In my assessment, there is highestcorruption in Manipur. We have to pay hugeamount of illegal money to do any right work. Ithink each department of government whether beit hospital or bank we have to pay illegal money toget the work done. We have to pay 50% of totalamount of loan to concerning officer to get that loansanctioned. India needs a strong, not ahelpless Prime MinisterEditorial...“How can one hope of a strong India from a helpless Prime Minister?” It is nota question being raised by the Opposition but now haunts the mind of every citizen.The Prime Minister himself has accepted before the editors of electronic media that heis helpless and whatever is happening in the country is due to his helplessness.Should such a helpless and weak person be the Prime Minister of India? Have thepeople given mandate to the Congress to make such a puppet the Prime Minister ofIndia? Congress should not have done this. “My dictates should be accepted, whateverI wish should be done, and for it a puppet should be made the Prime Minister of thecountry” – can such thinking be considered fit for the office of the Prime Minister.Should there be a check on the freedom of expression of any Prime Minister anywherein the world? Should he be dependent on anyone? Should any Prime Minister thinkthat Congress is bigger than the country? The Republic is entering its 62 nd year andthe Prime Minister of India is still under the chains of Congress president. What anirony? People hope to see the reflection of India in the image of the Prime Minister ofthe country. Congress becomes uncomfortable when Prime Minister Manmohan Singhis called a bureaucrat or an economist. Had he been a political leader, such a situationwould not have been created.It is true that in 2004 Lok Sabha elections mandate was not sought in his name.Congress had sought a mandate in the name of Soniaji. Had Congress went to thepeople in the name of Manmohan Singh, it would have not got the seats it could thenwin. But Sonia Gandhi by enacting a drama of ‘reluctance’ secured a ‘committed’Prime Minster making him to realize that he had occupied the chair given by her. A‘follower’ Prime Minister could not have done more. By occupying the chair which henever deserved, he even lost his original profile for which he was known. Congresscould have managed even then had the government been in majority. The situation inwhich Manmohan Singh today finds himself due to his inexperience and lack ofpolitical knowledge is his logical denouement. He was a ‘parasite’ and even now heis a ‘parasite’ so India has no hopes from him. This is the reason why instead ofpresenting his strong points he preferred to show his helplessness. India needs astrong Prime Minister and not a helpless one.The country will now have to rethink as to how long it will be led by helpless PrimeMinister? Can the nation remain secure in the hands of such helpless Prime Minister?What kind of image India will have before the entire world? Can such a helpless PrimeMinister solve the problems of the country? Therefore it is the need of the hour thatCongress should hang its boots and desist from continuing a helpless and weakperson as Prime Minister of the country. No one will have any objections.BJP sweeps by-electionsThe results of the recent by-elections clearly indicate that UPA is now on its wayout and NDA is slowly coming back. In Gujarat, Jharkhand and Chhattisgarh BJP hasbeen able to retain its seat but it was really commendable in Madhya Pradesh. InMadhya Pradesh BJP not only snatched the tribal dominated seat held by Leader ofOpposition in the State but in Sonkutch it won the SC dominated seat earlier held byDeputy Leader of Congress. While in Kukshi the margin of victory was 16,<strong>15</strong>1 votes,<strong>March</strong> 1-<strong>15</strong>, <strong>2011</strong> 5


it was nearly 20,000 votes in Sonkutch. Both the seats had become traditional strongholds ofCongress. It was not easy to win. The victory on both the seats not only was a setback for Congressbut a message was also sent that the work of BJP is becoming all embracing with increasing supportamong SC/ST sections. It is to be noted that BJP State President Shri Prabhat Jha and MadhyaPradesh Chief Minister Shri Shivraj Singh Chouhan are working tirelessly among the SC/ST andbackward sections with strong organizational work and effective implementation of the developmentworks initiated by the government.The Vananvasi Samman Yatra of Shivraj ji is being seen in this context. The victory of BJP inMadhya Pradesh and other States has re-kindled the hope of the people who now feel that the futureof BJP is bright. The victory of Trinamool Congress in Manipur whose candidate was supportedby BJP is also a welcome sign. Congress may refuse to learn lessons from the results of these byelectionsor even after being beaten in Bihar elections but the BJP should not become over-enthusiasticand over-confident. Accepting victory with humility BJP should continue working for the peopleas ever before. If BJP karyakartas prepare for coming elections with a sense of unity, collectivity andcoordination then the BJP will definitely form governments in many states. In 2014 Lok Sabhaelections also BJP can win seats as per its expectations. •<strong>March</strong> 1-<strong>15</strong>, <strong>2011</strong> 6~~~~~~~☯☯☯~~~~~~~Govt. to setup JPC to probe 2G scamAccepting the Opposition demand, Prime Minister Manmohan Singh in Parliament onFebruary 22 announced the setting up of a Joint Parliamentary Committee (JPC) to look into the2G scam. Earlier unrelenting pressure from the Opposition and the report of the Comptroller andAuditor General (CAG) on the issue forced the then Union Communications Minister A Raja toquit the Union Cabinet on November 14 last year.There have been four investigative JPCs so far:• The first was instituted to inquire into the Bofors scam on a motion moved by then defenceminister KC Pant in the Lok Sabha on August 6, 1987. The Rajya Sabha endorsed it a weeklater. The committee, headed by B Shankaranand, held 50 sittings and gave its report onApril 26, 1988. Opposition parties boycotted the committee on the ground that it waspacked with Congress members. The JPC report was tabled in Parliament, but it wasrejected by the Opposition.• The second investigative JPC, headed by former Union minister and senior Congressleader Ram Niwas Mirdha, was set up to probe Irregularities in Securities and BankingTransactions in the aftermath of the Harshad Mehta scandal. The motion was moved bythen minister for parliamentary affairs Ghulam Nabi Azad in the Lok Sabha on August6, 1992. The Rajya Sabha concurred with it the next day. The recommendations of the JPCwere neither accepted in full nor implemented.• The third investigative JPC was assigned to probe the market scam. Then parliamentaryaffairs minister Pramod Mahajan piloted a motion in the Lok Sabha on April 26, 2001, toput it in place. Senior BJP member Lt Gen Prakash Mani Tripathi (retd.) was named thechairman. The committee held 105 sittings and gave its report on December 19, 2002. Thecommittee recommended sweeping changes in stock market regulations.• The last JPC was set up in August 2003 to look into pesticide residues in soft drinks, fruitjuice and other beverages and to set safety standards. The committee, headed by NCPPresident Sharad Pawar, held 17 sittings and submitted its report to Parliament onFebruary 4, 2004. The report confirmed that soft drinks did have pesticide residues andrecommended stringent norms for drinking water. •


BJP punches a stunning defeat to CongressSweeps Assembly by-electionsFrom Our CorrespondentsThe <strong>Bharatiya</strong> <strong>Janata</strong> <strong>Party</strong> (BJP) on February 17 made a clean sweep of five assembly seats in party-ruledGujarat, Madhya Pradesh, Chhattisgarh and Jharkhand where by-polls were held, while the TrinamoolCongress, emerged triumphant in one seat in Manipur with the backing of BJP. Congress failed to retain asingle seat it held earlier. This is an indicator which way the electoral wind is blowing in the country. It isall the more creditable that BJP has snatched seats from Congress. The Rahul impact was absent and thegimmicks of Congress National General Secretary Shri Digvijay Singh stood rejected by the masses in nouncertain terms. The Congress has failed to recover from the humiliating defeat which it received in the Biharelections. After being reduced from nine seats to four seats in the Bihar assembly elections, the results of theby-elections is again a severe blow to the Congress which now stands completely tainted by corruption, scamand the loot of public funds. The day the results of the by-elections were announced, the BJP workers startedcelebrations for having defeated Congress on all the seats it contested. While BJP retained its seats inJharkhand, Chhattisgarh and Gujarat, the victory in Madhya Pradesh was something which the Karyakartaswanted to celebrate emphatically. Both the seats in Madhya Pradesh were snatched from Congress and thattoo in a very convincing manner. These seats had emerged as Congress strongholds and considered very toughfor the party to win. However, the commitment and dedication of the Karyakartas resulted in victory for theparty. It was a remarkable victory. The message is clear from every nook and corner of the country, the Congresshas dashed the hopes of the people and now they are completely disenchanted by its programmes and policies.JharkhandJharkhand Chief Minister Shri Arjun Mundawon the Kharsawan Assembly by-poll defeatinghis nearest Jharkhand Vikas Morcha rival, KrishnaGagrai, by a margin of 17,366 votes.BJP’s sitting MLA Mangal Singh Soy had quitthe seat to facilitate the election of Munda — party’sMP from Jamshedpur — to the Assembly.This was Munda’s fourth win fromKharsawan Scheduled Tribe constituency since1995.“The people of Kharsawan have made theirpreference public. We will try to live up to theirexpectations”, said Shri Munda after the win.<strong>March</strong> 1-<strong>15</strong>, <strong>2011</strong> 7While Gagrai had the backing of the Congressand Rashtriya <strong>Janata</strong> Dal, no Opposition party, inan apparent bid to engage Munda in a straightcontest on his turf, fielded any candidate againsthim. The results are an indication that thedevelopment works initiated by the BJP led coalitiongovernment in Jharkhand is being received wellby the people and they are now hoping to see theState emerge from the regime of corruption andcrisis backed by Congress government at the centre.Madhya PradeshIn Madhya Pradesh BJP maintained itswinning spree and gave a stunning defeat to theCongress by wresting both the seats Congressheld earlier. It wrested both Assembly seats fromthe Congress. The Kukshi seat in Dhar district washeld by Leader of Opposition Smt. Jamuna Deviwhose death in September last year necessitated aby-poll. The tribal-dominated seat had beensending a Congress member to the State Assemblyfor over two decades, but this time the Congresslost by a huge margin of 16,651 votes to BJP nomineeShri Mukam Singh Kirade. The BJP also won theSonkutch seat election to which was necessitatedfollowing Shri Sajjan Singh Varma’s election tothe Lok Sabha. The Congress had fielded Shri


Varma’s cousin Shri Arjun Varma. As a matter ofstrategy the BJP had put a new face Shri RajendraVarma, whose father and former MP PhoolchandVarma had lost the 2008 Assembly elections by anarrow margin.In both the cases, the sympathy factor failedto work wonders for the Congress party.This win in Madhya Pradesh is a stamp ofapproval to the development work done by BJPgovernment led by Chief Minister Shri ShivrajSingh Chouhan and organizational programmesinitiated under State BJP President Shri PrabhatJha to reach out to every section of the societyincluding tribals, backwards and other marginal<strong>March</strong> 1-<strong>15</strong>, <strong>2011</strong> 8groups.ChhattisgarhBJP in Chhattisgarh won the Sanjari Balodbye-election with its candidate, Smt. Kumari BaiSahu, retaining the seat for the party by a marginof 9,965 votes.The election to the seat was necessitatedfollowing the death of sitting BJP legislator ShriMadan Sahu. The BJP fielded his widow. The byelectionhas once again indicates the popularity ofthe Raman Singh government in Chhattisgarhwhich is working tirelessly for the development ofthe State through the implementation of pro-poorschemes and programmes which fighting theNaxal_Maoist menace at the same time.GujaratShri Bhushan Bhatt retained the KhadiaAssembly seat for BJP in Gujarat by a margin of2,419 votes. The seat had fallen vacant due to thedeath of Speaker Shri Ashok Bhatt, father ofBhushan Bhatt, in September, 2010. Shri BhushanBhatt is the sitting municipal councillor fromKhadia ward. Shri Ashok Bhatt had won the seatfor a record eight consecutive times.BJP got nearly 17 per cent votes in MuslimdominatedRaikhad for the first time. It showsthe increasing popularity of BJP government in theState led by Shri Narendra Bhai Modi among theminority community. •Verdict gives a degree of assurance that law andjustice has prevailed : Ravi Shankar PrasadThirty-one people were on February 22 convicted and 63 others,including the main accused Maulvi Umarji, were acquitted by aspecial court in the 2002 Godhra train burning incident that left59 people dead and triggered violence in Gujarat. The trialconducted inside the Sabarmati Central Jail in Ahmedabad beganin June 2009 with the framing of charges against 94 accused in thecarnageThe BJP welcomed the Gujarat special court verdict. BJPspokesperson Sh. Ravi Shankar Prasad said it had “exposed thenefarious designs” of the UPA government which “tried to cover up” the entire episode. “Certainly, there hasbeen a degree of assurance that law and justice has prevailed. There were elements who were trying to belittleit. There have been politicians who tried to abuse it,” BJP Chief Spokesman Shri Ravishankar Prasad saidinteracting with media persons. He slammed the Justice Shri U.C. Banerjee Committee report, which found thatthe fire was lit from inside the coach. The Banerjee Committee, appointed by then Railway Minister Lalu PrasadYadav to probe the causes of fire in the Sabarmati Express in Godhra, had found that the fire was “accidental.”“You remember the Banerjee committee report. A retired judge of Supreme Court gave a collusive report thatthe fire was lit from inside,” Shri Prasad told reporters outside Parliament. “It was a sham report at the timeof 2005 elections,” he added.•

Coalition dharma doesn’t meanoutsourcing a department : GadkariBJP National President ShriNitin Gadkari reacting onPrime Minister Dr.Manmohan Singh’s Pressconference, said, “The PrimeMinister’s press conference wasvery disappointing and showshis helplessness. Coalitiondharma cannot mean support tocorruption. And coalition isrelated only to 2-G. What is therelation between coalition andthe case of ISRO (S-bandallocation), CommonwealthGames and Adarsh cases?”“In a way, an effort has beenmade to cover-up corruption. Hehas accused the media andopposition of spreadingmisinformation whilemaintaining that all is well. Hehas expressed his helplessness.”He termed as “laughable”the Prime Minister’s charge thatthe BJP was attacking thegovernment to vent its anger atthe action taken against aGujarat Minister (Amit Shah).“On JPC issue, he (PM) hastried to blame the opposition fornot allowing Parliament tofunction. If today the governmenthas indicated that it is ready tothink of a JPC, then why did itwaste one month (wintersession),” Gadkari said.“Why did you not agree to it(JPC) earlier? Indiangovernment is only taking halfheartedefforts to get this wealthback to this country. Hasan Ali’sname stands out as the top taxdefaulter in the country withover Rs 76,000 crores as tax duesfrom him. He is roaming free andonly a few days ago the SupremeCourt observed that theprosecuting agencies shouldensure that he does not leave thecountry.A Series of UnbridledCorruptionA series of unbridledcorruption beginning with thedisbursement of 2G Spectrum,Commonwealth Games (CWG),Adarsh Housing Society and thenow shocking ISRO-Devasscandal have shattered the faithof the common man. The exploitation of minerals shouldusher in prosperity not only to those whoexploit the minerals but also to the peopleinhabiting the area and the State. The GoldenQuadtrilateral was built andcompleted in record time.Together with this the PradhanMantri Grameen SadakYojana (PMGSY) was alsotaken up as top priority. All thishas come to grinding halt, underthe UPA. In fact, the Congressmanifesto 2009 did not even talkabout rural infrastructure.At the end of UPA I nearlyconstruction of nearly 33000kmsunder the National HighwayDevelopment Project (NHDP)was stalled, as private investorsstayed away. The minister hadpromised 35000kms of highwaysin five years. This could havebeen achieved only if at least20kms/day was completedevery day. Now, not even 8kms/day is being completed. Therunning feud between theSurface transport and thePlanning Commission on targetachieving capability of theministry is well documented.Building of minor ports hasalso suffered, everywhere;Gujarat alone due to itsdynamism has succeeded incompleting several minor portsin the state.It is common knowledge thatAir India is suffering and it is asif it is left to suffer with onlyoccasional life saving cashinfusions. A comprehensivepackage to revive the nationalcarrier is absent. Even the privateairlines have seen strikes and airsafety continues to remain amatter of serious concern. It isreported that the IndianRailways, the largest employerin the world, is in deep financialcrisis. This justifiedthe very call for the yatra itself,which wanted to question thispsyche of those who appease theseparatist and suppress thenationalists. They object to everysymbol of national pride from theKashmir valley.Phone tapping on anunprecedented scaleThe disclosure by a privatetelecom operator on the scale oftelephone tapping in thecountry is very serious.Telephones of individuals aretapped with due permission,only under securityconsiderations or when issuesof national security are involved.But tapping in this scale andnumber is frightening andraises serious questions aboutunder what considerations theyare being undertaken. The BJPdemands a comprehensiveofficial response from thegovernment on this matter.This government is sufferingfrom a leadership deficit. The BJPcharges the Congress led UPAgovernment as totallyresponsible for the prevailingsituation. It is unable andunwilling to lead and govern;sadly it wants only to remain inpower!
