GTMS can also be readily adapted for goods pickuprather than passengers.Proven and off-the-shelf electronic devices are used for the fieldequipment and GTMS can be readily configured to incorporatethe communications commands and protocols for devicesfrom alternative field equipment suppliers. A key challenge wasto design robust camera and communications equipmentinstallations to allow monitoring of security sensitive sites duringextreme weather conditions.GROUND TRANSPORTATION REVENUE MANAGEMENT SYSTEMSan Francisco International AirportAs a subcontractor and part of a vendor team, IBI Group wasresponsible for defining the implementation of an AutomaticVehicle Identification (AVI) System to monitor and trackcommercial vehicles operating in the airport, as well as providerevenue collection capability from trip fee charges.The software design is modular and flexible for expansion andsupports object oriented architecture based on the MicrosoftNT platform and Oracle database. The flightinformation will be received and updated from differentsources, including Massport operations at the control tower,the international airlines that utilize the International Gateway(IG) (mainly boarding related information through the CommonUse Terminal Equipment), and from a number of domesticairlines that utilize Terminals A, B, and C. The system will alsoaccommodate IG baggage information, which will be partiallycontrolled by US Customs. The consolidated airport-wide flightinformation will be accessible for query and disseminationthrough a variety of means. The output from the system will bedisplayed on state-of-the-art monitors and LED Displays.PARKING MANAGEMENT SYSTEMPenny’s Bay, Hong Kong DisneylandHong Kong Disneyland is a new 310-acre tourism, recreationand entertainment district developed at Penny’s Bay on LantauIsland. In December 2000, IBI Group/Giffelsundertook full responsibility for a major upgrade of the Controland Monitoring System for the North Runway. The upgradeincluded Category III runway controls, automated taxiwayrouting, automatic category serviceability calculation, andenhanced maintenance diagnostics.The system architecture integrates touch screen workstations inthe ATC tower, ATC back up tower, and the airfield maintenancebase with redundant PLC controls and workstations in theairfield electrical vaults on a high speed dedicated LAN.Constant current regulators, circuit selector switches and fieldsensors are integrated on robust dedicated field networks underPLC control.Working with the main AGL contractor, IBI Group/Giffelsprovided full software and hardware engineering, systemintegration, on site commissioning and acceptance testingservices. In April 2002, IBI Group/Giffels was awarded a multiyear technical support contract for the North and South RunwayAGL Control & Monitoring Systems at Hong Kong InternationalAirport.RUNWAY GUARD LIGHTSSydney Airport Corporation LimitedSydney AustraliaIBI Group/Giffels International Limited provided consultingengineering services for the conceptual design and preliminaryengineering of a Runway Guard Lighting (RGL) system to beinstalled on all runways at Sydney Airport. Air Services Australia(ASA) recently mandated major airports in Australia to replacetheir current runway intersection visual aids with the ICAOstandard Guard Lights. The project includes new RGL fixturesat each runway intersection, with new power regulators installedin each of the 6 Lighting Electrical Rooms.The present airfield lighting control system has reached themaximum capacity of it’s control. As part of the design,IBI Group/Giffels recommended a separate control systemarchitecture be established and designed to accommodate theexisting lighting systems. A new graphic based touch screeninterface was introduced to the control tower, initially to controlonly the RGL system , but eventually to serve as the entirelighting control panel.

IBI Group/Giffels performedan engineering review of the product and discussed thealternatives with each of the manufacturers:SiemensCrouse HindsCEGELECIBI Group/Giffels purchased a “single” box unit for retro fitconversion and testing and had the unit tested in a laboratoryin New York. We recorded and summarized the results of thetests, and submitted a final report.INTEGRATED AIRFIELD LIGHTINGCONTROLToronto Pearson International AirportNAV CanadaToronto OntarioIBI Group/Giffels Associates Limited designed and integratedthe Airfield Lighting Control for Nav Canada’s newly constructedAir Traffic Control Tower at Toronto Pearson InternationalAirport. The Greater Toronto Airports Authority (GTAA) intendedto relocate the airfield lighting console as a stand alone system,thus requiring valuable tower space. IBI Group/Giffels proposedto integrate the airfield lighting application onto Nav Canada’sIntegrated Information Display System (IIDS) network. Thisconcept reduced the number of monitors at each controllersworkstations and allowed several applications to share acommon network.Redundant PC servers connect to the dedicated airfield lightingsystem and provide control and monitoring operation to thetower workstations. For system support and maintenance,these PC servers provide the optimum interface point betweenthe local airport authority (GTAA) and the operating body (NavCanada).The system is the first and only touch screen control panelintegrated with Nav Canada systems, reduces ATC consolerequirements by 25%, and network integration allows graphicscreen to “move” among tower workstations.

Due to an increasein lighting circuits, the standard Transport Canada panel couldnot support the operation. A NeedsAnalysis was performed and a replacement strategy wasdeveloped. The proposed design focused on keeping thereplacement control system simple, yet expandable for futuregrowth.Critical aspects of the C704 panel replacement programincorporate the limited space available in the control Tower Caband the potential link with NavCanada Integrated InformationDisplay System (IIDS). The Duty Managers facility is designatedas the emergency backup for the control tower. The fibre opticIIDS network enables the NavCanada applications (includingthe airfield lighting control system) to be switched to the backuplocation.AIRFIELD LIGHTING SYSTEMToronto Pearson International Airport GreaterToronto Airports AuthorityToronto OntarioIBI Group/Giffels Associates Limited engineered a uniqueprogrammable logic control (PLC) based SCADA System for thecontrol and monitoring of all airfield lighting systems at TorontoPearson International Airport. A fully distributed network ofPLC’s located in the Remote Field Electrical Centres (FEC’s)was designed to communicate over dual redundant fibre opticcables run round the facility.IBI Group/Giffels developed an implementation method forconversion of the old to new control system without impactto operations. In the tower, old C703 panels were replacedwith the new PC based touchscreen controls. The systemcommunicates over fibre optic cables to the PLC controllers.The full functionality of the old C703 panels was imitated in thenew touchscreen facility.Colour graphic touchscreen PC’s were developed for the airtraffic controllers to monitor and control airfield lighting levels.Separate pages are displayed for runway and taxiway. Thecontrollers navigate to the desired screen and, by touching“virtual buttons” on the PC screen, change the settings of therunway or apron lights.

The PLC system was enhancedwith low visibility stop bars, aircraft sensors and monitoringsystems to meet the stringent Category III certificationstandards.The “heads down” procedure during Category III operationrequired the control system to provide control and monitoringstatus, and aircraft detection quickly and accurately. Air TrafficControllers use the ground radar system, aircraft sensors and“stop bars” to control and monitor aircraft access to the activerunways.MILESTONECanada’s first commercial Category III operation commencedon December 28, 1996, where 67aircraft movements were conducted at Toronto PearsonInternational Airport.

As an extension of existing Juliet Taxiway, the new runwayallows for access to new airport developments, in particular aFederal Express cargo handling facility. Phase 1 was a 105mextension of a three celled concrete box culvert that takesSpring Creek beneath existing Runway 05 23. Phase 2 involvedthe actual taxiway construction including a new service roadaround the perimeter of the runways, the new taxiway and astormwater management pond.NORTHEAST AIRSIDE SERVICE ROADToronto Pearson International AirportGreater Toronto Airports AuthorityToronto OntarioToronto Pearson International Airport had a program underwayto construct service roads around the perimeter of all itsrunways. These roads allow for emergency access to therunways as well as permit the airport’s service vehicles toaccess all areas of the airport without having to travel on liverunways or taxiways. This project extended an existing serviceroad along the east side of the airport towards the northeastcorner of the site. The road commenced between the AirCanada Hangar and Vista Cargo Terminal, was built parallel toAlpha, Hotel, and Quebec taxiways, and swung around the eastend of Runway 05 23. Work also included budget cost estimatesand assisting the client with related financial analysis andpresentations of data to various stakeholders.AIR CANADA FLIGHT TRAINING CENTREEXPANSIONToronto Pearson International AirportAir CanadaToronto OntarioThe project involves the addition of two flight training simulatorsto the existing Air Canada Flight Training Facility at TPIA.Two simulator halls have been added to the south side of thebuilding. The new halls accommodate two state-of-the-art B767and A320 flight simulators with hydraulic motion systems, aswell as support areas for offices, computer rooms, meetingrooms, classrooms and service rooms.With this expansion, Air Canada is able to provide simulationtraining services, in one location, on the RJ80, DC9, A320,B767, A330, A340 and A320 aircraft. The original training centrehas grown, through various expansions, from a 2-simulatorfacility in 1967 to the present 9-simulator centre.
