ASPECTS OF TOTAL QUALITYMANAGEMENT IMPLEMENTATIONIna NIKOLOVA-JAHNTechnical University, Sofia, BulgariaAbstract. Total Quality Management is a concept by which management and employees can become involved in thecontinuous improvement of the production of goods and services. Elements, philosophies, and famous practical modelsof Total Quality Management (TQM) in this paper are studied.Keywords: quality, TQM, TQM awards, TQM implementation1. IntroductionToday the prosperity of each enterprisedepends on the effectiveness of its activity andcompetitive power. The successes of companieshave dramatically changed how they and other seeboth quality and business management today. Thepurpose of this paper is Total Quality ManagementImplementation’s aspects analyzed. TQM is acollection of principles, techniques, processes andbest practices that over time have been proveneffective. Based on the TQM elements, a qualitymanagement method model is developed. Thismodel describes the primary quality managementmethods which may be used to assess anorganization’s present strengths and weaknesseswith regard to its use of quality managementmethods.2. Theoretical AspectsAn extensive review of literature was carriedout to identify the elements necessary for thesuccessful implementation of TQM. It is amanagement approach that originated in the 1950'sand has steadily become more popular since theearly 1980's. Many of the concepts are now called“total quality”. Many other terms have also beenused such as “Business transformation”,performance excellence, business excellence, and"six sigma".The roots of TQM go back to the teachings ofDrucker, Juran, Deming, Ishikawa, Crosby,Feigenbaum and countless other people that havestudied, practiced, and tried to refine the process oforganizational management [3, 5-9, 15]. Theirinsights into quality management provide a goodunderstanding of quality management principles.An example of one such proposition is: Quality is aresponsibility of the whole organization, rather thanof the Quality Department. There are many suchpropositions covering different aspects of qualitymanagement practices.Total Quality is a description of the culture,attitude and organization of a company that strivesto provide customers with products and servicesthat satisfy their needs [10].TQM is a philosophy that involves everyone inan organization on continual effort to improvequality and achieve customer satisfaction [5].Typical for an organization going through atotal quality process would be a clear andunambiguous vision, few interdepartmental barriers,time spent on training, excellent supplier andcustomer relations and the realization that quality isnot just product quality but also the quality of thewhole organization, including sales, finance,personnel and other nonmanufacturing functions[10].There are some common points which areshown below. Top management establishes a mid- and longtermvision and strategy. Top management determines the organizationclimate. It develops a quality culture bychanging perception and attitudes towardsquality. The importance of education and training isconcerned in changing employees’ beliefs,behavior and attitudes and enhancing theircompetencies in carrying out their duties. The emphasis is on prevention of product defects,not inspection after the event, and on thereduction of the costs of quality to improvecompetitiveness. There are broad agreements that all aspects ofactivities should be looked at for qualityimprovement, as these all contribute towardsquality. Functional integration is considered tobe an important ingredient of TQM. Quality is acompany-wide activity.RECENT, Vol. 9, no. 2(23), July, 2008 55
