SECTION 1: INTRODUCTION1.2 PURPOSEThe purpose of the <strong>Volusia</strong> <strong>County</strong> Multi-jurisdictional <strong>LMS</strong> is to: Provide a comprehensive update to the <strong>Volusia</strong> <strong>County</strong> <strong>Local</strong> Hazard Mitigation Plan, asamended in 2005 that is compliant with federal and state requirements.This Plan is intended to assist participating jurisdictions to comply with requirements inorder to expedite the response and recovery process. In addition, compliance is oftenrequired to obtain state and federal funding for pre-disaster <strong>mitigation</strong> projects andpost-disaster situations. This Plan allows participating jurisdictions to quickly assemblethe necessary grant application materials when seeking funding. Provide a methodical, substantive approach to <strong>mitigation</strong> planning.The use of a methodical approach ensures that each step in the planning process buildsupon the last, resulting in a high level of assurance that proposed <strong>mitigation</strong> actionshave a valid basis. Enhance public awareness and understanding of hazard <strong>mitigation</strong> planning.Engaging the public in the local <strong>mitigation</strong> planning process shapes the goals, objectivesand policies in this Plan. Further, it provides a method for educating the public on howto protect themselves from the impacts of hazards. Create a decision tool for management.This plan provides local managers, leaders and officials with the tools needed to reducevulnerabilities to future hazard events. Enhance local policies for hazard <strong>mitigation</strong> capability.The Capability Assessment found in Section 7 outlines the policies in <strong>Volusia</strong> <strong>County</strong> andthe participating jurisdictions to reduce hazard vulnerability. <strong>Volusia</strong> <strong>County</strong> theparticipating jurisdictions aim to enhance and create policies to address mitigating theimpacts of a hazard is such policies do not already exist. Assure inter-jurisdictional coordination of <strong>mitigation</strong>-related programming.By creating a multi-jurisdictional plan, this Plan ensures coordination of <strong>mitigation</strong>activities. This ensures that <strong>mitigation</strong> actions proposed or implemented by onejurisdiction will be compatible with the actions pursued by another.
