SECTION 5: HAZARD PROFILES5.5 SEVERE WINTER STORM5.5.1 BackgroundA winter storm can range from a moderate snow over a period of a few hours to blizzard conditions withblinding wind-driven snow that lasts for several days. It may include snow, sleet, freezing rain, or a mixof these wintry forms of precipitation. Some winter storms might be large enough to affect severalstates, while others might affect only localized areas. Occasionally, heavy snow might also causesignificant property damages, such as roof collapses on older buildings. All winter storm events have thepotential to present dangerous conditions to Volusia County. Larger snowfalls pose a greater risk,reducing visibility due to blowing snow and making driving conditions treacherous. A heavy snow eventis defined by the National Weather Service as an accumulation of 4 of more inches in 12 hours or less. Ablizzard is the most severe form of winter storm. It combines low temperatures, heavy snow, and windsof 35 miles per hour or more, which reduces visibility to a quarter mile or less for at least three hours.Winter storms are often accompanied by sleet, freezing rain, or an ice storm.Sleet is defined as partially frozen raindrops or refrozen snowflakes that form into small ice pelletsbefore reaching the ground. They typically bounce when they hit the ground and do not stick to thesurface. However, it does accumulate like snow, posing similar problems and has the potential toaccumulate into a layer of ice on surfaces. Freezing rain, conversely, usually sticks to the ground,creating a sheet of ice on the roadways and other surfaces. All of the winter storm elements – snow, lowtemperatures, sleet, ice, etc- have the potential to cause significant hazard to a community. Even smallaccumulations can down power lines and trees limbs and create hazardous driving conditions. Further,Communication and power may be disrupted for days.5.5.2 Location and Spatial ExtentNearly the entire continental United States is susceptible to winter storms, but the degree of exposuretypically depends on the normal expected severity of local winter weather. Volusia County, being in thesouthern portion of the nation, rarely experiences winter weather events, and thus has a much lowerrisk than more northern areas of the country. Typically, there have not been many winter storms thathave caused damage in Volusia County. However, there were two severe winter storms that killed manyof the orange groves in the 80’s. Future impacts throughout Volusia County could include damage tocrops, nurseries and tree farms (e.g., Pierson is the fern capital of the world), and other vegetation;sleet could increase the number of vehicular accidents); and the increased use of alternate heatingsources in homes (e.g., space heaters) could cause potential structural fires.5.5.3 Historical OccurrencesDespite the rare chance of winter storm occurrence, one snow event was reported in 2008 according toNCDC. On January 3, 2008, cold breezes off the Atlantic produced brief snow flurries along the coast ofVolusia County. On January 9, 2010 sleet was reported in Volusia County. According to an EmergencyOperations Management Volusia County manager, there were also two severe winter freezes in the midVolusia County Multi-jurisdictional Local Mitigation StrategyFebruary 20105:23
SECTION 5: HAZARD PROFILESto late 80’s. These events killed many orange groves in Volusia County and around the state. There wereno reports of death, injuries, or property damage as a result of the winter weather.5.5.4 Probability of Future OccurrencesThere is a low probability of future winter storm occurrences. Winter storm events will remain aninfrequent occurrence in Volusia County.
