strong>on</strong>g> specific solid waste at “<strong>Vrtijeljka</strong>” unsanitary <strong>dumpsite</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> was stopped(such as end-<str<strong>on</strong>g>of</str<strong>on</strong>g>-life vehicles, waste from electrical and electr<strong>on</strong>ic equipment,batteries and exhausted accumulators, waste oil, waste tires, and other similartype <str<strong>on</strong>g>of</str<strong>on</strong>g> waste).Hazardous waste and medical waste used to be collected and disposed <strong>on</strong> unsanitary<strong>dumpsite</strong> locati<strong>on</strong>, as well as waste industrial waste, which could becharacterized as compatible with municipal solid waste.C<strong>on</strong>structi<strong>on</strong> and demoliti<strong>on</strong> waste is partly being deposited <strong>on</strong> several smallunc<strong>on</strong>trolled unsanitary <strong>dumpsite</strong>s and partly being used by PUC Cetinje asdaily cover material at “<strong>Vrtijeljka</strong>” site.Waste compositi<strong>on</strong>Based <strong>on</strong> the findings presented in Chapter 2, C<strong>on</strong>sultant has made a selecti<strong>on</strong><str<strong>on</strong>g>of</str<strong>on</strong>g> data <strong>on</strong> solid waste compositi<strong>on</strong> which will be c<strong>on</strong>sidered as relevant for furthercalculati<strong>on</strong>s. C<strong>on</strong>sultant’s calculati<strong>on</strong> <strong>on</strong> amount (mass) <str<strong>on</strong>g>of</str<strong>on</strong>g> disposed waste and averagesolid waste density.5.3.1 Approach 1 – Dumpsite modellingIn order to calculate volume <str<strong>on</strong>g>of</str<strong>on</strong>g> solid waste disposed <strong>on</strong> the “<strong>Vrtijeljka</strong>” site, theC<strong>on</strong>sultant has c<strong>on</strong>ducted a model <str<strong>on</strong>g>of</str<strong>on</strong>g> the existing <strong>dumpsite</strong> body using twoboundary surfaces:Modelling <str<strong>on</strong>g>of</str<strong>on</strong>g> upper surface - based <strong>on</strong> the topographical survey, andModelling <str<strong>on</strong>g>of</str<strong>on</strong>g> bottom surface (<strong>dumpsite</strong> bottom layer – existing groundlevels) - based <strong>on</strong> the findings <str<strong>on</strong>g>of</str<strong>on</strong>g> “Geotechnical Survey”.Difference between upper and bottom surface has been calculated as 99,300 m 3 ,and this is equivalent to the volume <str<strong>on</strong>g>of</str<strong>on</strong>g> solid waste disposed <strong>on</strong> the “<strong>Vrtijeljka</strong>”locati<strong>on</strong> from 1987 up to August 2012.5.3.2 Approach 2 – Calculati<strong>on</strong>sIn order to estimate volume <str<strong>on</strong>g>of</str<strong>on</strong>g> the solid waste at a locati<strong>on</strong> it is needed to assessamount (mass) <str<strong>on</strong>g>of</str<strong>on</strong>g> the disposed material and average density.Calculati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the amount <str<strong>on</strong>g>of</str<strong>on</strong>g> solid waste has been performed based <strong>on</strong> the data<strong>on</strong> populati<strong>on</strong> and specific amount <str<strong>on</strong>g>of</str<strong>on</strong>g> solid waste generated per capita.Average density <str<strong>on</strong>g>of</str<strong>on</strong>g> the <strong>dumpsite</strong> body depends <strong>on</strong> compositi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the solidwaste and <strong>on</strong> the amount and type <str<strong>on</strong>g>of</str<strong>on</strong>g> inert material used for the daily coverlayer, but also <strong>on</strong> process <str<strong>on</strong>g>of</str<strong>on</strong>g> material settlement, since that it has been disposedduring the l<strong>on</strong>ger period <str<strong>on</strong>g>of</str<strong>on</strong>g> time..

WB4-MNE-ENV-12 Comp<strong>on</strong>ent F7 / 174 Specific background and informati<strong>on</strong>4.1 BackgroundCetinje, the Old Royal Capital <str<strong>on</strong>g>of</str<strong>on</strong>g> M<strong>on</strong>tenegro, is located in a karst area, at an altitude<str<strong>on</strong>g>of</str<strong>on</strong>g> 640-750 m. It lies at a distance <str<strong>on</strong>g>of</str<strong>on</strong>g> 10-12 km from the Adriatic Sea, the Bay <str<strong>on</strong>g>of</str<strong>on</strong>g> Kotorand Skadar Lake. The Municipality <str<strong>on</strong>g>of</str<strong>on</strong>g> Cetinje covers an area <str<strong>on</strong>g>of</str<strong>on</strong>g> about 900 km 2According to the latest populati<strong>on</strong> census <str<strong>on</strong>g>of</str<strong>on</strong>g> 2009 (M<strong>on</strong>stat – Statistical Office), theMunicipality <str<strong>on</strong>g>of</str<strong>on</strong>g> Cetinje has about 18,000 inhabitants (including the 3,000 inhabitants inthe villages). According to the Republic-Level Solid Waste Strategic Master Plan, thetotal municipal solid waste generati<strong>on</strong> is about 5,500 T<strong>on</strong> /year. There are no significantseparate collecti<strong>on</strong> and recycling activities.The municipal solid waste <str<strong>on</strong>g>of</str<strong>on</strong>g> the Old Royal Capital Cetinje is presently disposed in the<strong>dumpsite</strong> “<strong>Vrtijeljka</strong>” but this <strong>dumpsite</strong> does not meet the requirements <str<strong>on</strong>g>of</str<strong>on</strong>g> the EU andM<strong>on</strong>tenegrin legislati<strong>on</strong>. WB4-MNE-ENV-12 Comp<strong>on</strong>ent F8 / 174.4 Risks and Assumpti<strong>on</strong>sAccording to the Waste Management Plan 2008 – 2012, a transfer stati<strong>on</strong> needs to bec<strong>on</strong>structed in Cetinje to facilitate the transport <str<strong>on</strong>g>of</str<strong>on</strong>g> the waste to the “Livade” landfill. Itis assumed that a transfer stati<strong>on</strong> is indeed the most cost and envir<strong>on</strong>mentally effectivesoluti<strong>on</strong> for disposing the waste at the “Livade” landfill. If the analysis dem<strong>on</strong>stratesthat this not the case, the C<strong>on</strong>sultant is required to provide alternatives.For the rehabilitati<strong>on</strong> as well as for the c<strong>on</strong>structi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the transfer stati<strong>on</strong>, it is expectedthat Envir<strong>on</strong>mental Impact Assessment Studies need to be prepared. The decisi<strong>on</strong>whether indeed an EIA study is required is made by the Envir<strong>on</strong>mental Protecti<strong>on</strong> Agencybased <strong>on</strong> a request for decisi<strong>on</strong> from the investor(s).5 Detailed Tasks and deliverables5.1 Task 1 Analysis5.1.1 Activity 1.1: Analysis <str<strong>on</strong>g>of</str<strong>on</strong>g> the opti<strong>on</strong>s for way <str<strong>on</strong>g>of</str<strong>on</strong>g> collecti<strong>on</strong>,transport and treatment <str<strong>on</strong>g>of</str<strong>on</strong>g> municipal wasteThe purpose <str<strong>on</strong>g>of</str<strong>on</strong>g> this task is to prepare an analysis for the need for a transfer stati<strong>on</strong> to beestablished in Old Royal Capital <str<strong>on</strong>g>of</str<strong>on</strong>g> Cetinje to transport municipal solid waste from theOld Royal Capital <str<strong>on</strong>g>of</str<strong>on</strong>g> Cetinje to the regi<strong>on</strong>al landfill “Livade” <str<strong>on</strong>g>of</str<strong>on</strong>g> Podgorica, and to analysealternatives in terms <str<strong>on</strong>g>of</str<strong>on</strong>g> treatment <str<strong>on</strong>g>of</str<strong>on</strong>g> waste (collecti<strong>on</strong> and recycling <str<strong>on</strong>g>of</str<strong>on</strong>g> waste).The study shall include ec<strong>on</strong>omic, financial and envir<strong>on</strong>mental factors in determiningthe need for a transfer stati<strong>on</strong> and opti<strong>on</strong>s for collecti<strong>on</strong> and recycling <str<strong>on</strong>g>of</str<strong>on</strong>g> the waste, andcompare two or three different opti<strong>on</strong>s for transport <str<strong>on</strong>g>of</str<strong>on</strong>g> municipal solid waste from Cetinjeto the Livade landfill including, inter alia:Direct haul by compacti<strong>on</strong> collecti<strong>on</strong> trucks,Reloading into open semitrailers without compacti<strong>on</strong> (directly or via floor/dozer),Reloading via hopper into compacting c<strong>on</strong>tainers and transport via truck,Bailing and transport by truck.The cost comparis<strong>on</strong>s shall be expressed as total capital and operating costs over a 20-year period (NPV, applying a discount rate per annum in accordance with the M<strong>on</strong>tenegrinlegislati<strong>on</strong>).Envir<strong>on</strong>mental c<strong>on</strong>cerns to be included in the study are inter alia:CO 2 emissi<strong>on</strong>sNO X emissi<strong>on</strong>sNumber <str<strong>on</strong>g>of</str<strong>on</strong>g> transportsNoise/dust/odourLitteringWB4-MNE-ENV-12F-ToR_Cetinje-Ver2-20120430
WB4-MNE-ENV-12 Comp<strong>on</strong>ent F9 / 17Waste quantities should be based <strong>on</strong> data <strong>on</strong> present waste generati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> municipal solidwaste, derived from the documents listed in 4.2 and estimates <str<strong>on</strong>g>of</str<strong>on</strong>g> future waste generati<strong>on</strong>for an equal number <str<strong>on</strong>g>of</str<strong>on</strong>g> years as the lifetime <str<strong>on</strong>g>of</str<strong>on</strong>g> the investment with the l<strong>on</strong>gestec<strong>on</strong>omic lifetime. This includes estimates <str<strong>on</strong>g>of</str<strong>on</strong>g> future quantities <str<strong>on</strong>g>of</str<strong>on</strong>g> waste recycled orotherwise disposed <str<strong>on</strong>g>of</str<strong>on</strong>g> by methods other than landfilling at Livade landfill. The estimateshall also include waste from the <strong>Vrtijeljka</strong>” <strong>dumpsite</strong>, if the decisi<strong>on</strong> is to move thewaste as the preferred opti<strong>on</strong> for rehabilitati<strong>on</strong> (see secti<strong>on</strong>5.2.2).The C<strong>on</strong>sultant will prepare a report comparing the different methodologies and criteriafor choices together with a recommendati<strong>on</strong> for the best opti<strong>on</strong>.The report and recommendati<strong>on</strong>s shall be discussed and approved by PROCON and theOld Royal Capital <str<strong>on</strong>g>of</str<strong>on</strong>g> Cetinje before the following phases <str<strong>on</strong>g>of</str<strong>on</strong>g> the project c<strong>on</strong>tinues.5.1.2 Activity 1.2: Siting and c<strong>on</strong>ceptual design <str<strong>on</strong>g>of</str<strong>on</strong>g> the preferredopti<strong>on</strong> for a transfer stati<strong>on</strong>In case the preferred opti<strong>on</strong> is a transfer stati<strong>on</strong> (and not direct haul <str<strong>on</strong>g>of</str<strong>on</strong>g> waste in collecti<strong>on</strong>trucks), c<strong>on</strong>ceptual design <str<strong>on</strong>g>of</str<strong>on</strong>g> the transfer stati<strong>on</strong> shall be carried out. This includesinter alia:Site identificati<strong>on</strong> and analysis <str<strong>on</strong>g>of</str<strong>on</strong>g> site c<strong>on</strong>siderati<strong>on</strong>s (e.g. traffic patterns, distanceto primary road network, envir<strong>on</strong>mental c<strong>on</strong>siderati<strong>on</strong>s, and others),Acceptance <str<strong>on</strong>g>of</str<strong>on</strong>g> site by Municipality <str<strong>on</strong>g>of</str<strong>on</strong>g> Cetinje,Obtaining <str<strong>on</strong>g>of</str<strong>on</strong>g> urban-technical c<strong>on</strong>diti<strong>on</strong>s and other prec<strong>on</strong>diti<strong>on</strong>s and requirementsform the authorities for obtaining building permit,C<strong>on</strong>ceptual design, including, but not necessarily limited to:o Overall layouto Access road (principles and simple cross secti<strong>on</strong>)o Equipmento Soil, earth and c<strong>on</strong>crete work as requiredo Fencing, gate, weight bridge and otherso Operati<strong>on</strong>s and maintenanceo Cost estimateIf the result <str<strong>on</strong>g>of</str<strong>on</strong>g> the analysis under Task 1 indicates that the most ec<strong>on</strong>omical and financiallyand envir<strong>on</strong>mentally feasible opti<strong>on</strong> is direct haul by compacting trucks, the followingactivity 1.3 shall not been carried out. Then the activity 1.3 shall be revised andthe man days which are foreseen for the preparati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the Tender Documents shall beused for a detailed outline report for opti<strong>on</strong>s for source-segregati<strong>on</strong> and selective collecti<strong>on</strong><str<strong>on</strong>g>of</str<strong>on</strong>g> recyclable waste fracti<strong>on</strong>s and establishment <str<strong>on</strong>g>of</str<strong>on</strong>g> equipment for pre-processingand preparing the waste for recycling, e.g. balers and other equipment at the chosensite. This should be supported by a more comprehensive recycling study for Old RoyalCapital <str<strong>on</strong>g>of</str<strong>on</strong>g> Cetinje and possible surrounding municipalities (which is outside the scope<str<strong>on</strong>g>of</str<strong>on</strong>g> this study).It is assumed that no geological, hydrological and waste compositi<strong>on</strong> analysis are to becarried out at this stage, and that sufficient informati<strong>on</strong> about waste quantities andWB4-MNE-ENV-12F-ToR_Cetinje-Ver2-20120430

The C<strong>on</strong>sultant is requiredto identify if any such analyses are necessary for the later stages by a detailed review <str<strong>on</strong>g>of</str<strong>on</strong>g>available informati<strong>on</strong> and to include an estimate <str<strong>on</strong>g>of</str<strong>on</strong>g> associated costs in the tender documents.Any EIA to be c<strong>on</strong>ducted for the transfer stati<strong>on</strong> is outside the scope <str<strong>on</strong>g>of</str<strong>on</strong>g> this study andshall be c<strong>on</strong>ducted by the Municipality <str<strong>on</strong>g>of</str<strong>on</strong>g> Cetinje.The activity shall be reported in a Siting and C<strong>on</strong>ceptual Design report to be approvedby PROCON and the Municipality <str<strong>on</strong>g>of</str<strong>on</strong>g> Cetinje before the following phases <str<strong>on</strong>g>of</str<strong>on</strong>g> the projectc<strong>on</strong>tinue.5.1.3 Activity 1.3: Preparati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the Tender Documents for TransferStati<strong>on</strong>Tender Documents for the c<strong>on</strong>structi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the transfer stati<strong>on</strong>, in accordance with thelegislati<strong>on</strong> and regulati<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> M<strong>on</strong>tenegro, shall be prepared. The informati<strong>on</strong> needs to be updated and the C<strong>on</strong>sultant is required to prepare acomplete overview <str<strong>on</strong>g>of</str<strong>on</strong>g> gaps in the informati<strong>on</strong>. If not, a survey shall be carried outunder this project allowing for calculati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> area and approximate volumes <str<strong>on</strong>g>of</str<strong>on</strong>g> waste, ifthis cannot be established in any other way.An assessment <str<strong>on</strong>g>of</str<strong>on</strong>g> the geological and hydrogeological c<strong>on</strong>diti<strong>on</strong>s shall also be made forthe site. If necessary, water samples shall be taken and analysed in order to check thecurrent impact <strong>on</strong> surface and/or ground water. In the event that soil has been appliedas top layer the thickness and quality <str<strong>on</strong>g>of</str<strong>on</strong>g> the soil shall be checked.The analyses <str<strong>on</strong>g>of</str<strong>on</strong>g> the envir<strong>on</strong>mental impacts <str<strong>on</strong>g>of</str<strong>on</strong>g> the current <strong>dumpsite</strong> may include:Groundwater polluti<strong>on</strong>,Surface water polluti<strong>on</strong>,Landfill Gas Emissi<strong>on</strong>s,Unc<strong>on</strong>trolled fires,Wind blown litter.Any EIA to be c<strong>on</strong>ducted for the remediati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the <strong>dumpsite</strong> “<strong>Vrtijeljka</strong>” is outside thescope <str<strong>on</strong>g>of</str<strong>on</strong>g> this study and shall be c<strong>on</strong>ducted by the Municipality <str<strong>on</strong>g>of</str<strong>on</strong>g> Cetinje.The activity shall be reported in a report describing the existing <str<strong>on</strong>g>situati<strong>on</strong></str<strong>on</strong>g>.5.2.2 Activity 2.2: C<strong>on</strong>ceptual design <str<strong>on</strong>g>of</str<strong>on</strong>g> the Rehabilitati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> theDumpsiteBased <strong>on</strong> the informati<strong>on</strong> obtained under activity 2.1, the C<strong>on</strong>sultant prepares a c<strong>on</strong>ceptualdesign <str<strong>on</strong>g>of</str<strong>on</strong>g> the rehabilitati<strong>on</strong> project, including specific closure and remediati<strong>on</strong>measures for the actual site.Emphasis shall be put <strong>on</strong> a realistic and feasible opti<strong>on</strong>, not <strong>on</strong>ly with respect to investmentcosts, but more importantly with respect to subsequent operati<strong>on</strong> costs andlikelihood for proper maintenance <str<strong>on</strong>g>of</str<strong>on</strong>g> the measures. POSITION OF EXPLORATION AREALocati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the existing sanitary landfill is <strong>on</strong> the left side <str<strong>on</strong>g>of</str<strong>on</strong>g> the mainroad Cetinje-Budva, locality <strong>Vrtijeljka</strong>. Landfill locati<strong>on</strong> is situated about 1km from the main road and is c<strong>on</strong>nected with the local road. Explorati<strong>on</strong>area, geodetically mapped, is situated <strong>on</strong> area <str<strong>on</strong>g>of</str<strong>on</strong>g> approximately 4.50 haand existing sanitary landfill occupies area <str<strong>on</strong>g>of</str<strong>on</strong>g> some 1.65 ha.Locati<strong>on</strong> is presented In Appendix No. 1.3. TYPE AND SCOPE OF PERFORMED WORKS3.1. Field worksNext field works have been performed:o rec<strong>on</strong>naissance <str<strong>on</strong>g>of</str<strong>on</strong>g> the micro-locati<strong>on</strong>; aimed at preliminary detecti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g>locati<strong>on</strong> and research activities planning;o engineering-geological mapping <str<strong>on</strong>g>of</str<strong>on</strong>g> the terrain; was performed <strong>on</strong> theentire site that has been geodetically mapped around (4.5 ha). For fieldmapping, method <str<strong>on</strong>g>of</str<strong>on</strong>g> spring and engineering-geological processesdetecti<strong>on</strong> was used. Engineering-geological map <str<strong>on</strong>g>of</str<strong>on</strong>g> the terrain ispresented in appendix 3;o explorati<strong>on</strong> drilling; 6 explorati<strong>on</strong> geomechanical wells has been drilledwith depths from 3.0 to 15.0m. Successively with the drilling <str<strong>on</strong>g>of</str<strong>on</strong>g> the wells,core <str<strong>on</strong>g>of</str<strong>on</strong>g> the boreholes has been mapped. Only identificati<strong>on</strong>classificati<strong>on</strong>tests were performed with determinati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g>: lithology, specificgravity, density and dry density.Rock samples were determined with: density, compressive strength,angle <str<strong>on</strong>g>of</str<strong>on</strong>g> internal fricti<strong>on</strong> and cohesi<strong>on</strong>.Sample from explorati<strong>on</strong> pit was tested for moisture c<strong>on</strong>diti<strong>on</strong> withProctor test and also CBR values were determined.3.3. Cabinet worksIn cabinet, the interpretati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> results <str<strong>on</strong>g>of</str<strong>on</strong>g> explorati<strong>on</strong> work has beend<strong>on</strong>e, also its processing and synthesis with data from the funddocumentati<strong>on</strong> and literature. Hydrogeological characteristics <str<strong>on</strong>g>of</str<strong>on</strong>g> the terrainBased <strong>on</strong> hydrogeological characteristics and functi<strong>on</strong>s <str<strong>on</strong>g>of</str<strong>on</strong>g> the terrainvery well water permeable rocks and complexes were depicted.As permeable rocks <str<strong>on</strong>g>of</str<strong>on</strong>g> fracture-karst porosity in the terrain we cansort out all the carb<strong>on</strong>ate rocks with the excepti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> solid dolomites whoappear very rarely. Intensive mechanical separati<strong>on</strong> and degree <str<strong>on</strong>g>of</str<strong>on</strong>g>karstificati<strong>on</strong> indicate that prevails karst porosity and such terrains arewithout surface waters. The terrain made <str<strong>on</strong>g>of</str<strong>on</strong>g> very well water permeablerocks forms scattered karts aquifer type. On explorati<strong>on</strong> area fractures,caverns and depressi<strong>on</strong>s, that usually accompany faults, can be seen.They are the main sinking z<strong>on</strong>es <strong>on</strong> the site. Water that falls <strong>on</strong> the groundquickly, through a network <str<strong>on</strong>g>of</str<strong>on</strong>g> open fractures, caverns and caves infiltratedeep into the ground. At great depth scattered karst aquifer is formed.Discharge <str<strong>on</strong>g>of</str<strong>on</strong>g> this aquifer is through the spring <str<strong>on</strong>g>of</str<strong>on</strong>g> Crnojevića River(Obodska springs). Karstificati<strong>on</strong> base is very deep in this part <str<strong>on</strong>g>of</str<strong>on</strong>g> theterrain, almost to the level <str<strong>on</strong>g>of</str<strong>on</strong>g> Skadar Lake.Deluvial clays with debris are classified as low permeability rocks <str<strong>on</strong>g>of</str<strong>on</strong>g>intergranular and capillary porosity. Their distributi<strong>on</strong> <strong>on</strong> the surface isminimal, and they do not have a significant impact <strong>on</strong> the hydrogeologicalcharacteristics <str<strong>on</strong>g>of</str<strong>on</strong>g> the field.During explorati<strong>on</strong> drilling (August 2012.) there was no undergroundwater appearance in explorati<strong>on</strong> wells.4.4. Seismicity <str<strong>on</strong>g>of</str<strong>on</strong>g> the terrainAccording to the map <str<strong>on</strong>g>of</str<strong>on</strong>g> seismic microz<strong>on</strong>ati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> urban areas Cetinjewith Ivanova Korita, Njeguši and Rijeka Crnojevića, this locati<strong>on</strong> is a part <str<strong>on</strong>g>of</str<strong>on</strong>g>seismic area B 3 . For the menti<strong>on</strong>ed area B 3 , the maximum expectedearthquake is with intensity <str<strong>on</strong>g>of</str<strong>on</strong>g> VII degree MCS scale. The modern geological processes and phenomenaFrom modern geological processes and phenomena at the site <str<strong>on</strong>g>of</str<strong>on</strong>g>explorati<strong>on</strong> planar erosi<strong>on</strong> and karstificati<strong>on</strong> are present.Planar erosi<strong>on</strong> has affected the entire field and the intensity isdifferent depending <strong>on</strong> the type <str<strong>on</strong>g>of</str<strong>on</strong>g> envir<strong>on</strong>ment in which it takes place.Mostly eroded surface deluvial sediments are subject to planar erosi<strong>on</strong>. Inthe limest<strong>on</strong>e dominant formati<strong>on</strong>, planar erosi<strong>on</strong> intensity is low.Karstificati<strong>on</strong> is expressed in the limest<strong>on</strong>e since the limest<strong>on</strong>e ishighly tect<strong>on</strong>ically fractured. It is estimated that karstificati<strong>on</strong> depth goes upto several hundred meters. In terms <str<strong>on</strong>g>of</str<strong>on</strong>g> engineering-geologicalcharacteristics terrain is stable.4.6. Engineering-geological characteristics <str<strong>on</strong>g>of</str<strong>on</strong>g> selected areasBased <strong>on</strong> the analysis <str<strong>on</strong>g>of</str<strong>on</strong>g> existing documentati<strong>on</strong> relating to thelocati<strong>on</strong> and other related terrains, engineering-geological locati<strong>on</strong> mappingand explorati<strong>on</strong> drilling can be c<strong>on</strong>cluded that the field is basically built out<str<strong>on</strong>g>of</str<strong>on</strong>g> solid rock (limest<strong>on</strong>e and dolomite). At <strong>on</strong>e end <str<strong>on</strong>g>of</str<strong>on</strong>g> locati<strong>on</strong> is existinglandfill. Secti<strong>on</strong>s viewed from the surface are:• Mound (DR, PR)n - an artificial mound, and materials <str<strong>on</strong>g>of</str<strong>on</strong>g> the existinglandfill (in terrain pr<str<strong>on</strong>g>of</str<strong>on</strong>g>ile it is secti<strong>on</strong> numbered 1). Material compositi<strong>on</strong>is heterogeneous, unsorted, medium c<strong>on</strong>solidated. It is compiled fromdebris and limest<strong>on</strong>e blocks, dust and various municipal waste. It coverspart <str<strong>on</strong>g>of</str<strong>on</strong>g> the site. Mound thickness is variable, from minimal to over 10.0 m(central part <str<strong>on</strong>g>of</str<strong>on</strong>g> the landfill between wells B-3 and B-4). According tobuilding standards GN-200 this material bel<strong>on</strong>gs to Class II and III <str<strong>on</strong>g>of</str<strong>on</strong>g> theexcavati<strong>on</strong>. Physical and mechanical parameters <str<strong>on</strong>g>of</str<strong>on</strong>g> this secti<strong>on</strong> are notc<strong>on</strong>sidered as a landfill material is not sorted and there is a large range<str<strong>on</strong>g>of</str<strong>on</strong>g> values (from limest<strong>on</strong>e blocks to the waste <str<strong>on</strong>g>of</str<strong>on</strong>g> plastic, metal, wood orc<strong>on</strong>structi<strong>on</strong> debris).• Limest<strong>on</strong>e (K, D) - massive dolomitic limest<strong>on</strong>e or dolomite that formsthe base and the back <str<strong>on</strong>g>of</str<strong>on</strong>g> the field to a wider area (in terrain pr<str<strong>on</strong>g>of</str<strong>on</strong>g>ile it issecti<strong>on</strong> numbered 2). These are massive rocks, fractured <strong>on</strong> surface,degraded and karstified, whitish in colour. When drilling or digging thisdolomitic limest<strong>on</strong>e is broken into pieces, debris or dust. Fractures andcaverns in the surface z<strong>on</strong>e are enlarged by karstificati<strong>on</strong> and filled withpage 6

Accordingto building standards GN-200 this material bel<strong>on</strong>gs to the category V toVI <str<strong>on</strong>g>of</str<strong>on</strong>g> the excavati<strong>on</strong>. A good basis for founding. GEOTECHNICAL CONDITIONS FOR REHABILITATION OF THELANDFILLGeotechnical c<strong>on</strong>diti<strong>on</strong>s for rehabilitati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the landfill are complex.Secti<strong>on</strong> that is favourable in geotechnical terms for c<strong>on</strong>structi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g>necessary facilities is the limest<strong>on</strong>e secti<strong>on</strong>. On the site they are partiallycovered with a thick layer <str<strong>on</strong>g>of</str<strong>on</strong>g> the existing landfill. Landfill itself is not suitablefor any c<strong>on</strong>structi<strong>on</strong> <strong>on</strong> it. If any facility is planned to be build it is requiredto remove the landfill from the site and perform the founding in thelimest<strong>on</strong>e.Allowed load capacity <str<strong>on</strong>g>of</str<strong>on</strong>g> limest<strong>on</strong>e is good while the subsidence isnegligible because it is virtually undeformable. It is not suitable in terms <str<strong>on</strong>g>of</str<strong>on</strong>g> hydrogeological properties since it istect<strong>on</strong>ically fractured, faulted, cracked and karstified, high permeable rock.All the water that falls <strong>on</strong> the ground infiltrates deep into the ground wherethey form scattered karst aquifer. This aquifer is discharged throughsprings <str<strong>on</strong>g>of</str<strong>on</strong>g> Crnojevića River (Obodska springs). CONCLUSIONLandfill terrain site "<strong>Vrtijeljka</strong>" in Cetinje from engineering-geologicalaspect is built from underlying limest<strong>on</strong>es. At <strong>on</strong>e end is existing landfill.Foundati<strong>on</strong> c<strong>on</strong>diti<strong>on</strong>s are generally favourable in geotechnical but areproblematic in terms <str<strong>on</strong>g>of</str<strong>on</strong>g> hydrogeological c<strong>on</strong>diti<strong>on</strong>s. Locati<strong>on</strong> is stable undernatural c<strong>on</strong>diti<strong>on</strong>s.From the hydrogeological point <str<strong>on</strong>g>of</str<strong>on</strong>g> view, the terrain is <strong>on</strong>e <str<strong>on</strong>g>of</str<strong>on</strong>g> the wellpermeable,fractured and karstic porosity. The water level is deep insidethe ground where it forms a scattered karts aquifer.The facility is in seismic z<strong>on</strong>e with the expected maximumearthquake intensity <str<strong>on</strong>g>of</str<strong>on</strong>g> VIII degree MCS scale.Permitted load <str<strong>on</strong>g>of</str<strong>on</strong>g> limest<strong>on</strong>e as a base for foundati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> buildings ishigh (over 500 kN/m 2 ), while the subsidence is negligible. Basicexcavati<strong>on</strong>s can be carried out completely by machines.
