01«Italy is 8th in the global scientificpublication ranking and its number ofpatents has increased 21% over the2001-2006 period »corded 155 new deals, for a total value of 1.069million Euros. The decrease in the number ofdeals was significant but limited to 9%. Specifically,AIFI reports that in the first semester2009, 27% of the total amount invested wentto transactions in the high technology sector. It is interesting to observe that compared tothe previous years the number of investmentsin the high tech sector significantly increasedwhile the amount invested registered only aslight increase. This data suggest that there isthe lack of so-called mega deals (over 300 millioneuros) in the first half the year.1.3. Research results: publications, patentsand Technology Balance of PaymentsScientific PublicationThe analysis of a nation’s research productionallows to clearly evaluate not only the abilityto generate new scientific findings - in otherwords, to evaluate how brilliant scientistsare - but it also gives more complex informationsuch as the overall level of innovation ofresearch labs, universities, and research centres,in which the research is performed. It isin fact well known that in order to translategreat ideas into great scientific results andultimately into great applications, scientistsneed to have the right support and environment- in terms of equipment, funding, humanresources etc. - to finalize their research. It istherefore important to understand how Italyperforms when compared to other countries. With reference to the years 1998-2008, Italyranks 8th in the global classification of scientificpublication, with a total number ofarticles close to 400,000 8 . This number issignificantly higher compared to the Spanishscientific production (below 300,000 publications)and it is not far from Canada (414,000)and France (548,000). Other European countriessuch as the UK and Germany reachhigher levels in the number of publicationsproduced. As expected, the US leads the rankingwith over 3 Million publications. Anotherimportant criteria to be taken into considerationwhen evaluating scientific publications,is the number of citations an article receives. This index correlates with quality, novelty, and scientific relevance. The US ranks 1st fornumber of citations (over 42 million), whileItaly positions itself in 7th place, after Franceand Canada. These results indicate how Italyrepresents one the most relevant contributorsto the worldwide scientific production.PatentsAmong the most interesting indicators relatedto innovation, patents deserve a specialattention since they reflect not only the creativityof a nation but also its entrepreneurialmindset. The last statistics available - referredto the time period, 2001-2006 - suggest thatfor Italy, the number of triadic patents filedincreased by 21% 9 - the data are normalizedon 1 million inhabitants. Also, a comparisonbetween the three-year periods, 1992-1994and 2002-2004, shows a dramatic increase of53% in the number of patents Italy has filedin collaboration with international partners. This index is particularly important becauseit gives an indication of how much a countryis open to international collaboration. It isimportant to underline that, as already reportedfor R&D expenditures, the number ofpatents filed at the EPO dramatically varies8 Essential Science Indicators, Thomson Reuters, 20089 Patents filed at the three larger patent offices: the EuropeanPatent Office (EPO), the United States Patent andTrademark Office (USPTO) and the Japan Patent Office(JPO)7
